FVR, Enriquez, Abat

Last Friday, former AFP Chief of Staff Fortunato Abat and former Budget Secretary Salvador Enriquez held a press conference at the Café Roma in Manila Hotel. The two are the primemovers of the Christian Nationalist Union which calls for the ouster of Gloria Arroyo and the setting up of a new government to be run by a council.

In past interviews, Abat had been quoted as advocating the establishment of a junta.

Last Friday, Abat denied ever having advocated for a junta.

Enriquez , on the other hand, used a new term for the alternative they were offering:constitutional protective option.

The day before, Inquirer came out with a story on the U.S. Embassy report linking former President Ramos, former National Security Adviser Jose Almonte,Abat and Enriquez to a plot to oust Arroyo.

Abat denied working with Ramos saying that the last time they talked was in 2001 during Edsa II. Enriquez answer was more intriguing: “I do not know that there is such a plan.” So, could there be a plan he doesn’t know?

What was surprising was Abat’s criticism of protest actions against Arroyo. He said “when rallies are dispersed, they convey defeat. They are symbols of defeat. They strengthen GMA.”

Enriquez, made a revealing remark: “Had GMA fell earlier ( when there is no ready alternative yet) who would benefit?

Those remarks reveal the closeness of their position with FVR who has also shunned joining rallies and who said that he supports GMA because “there is no alternative.”

Abat and Enriquez said they had just come from Washington D.C. where they met officials (they decline to reveal the identities of people they met) who told them that House Speaker Jose de Venecia had also been there lobbying for support for his Cha-Cha.

Talking with Abat and Enriquez strengthens my suspicion that they are part of FVR’s network. They shake GMA to compel her to depend on FVR. But it seems they have met their match in GMA who is as wily and as unprincipled as their principal.

Last Oct. 24, 2005, I wrote in Malaya about FVR’s agenda:

I find the justification of former President Ramos of his support for Gloria Arroyo unprincipled.
In a speech before three major business groups last week, former President Ramos explained his support for Gloria Arroyo: “If I have been supportive of President Gloria Macapagal Arroyo, it is only secondary and incidental since there is no other better alternative right now.”
The problem with Ramos is that he wants to be the alternative.

Ramos’ problem is that Arroyo does not want to be out of power to protect herself for the crimes she has committed. And he is not acceptable to the opposition.
That is why Ramos is pushing for charter change. He has said it time and again that he is not interested to be prime minister under a parliamentary form of government but nobody believes him. People put more weight to his body language than his words.
Last July 7, the day before he came to Arroyo’s rescue while her decent allies were abandoning her, Ramos presented before a Rotary Club meeting a “graceful exit” for Arroyo. He proposed the establishment “as soon as possible” of a High Commission composed of seven respected leaders to examine constitutional, judicial, economic and social reforms.
Simultaneous to the High Commission, Congress should transform themselves into a Constituent Assembly to study major amendments to the Constitution.
In Ramos timetable, by Nov. 1 (which is next week), the Con Ass should be able to come up with major amendments particularly a shift to parliamentary system of government. By Dec. 1, the High Commission should be ready to submit its recommendations to the Con Ass. By Jan. 1, 2006, a new Constitution should be ready to be submitted to a plebiscite to be held 45 days after or not later than Feb. 14, 2006. By March 1, the new Constitution should be in place.
Elections would be scheduled on May 15 and there should be a new leader by June 30, 2006.
Arroyo was aware of this when she welcomed Ramos with open arms in Malacañang on July 8. In fact, Executive Secretary Eduardo Ermita, who is identified with Ramos, said that Arroyo was considering the proposal.
Aside from the fact that FVR’s timetable is already outdated, Malacañang is now singing a different tune. More than a week ago, Rep. Ronaldo Puno, president of Arroyo’s Kampi, questioned House Speaker Jose De Venecia’s eagerness to include in the agenda of the proposed Con Ass the abbreviation of Arroyo’s term. They succeeded in including in the proposed amendments that “the incumbent shall serve as prime minister and concurrently as President under the new Constitution until her term expires on June 30, 2010.”
Still, Puno is making intelligible noise about the Committee report 1065 recommending the convening of Congress into Con Ass being unclear about post-2010. Does he want assurance that Arroyo is not barred from remaining in power beyond 2010?
But one thing is clear: GMA has put one over FVR. That must have pricked his wily pride. That’s why he is again making slight jabs while saying that he is still supporting her.
I said FVR support of Arroyo is unprincipled because he wants us to forget the basic issue that Arroyo is an illegitimate occupant of Malacañang. She didn’t win the 2004 elections. Therefore, she has no right to be president even for a minute. Add to that are the many crimes that she has committed to cover up the illegitimacy of her presidency.
To give Arroyo a graceful exit is to tell the world that in the Philippines, crime pays.

    Dear Ellen,
    PLEASE PARDON ME, but someone is being presumptuous again just because they succeeded in unseating two President by means of EDSA 1 & 2 and completely ignored the millions of people who disagreed with them at EDSA 3.
    Just because the people are keeping silent, the group of Cory, FVR, the Hyatt 10 and their elite civil society retinue think that they can put one over the people again. Never again. If they call on the people to oust Gloria, they will not come. You are not one of them. They will not listen and follow you. Once is enough, twice is too much, thrice is a poison that will kill the people. We would rather bite the bullet than have you people rule us again.
    We elected two Presidents who are from us and whose hearts belong “sa mahihirap at naninirahan sa daigdig ng mga api.” They can live with us and eat with us and feel with us. We would have sacrificed with them in swallowing the bitter pills that have to be taken to put this country right. They are sincere and they will suffer with us. We trooped to the polls by the millions believing that you will respect our VOTE. You did not. ERAP you booted out and FPJ you cheated.
    But I particularly cannot erase from my mind what GMA did to the fine gentlemen who did not openly attack a fine lady. FPJ abided by all the rules but GMA broke all the rules in order to win. SINO NGAYON ANG TUNAY NA TAO SA DALAWANG ITO?
    Why are the people not coming out then to express their disgust in the streets? One, they are still waiting for the RIGHT ONE to make the call. And two, they will take out Gloria not the same way the Catholic Church and Civil Society did. How? It will happen spontaneously and it will be according to the constitution and it will be because someone they respect makes the call. But it will only succeed if everyone swallows a full dose of humility and follows someone without political blemish and whose first reaction is to say “No, I am not worthy.”

  2. Thanks Bernie. What I cannot take about FVR’s strategy is the deception. A person close to him invited me to luch and tried to convince me to support FVR because anyway, GMA will be taken care of later. That’s worse.

    There was a news item last week about Ed Malay, FVR’s PR saying that he suspects teh story about FVR planning a coup against GMA came from Malacañang. Believable. FVR and GMA deserve each other.

    Everybody harps on the disunity of the opposition. Everybody wants to be the leader. That may work against the efforts to oust Arroyo but I look at it as proof that there is no dearth of alternatives to a discredited president.

    The testimonies coming out these past months (Zuce, Gundani, Balutan, etc, etc.) confirming the Hello Garci tapes which reveal the riging of the 2004 elections show that the masses, despite the misconception of the elite that they are ignorant, illiterate and easily bought, are a better judge of person. They went all out for FPJ despite the money poured on them by GMA. It was the elite that GMA duped into believing in her.

    Ellen, the trouble with FVR really is that he believes he “is worthy to lead this country” and has been trying to lead us even if he is no longer the President. And the irony is that he was not a good president during his watch as president. And the punchline is he does not know that he botched his job as president. And the wonder of it all is that media is giving his words the importance that it does not deserve.
    As for the elite-civil society types, they grabbed People Power-1 from the people and they contrived People Power-2 but they are now botching their efforts of contriving a third people power revolt because the people “ay hindi na PAGGOGOYO. ANO SILA MASAYA? Hindi sila tunay na tao.”

    Dear Ellen:

    You are right in your discernment of FVR. He is deceptive, a liar and a delusional fool. This country must never have the likes of this man lording it over us in anyway ever again. This goes for JDV too. I wonder though if they are a match for the illegal occupant at Malacanang right now. They are now trying to outwit each other. And the poor people of this country are caught right in the middle of their corruption.

    I have much admiration for writers like you who are not afraid to tell the truth and fight for what they believe is right. I myself found my way to KME because of my compelling drive for truth and justice. I am a great believer in what the great writer Leo Tolstoy said: “God does not sleep. He only sits and waits”.

    Hence, I find consolation in the firm belief that FVR, JDV and GMA will never escape the wrath of God because of the treacheries and untold sufferings they have inflicted upon a people they were duty bound to serve. Right now, I am sure the end of the road for them is almost at hand.

  5. I hope you are right that the end of the road is almost at hand for wily triumvirate of GMA, FVR, JDV. They position they take is not based on principle but on their own selfish interests.I hope they demolish each other.

    Very intriquing why the triumvirate FVR, JDV and GMA want Charter change. All we know, they are both corrupt, liar and cheater. They are unprincipled liars and have their own selfish motive. What is wrong with the Constitution. The problem is with people who run the government, not with the Constitution. It will be worse under a parliamentary system because there will no longer be check and balance.

    I believe that as long as trhe same faces running the government no matter how much change the Charter it will be same. Before we ever talking about Charter change we should examine or lookout ourselves first… do we really believe that Cha-Cha is the answer!!! Who are these people occupying the Congress to amend the Constitution, they are all crook, vested interest and even money driven. NO to CH-CHA-CHA, oust Gloria Arroyo.

    mabuting ang buong yaman ng bayan ay mapunta sa mamamayan hindi sa iilan lamang na lahat ng paraang masama ginagawa upang maupo lang … huwag mong pikitan ang pagdarahop ng ating bayan … kung dilat na dilat ka naman sa ganitong kalagayan, malamang ikaw’y nakikinabang sa paghihirap naman ng ating bayan
