At mago-operayon pa ulit yun.

  2. Here’s Malaya’s update on the Ombudsman and Mega Pacific:

    Ombudsman decision confuses Malacañang
Ping: Mercy, come home. Have mercy on the people

    BY REGINA BENGCO

EXECUTIVE Secretary Eduardo Ermita yesterday said Palace officials are confused over the Ombudsman’s decision to clear Commission on Elections officials on the irregular P1.3 billion election deal with Mega Pacific eSolutions that was voided by the Supreme Court in January 2004.

Ermita said he was bewildered by the Ombudsman’s finding because the SC, after voiding the deal, ordered the Ombudsman to pursue the investigation on the alleged overpricing of the computers.

“Ako mismo nagtataka. So ano ang mangyayari dito? Ibabalik ba sa Supreme Court ito, so the final arbiter is the SC? I think that’s something we have to take a closer look at,” he said.

“I don’t know why. I was not also able to get a very specific answer from (Justice) Secretary (Raul) Gonzalez,” he told reporters in his regular press briefing.

He quoted Gonzalez as saying “masalimuot talaga.”

He said Gonzalez also advised him not to make any statement as the matter is “sub judice.”

“We will leave it to the better judgment of the person concerned. That’s Ombudswoman Mercy Gutierrez,” he said.

In a 52-page resolution, the graft body reversed its June 28, 2006 ruling recommending the indictment of five Comelec officials and eight executives of Mega Pacific for graft and the filing of impeachment charges against Comelec Commissioner Resurreccion Borra.

The panel of investigators headed by Overall Deputy Ombudsman Orlando Casimiro said it “cannot find an iota of evidence to show that the acts of BAC (bids and awards committee) in allowing MPC (Mega Pacific Consortium) to bid and its subsequent recommendation to award Phase II Contract to MPC constitute manifest of (sic) partiality, evident bad faith or gross inexcusable negligence.”

The latest ruling is also in sharp contrast to the June 23, 2005 resolution by a panel of Ombudsman graft investigators that recommended the filing of impeachment complaints against Chairman Benjamin Abalos and Commissioners Borra, Mehol Sadain and Florentino Tuazon on the grounds of graft and corruption and betrayal of public trust and held retired Commissioners Luzviminda Tancangco and Pablo Ralph Lantion liable for two counts of graft each.

    ‘MERCY, COME HOME’

Sen. Panfilo Lacson said the government lost P1.3 billion to crooks but Gutierrez found no crooks in complying with the order of the SC to investigate officials involved in the poll automation contract.

Lacson said Gutierrez should return home immediately to save the integrity of her office.

“Who is she going to hold liable for the P1.3 billion contract voided by the Supreme Court?” Lacson asked.

Gutierrez flew to Switzerland last Saturday.

A check with the Office of the Ombudsman confirmed Gutierrez is in Switzerland but no official could confirm if she was there on an official trip.

Sources in that office said Gutierrez, who was supposed to be away for only a week, might extend her trip for another week.

Lacson said Gutierrez’ refusal to return immediately clearly indicates that she cannot justify her decision before the courts and the people.

Lacson said the Ombudsman can save her office and her reputation by reversing the findings of the panel of investigators headed by Overall Deputy Ombudsman Orlando Casimiro.

Lacson said everybody was caught by surprise that a contract nullified by the Supreme Court was made legal by the Ombudsman by acquitting those who drew up the contract.

He said Gutierrez left the country before the decision was announced because she knew she would be raked over the coals and she could not defend herself.

“Come home, Mercy. Have mercy on the Filipino people,” Lacson said.

“If her decision was done in her best lights, what is there to be afraid of?” Lacson asked.

Lacson said the Ombudsman’s decision and Gutierrez’ trip to Switzerland could only mean two things.

First, he said, Gutierrez knew that her decision was wrong but had to do it because she was scared that powerful people might be offended if she did otherwise.

Second, Lacson said, having made the mistake by design, the Ombudsman does not have the courage to admit a wrong much less reverse a wrong.

Opposition congressmen said Gutierrez should cut short her trip to face the controversy.

Rep. Benjamin Agarao (NP, Laguna) said Gutierrez is further courting public outrage for not being in the country to answer the issues on her decision.

“Hindi puwedeng mga tao lamang niya ang haharap at magpapaliwanag tapos malilibre siya sa kahihiyan,” he said.

Rep. Darlene Antonino-Custodio (NPC, South Cotabato) said Gutierrez “should cut short her trip and face the people’s wrath.”

Minority leader Francis Escudero, secretary general of the United Opposition, warned that the P974 million proposed budget of the Office of the Ombudsman for 2007 would be in peril at the House if Gutierrez failed to attend plenary deliberations which began yesterday.

Escudero said there is no reason to doubt that Malacañang has placed a leash around her neck, in exchange for her appointment.

Gutierrez was a classmate of presidential spouse Jose Miguel Arroyo.

“Kung may nagdududa kaugnay ng connection na yan, hindi ko siguro sila masisisi dahil hindi naman makakaila na kaka-appoint lamang sa ombudsman at si Pangulong Arroyo ang nag appoint sa kanya,” he said.

    NO CONFLICT WITH SC ORDER

Lakas Rep. Prospero Pichay (Surigao del Sur) said the Ombudsman, as an independent constitutional body, “should be kept outside administrative control of even the Supreme Court.”

“There is no provision of the Constitution that says the SC can dictate upon the Ombudsman in an administrative manner, meaning, it cannot direct the Ombudsman to conduct a probe or to rule on a controversy in a certain manner,” he said.

Pichay said: “To assail the Ombudsman decision on the ground that it runs counter to any SC ruling does not hold water.”

He said the high court did not order the Ombudsman “to indict anyone but to probe the Mega Pacific deal.”

He said that was what the Ombudsman did by conducting several hearings and gathering and receiving evidence. “So there should be no conflict with the SC order,” he said.

A check with the Office of the Ombudsman showed that the resolution was completed on Sept. 27, with Gutierrez affixing her signature on that date.

However, the resolution was not released until Oct. 2.

Gutierrez had then left for Switzerland reportedly to honor a personal invitation from its ambassador.

Her office said Gutierrez attended the ‘Third Informal Seminar on the Return of Illicit Assets of Politically-Exposed Persons’ in Lausanne from Oct. 1 to 3.

She is expected to return Monday. – With Wendell Vigilia and Peter J.G. Tabingo

Obviously, illegitimate Gloria and her band of thieves couldn’t careless or doesn’t give a damn in mocking the system. They do it all the time and we should be used by now. They’ve the full control, in cruise control yet, damn the torpedo. Foolish game they played, “catch me if you can, shame on you, if you can’t.” Soon it will pass and forgotten like many others in the past. Fake Gloria got everything going for her, and all the resources at her very disposal to support all her criminal deeds, quite apparent. Just how do you beat fake Gloria at her own game? Good question. As she said, “train already left the station, get aboard or get run over.”

Just supposing for the sake of argument, we can accept such ridiculous excuse, “walang makita kahit katiting ebidensya.” But, there is a matter of P1.3 billion contract with Mega Pacific to purchase voting machines, if you can believe Comelec and Mega Pacific, it was delivered as per the contract. Okie-dokie, we can also accept such given excuse, since matter not anyway, an exercise in futility. However, there is still a matter of P1.3 billion, and the non-working voting machines which should raise a red flag. A non-functioning voting machines which is to why wasn’t use on the national election, as the reasoning, ok. Mega-Pacific said, it was in working condition when it was received by the Comelec, ok. Obviously, some one is lying as Cayetano would eloquently suggested. So, which is not anything unsual, it happen all the time, tax payers monies spent for commodities never received or inferior items that wasn’t even in the contract. Somebody got taken! (Three guesses and the other two doesn’t count) If the voting machines were not in working condition? Don’t the govt entitle to somekind of warranty on the machines for so many years. One would think so, it should be part of the contract agreement. It’s just like buying a car from a dealer with years of warranty. The damn voting machines never been used, still in the boxes, and how can anything wrong with the stupidos voting machines? is it the damn machines that are stupid or…( fill in the blank).

No one is guilty? Ain’t amazing? Merceditas such a candidate for crab bait.

Yakssss! How disgusting, please someone hand a her blanket to cover herself up. Pleaseeeeee! Well, I guess it best anyway na nahubaran siya since she’ll be baited for crabs in Manila Bay anyway to save some time, would be grand or lovely. I guess the crabs deserve nothing better than chicken necks. Lets go first class on this one. Why not throw in also along with Merceditas another candidate. Any suggestion from the blogges. I would suggest another one or two or three better suited for crab bait, but I already got Merceditas as my own personal choice after seeing her awesome piture. Yaksss! So, you people need to pick your own best bait. Crabs loves with extra fat. Another thought, why not throw hundreds of Piranha in murky pasig river immediately next to Malacanang, and then baptize the illegal occupants of Malacanang one day when the Piranha haven’t eaten in weeks to pay for their sins? Payback is hell!

    Lovely!

But, with such merciless picture, I bid two thousand instead. Really, scared the living daylight out of me. Almost fell of my chair and have an accident while I’m sipping a glass of chiante. My gosh such frightening, it look like it came from the forgotten land millions years ago when the dinosaurs used to roam the land. And how would you like to run it to her in the dark of night? Groups demand Gutierrez’s resignation for hiding ‘corruption’

    Ombudsman flies off to Switzerland

    10/05/2006

Ombudsman Merceditas Gutierrez has made herself very scarce a day before her office made public her decision to absolve all those accused in the Supreme-Court deemed anomalous P1.3-billion automated counting machines contract entered into by Commission on Elections (Comelec) officials and the Mega Pacific consortium.

At the same time, various groups, outraged by the Ombudsman’s Office decision absolving everyone involved in the deal of any criminal liability, demanded her resignation, along with the demand for the Comelec officials to resign, pointing out that clean elections cannot be held, given that it will be the same poll officials who will conduct the elections.

Gutierrez has reportedly flown to Switzerland on “official business,” but no one, not even Malacañang or her office, could say what official business in Switzerland Gutierrez is engaged in, except for her reported speaking engagement there that she has to keep.

Speculations were rife that the Ombudsman was sent by President Arroyo, her close ally, to “fix” up the money laundering charges against former Justice Secretary Hernando “Nani” Perez, who was pointed to by Swiss authorities as having laundered some $2 million, representing his alleged share in the Impsa power deal bribe, which amount traveled through the HongKong Coutts Bank account of private banker Ernest Escaler, a known fund-raiser for Mrs. Arroyo, and deposited in a Swiss Bank account.

The Swiss authorities have a copy of a Perez notarized document giving his spouse the special power of attorney in bak transactions.

It is widely believed that the presidential couple was given the bigger share of the Impsa bribe deal said to have been in the vicinity of $14 million, in exchange of a sovereign guarantee.

It will be recalled that the sovereign guarantee was signed, sealed and delivered to Impsa just two days of Mrs. Arroyo in office after the Edsa II power grab.

Detained President Joseph Estrada, testifying before the Senate, pointed out that he was offered a $14 million bribe in exchange for the sovereign guarantee, which he and his economic managers rejected.

The President has rejected outright the pleas for assistance from the Swiss authorities, to look into the Coutts Bank account.

In what was seen as move to cover up for the Ombudsman, Malacañang yesterday claimed that it does not recall signing a document for Gutierrez’s travel at this time.

Executive Secretary Eduardo Ermita said “I can’t recall whether the Gutierrez (travel) document was among those that I gave a go-signal for a trip abroad, or even if the Office of the Ombudsman is covered by Malacañang in the grant of a travel authority,” he said.

But the President’s aide stressed that even if Gutierrez is not covered by a Palace travel authority, he is certain that her “official trip” to Switzerland has nothing to do in the recent controversy over the P1.3 billion anomaly that involves Comelec chairman Benjamin Abalos Sr., and all the commissioners and poll officials, as well as the officers of Mega Pacific who had been indicted earlier by the high court.

A group of Information Technology experts yesterday demanded the resignation of Gutierrez and asked the people to exert pressure on the election body and the Ombudsman’s office “to rectify its terrible mistake.”

Gus Lagman, an information technology expert and erstwhile president of the Information Technology Foundation of the Philippines (ITFP), expressed his disgust over the decision of the Ombudsman during a press conference at Club Filipino in Greenhills, San Juan.

Lagman, together with Maricor Akol, president of Philnits, condemned Gutierrez’s decision and challenged her to leave her post.

“Graft and corruption thrive in our country because we allow it; because we don’t punish the criminals. We are here to condemn and express our outrage and say we don’t accept the decision of the Ombudsman,” Lagman said.

Both personalities were individual petitioners and eventual winners in a case filed with the high court to nullify the contract between the Comelec and Mega Pacific eSolutions Inc.

“This mockery of justice will certainly cause the loss of trust and confidence in the Ombudsman. This is a total rebuke of the Supreme Court decision,” Akol said, stressing that “it was very clear in the Supreme Court decision that those who participated in the anomalous deal must be officially criminally prosecuted,” said Akol, partially quoting from the SC Reports Annotated (SCRA).

“Yet the Ombudsman says now that there are no criminals. How could the awarding of a billion peso contract to an 11-day old company, with evidently zero track record, be considered mere negligence?”

Manuel Alcuaz Jr. of the Systems Science Consult, Inc., for his part, said the Ombudsman decision was a “grand conspiracy” to overturn the SC decision.

It appears that it is not the first time the Comelec officials entered into questionable transactions, as Sen. Panfilo Lacson yesterday bared the hasty and unprogrammed payment of some P46 million to a defunct printer earlier this year, purportedly for services rendered 22 years ago.

Lacson said Comelec officials have yet to satisfactorily explain how the payment to Win San Trading was facilitated in a matter of days without any investigation conducted to ascertain if Comelec indeed has a long-standing payable account with Win San.

He pointed out that the payment was covered by a Department of Budget and Management Special Allotment Release Order (SARO) and a Notice of Cash Allocation which were interestingly dated on the same day, Dec. 28, 2005.

The following day, the Comelec issued a check signed by Abalos and countersigned by Comelec finance director Eduardo Mejos, payable to Win San.

Yet, Lacson said the Commission on Audit (COA) reported that the negotiated check corresponding to the SARO was not submitted to the Office of the Auditor.

In the House of Representatives, reactions were mixed. Opposition Rep. Benajamin Agarao (Laguna) said the Ombudsman is courting more public outrage for not being present a time when the public demands an explanation of her absolution of the officials.

The office of Ilocos Norte Rep. Imee Marcos made several calls to Gutierrez’s office enquiring when the Ombudsman is scheduled to return to the country.

Rep. Darlene Antonino-Custodio (NPC, South Cotabato) said that by running away, it seems Gutierrez is really hiding something and is not ready to face the music. “She should cut short her trip and face the people’s wrath,” she said.

House minority leader Francis Escudero warned that the P974 million proposed budget of the Office of the Ombudsman for 2007 will be in peril if Gutierrez will not attend the plenary deliberations which began yesterday.

But administration congressman Prospero Pichay (Surigao del Sur) defended the Office of the Ombudsman, saying it is an independent constitutional body and should be “kept outside administrative control of even the Supreme Court.”

“There is no provision of the Constitution that says the SC can dictate upon the Ombudsman in an administrative manner, meaning, it cannot direct the Ombudsman to conduct a probe or to rule on a controversy in a certain manner,” he said.

Thus, Pichay said, “to assail the Ombudsman decision on the ground that it runs counter to any SC ruling does not hold water.”

Besides, he pointed out, the Supreme court did not order the Ombudsman “to indict anyone but to probe the Megapacific deal.”

“And that is what the Ombudsman did, to conduct several hearings and gather and receive evidence, so there should be no conflict with the SC order,” he explained.

Meanwhile, senators said the Ombudsman has a lot of explaining to do to dispel the growing suspicion among senators of an alleged cover-up in the Mega Pacific case.

Even Palace ally Sen. Miriam Defensor-Santiago admitted that the Ombudsman’s ruling is a “constitutional conundrum” and if it can be shown that there is a case of grave abuse of discretion on the Ombudsman’s part, an impeachment case can be filed against her.

Sen. Joker Arroyo, chair of the blue ribbon committee, in a privilege speech, questioned the move taken by the Ombudsman, whom he calls Ombudsgirl, clearing Comelec officials from criminal.

“The Ombudsgirl has a lot of explaining to do. This office is charged with investigating graft and corruption. It may well be asked: Is it being used to conceal corruption?” he asked.

The senator pointed out that despite the SC and Senate’s findings on the ACM contract, Gutierrez “dubiously looked for ways to exonerate the Comelec commissioners and officials of wrongdoing despite the nullity of the contract, and fashioned a curious resolution of a crime committed without perpetrators.”

“On the other hand, the Senate looked at what would happen to future elections run by a tainted and damaged Comelec and asked the Ombudsman to likewise look into it and asked the involved Commissioners to resign,” he said.

Santiago, considered a “constitutionalist,” shares the observations made by her colleague explaining that that while the Ombudsman is an independent body, it is not independent of the high court “because under the same Constitution, the SC now has over-arching power and jurisdiction over any case so long as it involves grave abuse of discretion amounting to lack jurisdiction.”

“That (ruling) is an interesting constitutional conundrum because the Constitution describes the Ombudsman as an independent constitutional office. But my interpretation is that the word independent refers to the President of the Philippines because the Ombudsman is in effect, an Executive Officer, and therefore, when it is described as independent, it means it is independent of the Chief Executive. Ping: Mercy, come home. Have mercy on the people

    BY REGINA BENGCO

EXECUTIVE Secretary Eduardo Ermita yesterday said Palace officials are confused over the Ombudsman’s decision to clear Commission on Elections officials on the irregular P1.3 billion election deal with Mega Pacific eSolutions that was voided by the Supreme Court in January 2004.

kunyari pa ang malacanang. they’re just trying to distance themselves from their lapdog ombudsman.

yup, the administration has the numbers to confirm esperon, just like they had the numbers to railroad GMA’s confirmation or kill the impeachment twice.

and the admin also would have been able to get garci confirmed kung hindi lumabas yung tapes na yan. but after sumabog yung gloriagate, malacanang deemed it wise to just withdraw garci’s confirmation, to ComelecAko’s disappointment i can imagine, to save the administration and it’s allies from embarassment, even though they claim na wala namang kasalanan raw si garci at nasira lang raw si garci dahil sa paninira ng opposition.

According to the reports we have received from Manila regarding this expose, this selling of human organs from the Philippines became a very lucrative business about three or four years ago. In short, since the Bansot declared herself President of the Philippines!

Ellen, better check on this anomaly! Matinding raket ito! It reminds me of the movie when Michael Douglas was younger, “Coma.” At least, in that movie, there was a spic and span laboratory where humans are preserved until they need to be cut for their organs, which for the hungry Filipinos would be some blessings than something grim and grotesque! Diyos mahabagin!

I hate to generalize pero tama si Cayetano.

Wala!

Is this what we call justice? Gloria’s “kabits” in power are going wild with petty and major crimes but our justice system can’t nail them. Paano naman, the Ombudsman herself is “kabit” to the misdemeanours!

Sabi nga ni Jean-Jacques Rousseau, one of the greatest philosophers of all time, laws are good only if they are applied.

In spite of all these kalokohans, Filipinos are still so patient. But I can’t blame the multitude of those who have given up – they’re absolutely poor.

But what I don’t understand is why those with the education, the social status, the means and the so called faith in God, cannot do anything to alleviate our country of these evil people. Don’t they realize that at some point, they will be the victims of their own greed and their own merciless attitude vis-a-vis the common people?

The French revolution was started by the bourgeoisie (middle class or the traders class) against the abusive aristocracy. But in our country it is the middle class and the “elitists” who are colluding, conniving to abuse and share the spoils.

If this situation continues, the Philippines will explode in several million pieces – the process will start with petty random killings followed by targetted murders…It is already happening.

  39. In 2003, I helped in encouraging Filipinos in Japan to register, and Japan got a pretty good number of registrants. But I lost interest in promoting this election now because of the dayaan, for they DID cheat the election by mail in Japan.

The Japanese post is effective but without honest people guarding the votes submitted by Filipinos by mail, there was definitely no guarantee that their votes would not have been tampered with.

In fact, someone gave me a hint on how the election in Japan was made “dirty.” They made a flop of a reason that Japanese postmen cannot read English in general and a lot of the posts were sent to COMELEC in Manila instead of the Philippine Embassy or Consulate in Tokyo and Osaka. For clarity, I went to the Japanese Post and asked if that would be possible showing a specimen I obtained from a Filipino who decided not to send his vote. There was no way the Japanese postmen would make a mistake because it was very clear that the votes would be sent to the Philippine diplomatic mission in Japan, and sending them to Manila would mean extra money on the part of the sender of the mail.

Well, there, you have the evidence. But how do you prosecute these crooks with the police, court, and even the members of Congress conniving in this cheating and fraudulent acts against the very people they have taken oath to serve? I can only sympathize with the Filipinos? I cannot do their homeworks for them although in a way I am doing just that with no possibility of taking any credit, even the hope of seeing a better Philippines for the Filipinos so I can at least be proud of the land of my birth!

We do not have such expensive agency in Japan as a matter of fact because it is not everyday that people go to the polls.

Thanks for this blog, nakakaalis ng stress. I’m feeling better now.

  43. Gloria garnered the highest votes in Belgium. I can’t remember by how many but she did.

I believe, based on what I’ve been told that Gloria is still very popular with our kababayans in France, Belgium, Luxembourg; not quite sure with Holland.

This may be attributed to the fact that most of them are not really in tune with the political issues (the details). Most blame the Filipinos for their own miseries and consider the political issues are just a reflection of the nation’s (the population) inability to do the right thing.

I’ve spoken to some who really don’t realize the “katiwalian” that’s being committed by people in Gloria’s government. They believe that Gloria is doing her best but is not being given the chance to do it.

It is really quite extraordinary…The distance to home country may account for the OFW attitude here but also, I suppose their jobs as domestic helpers and manual laborers are not conducive to improving the intellectual level required to fathom what really is wrong in the country today. They are more concerned with making a living to support their families than to think about political issues.

And who can blame them? Our government doesn’t care, our leadership much less, the powers that be are brazenly callous…

But sometimes, I wonder whether this same attitude of “bahala na” or “walang magagawa”, was in fact, responsible for Spain’s colonization of the country for almost 4 centuries.

That was a long period of foreing dominance by any historical standards.

  46. The situation in Japan is different, Anna, because the Filipinos here have better comparison and they know what’s wrong with the Philippines. In general, everybody knows the Bansot is a crook, but Filipinos just love those socialization, and feel important when invited to some lavish reception at a posh restaurant in some posh hotel when the Bansot visits Japan, and they go there not really to cheer her up but for some photo-ops to show to families back home about how they have been invited to some lavish “sosyalan.”

For people like us, maybe, it is nothing but for those who have lived like some outcast in some garbage island like Payatas, Smokey Mountain, etc., it must be really something!

Pathetic? You bet it is! One thing sure though is that the election in Japan was conducted questionably! And for observers like me and my friends, we have submitted our complaint, but what can you do when the police, court, etc. will not move and try to make those who cheated legally responsible for cheating the voters?

Thank God it is not like that in Japan, because at least, I can say, I have honestly voted for that candidate, win or lose!

  47. Sorry, I don’t meant the absentee voting for Filipinos in Japan, but the elections conducted by our Home Affairs Bureau for Japanese only. I’ve talked about this in fact in other loop, re the refusal of the Japanese government to raise the value of the yen that actually is strong enough to lower the exchange rate to 100 yen per dollar, but the Japanese government is thinking of the Japanese exporters that can be adversely affected by it. As far as my husband’s company for example is concerned, a higher exchange rate for the yen is most desirous.

We have a better economy because we have a conscientious Economist serving the government. He was a Japanese professor teaching at Harvard when he was scouted for the post he held when Japan was in an economic jam.

The Bansot should admit she does not have the brains, and should scout a real Economist who can help make things better. Best is for her to step down and go to hell or jail!!! 😡

The military rule is harsh but it must be so. The pay cut of the mutineers follow the harsh rules and regulations for offenders in the military.

That being a given, the next question should be: Why should it have come to this: that our young officers and men should MUTINY!

FI Statement on Killing of Bp. Alberto Ramento
by The Most Reverend Godofredo J. David Wednesday, Oct. 04, 2006 at 3:07 PM

The people behind his death might think that they have silenced him and maimed the prophetic voice of the church. They are mistaken. His death has become like a candle in a burning incense, sparking more fire, enflaming the hearts of the clergy and faithful of the IFI to remain faithful to her pro-people and pro-labor heritage. Indeed, we grieved over his death, yet we celebrate his life.

“I KNOW THEY ARE GOING TO KILL ME NEXT BUT NEVER WILL I ABANDON MY DUTY TO GOD AND MY MINISTRY TO THE PEOPLE”

(A statement of Bp. Alberto B. Ramento to his family)

The Iglesia Filipina Independiente (IFI) has once again made a precious offering in the continuing task of proclaiming the Gospel of Jesus Christ with the brutal killing of the Most Reverend Alberto B. Ramento, the 9th Obispo Maximo of the church.

The good bishop was slain by faceless assassins who broke through the rectory where he was staying at around four o’clock in the morning of October 03, 2006 in the Parish of San Sebastian, Tarlac City. He was awakened in his sleep when the assassins had entered his room and stabbed him seven times to death. We denounce in the strongest possible terms this barbaric and dastardly act against a man of the cloth within the premises of his own church.

Initial police investigation reports point to the incident as a mere case of robbery with homicide. However, the Ramento family, the clergy and the faithful of the Diocese of Tarlac believe that the motive is much deeper than what has come out from the spot investigation. There are glaring indications that Bishop Ramento’s murder was thoroughly planned and politically motivated. We believe that the brutal killing was the inevitable consequence of his principled engagement with the people and their struggle for the fullness of life.

Bishop Ramento, aside from being a well-loved pastor by his clergy and faithful, has earned the reputation as a social prophet, and an icon in the nationalist struggle of the Filipino masses with his uncompromising stand for national sovereignty and patrimony. He was a true advocate of just peace. As a matter of fact, Bishop Ramento is part of the monitoring group in the peace talks between the Government of the Republic of the Philippines (GRP) and the National Democratic Front Philippines (NDFP).

He was a known figure in the ecumenical movement in and outside the country. Bishop Ramento has served as the chairperson of the National Council of Churches in the Philippines (NCCP). He was also a co-chairperson of the Ecumenical Bishops Forum (EBF) which is composed of bishops from the various churches in the Philippines.

Bishop Ramento, as the Chairman of the IFI Supreme Council of Bishops (SCB), has strongly condemned the state of political repression and grave situation of human rights violation in the country. He has particularly denounced the unabated extra-judicial killings of militant leaders, social activists, lawyers, journalists, church people and innocent civilians under the watch of the current administration. As an outspoken critic of President Gloria Macapagal-Arroyo, he has consistently questioned the legitimacy of her presidency, and urged her to step down from office. In the last pastoral letter he signed as Supreme Council of Bishops chairman, Bishop Ramento had urged the faithful “to find courage and confront the darkness that is engulfing the very soul of the nation and continue to thread the path towards the establishment of a just society under a government that genuinely serves the interest and welfare of the Filipinos.”

Honored as the “Bishop of the Poor Peasants and Workers,” Bishop Ramento has earned the love and respect of the farm workers at Hacienda Luisita, a vast sugar plantation in Tarlac, as he rallied support to their cause and advocated for their struggle.

They may have taken his life by opening his body with wounds – but these wounds have become the doorway from which Bishop Ramento’s valiant spirit has been poured out and shared to many.

Truly, the death of Bp. Alberto B. Ramento is a great loss not only for the IFI but also for the ecumenical movement and peoples’ organizations. The IFI strongly urges the authorities to immediately conduct a thorough and impartial investigation on the murder of Bishop Ramento and bring the perpetrators of this heinous crime to justice.

We ask the prayers of the faithful for Bp. Alberto B. Ramento, a fatherly pastor, a social prophet, an uncompromising nationalist, a peacemaker, and a champion of the people’s cause, who now joins his Creator. As we mourn the death of a beloved member of the IFI family, may we find inspiration from his life and death even as we commit to stand firmly for what he believed in and fought for. Let his death find meaning in our continuing resolve to live-out the message of the Gospel of Jesus Christ upon which Bishop Ramento dedicated his life.

    Pro Deo et Patria,

“Hey look! The Ombudsman has no clothes!”

I love that line. Reminds me of Hans Christian Anderson’s popular children’s reader about “The Emperor’s New Clothes.” It befits Gloria and, maybe, the attitude of the Filipino “majority.”

Pardon me for posting this –

    The Emperor’s New Clothes

“Almost everyone has heard the children’s story by Hans Christian Andersen entitled, “The Emperor’s New Clothes”. It is a very interesting story about human nature. When the Emperor parades around in clothes that are invisible no one says anything because everybody thinks that if they cannot see the clothes that they are stupid, ignorant, or insane. . . or at least others will think that they are. The farce continues until a child exclaims, ‘The Emperor has no clothes!'” (Sean Pitman)

Why should they side with the trespasser and squatter in Malacanang and with her circus stripteaser Malditas Gutierrez?

  68. Tedans Tedans

  69. So much for the lamentations, guys! Wala nang pag-asa talaga! In the first place, why was this maldita confirmed, and why do Filipinos allow appointees of the bogus president to occupy these agencies that should be for removing the crooks, not ensure that the crooks are retained. Tangna, ang bobo naman! Common sense naman na mandaraya ang mga iyan to stay in position. Save their boss, save themselves siyempre! Tongtong na ginarapata pa! Did I say this right about the Tontong in the Philippine government! She’s from Capiz as a matter of fact.

  71. Anna,

Iyong sinasabing admin solons baka headed by Kiko Pangilinan? Walang pakinabang sa isang iyan as a matter of fact!

  73. Kiko Pängilinan is favored by the oddballs in Malacanang dahil ang alam lang sabihin nitong pangit na Pangilinan na ito ay: “Noted!”

Hey, hey, everyone hold your horses, I was the one who ask first to see the ombudmans (is he?, i meant woman) bare naked. All others fall in line. just kidding, she’s a joke anyways, so I believe it is just fitting not to take her seriously, except her decision as the people defender is no longer valid. She just become one in the “groups”. she is not an ombudsman, she is an Ambushman…

May maniniwala pa ba dyan? After what he has done sa bilangan? Sows!

  80. Anna, thanks for posting statement on the murder of Bishop Ramento.

  81. O bakit may naligaw dito.

But for all you know, it is the signs of the times when right will be taken as wrong and vice-versa.

On the other hand, maybe these libel suits against the most competent of these journalists will result in some cleaning up of the dirty media system and policy in the Philippines. I wish they could have something like we enjoy over in Japan.

Ingat, Ellen! And take care of your health.

  82. Ellen:

This is the letter addressed to the Ambassador of the Philippines to Japan re the killing of the Aglipayan Church Bishop:

    October 4, 2006
    Ambassador Domingo L. Siazon
    Philippine Embassy

    Dear Ambassador Siazon,
We are grieving and in state of shock upon learning that Bishop Alberto Ramento, the Chairperson of the Supreme Council of Bishop of the Philippine Independent Church, was stabbed to death yesterday morning with initial report that it is a case of robbery with homicide. It is knowledge that Bishop Ramento had been receiving death threats due to his advocacy that is critical to the Arroyo government’s policies.
To mention some is in his June 12, 2006 Interfaith Rally against Charter Change, Bishop Ramento again took to the stage in Liwasang Bonifacio to denounce the administration’s moves to revise the constitution. During his speech, he proudly announced that during its deliberations, the leadership of the Philippine Independent Church was unanimous in its opposition to charter change. This announcement drew applause from the audience and leaders of other churches and faiths present at the rally.
The Aglipayan Bishop was active in human rights and civil liberties issues, being a founding convenor of the Movement of Concerned Citizens for Civil Liberties (MCCCL). He spoke out against the spate of extrajudicial killings under the Arroyo administration that like him the progressive church leaders and workers have been among the targets of political assassination in the provinces.
While the Philippine National Police quickly suggest robbery as the motive of the killing, we cannot be content knowing that he is an outspoken critic of extrajudicial killings and other human rights violations under the Arroyo government.
Bishop Ramento has dedicated his entire life solely for the poor and the oppressed just like when he stood by striking workers of Hacienda Luisita. He has been a staunch peace advocate and human rights defender that dated back from the martial law years of former President Marcos.
As we join all peace-loving people of the Philippines in praying for Bp. Ramento and

other victims of human rights violations in the Philippines, let it be known that we are calling on the government of President Gloria Macapagal-Arroyo to make a quick and thorough investigation of the murder so that justice may be served.
Therefore, we are asking your office to convey our demand in the strongest term to the Philippine government to give an impartial investigation to the death of Bishop Ramento.
    Respectfully yours,

    Rev. John Yuji Kanzaki
    Rev. Toshi Yamamoto
    Chair, Philippines Committee,
    General Secretary,
    National Christian Council in Japan

Malaking issue ito worldwide kasi member the Council of Churches Worldwide ang Aglipayan Church.

How repugnant! I made a point to stares at Gutierrez picture for the longest time without blinking an eye, it was impossible. In a few seconds, I started to chuckle. My reason, I want to understand what such a woman could do such thing and then leave for Switzerland, no emotion attached and with feeling quite empty in which I sense. I’m not desperate, certainly not, it’s just a test of will between Mercy and I. Looking at her picture I realized that such a woman with such power can be dangerous, not only to the life safety of the people, also the stateliness of the country as a whole. In the end, I wonder why such a woman easy to hate and could be so hostile? I didn’t learn anything that I don’t already know. I can only summarize it’s not Mercy that should be blame, but “its” that made her do it. So blame not Mercy, but “it” -the Animals.

  84. npongco npongco

I want to kick this Jun’s ass. Alan Cayetano is a devoted Christian and one of the most credible and honest solons we have in the country.

  85. Chabeli Chabeli

Npongco, I know, this Jun is irritating. He’s in the wrong blog and hasn’t figured it out yet. See the similarities between Jun and the Gloria Rats? They have difficulty figuring things out! He he he.

  86. Everything that happens to mankind is for a purpose. The trials and tribulations of the Filipinos, and mankind as a whole at this time are for a reason. The Scriptures speak of them with warnings for the signs of the time. Isaiah in fact makes a good reading on this as a matter of fact. No wonder Christ well quoted him.

The Ale Boba should not be too sure. The Filipinos may not be able to remove her yet, but I have faith that she will be eventually by some Divine Providence just as she blasphemously claims her bogus presidency is.

Just think of the many Filipino teen-age girls and young women being sold to prostitution in Korea, etc. or the Filipinos being forced to sell their organs without realizing that God in fact has created mankind to have two kidneys for a purpose but not to sell one of them even for medical reason.

Over here, it is in fact restricted to the dying and the next of kin. Otherwise, it is considered a crime. Filipinos, professing to be devout Christians or fanatic Moslems, should know better than sell their organs or their purity even for the sake of survival and definitely not for the benefit of the greatest Pimp overstaying at the palace by the murky river.

    PATALSIKIN NA, NOW NA!

  87. hawaiianguy hawaiianguy

Have been reading the recent postings here and couldn’t help making a comment re-Cayetano. Not that I favor Cayetano, but I think the dare he made on Mike Arroyo is justified and reasonable.

Why can’t big Mike do a Lacson? Why not execute a waiver for others to verify the authenticity of those (alleged) dubious accounts? Just asking.

Making the bank certify/deny something else, like an acct. number DIFFERENT from the one mentioned by Cayetano or a name NOT LISTED among its depositors, is the easiest and safest thing to do. The bank’s guarded secrets are not violated by this method, its not even making a false statement at all.

Besides, it’s ironic that the one with an interest to protect (Mike) should do the “verifying.” Isn’t that supposed to be the job of someone who accuses him? Just curious.

  88. hawaiianguy hawaiianguy

    npongco,

am still waiting for your reply to my email. pls check if mine got through.

  89. Toney Cuevas Toney Cuevas

If you kick Jun’s ass, you will be lowering yourself to illegitimate Gloria’s standard. It should be avoided. And you won’t be any difference from “it” that we despise the most for such immoral behavior. Take the high ground and welcome Jun instead as checks and balances. It’s good for the soul to read other point of view just to give us a small pinch of how right we are in criticising bogus Gloria. He might be irritating to some, but at least I know when I read his nonsensical arguments in depending fake Gloria, it reminded me how dangerous bogus Gloria that I should be cognizant of the people like Jun. Jun’s argument has no merit, never does, he doesn’t present it in a way that addresses the critical point of why should fake has that moral authority to remain in Malacanang. The two key issues are: Gloria’s grabbing of power and Gloria’s in conspiracy with Comelec Garcillano in rigging the election. If Jun can provide such justification to convince us, it’s worth listening. Jun, I welcome your argument.

  90. Tom Tom

Jun is posting in this forum on purpose.

Siguro puwede na silang magteam at magtatag ng isang Circus Show and they can call it The Flying Trapeze.

  94. Anna,

I’m told that the daughter and her Internet Brigade blogs in various names. I know this for a fact as a matter of fact!!!

I don’t know with the sons of the Bansot if they are fond of blogging, too, especially the horsey guy who is into much too much into gambling, I am told.

One thing sure is they blog in as pro and con with the intention to confuse bloggers and members of such forums for Filipinos and their sympathizers such as this to give the impression that critics of Luli’s Mom and Dad are just as crazy and stupid as them!!! At least, they stop short at making the protesters look like that, for they apparently want to have a monopoly of “graft and corruption”! Akala kasi ni Ale Boba to be corrupt is being big and powerful! 😛

  95. This should read: I’m told that the daughter and her Internet Brigade BLOG in various names. I know this for a fact!!! But what I cannot understand really is the point of some guy blogging like a die-hard anti-Bansot but still can be an ass using various aliases and fighting with his/her own personas to create a commotion. In the end, he/she says this blogging or criticizing the Bansot is pointless!!! If that is not being obvious, what is?

  101. npongco npongco

There she goes again talking about GMA Internet Brigade. Assuming it really exists, so what? Why not unmask who these people and mention the names you suspect are here in this blog. All these bla-bla from this Ninja has been going on for a long time now. In legal forum, such accusation without solid evidence makes everyone a suspect and member of GMA’s Internet Brigade…including Ellen? Back up your allegation with evidence by mentioning one or two names in this blog. You’re a very good criminal investigator as you claim. Show us !

  102. hawaiianguy hawaiianguy

    Npongco,

Pls check your email, it’s there now. didn’t see it bounce.

    Ystakei,

Now, I begin to read your postings in between the line. Earlier, I also echoed that sentiment in reference to what you called GMA Internet Brigade. Am quite convinced now that one such poster is from the other side of the fence, but the other “identities” are still suspect as far as I’m concerned. (Having read the past threads, esp. of Esperon, I won’t be surprised now if I’m also considered by some as part of that brigade.) Am just concerned that internal bickerings, if allowed to go on ad infinitum, could nullify the cause of anti-Gloria bloggers. This will just make the other side too happy.

This is why I echoed the possibility of moderating so that a modicum of rules can be established. But that’s for Ellen to decide as host to this blog, with concurrence of other posters. That way, personal attacks among and between bloggers can be avoided, and we see which ideas are “correct”. That way, this blog may expose to the world what bedevils RP now under Gloria’s shrouded regime. Even people from the other camp can participate to animate the discussion. Am sure there are many people out there in cyberspace who read Ellen’s blog. Who knows, as spectators they may turn as allies.

    Yun lang ang sa akin.

  103. hawaiianguy hawaiianguy

I mean, threads ON Esperon. Sorry for this very serious lapse.

  104. npongco npongco

Yes, I finally received your message, hawaiianguy. I have a reply. Please check your e-mail.

“EXECUTIVE Secretary Eduardo Ermita yesterday said Palace officials are confused over the Ombudsman’s decision to clear Commission on Elections officials on the irregular P1.3 billion election deal with Mega Pacific eSolutions that was voided by the Supreme Court in January 2004.”

ellen, i am confused too. in the ITFP vs. comelec case, the SC was categorical in its findings that the comelec violated its own rules on bidding when it awarded the phase III project to the consortium. so the question to be answered is, was that violation grave enough or was it tantamount to a violation of any provision of the anti-graft law? analyzing the case and the ombudsman resolution takes time. i will post my exhaustive opinion on the matter when i’m done comparing these two documents.

  106. Mrivera Mrivera
