Losing allies

Foreign Secretary Alberto Romulo experienced first-hand the disgust of the Filipino-American community in Washington D.C. over what they called the “shabby treatment” of Ambassador Alberto del Rosario when he spoke at the dinner celebrating 100 years of Filipino migration to the United States last June 17.

That was four days after Gloria Arroyo released a statement: “It is with much regret that I accept Ambassador Albert del Rosario’s resignation” which caught the ambassador by surprise because he did not resign.

In that $220-a-plate dinner at the Ritz Carlton that preceded a fashion show of Pitoy Moreno’s creations, Romulo spoke about the strong ties between the Philippines and the United States and the common fight against global terrorism. The audience was politely quiet.

But when Romulo started praising Arroyo, the audience booed. He had the good sense of cutting his speech short, a source who was in the dinner said.

The Fil-Am community in Washington D.C. wrote a strongly-worded open letter to Arroyo last week. It is now being circulated for signatures in the Fil-Am communities all over the United States. The list of initial signatories that we got include prominent personalities in the Fil-Am community like Irene Natividad, executive director of the Philippine American Foundation in Washington D.C.; Greg Macabenta, publisher of Filipinas magazine in California, Reme Grefalda of Arlington, Virginia; and Elvie and Jon Melegrito of Kensington, Maryland. The letter said: “What is utterly dismaying is the unceremonious manner with which his exemplary service has been abruptly terminated. Common decency and respect require that a head of state treat her official representative with high professional standards. Ambassador Del Rosario has performed his official functions with uncommon finesse even at the most scandalous and incredulous point of your administration. He even defended your positions during those critical times when nobody was sure whether your presidency will hold or not. He was loyal to his office, to you and to the Philippines even when you faced intense criticism, growing public doubt and withering support.”

The letter scored Arroyo over how the dismissal was announced. “What is the rationale of not even affording him a personal call informing him of your action? Instead, you used an underling in what could only be viewed as a cowardly act.”

The “underling” the letter referred to was the foreign secretary. But then, even the “underling” couldn’t muster the courage to be decent in delivering the bad news to the country’s representative in the foreign service’s premier post. Romulo leaked the information to Philippine Star publisher Max Soliven who came out with the “scoop” ahead of the Malacañang announcement.

A foreign affairs source said Romulo did that to “soften the blow” on Del Rosario.

Del Rosario’s fall from Malacañang’s grace is more than compensated by the expressions of support from his constituency. In response to the open letter, Del Rosario said it “has welled up so much deep feelings within me.”

Despite the not-so-pleasant ending of his Washington stint, Del Rosario said, “I have no regrets whatsoever in coming to Washington, D.C. It has been a joy and a privilege to work hand-in-hand with all of you to help our government and our people.”

Arroyo apparently has lost a supporter because nowhere in Del Rosario’s response did he urge them to continue supporting the administration he served for more than five years. He said: “I am most saddened that my situation has caused your expression of disappointment with our government. If you will, may I please urge us to move on.

“It is fully my intention to continue serving my country in my forthcoming capacity as a private citizen. Let us look on how we can build upon our constructive partnership and our invaluable friendship to strengthen the institutions and to benefit the people of the Philippines.”

Arroyo’s advisers, particularly national security adviser Bert Gonzales, wanted Del Rosario replaced because they felt he was ineffective. He opposed the hiring of the lobby firm Venable LLP so Gonzales had to be the one to sign in behalf of the Philippine government. He is also being blamed for President Bush not inviting Arroyo again to the White House and for the critical articles in the New York Times and by the Heritage Foundation.

It’s a fact that Arroyo has failed to regain the affection of the Bush administration after she proved to be an unreliable ally when she pulled the Philippine military contingent out of Iraq following the kidnapping of truck driver Angelo de la Cruz. By the manner she treated Del Rosario, she may have also lost a lot of support in the Fil-Am community. This they conveyed in their letter: “Ambassador Del Rosario may have lost your trust and confidence but he will always have ours – along with our deepest affection and respect. And in the true context of governance and public service, the people’s voice and faith are what matter most.”

Del Rosario leaves government service on July 8. That’s a date that Malacañang will not forget because that was the day last year when Arroyo’s illegitimate presidency almost fell.

On July 8, 2005, a month after the “Hello Garci” tapes were made public by Press Secretary Ignacio Bunye, ten members of the cabinet resigned in a press conference held at the Hyatt Hotel. The group became known as the Hyatt 10.

  1. The worst that GMA had to face now is the ire of our migrant community. Certainly she will lose the PR this migrants give her administration. The way I view the recent events, it will certainly affect GMA’s image to the international community. She now has to fight for her survival in the domestic and international arena. Signs of self-destruction for the pretender. That’s what she gets for listening to fools like Bert Gonzales.

    In a realm where diplomacy reigns there is not even the slight courtesy of informing the ambassador that he is being canned! This violates the norms that the diplomatic service stand for and unacceptable, to say it mildly.

Remember how this arrogant despot threw her cellphone at someone when she lost her temper, or how she berated a cabinet member for telling the truth?     Now, Ms. Arroyo has made herself another opposition, but this time, one without chips on the shoulder to burden their fight. The migrants community, other than the love of their mother country and the interest and welfare of their remaining relatives back in the country, have nothing much to lose, but always on the defense of the country, despite the government. We project the positive image of the country and encourage people here to visit. We promote its products and patronize them. We take time to tell people, who are curious about her history, and her people and customs and traditions, the beauty of her more than 7 thousand islands. Now it is very hard to even say how the President, can even conduct herself the Way She Does. Human dignity is no longer respected. How low can she stoops, before realizing the error of her Ways? By then, we are hoping it’s not too late for everyone..

    Ellen, kilala mo ba si Bert Romulo? Kung ang kuwentong sinulat mo ay nangyaring tulad ng sinabi mo ay hindi ko maisip kung paanong hindi niya mararamdanan na ayaw na ng lahat ng sektor ng lipunan kay Gloria.

    Ang tutuo hindi ko maubos-maisip kung paanong ang isang Defensor at maging isang Miriam ay ipagtatanggol ang isang GLORIA. Kapus na kapus ang utak ko na abutin kung ano ang nagbubunsod sa isang JDV, Nograles, Bunye at buong gabinete na magsabing “ALL in is well in this land of the morning and that all the things happening in our country are but products of those destabilizers that do not like Gloria.”

    At hindi ko maisip kung bakit hindi mapatalsik si Gloria gayong ang lahat na yata ng sektor ng lipunan ay ayaw na sa kaniya gayong napakadaling kunin pati ang Supreme Court upang alisin si Erap at mapanumpa si Gloria.

    How do you correct a person nearing 60 of her evil ways?

    I was told of how this Bansot would bawl and roll on the floor as a kid to get what she wanted, and her parents, getting exasperated, spoil her by giving in to her wiles and whims.

    What we see she does today are exactly the same things she must have been doing as a child, and she does not change, and won’t especially with all those crooks surrounding her pretending to be as meek as a lamb answering to her beck and call.

    I cannot help feeling nauseated in fact everytime I see this Mike Defensor coming to her aid all the time and acting like the Mayordomo who is trying his best to be noticed by his queen for a promotion as an earl or a duke! Sayang ang pagka-UP ng gunggong na ito sa totoo lang!

    On the other hand, I am reminded of a lesson we had in church the previous week about true remorse and repentance. Apparently, it is necessary for us to repent and change our ways to be worthy of passage to God’s Kingdom because what we have learned and acquired in this life, not the physical things though, we carry with us to the next life.

    Imagine this Bansot dying without correcting her evil way, still lying and cheating as usual. I bet you she won’t get an inch to heaven’s door the way she is received by the Pope now. There will surely be the 45 or more victims of her misgovernance to stand witness against her at Judgment Day for sure!

Pero itong si Romulo kung anak siya ni Carlos P. Romulo ay siyang nakakapagtaka na hindi niya makita kung anong uri ng tao itong ipinaglalaban pa niya ang kapakanan para lalong makapagnakaw at makapagsinungaling!

    I guess people who support gloria are bobos!!! With the many scandals, corruptions, killings, lyings, cheating associated with the “black magic woman” how on earth a person continue to make friend with her?? Di ba kabobohan iyan? Defensor, bunyeta, ermita, gonzalez, jdv, nograles are all pfffttt!!! Mas magaling pang mag-isip sa kanila ang mga mahihirap.

    Gloria will definitely leave malacanang soon!!. Hindi na siya kailangang patalsikin. She herself will eventually volunteer to abandon her grabbed seat from Erap. Bakit kanyo? Hindi na niya kakayanin ang guilty feelings that she experiences now. When she confined to hospital, i know it’s not just mere diahrrea, nakokonsensya sisa dahil sa mga kaasalanang ginagawa nila sa bayan. Paano ba naman, sunod lang siya ng sunod sa mga advisers niya. Lahat ng mga taong nakapaligid sa kanya sa malacanang ay mga pansarili lang ang hangarin. Habang nariyan ang reyna ng kadiliman ay andyan din ang mga masasamang alipores.

    Naiisip ko lang, saan kaya mapapadpad si defensor mike after gloria? si bunyeta kaya at si gonzalez anong gagawin pagkatapos? Hay!!!….buti nga sa kanila!! nagpahirap sila sa tao, pagbayaran nila ang kanilang mga ginawa. Salamat sa Filipino migrant communities in Washington, D.C. Hindi sila kayang bolahin ni Bert Romulo.

    Yes ms. ellen you’re correct, bert romulo is the nephew of the late CPR, and batong buhay, its not alberto romulo, its ROBERTO R. ROMULO na nakademandahan ni maximo soliven. ANyhow, its ROBERTO ROMULO-one of the main issue why then VP guingona has a falling out with the leprechaun, she listen very well to the so called “DFA SIKATUNA”. He is the very reason, like FVR, why the DFA is now acting like the leprechaun owns the DFA.

    Going back to the topic, the leprecahun is losing allies one by one, we can never tell in the follwoing weeks, she might lose another one, two, three or perhaps even more.

    PATHETIC – all I can say of yesterday’s conference of the leprechaun at the NAIA, bakit kaya huwag na lang sana sya bumalik dito sa Pinas. Why pathetic if you may ask, telling infornt of the camera that the country is in the able hands of the government caretaker in the person of noli “kayabang” de castro, he who doesn’t know the very essence of leadership is able to run the government??? tsk, tsk, tsk….. if people would only know who noli is???mahirap na lang ang magsalita.

    All I can say, is we just wait for the coming weeks on what will happen to the 2nd impeachment case filed against the leprechaun now at the hands of the LOWERhouse.
    Will see, Will see what will happen next, the next move perhaps blongs to the people of Philippines.

    I do not know this Kayabang personally, but hearing of how he gave up his wife and child for another woman who had more money and connections, and denying fathering the child later on makes me really and terribly sick. Nakakapagsimba pa! Sa church namin iyan, excommunicated na iyan!

    Over here, he will not even pass nomination for a position in the government despite reputation of Japanese men overseas because of the sex tours and the Japayukis being deployed to Japan to cater to dirty old men. But well, as they say, the Philippines is not Japan, and vice-versa.

    At least, I can say that over here, majority still have decency, honor and dignity. Over there, the rule of the game is graft and corruption. You are not corrupt, you’re dead, literally and otherwise! 🙁

    What makes me angry really is how the voices of the majority of Filipinos are not heard but ignored just because they do not have money, nice homes, and even degrees even when a lot of them must have brains as brilliant as school drop-out Einstein!

    I can’t really help comparing with the definitely more privileged Japanese who are not measured by their wealth and college degrees (a lot many are only junior or senior high school graduates), but by their capacity to be honorable and dignified as members of the Japanese community and society!

    It makes me angry that serious matters even of life and death of a nation is left in the hands of these oligarchs, who are the very reason why the Philippines lags behind their neighbors when the Philippines has more than what others like Japan have as potentials and natural resources.

    too bad i hav so much to say but first things first. I hope that the investigations with the ff concerns will not be ningas-cogon lang all the time:
    1. for the erring pre-need ocmpanies: what is the justice system waiting for (if we still have one!!!) PASKO??!!! para marami na namang maambunan?
    2. for the DENR: the so-called Clean Air Act – what is happening and how is the National Solid Waste Management managing their ermmm…funds (coming from ADB and other foreign fundings???). Sec Reyes is so mayabang saying we have the best “terms and conditions or rules and regulations” re mining etc than Canada and other countries!!!! this is heresy…we cant even have the esteros and waterways cleared simulataneously…only when there is media hype that somethings moves.
    3. for the DPWH and MMDA: sobra na ang mga kurakot ninyong mga men-in-blue ha!…pansinin ninyo every Friday in the major thoroughfares lke Aurora Blvd, E. Rodriguez are dwendes waiting in the dark/ hiding by the posts, at bigla bubulaga sa yo even if the traffic light is still yellow or you were midway crossing an intersection. what happens? your guess is as good as mine…syempre Friday and they need to pool money for their weekend barkada gimik nights…where are they when there is an accident or the need to be there???? minsan tatanong ka lang ng direction kamot ng ulo ang ibibigay sa yo and ang mata…take note they scout the interior of your vehicle!!!
    4. for the public officials – one will always know who is doing it for the media and the one doing it from the heart. i admire Congr Suplico for being an honest man and straightforward. Miriam S. lambasting him when he was a student says what kind of a personality she has deep inside. i used to admire the lady when she was Immigration Commissioner – i thought she was all guts and honestly and open-minded. di pala, talagang mayabang kasi she knows how to play with words lang and she’s a good speaker. It doesnt mean she has good intentions just motives..
    5. for the big projects we have around the country – like the mining, the North Railway, etc…pleas take note that all these goes under the scrutiny of the palace (this has been going ono way back 2003)- they will give the thumbs up and thumbs down when the price is right…no wonder the NAIA 3 is being forcibly taken. kasi wala pumasok sa bank account nila.
    i could go on and on…but i am just a simple homemaker who has to explain to my kids of what trashy news we always have (not all of course, i have to give thm hope and teach them how to be still nationalistic even if it is so hard to do it!!!)
    – where can the Amnesty International come in – for the projects that are being undertaken and yung mga nakalusot na
    – where can the UNCHR come in – for the injustice being done to every citizen who is so bold to voice out what is in their hearts
    – where can the Greenpeace come in – where every shore and the natural wonders of the country is being raped by capitalist both foreign and locals (mostly public officials themselves)
    – where can the truth come out with regards to the Military and Police Force – where some are really honest and great men who are willing to be of service to the people and their country.
    these are just food for thoughts…the anger and disgust in me has to subside, bec i still have kids to teach and the government will not give a damn about my health anyway due to our poor service system like health services, etc….

    I may agree with Secretary Reyes Statement. The Philippines Laws, Constitutions, Regulation as written are better than even some of the First World Countries. But the Question is “Are they enforced”?? Sometimes, and Selectively.

    Amb. Del Rosario first received the recall news not from DFA Sec. Romulo or the Philippine Star as stated in your column. He heard it a few days before from the most unlikely of sources – Manuel Pangilinan, CEO of PLDT who does not even work for the government.

    Romulo told Pangilinan who told his friend, Del Rosario.

  22. The info I got was, Arroyo asked at least three persons to convey her desire for Del Rosario to resign. One of them was the foreign secretary. One refused to be used as the “berdugo”.

    Your info that Romulo told Pangilinan, who was Del Rosario’s business associate, fits the story.

    That means, he used more than one person to do the job for him. It does not speak well of him as a manager not to be able to tell his subordinate straight on sensitive matters. It’s a sign of weakness.

    Bakit hindi nadadala ang mga taong iyan na pumapayag pang magpagamit kay Bansot na walang utang na loob kasi ang akala niya, privilege niya bilang “prinsesa” kuno na gamitin ang gusto niyang gamitin hangga’t gusto niya at pagkatapos ay sisipain niya ng walang sabi-sabi dahil wala nang silbi sa kaniya.

    Everybody, including the international government and private circles, knows how well Ambassador del Rosario performed. God is with him, a righteous man, so who can win against him? On the surface it might appear that evil powers are destroying him but time will show he will not be destroyed.

    I was talking to a Jesuit friend and suggested that the Jesuits start a movement to search for the candidate for the next presidential election (let Arroyo finish her term). Ambassador del Rosario’s name must be included. I suggested that they coordinate with newspaper editors to present to the people the different candidates in their search and let the people decide, referendum-like. Whoever comes out based on the people’s selection must be supported by the people thus no campaign money need to be raised from political sharks whose interests make the country poorer.

    God is awake all the time. He does not blink. Our country has sufferred enough already. It is time for the people to make a move.

Bakit hindi ka mag-enroll doon para malaman mo kung ano ang pagkakaiba ng demokrasya sa Komunismo na sa tingin ko ay wala namang masyadong pagkakaiba gawa ng ang mga bansang komunista din ang tawag ay mga republic! Ay, hindi ka pala puede ang bobo sa UP!!!

    Nahahalata lang na kulang ang pinag-aralan mo! O kung nag-aral ka naman ay hindi ka nakikinig sa titser mo nang ituro niya ang iba’t ibang uri ng ideology sa mundo!

    Dito pinapahiya namin ang mga tongressman, etc. na nagpupunta dito at nakikipag-usap sa mga pilipino na nakikita ang mga kapalpakan sa Pilipinas na naihahambing nila sa mga nakikita nila sa mga hapones. Walang sinabi sina De Venecia na nagmumukha lang mga kriminal at miyembro ng mga sindikato. Supalpal sila sa mga matitinong pilipino dito kaya ang inihaharap sa kanila dito ngayon ay iyong mga “Yes, Sir! Yes, Ma’m!” na lang para hindi sila mapahiya!

    Hindi sila puedeng magmalaki at magmataas. Iyan ang tunay na demokrasya at pagiging demokratiko. Iyong bawal ng bawal ay iyan ang tunay na diktador na hindi naman ideology kundi pag-aabuso!

    Tuturuan pa ako ng mga ungas. Hindi pa nga sila nakakarating sa tunay na democracy, pabalik na ako! Ang galing pang mang-insulto. Kung sa ganda rin naman e hindi ako patatalo kay Pandak! Sayang na lang ang mga lahing nananalaytay sa dugo ko! 😛 Naks, bagyo!

    BTW, Kung talagang gusto nina Pichay ng parliamentary system, sa palagay ko ang layunin nila ay gayahin ang sistema ng mga intsik na nagsasabunutan at nagsasampalan kapag nagdedebate sa kanilang Parliament. Mahirap na gawin iyan sa Pilipinas kundi nila aalisan ng mga baril ang mga tao diyan. Isipin mo na lang kapag nagbarilan ang mga iyan!

    thank you for ur reply, appreciate very much.
    to Vic – maybe yes we have the best written blah-blah, but these are written by foreign consultants mind u and paid by foreign funding + taxpayers money. I know coz i use to go to attend meetings at the DENR where dey r always looking for “assistance, proponents, etc” to help in their campaign re Clean Air Act, or whatever act you myt wana call it. until now i dont know how the DOH even disposes their hospital toxic wastes. Even the USEC then didnt know which poponents were under their wings – like the mortuaries, etc..but you maybe right in someways,…”Are they enforced?….” depends kung sinong supervisor ang in-charge kuno…coz i can tell u, i met some people who have ID’s claiming to be with the LLDA asking kung sino ang gusto ipaareglo and bahala sila..” is this the best kind of people that our govt can get….
    I have met the good Ambassador Del Rosario one time and i can say he is a man of inteligence not like the likes of JDV, Nograles etc who are jst clinging on the skirt of people who are in the Palace. It is but obvious, these people who are lambasting the impeachment cases or saying that we jst leave the Palace do their job is bec they themselves are gaining. Ibang style ng sipsip na naman kc ang pag-aaralan nila if there will be a new tenant again in the Palace.
    I always tell people i know well that i believe in the good power of Karma. It NEVER FAILS! what goes around, comes around…tatamaaan at tatamaan ng KARMA ang mga taong nagmamalinis at nagmamagaling. As i say, you can always know what kind of people you are talking to by the kind of language that escapes from their mouth….cursing, lying, know-it-all…
    Ellen, i just dont know sometimes and wonder, just what kind of a government would really suit the Philippines? People are stubborn, so hard to make them follow simple rules, majority are illeterate in a sense even if they have some education, proud kung nakakaloko o nakakaisa pa, etc.
    maybe we need the iron fist of Singapore and the decisiveness of crime execution in the Middle East like pugutan ng kamay or whatever. Hindi marunong madala ang mga halang ang kaluluwa. Kids are being raped by relatives grrrrrrrr….being peddled by their parents as well….anak ng anak kahit sa kariton nakatira….

    tama si ystakei! maraming mga pinoy ang gumagamit ng salitang demokrasya pero hindi nila alam ay nilalamon sila nito!
    marami na ang binulag,binusalan at ginawang bingi nito sa South/Central America.
    Sa punto debista ng mga maka-kanluran, ang lahat ng laban sa western interest ay mga maka-komunista,terorista, islamist at kung anu ano pa!

    Bakit hindi ninyo ipakalat yang demokrasya nyo sa mga taong nagugutom sa Africa?

  36. Soleil, we can start from sincerity of a leader. If the leader really has the good of the people as his or her top priority, everything else will follow.
