Comelec junks Sigaw petition

As expected by many, Comelec dismissed the petition of Sigaw ng Bayan to verify signatures they have gathered via their spurious version of People’s Initiative to amend the Constitution

The Commission on Elections denied Thursday the Malacañan-backed people’s initiative petition filed by Sigaw ng Bayan Movement and the Union of Local Authorities of the Philippines, ABS-CBN News reported.

“We are therefore constrained not to entertain or give due course to…the petition,” the COMELEC en banc said in its decision.

The announcement was made shortly before noon, hours after the en banc session started.

    Buti na lang natauhan ang Comelec. Gusto man lutuin ni Abalos para pabor sa Malacanang, may ilan matinong commissioner tulad ni Brauner. Ayan, hindi nakalusot ang Singaw ng Bayag ni Mike. Pero puwede pa rin sila mag-petition sa Supreme Court at baka baligtaran ang naunang decision. Nagawa na ng SC ng ilang beses ang pagbaligtad noon sa kamay ni Davide kaya puwede pa rin mangyari ngayon. May pag-asa pa ang mga diablo sa Malacanang kaya’t huwag muna tayo magsaya.

    charing lang amg mga hinayupak na yan!!! for all we knw scripted ang mga lumalabas sa bunganga ni abalos…ingat sila kc lagi silang palpak!!!hahahaha…pagka may sinabi sila, laging backfire sa EK at kay bruha and fatso…walang makalusot at ang lagin nilang last recourse ay magpa presscon si bunyeta or mighty myak…malamang mag-eensayo muna sila ala play bago magpa issue ng press releases ang EK!

    I hope the people won’t get disillusioned that this ‘issue’ is a doNe deal already.. that cha-cha will not be possible anymore.. the way I am seeing it, it is all working according to MIDGET and her DOGS’ plan.. ano nga naman ang kwenta ng pag-approve ng COMELEC sa petition kung may Supreme Court issue.. bottomline, sa SC pa rin sila babagsak..

    kya gumawa sila ng kaunting ‘gimik’ na kunyari ang COMELEC is still a reputable and respectable institution that will not ‘allow’ cha-cha.. kunyari kakampi ng tao ang COMELEC when the COMELEC dismissed the petition.. and, according to their plan, di-derecho sila sa SC.. then there is the actual GLORIAzation… jan na magsisimula uli ang paglabas ng kawalan nila ng budhi at pakiramdam.. dun uli uusbong ang ugali nilang makasarili at makahayup.. ugaling kapit-tuko sa puwesto..

    simple lang kasi.. kapag hindi nailusot ang CHA-CHA ngayun magkakaroon ng eleksyon next year and sa dami ng galit kay MIDGET, SIGURADONG mapupuno ng OPPOSITION candidates ang KONGRESO.. what would this mean for MIDGET?.. cgurado ang pagkaka-impeach nya… kaya gagawin lahat ni MIDGET para matuloy ang CHA-CHA.. gagawin lahat ng mga ASO ni MIDGET ang lahat para huwag silang maalis sa puwesto.. kasi kapag naalis sila sa puwesto, mararamdaman nila ang GANTI NG MGA GALIT NG GALIT NA PILIPINO!

    This is the real battle, the battle on the ‘dance floor’… the CHA-CHA battle..

    This is also the reason why everythin is being done too fast. the filing was last week.. the decision came this week… because they have to have a plebiscite and everything has to be ready by january because regular election is in July 2007… and the plebiscite?.. who will handle the plebiscite?.. of course, si Tatang Abalos and his GOONS!…

    God, please don’t let it happen to the Philippines… Please…

  6. But the last statement which takes cognizance of the submitted signatures which they say appears to have met the required per centum of registered voters. This paints a very different picture and changes the whole scenerio completely. A favorable ruling from the Supreme Court will now pave the way for the Cha-Cha. We’ve been screwed again.

    What fears me more aside from this cha-cha is.. what if cha-cha will not materialize?.. and because of MIDGET’s back being “against the wall”, Martial Law is the last card of MIDGET. Yeah, Martial Law, per se, is far fetched in 1987 Constitution but knowing MIDGET and her DOGS on how they can ‘go around’ every law they want to… they will do anything to make Martial Law legal.. look at Proclamation 1017?

    Commissioner Abalos was interviewed by Pia Hontiveros and Tony Velasquez in their noontime news TOP STORY through the TFC ABS-CBN Global. He was being asked about his statement which takes cognizance of the submitted signatures which they say appears to have met the required the three per cent of registered voters. Without letting Pia finish her question, Abalos repeatedly asked if she got the copy of the COMELEC decision on top of his voice. Ang gago napikon sa pagtatanong ng host.

    Tony Velasquez on the rescue and he does not want to argue with Abalos. Ang hirap kasi kay Abalos ay nagmamaang-maangan pa ay halatado naman na pabor talaga siya sa inilalakad ng Singaw ng Bayan.

    kung hindi sa panahong ito malulusaw ang mga ‘yan sigurado ako kahit isang patak ng lahi ng mga yan walang matitira kapag nagsawa ang kakampi nila sa impiyerno dahil pati si lucifer matatakot din na baka sa bandang huli sa pagsasama nila siya pa ang agawan ng trono.

  14. Ingat, dear friends, too early to rejoice. Kapag di tinanggal ni Pandak si Abalos for this initiative kuno, pihadong may ibang tactic na gagawin iyan.

    Ilan beses na niya ginawa iyan. In fact, I don’t see this as a victory but another mea culpa like the “I Am Sorry” movie of the Pandak on the Garci tape. Medyo natakot lang siguro doon sa Satanic implication ng earlier statement noong Singaw ng Bayan na hindi nangilabot na i-quote ang mga demonyo nag-possess ng isang na-exorcise ni Jesus Christ dahil hindi nagbabasa ng Biblia, at siguro meron possessed sa kanila na nag-suggest na iyon ang sabihin nila.

    For me, prophetic ang sinabi nila na baka malapit na silang malunod sa ilog Pasig na mabaho gaya noong mga baboy na pinasukan nila! Gosh, they did not even realized the allegorical connection with some real pigs!

    Meanwhile, Congrats to the members of CODAL. Iyan ang mga tunay na abogado! Hindi abogago na magaling lang magsampa ng libel suits!!! 😡

    Madalas akong pagbintangan skeptical ako sa maraming bagay. Paano naman ako maniniwala sa nangyayari ngayon sa ilalim ng punetang gobyernong ito? Halos lahat na lang peke. Mga balitang may clearance muna mula sa Malacanang (maliban sa paborito kong Malaya at Tribune).

    Alam ng Malacanang na ibabasura ng Comelec. Isang tambak na abogado ang nasa Malacanang. Paano itutulak ito kung may decision na ang Supreme Court? Pilit nilang itinutulak just to test the water. Ngayon pa lang, matinding pressure na kay SC Cheap Panganiban na isa ding Kapampangan tulad ni Abalos (lintek na puro naman Kapampangan!). Posible na baligtarin ang decision. At kapag mangyari ito ano pa ang magagawa ng mga tao? Kahit mag-ingay at umiyak sasabihin lang ng Malacanang “The Highest Tribunal has spoken. Let’s all respect the Highest Court’s decision.” Sa panahon ni Davide (nasaan na kaya ang loko?), maraming kaso ang niluto pabor sa Malacanang lalo iyon mga kay Erap at opposition. Huwag muna tayo magsaya…bagkus ay maghanda na lang tayo sa isang REBOLUSYON.

    there are as many legal opinion on any legal matter as there are lawyers arguing on it. the legal issue involved in the petition filed by sigaw ng bayan and ulap in the comelec is not a complex one because of a previous 1997 ruling in defensor-santiago vs. comelec (G.R. No. 127325, March 19, 1997).

    the SC in that case has concluded: “……the COMELEC should be permanently enjoined from entertaining or taking cognizance of any petition for initiative on amendments on the Constitution until a sufficient law shall have been validly enacted to provide for the implementation of the system.”

    “….the system of initiative to propose amendments to the Constitution should no longer be kept in the cold; it should be given flesh and blood, energy and strength. Congress should not tarry any longer in complying with the constitutional mandate to provide for the implementation of the right of the people under that system.”

    in the same case, the SC has declared “R.A. No. 6735 inadequate to cover the system of initiative on amendments to the Constitution, and to have failed to provide sufficient standard for subordinate legislation.”

    i submit that there is a real need to revise or amend the constitution. but the revision or amendment should be done by the right persons and for the right reason. for now, no one would really know exactly what particular provision in the constitution need be revised or amended. in the move of PIRMA then, it was even clearer that what they wanted was to abolish the term-limit of elective officials. this time around, the cabal trying to cook something are shy enough not to manifest what they really wanted. and that is highly dangerous.

    i am amused at the varied reactions generated by the decision of the comelec not to give due course to the petition. i was anticipating all along that the comelec will always get the flak, in either way they would decide on the petition. that would only indicate that the commission’s credibility has gone down below zero. but just the same, any contrary ruling would not prevent the issue going to the SC.

    protracted debates could have been avoided and precious time could have been spent in more productive endeavor, if the group of atty. lambino and the more active LGU officials who could not even deliver decent services to their constituents but now made themselves look very much like malacañang suckers, studied their move very well. nice trying a fast one!

    Pansinin niyo ang proponents ng People’s Initiative, si Lambino ng Singaw ng Bayag ni Mike. Bakit imbes na malungkot at magalit ay binati pa ang Comelec sa naging decision? Peke lang ba ang pagbati o alam na ang resulta? Siguro kaya kalmada handa nang lutuin sa Supreme Court. Dapat ay bantayan natin ito at ng bayan. Isa na naman pakana ito na magugulat na lang tayo panalo na naman ang mga diablo…

    Technically, there was a prior SC ruling regarding people’s initiatives for charter change if I remember rightly which involved FVR and Santiago (or was it the Comelec again and Santiago?) which should make the whole caboodle, borrowing Bunye’s favorite term, moot and academic.

    If indeed, Lambino was nicey-nicey (“binati pa ang Comelec sa naging decision”) with Comelec on the latter’s decision, there perhaps is a lutong Macao going on already in Fat Guy’s kitchen in Malacanang using several friendly Supreme Court justice crooks, este cooks pala, to make a delicious pancit Canton dish out of the Comelec decision.

    The ingredients are all there: the purported 9 million signatures by Lambino, the bogus proofs, the millions and millions of pesos that Gloria can pour in (hoping she isn’t banking on using the UN money to clean up the Guimaras oil spill) as sauce mix to make the dish more palatable to her cronies in the Supreme Court, etc. The Supreme Court cooks only have to use their chop sticks, I mean, their pens to sign the menu and presto: A decision in favor of Singaw, este Sigaw pala.

    For all we know, Abalos is probably the Cordon Bleu specialist or major assistant chef who’s been conspiring with Malacanang crooks, este cooks, to make the greatest pancit palabok you ever know, that’s why he was lovey-dovey defending Lambinog’s singaw signature portfolio.

When Abalos was appointed to the position of Chief of Comelec, I remember that I was the only one in fact protesting against his appointment knowing a little about the background and political activities of this kabalen prior to his appointment to the Comelec, but then of course I could only give my opinion, and could do nothing but try to help push the OAV Bill to pass as a law believing that the OFWs having been exposed to better governments overseas would make good voters. Whether or not they did (Emilio, et al can share their sentiments on this as absentee voters) could be gleaned by the kind of people elected to positions in 2004, and the hold of the bogus president, et al to power at present.

    Nauseating? Yes! Hopeless? It depends.

    Ang alam ko may dugong Kastila si Baboy hindi Chinese (ano ba lahi na naman ang pinag-uusapan dito, tapos may masasaktan). Pero dahil sa pinakamatagal na ang mga Chinese sa Pilipinas bago pa ang ibang lahi, sa katunayan ang mga ninuno ng mga Hapon galing China, posibleng may dugong Chinese si Baboy at tayong lahat.     I don’t know how true this is, but a few months ago I received an email attesting to the fact that Pandak was not an offspring of Dadong Macapagal especially after reading somewhere a message I posted regarding her not resembling Dadong when she was younger and before plastic surgery became available to all those who want to change their looks even when they had not have any defect to correct as when one has had a shattered face because of an accident.

    Iyon pala putok din pala siya sa buho when she was born gaya ni FPJ dahil hindi puedeng ma-divorce ang nanay niya who was married to another man.

    Nanay ni Pandak alam ko taga Pangasinan. Hindi Ilocano kundi Pangalatok na iba sa mga Ilocano. Visaya siya kasi kung totoong iba ang tatay niya na balitang taga-Iligan ay Visaya nga siya. Sabi nila iyong nga ang dahilan kung bakit sa Iligan siya lumaki dahil taga doon ang tunay niyang ama.

    Mas mabuti ipa-DNA si Pandak para malaman kung tatay nga niya o hindi si Dadong! Kahit anong retoke niya sa mukha niya lalabas at lalabas na tunay pala siyang pangit.

    Europe’s economy is growing faster than the US or Japan, according to the latest figures for the second quarter of this year.

    Growth across the 25 members of the European Union was 0.9% in the quarter, up from 0.8% in the first quarter and representing 2.8% over the year.

    Comparable growth figures for the US and Japan were 0.7% and 0.2%.

    The economies of the 12-nation euro currency group also grew at 0.9% over this period.

     

    Jobs failure

    Europe is lagging behind its economic rivals when it comes to creating new jobs, however.

    During the second quarter unemployment across the EU was unchanged at 8%, some distance behind the US with 4.8% unemployment or Japan at 4.1%.

    Poland has the highest jobless rate in the EU, with a 15% jobless toll. Slovakia is second in the unemployment league, with 14% out of work.

    Economists expect the rate of growth to cool towards the autumn, with the European Central Bank signalling the likelihood of further interest rate rises in order to curb inflation.

    at least sa europe walang mga katulad ng kawan ni glue na parang mga balat ng rhinoceros ang mga mukha. kahit buhusan mo ng muriatic acid, hindi nagbabago, mas lalo pa yatang kumakapal!
