Defacing Intramuros

FORMER Philippine Tourism Authority (PTA) general managers Angelito Banayo and Nixon Kua yesterday asked Tourism Secretary Joseph Ace Durano to bring charges against current PTA chief Robert Dean Barbers at the Office of the Ombudsman and the Presidential Anti-Graft Commission over the sports complex Barbers is building outside the walls of Intramuros.

Banayo and Kua said the construction is illegal and is putting the centuries-old walls of Intramuros in peril.

intramuros.jpgHistorical and cultural conservationists are also raising hell over the sports complex for marring and endangering the historic walls.

“This is a clear violation of the law. It violates Presidential Decree No. 1616. It also endangers the centuries-old walls of Intramuros because it is being constructed so close to the walls,” said Banayo.

PD 1616 provides that “no structure, including stone walls, fences, light or other fixtures, steps and paving shall be erected, altered, restored, moved or demolished within Intramuros without the Intramuros Administration’s Certificate of Appropriateness as to external architectural features and its congruity with the historic district, including style, general design and arrangement, types of windows, doors, light and other fixtures and signs, material and location of advertisements and bill posters.”

The one-hectare lot where the construction is going on was a former part of the golf driving range of Club Intramuros located along Bonifacio Drive. The structure will be built a mere two meters distant from the historical walls. On the other side of the wall is the prison cell where Dr. Jose Rizal spent his last night before being executed in December 1896.

Banayo said Barbers pushed ahead with the construction without getting clearance from several offices. “He bypassed the Intramuros Administration, he bypassed the City of Manila, he even bypassed the Department of Tourism, which has control over PTA. He caught everyone by surprise, including us,” he said. Banayo, who headed the agency from 1998 to 2000.

Kua said the Intramuros Administration (IA) had already disapproved the proposed project thrice but Barbers still went ahead with the construction. The IA approval is a prerequisite before the city government of Manila approves the construction.

“Despite IA board’s disapproval of the project in its May 4, 2006 meeting, Barbers pursued the project, which was not also approved by the PTA board. Worse, he ignored three notices of stoppage from IA,” said Kua.

KuA said the project did not go through a proper bidding after it was transferred from its originally planned location in front of the Manila Bulletin building, also in Intramuros.

“The P24 million project was awarded to IA Bosque Construction in November 2005 without project approval from IA. From its original proposed site on Victoria St., Ravellin de Recolletos, Intramuros, Barbers moved the project site to the Intramuros driving range, still without the approval of the IA while the cost has already ballooned to P87 million on a “negotiated” price,” Kua said.

“Charges should be filed at the Presidential Anti-Graft Commission and to the Ombudsman. We are asking Secretary Durano to do this. If not, we will be the ones to do it as concerned citizens. It is obvious! Hindi na dapat pag-isipan kung ano ang motibo nito kundi ang kumita,” Banayo said.

The sports complex will reportedly include two floors, and courts for indoor basketball, badminton and tennis once completed.

    Joseph Ace Durano is another superbastos in the official family of the Tianak. He has no sense of history, only a sense of smell for money. Binastos na ni Tianak si Gat Jose Rizal sa Bagiuo noon ng harapan, at ngayon naman ay binabastos rin ni Durano ang Bayani ng talikuran!

    Why is Durano ignoring all the government offices that regulate constructions in Intramuros? Who will use the sports complex, si Fuckyaw?!

    Intramuros must be preserved at all cost, napakalaking bahagi iyan ay kasaysayan ng Pilipinas! No construction of other buildings should mar or endanger it, tama ang historical and cultural conservationists na tumutol sa project ni Dura(no)! TUTULAN!

    Gosh, ano bang mga tao ito?! Like amo like tuta; Like tuta like amo!

    Please lang, respect the Great Jose Rizal, spare the hero from your selfish ambitions!

    Kailangan dito kay Ace Durano ay ibalik sa eskuwelahan at turuan ng History lesson.Ang Intramuros ay may dakilang kasaysayan sa ating mga liping Pilipino,ang tanong ko bakit sa dinami-dami ng lugar sa Kamaynilaan ay diyan pa nila itatayo ang sports complex na iyan na sa kaunting indibidual lang ang makikinabang.Kung hihimayin natin ang kasaysayan ng Intramuros from the Spanish,American and Japanese area,maraming mga alamat,nobela,dula,at tula ang mga maisusulat mg mga henyo natin sa panulat.Nandyan si Mrivera at ni Ka Enchong na ipamana sa susunod na henerasyon.Kaya itong balang na Alas na Durugas na ito ay dapat turuan bumasa ng mga sinulat ni Balagtas,dapat niyang malaman ang mga hinagpis nina Basilio at Sisa.Ang Mi Ultimo Adios ni Jose Rizal.Ang Laki sa Layaw ni Benigno.Dapat din niyang malaman na ang mga kaluluwa ng mga mahigit na isang-daang libong namatay noong liberation ng Maynila.

    Saan ba nanggaling ang Dura(an-o) na ito na wala ring batas na sinusunod?! Ipatira(dor) na lang ang yagbols niyan at ng matauhan na merong kasaysayan ang Intramuros na hindi pwedeng i-separate sa Philippine History!

    Sa English naman pala nakasulat ang PD 1616, at hindi Tagalog, kaya siguradong naunawaan ni Durano ang nilalaman nito. Ang dinig ko kasi hirap si Duranong umintindi ng Tagalog!
    Sa Siquijor na ipakulam si Durano at ang mga alipores niya…Si Barbers, dapat isunod kay Durano.
    O baka in Tagalog ang Phil. History noong high school pa si Durano kaya he doesn’t value any historical things at all?

    From the Initial price of P24 millions now ballooning to 87 millions and still going up like the helium balloons, no wonder every government official would like to construct anything on any piece of property, even those declared Historical Sites. Now let us look at the flip side, the Kickback, isn’t it all the root cause?

    Pinoys deserve really do deserve each other.

    Things like this can’t be pinned on any one person. It’s a whole convoluted complex of mutual beneficiaries that colluded to get this project this far.

    Plus of course the general apathy of the greater public.

    If the law is very clear, and the case pursued in a straightforward manner, somebody would be in jail or paying hefty fines by now.

    But no.

    Like everything else in the Philippines, it is being drawn out and made into a circus.

    Malaking pera malamang ang mahihita ni Duraanmo sa project na ito kaya kahit ilipat pa ng lugar ay dapat matuloy. O baka naman isa siya sa may-ari ng sports complex na ito. Dapat lang i-preserve ang historical significance ng lugar na ito. Ako ay graduate ng Pamantasan ng Lungsod ng Maynila at mahalaga para sa akin ang historical value ng lugar na ito. At isa ito sa mga dinadayo ng mga local at foreign tourist at dapat pa na tulungan i-promote.

    Kaso, Elvie, baka hindi rin nakakaintindi ng ingles. Frankly speaking, I have met a lot many Filipinos who think they can understand and speak English but they don’t. It is merely a second language and their perception is not the same as those who have been raised speaking it as a first language. Kahit nga silang mga British for example who speak with varying tones and accents oftentimes do not also understand themselves!!!

    Arte lang niyang si Durano claiming he does not understand Tagalog. Plastik!

    I urge everyone to stop the crooks from defiling the beauty of Intramuros that should be preserved. In fact, they should have adopted policies like those in UK where towns are preserved especially for their historical and tourism value.

    Over in the center of Oxford U for example, new buildings are built in accordance with the architectural code of the city that says that they should look like the centuries-old buildings there even when the amenities inside are built in accordance with modern times! It is also the same in the town where Shakespeare was born for example that touring UK in fact can really be a pleasure!

    Ito kasing mga malilibog sa Pilipinas ang alam lang ipa-tour sa mga tourists ay iyong mga prostitution dens sa Pilipinas. Hayop talaga ang mga utak nitong mga bugaw na ito!!!

    Intramuros should be preserved! I bet you that Doroy Valencia who spearheaded the cleaning up and preservation of the Intramuros, Paco Cemetery, etc. must be fidgetting in his grave for these callousness and lack of historical concern by these crooks who only think of how much they can profit from these projects.

    Banayo should check if the Pidal guy is the promoter of these projects as I am told that he is most responsible for selling a lot of these projects where he can profit indirectly to these greedy tongressmen, and local government officials. Tang….ummmmmmph! Tongue T, pakimura na nga!!!

    It’s a simple case, as I see it. If it’s a violation of the law, why not just hang or shoot both Tourism Secretary Joseph Ace Durano and PTA chief Robert Dean Barbers, since they ain’t about to do anything to correct the situation. It’s seems the only way to get justice in the Philippines is for the citizens to do it themselves. Can’t depend on the law to protect their sovereign rights, so why not. Lets have it out once and for all. We’ve been talking about all these for years, time to end it. Either, to let it get worsen, if we are not there yet or have a showdown at high noon.

    I’m sure everyone in the blog and many of our kababayans are getting tired of hearing the same old abuses day after day, yet nothing has been done. Of course, to depend on illegitimate-bogus Gloria is just like waiting for hell to freeze over. Ain’t going to happen. Mutineer Gloria already got her major shares stashed away in San Francisco, Germany and strong vaults.

    Ah, itong si Robert Dean Barbers, ang promotor ng kagaguhang ito ay siguradong ligtas sa demanda, kung ang magdedemanda lang ay si Duraanmo. Pareho lang ang kanilang amo, at siguradong sa itaas ang pinakamalaking parte sa porsiento. Magkano kaya ang hati ni Barbers at Duraanmo at mukhang wala ng makakapigil sa proyektong ito na yumuyurak sa kasaysayan ng Pilipinas. Korapsyon ang ugat ng minamadaling building, ano pa?!

    Pinoy ba ang Barbers? Galing siguro sa Barbero na ginawang ‘merkano’ ang tunog.

    PTA head Robert Dean Barbers is a member of untouchable. You need Ka Roger’s army to get near him. He might look like a stupid individual, but I’m sure he ain’t that dumb. Time is just being wasted of even discussing this problem, Barbers will get his way. He’ll make his millions and some for the boys to go around. He knows how the game is being played and who the right person(s) to get close to when he wants things done. It’s the same all crowd making the bucks and the poor is getting poorer. This is an old tiring song, that need to be changed yesterday. Time for the citizens to rise up to the occasion. NPA and Military ain’t about to do it, so who else, but the people themselves.

    There are many here who seem to be the type who would rather purge Pinoy heritage of all traces of our colonial heritage. These are also the same “maka-bayan” types who love deriding the descendants of our Castillian conquerors (they usually throw in our Chinoy industrialists as well into this rhetoric) as the oppressors of the masa.

    It’s that familiar populist sentiment that catapulted Erap to the presidency, remember? It’s also that same populist sentiment that leftist groups like Bayan Muna keep shoving down peoples’ throats to lure them into their favourite street politics exercises.

    And yet here we are stomping our feet and pointing fingers at people to protest the “desecration” of the very citadel of our Spanish colonial heritage.

    Ano ba talaga?

    Is this another one of those skeletons that everyone knew about long before but is only being exposed now because it is currently convenient for the political posturing of a few characters?

    Look at the picture above.

    Site works like that don’t get to that point in a matter of days. Obviously this thing’s been going on long before alarm bells were raised. Where were the regulators? Where were the people who even remotely cared about Intramuros?

    Why raise the alarm bells only now?

  17. Why wouldn’t Durano deface Cebu where he hails from instead of destroying the historical sites in Manila. How many buildings with historical value has Manila lost in the hands of Atienza? Now this Cebuano wants to insult the Manileños.

    I was part of the Intramuros Administration, a vlunteer who worked for free to bring Intramuros back to its historical self. I feel insulted by Atienza’s acts and is even more insulted by Durano’s latest project.

He said, just look around you, nobody seems to care of the filt, dirt, debris, people just urinating everywhere most convenience, squatters living without plumbing facilities with open unprotected septic, structures being neglected, etc. His last words was, it’s a doggone shame how you Pilipinos lived. I guess, Intramoros is one prime example of how the like of Barbers and Durano would rather make the bucks than to preserve our most precious past. It’s all about money!

    Bataan Nuclear Power Plant was ordered in the early 1970s by Philippine president Ferdinand Marcos in response to the 1973 oil crisis. The oil embargo had put a heavy strain on the economy and Marcos saw nuclear power as the best way forward in terms of meeting the country’s future power needs and lessening the nation’s reliance on imported oil.

    A Westinghouse light water reactor, it was designed to produce 621 MW of electricity. Construction began in 1976 and was completed in 1984 at a cost of $600 million. However, due to alleged corruption, the project cost went up to $2.3 billion.

    When Marcos was overthrown by the so-called People Power Revolution in early 1986 a team of international inspectors visited the site and declared it unsafe and inoperable as it was built near major earthquake fault lines and near the Pinatubo volcano which at the time was dormant. (AT SUMABOG NGA ANG MOUNT PINATUBO! DIYOS KO PO!)

    The administration of Corazon Aquino refused to operate the plant, citing its lack of safety. A study was conducted and it showed the plant had more than 4,000 defects. In response, the government sued Westinghouse for overpricing and bribery but was ultimately rejected by an American court. This even as it continued to pay the company for the cost of building the plant.

    NEARLY 30 years after work began on the Bataan nuclear power plant just north of Manila, Filipino taxpayers are still paying 155,000 dollars a day in interest on a structure that has never produced one watt of power.

  28. What broken record is this guy talking about? When a person cannot understand something important that should be done, you don’t become a broken record telling the person what should be done even 10 times.

    I have actually met a lot many Filipinos coming to me for help, but can’t seem to understand what I am trying to tell them especially in the context by which a law in Japan, for example, has been passed and implemented. Kahit nga laws ng Pilipinas, lalo na, they find difficult to comprehend. Thus, the need to hammer such matters into their head. It is far from being a broken record, I may say.

    Ang hirap kasi sa mga pilipino, ang daming nagdunung-dunungan, kamote naman. Ang alam lang mag-kabisote. Tapos, sasabihin matalino na kahit na ang utak ay utak daga naman pala. Buti pa iyong Taho malasa-lasa!!!

    It’s no longer called the walls of intramuros. It now renamed the walls of Durano-Barbers sports complex. These Gloria Arroyo officials have no sense of history. Filipino freedom fighters from Spain colonial era up to Japanese occupation in 1942 were imprisoned, tortured and many died in the walls of intramuros. Every brick stones in the walls of intramuros are sacred because blood had been spilled for their quest for freedom. They have no right to deface our national heritage.

    Rep. Eduardo Zialcita (1st District, Parañaque City) was even more stinging against the government policy on debt servicing. He said for every one peso the government shells out for debt payments, 48 centavos go to interest payment of loans, which he described as fraudulent and criminal loans.

    He said next year, 58 centavos of every one peso the government allocates for debt payment will go to payment of interest alone.

    “The government’s debt policy is a criminal act, immoral and sometimes moronic,” Zialcite said. “Why can’t the government choose life over debt and if necessary repudiate these anomalous loans. It must be stopped and the government should pursue accountability of public officials behind those bad and anomalous debts.”

    The Parañaque congressman, a convenor of Alliance of Legislators Against Regressive Taxes (Alert), also lambasted the government’s debt policy on the mothballed Bataan Nuclear Power Plant (BNPP) and cited it as an example on how the government had wasted taxpayers money.

    He said the government is spending roughly P210 million a month or P2.4 billion a year for interest payment of the controversial nuclear power plant in Morong, Bataan.

    It would take a lifetime to the BNPP loans unless the government negotiate or renegotiate the mode of payment in our own people’s terms or better repudiate payment of outstanding debts, Zialcita said.

    On the Proposed 2006 National Budget: Creditors favored over the interest of the people

    For every second we breathe, the amount we spend for debt service is
    equivalent to the amount of salary a common wage earner receives in
    three months because of the government’s refusal to change its borrowing
    and debt payments policies, a militant non-governmental organization
    said after Malacañang submitted the proposed 2006 National Budget to
    Congress last Wednesday.

    The Freedom from Debt Coalition (FDC) said that for every second, more
    than P22,000 is automatically appropriated for both the interest and
    principal payments of the national government’s P4 trillion debt. This
    translates to a whooping P1.37 million per minute. This year, the
    government allocated P1.2 million per minute for debt service, the group
    added.

    The proposed interest payments are P38.3 billion or 12.7 percent higher
    than the current P301.7 billion, while the off-budget principal
    payments are P37.6 billion or 10.9 percent higher than this year’s
    P344.1 billion.

    The total debt service will increase by P75.9 billion or 11.75 percent
    next year, again at the expense of delivering basic services to the
    people, said FDC secretary-general Milo Tanchuling. The government
    must act quickly to address the issue of the country’s ballooning debt
    if it is really sincere in dealing with the worsening crisis and
    poverty,he said.

    Tanchuling outlined possible steps in addressing the debt burden:
    * Audit all the debts;
    * Repeal the automatic appropriations law on debt servicing;
    * Stop paying all illegitimate debts such as the mothballed Bataan
    Nuclear Power Plant, the controversial World Bank-funded Small Coconut
    Farm Development Program and all the behest loans incurred during the
    Marcos period;
    * And, cancel onerous contracts and agreements awarded to some
    independent power producers (IPPs) like the Casecnan Power Project.

    The Arroyo’s administration again fails the people by reducing further
    the budget for the country. We in FDC had hoped that the proposed budget
    would serve the interests of the people, on the contrary, the Arroyo
    regime sees it fit that our money benefits the creditors first,
    Tanchuling lamented.

    It can be recalled that early this year, FDC claimed that the passage of
    the 2005 national budget would contribute to the worsening of the
    current fiscal crisis into full-blown economic and social crisis. This
    year’s budget followed a pattern in the last five years of diminished
    spending for social and economic services.

    budget will benefit not Mrs. Arroyo nor the creditors, but the people.

    Nigeria settles Paris Club debt

    Nigeria has paid off its multi- billion dollar Paris Club debt, becoming the first African nation to settle with its official lenders.
    The move may clear the way for greater government spending on infrastructure, healthcare and education, and is hoped will prompt greater foreign investment.

    Nigeria has undertaken a programme of economic reforms and the oil exporter has been helped by record crude prices.

    The Paris Club is a group of 19 lenders including the UK, Russia, and Germany.

    CEBU CITY— The Visayas Ombudsman has stopped the payment of allegedly overpriced lampposts installed in three Metro Cebu cities in December last year for the Association of Southeast Asian (Asean) leaders’ summit, but the order might have come too late: it turns out the project is almost fully paid.

    Of the P120 million that the Department of Public Works and Highways allotted for the project, only 15 percent, or about P18 million, have yet to be paid to the two suppliers of the lampposts, the Ombudsman found.

    It was “almost a done deal,” Ombudsman Director Virginia Santiago said.

    LAST Tuesday, a good fifteen minutes before my radio program (“Krus na daan” DZRJ 810 khz) began, I decided to wait at the AM booth even if Nildo Pable was still winding up his bombastic news and public service program. He was
    lambasting Dean Barbers, general manager of the Philippine Tourism Authority
    (PTA) for constructing a sports complex shoulder to shoulder with the walls of Intramuros, in blatant violation of an existing law, PD 1616.

    In his colorful style, Mr. Pable said that as far as he knew, Intramuros, in particular the Fort Santiago area, is not a bodega, as claimed by GM Dean Barbers who he must have interviewed by phone patch minutes before I entered
    the room. If it were a warehouse, he asked in the vernacular, why did he see a lot of “singkit” visiting the place? Mr. Pable was referring to Asian tourists who usually flock to view Rizal’s shrine at Fort Santiago. After
    his show, I confirmed that Intramuros is definitely not an abandoned warehouse; perhaps, it is a living bodega of history, but I was sure GM
    Barbers was not speaking figuratively. The PTA head, who defied the board of directors headed by the tourism secretary, was trying to justify his flagrant violation of the law.

    Frankly, I did not expect someone like Nildo Pable to even care about Intramuros but I confess to being pleasantly surprised that GM Barber’s transgression provoked his rage and ire. That can only mean Intramuros is not just a historical landmark, it has, in fact, become iconic and
    emblematic despite the “historia negra” woven around it. That is hopeful because Nildo Pable’s radio listeners are definitely mass-based.

    GM Barber’s arrogant defiance of the existing Philippine legislation is an unfortunate reminder that education in this republic has deteriorated and that there is no rule of law. To all appearances, constitutions, executive
    orders, presidential decrees, enabling acts, and other legislative devices which form the body of laws are not self-executory, which means that citizens, even if they are informed about the law feel that they can violate
    these with impunity until somehow constrained by ex-post facto judicial action. Aren’t responsible citizens (especially if they are government officials) supposed to obey the law even when no one is looking? What a
    shameful example, GM Barbers! No wonder the Philippines is perceived as the most corrupt country in Asia.

    Hello people of this forum, there’s so many issues I already missed. For being on the ground right here on the frontline where the excitement is, the ‘internet brigade’ got me all right. Don’t worry, they cannot touch many of you out there. For two weeks my phone was dead. I don’t know if I messed up with anyone.

    At the start of the campaign, an overzealous glue boy plastered a political calendar with a grinning face at my door alongside earlier pictures of a stolen pug from my dog walkers circle. Like a kid I mischievously enhanced the ears on the face to be in cadence with the pug. Efforts from certain quarters to remove it failed for sometime because I guarded it ferociously. Other poster on my street were cleaned up. But I wanted all on my busy street to see the lost “dogs”. I amused friends on the email with a digital captioned FOR DOGS ONLY. That might have inspired the A.S.O. jingle. Somehow they stole my door.

    My phone went dead when I called up the COMELEC. In a few days they burned the COMELEC. Napikon siguro sila. After I got back my landline just this Friday not without unkind words to some people up there, I have to scan so many interesting posts in various fora. And here I am, looking at the intramurals reliving past construction corruptions from the failed nuke plant to the sports complex. Well, The PD1616 has that little insignificant word “within” and the complex is outside. Smart guy, that Barbers, eh? He may be young but his wisdom trails back along a dynasty that has been keeping track of the Yamashita treasure. Remember some decades ago, large treasure diggings were authorized at the walls. This midterm election may be a do or die for the administration to get at the suspected cache just two meters away and under the wall.

    I am glad the P87m is now on hold. It can help out on my more favorite obsession that of a Boracay bridge. You see I can not swim like many others and good or bad weather might one day sink a ferry there. Ask any seasoned chief mate to calculate the capsizing moments of any fully laden outriggered banca and you’ll think twice before you go on your next holiday with your loved ones riding on similar contraption as a passenger. The Hinatuan passage incident might still be fresh with the Barbers’.
