More Filipinos disapprove House junking of impeachment complaint

This should warm the hearts of Bishop Antonio Tobias, Nini Quezon Avanceña, Josie Lichauco, Dinky Soliman, Leah Navarro, and many others who filed the second impeachment complaint against Gloria Arroyo this year despite discouragement from the Catholic Bishops Conference of the Philippines.

The latest survey of the Social Weather Stations showed that more Filipinos disagree (45 percent) than agree (30 percent) with the decision of the House of Representatives last Aug. 24 to junk the second impeachment case filed against Gloria Arroyo.

Forty-five percent is a substantial number. It’s almost 50 percent or half of the Filipino people.

The latest poll, Sept. 24 to Oct. 2, 2006, shows greater opposition to the House’s decision compared to last year when Filipinos were split (37 percent disagreed and 36 percent agreed) on the dismissal of the first impeachment case against the President on Sept. 7, 2005.

This also belies the excuse given by a number of the 27 congressmen who turned around (from voting “no” to dismissal last year to voting “yes” or simply absented themselves this year) that it was pressure from their constituents that they did not support the impeachment complaint. Well, the survey shows the people wanted Gloria Arroyo tried for cheating in the 2004 election and for betraying the trust of the people with her misuse and abuse of the power of the presidency.

Despite the lack of protests over the railroading of the impeachment complaint, the SWS survey showed 48 percent believe that the House rushed its decision to throw out the latest complaint. It didn’t escape the public’s notice that it took only Jose de Venecia’s express 17 hours to deliberate before killing the truth on the legitimacy of Gloria Arroyo’s presidency.

The second impeachment complaint, accusing the President of graft and corruption, betrayal of public trust, culpable violation of the Constitution, bribery and other high crimes, was filed by the Black and White Movement on July 28. On Aug. 24, the House of Representatives, voting 173-32 with one abstention, adopted the justice committee’s report endorsing the dismissal of the complaint for lack of substance.

Details of the sentiments of the people on the killing of the impeachment complaint by geography reveals an interesting shift in the Visayas, which used to be considered pro-GMA. The survey showed that opinions are mixed with 32 percent agreeing and a higher 36 percent disagreeing. In Mindanao 37 percent agreed and 34 percent disagreed.

It’s not surprising that majority of Metro Manilans (56 percent) and the rest of Luzon (51 percent) didn’t like what JDV’s boys did with the impeachment complaint.

All socio-economic classes were predominantly against the decision of the House: 52 percent in classes ABC, 46 % in class D, and 41 % in class E.

The survey results should be a warning to politicians who are running in 2007. The people care about the truth. They may not be showing it by marching in the streets (not yet) but they may show it with their votes.

Come 2007, it would be a comedy to watch a lot of the re-electionists “switch” sides in order to win, or worse, we will witness once again, blatant cheating for the Legions of Gloria to win at all cost, because, tell me, how can these IDIOTS really win fair and square, when the one they are sucking up to has a satisfactory rating of -11?!

    Surveys is just what it is, a conveniency to find out how the folks feels of certain things. In this case the 2nd impeachment of bogus Gloria. Supposing the 45 percent that believe that bogus Gloria should’ve been impeached, and march on the street would that be a lot better than its paper written on? We got enough surveys done, the -11 of Gloria’s rating don’t mean much anymore unless it put to good use. Surveys, verdict, dialogue, negotiation, etc. has long been exhausted, it becoming so monotonous hearing how bad Gloria is. Yet, bogus Gloria keep continuing on doing the same thing over and over breaking the law of the land, and spitting on our constitution, we keep on surveying. I guess, someone has to make a living despite of the circumtances, I suppose.

    It’s the same similar tone when fake Gloria cheated on the national election. And what happen, we talked about it, and then we talked about it again and again, and some, while bogus Gloria and her mafia boys, Malacanang crime syndicate are all laughing all the way to the banks. Ugggggh!

    “The people care about the truth.” I think I heard that numerous time. Are we getting the truth? Why do we need to wait untl 2007 election day to get the message to the politicians, when we can do it now? All the people need to do is to park themselves outside their offices armed with evidences and have a showdown with the politicians in question – that simple. Election is just another exercise in futility, another added headache. When it’s all over, once again, we will be yelling, cheating, cheating, they cheated that’s why they won. So, what if they did anyway? What can you do? The point is, illegitimate Gloria think it’s the thing to do – to cheat. And Gloria said, so what if I did, it’s only a lapse of judgement. Plus, I’m not answerable to the people, so it doesn’t matter. Gloria might just tell you to go away, and she just might.

    Anyway, who are these 45 percent? How bad they really care about the country?

An opposition controlled Congress means Gloria Arroyo will be skinned alive for her crimes against the Filipino people and the State. Pandak will not spend a single centavo from her own pocket in the campaign but at expense of people’s tax money. Malacanang Palace is cooking another scam in the P3.5 billion school feeding program thru NFA rice importation. The proposed restoration of the P200 million pork barrel allocations of senators and P70 million each for congressmen under the 2007 budget is seen as an indirect bribe to buy congressmen’s loyalty. The P500 million OWWA trust funds and P728 million fertilizer funds for farmers were illegally diverted to Gloria Arroyo’s 2004 political campaign fund. The political survival of the Arroyo crime family is at stake and must buy loyalty of the military-police, justices and lawmakers at all cost to survive.

    I, for one, wonder why they cannot just disqualify this crook instead of going through the complicated impeachment that she and her cahoots have corrupted when the Election Code is very clear about such matter regarding violation of its provisions with such evidences as the Garci tapes that this crook has actually admitted committing when she said sorry for her lapse of judgment. What more evidence do they need but her own admission taped and shown on TV. Will these crooks now also produce two discs to show that her “Sorry” TV appearance was also faked as Bunyeta claims the Garci tapes were faked!

    Point is how long will Filipinos allow this Bansot and her husband to continue to dupe them? It should be stopped, with or without US and other outside help especially with her duping these governments to support her against her own people by offering them concessions that are actually tantamount to another invasion as when they are allowed to establish their bases in the Philippines and to kill Filipinos she tags as terrorists the way it is done now in Mindanao versus the “tulisan” there that she and her sundalong kanin claim to be Al Qaeda cells.

    Such will be infringement in Philippine affairs as a matter of fact. It should be considered illegal as a matter of fact.

    Take the case of the US bases in Japan. Even when the Americans are supposed to be here to help protect Japan from outside aggression as this threat of the NoKor nuke attack, we are wiser not to allow the Americans to even partake in rescue efforts during times of natural calamities and disasters in Japan much more in policing Japan of criminals bound to disturb the peace and order we presently enjoy. Not even our self-defense force can do that. Keeping the criminals under control is the work of the police, which is not under the military here but under civilian control, a commission in fact we call the Public Safety Commission composed of concerned private citizens and former police bureaucrats, who are at least doing their duties and responsibilities not for any elected politician but for the public who pay their bills.

    Why can they not do the same in the Philippines? Time indeed to bang pots and pans and tell the world that the Filipinos are fed up of the bogus president clinging to the pillars of the palace by the murky river.

    The sample population of each SWS survey is only 1,200, which is supposed to represent the whole country. So if the SWS survey says 45% disapprove of the junking, it really means 45% of these 1,200 disapprove of the junking, not 45% of the 85 million or so Pinoys.

    Depends on the kind of sample. If it is a probability sample, as what SWS claims, the sample can be used to extrapolate to the adult members of the population (don’t know at what age it begins). The error margin is also usually given for a probability sample (+ or – 3%, or even more). Mangahas and other pollsters will likely disagree with Dulay’s statement (“…numbers are at best a wild shot”).

    The way the questions are formulated is also a factor. Leading or ambiguously phrased questions are likely to produce questionable answers.

    Yes, the results may be doubted for “trending,” depending on who pays for the survey. I know of one such SWS survey, because the questions used were “leading” and the sponsor had a stake in the results. Otherwise, if it is plainly SWS initiative, I think the results are more or less credible.

    One can lie with statistics. Sure, neophytes and those unfamiliar with the nitty gritty of this discipline are the first to be overwhelmed. However, seasoned statisticians know when someone is doing a trick, or is resolved “to prove” rather than “to test” a hypothesis.

I had the same experience in fact when I was doing a survey for an American company on the foreign residents in Japan to determine the index as basis for budgets and allowances for their staff deployed to Japan. It was then I realized that these surveys can in fact be manipulated, and the surveyors must have the noblest intentions if they really want to get an honest to goodness result.

    Still, when we read such results as noted by Ellen in her article, people, who are up to their neck nauseated about the Bansot, are given some hope and even will perhaps to do what is right!!!

    This “political surveys” are all “sugar coatings” to the bitter “truth” that these politicians’ “black is white, white is black” deceptions are forcing into the people’s mouth. For me the only “accurate and untainted surveys” are those of the gameshow “Family Feud”…”survey said!”…TING! 😉

    as others say this is just a survey, but if it was done by the same pollster and the same questions on the same subject, there should be no doubt that this should be a trend.and why should it not be after all what has happened, filipinos are not so stupid as other may want to believe.

  15. The administration keps tabs on these surveys. This is the reason why they are pushing for the Cha-Cha. To push through with the 2007 elections means GMA’s death. This is also the reason why they have been enticing the justices with juicy offers to sway their vote for SnB’s PI. The lower house for its part is in limbo as their plan to convene the house into a Con-Ass is doomed to fail. The battleground is the SC. The administration is in panic mode as they know how weak their candidates are. They will do everything in their power to prevent the elections.

    At the moment, its touch and go with the SC. The spate of charges being filed against its critics and the relentless political killings is a way to weaken the opposition. Its actually not to harass but to silence all forms of dissent.

    GMA’s back is against the wall, her only option is to inflict as much damage to the opposition as she can. But somehow, something has to give. She is toying with a bomb which could explode in her face at any given time.

What else is new, this coming election in 2007, gloria knows that there will be more opposition that will be voted in the election, that is the reason she wants cha-cha. But first and foremost, she has to do something with the local government officials who are critical of her, that’s why she went on suspension spree, suspending the opposition local officials is one of the way she could add in manipulating the system.     I think you’ll find that if the old, original ASG group has not been totally liquidated yet, there’s a chance that one of them or some of their supporters are already in Manila from way back. There are no border controls to stop them from visiting Manila or Quiapo more precisely.

    That these supporters have not caused mayhem of unspeakable proportions YET is perhaps a tactic or they haven’t resolved to do so yet (there are also infightings in the Muslim communities).

    My initial thought is if a bomb explodes in megamall (busy crowded places are alaways choice targets by terrorists) could either be by ASG or by someone not necessarily with ASG but hell bent just the same on sowing confusion while Gloria, Puno and their henchmen are busy with Makati’s mayor.

    What I’ve learned here (my family and I used to live in a building standing beside a Jewish synagogue in Paris and believe me every other day, there were – and still are – bomb threats!)is that we should take precautions and be vigilant but we mustn’t let these terrorists win by getting scared. That’s what they want to happen. We must get on with our lives as normally as we can.

    Now, of course if the terrorists come from Gloria’s midst, that’s another thing – as we all know, Gloria is one hard terrorist to catch.

    GMA raises nationwide alert amid ‘bomb threat’

    President Arroyo yesterday issued a nationwide terror alert, including in Metro Manila, after the Armed Forces of the Philippines (AFP) reported of the possibility of another bomb attack or attacks being launched by terror groups most likely in urban areas.

    “Barangay security officers, especially in Metro Manila and other key urban areas in the country, are called to alert as force-multipliers in the implementation of our public safety measures. Let us make this fight a responsibility and duty of one and all,” Mrs. Arroyo said in a statement.

    She also called on the public to remain calm but vigilant and report to the authorities any suspicious activities they get wind of.

    “I call for broader alertness in reporting suspicious activities, even as calmness and sobriety mark our everyday work and livelihood. The authorities are on top of the situation but they need the active support of the community to safeguard the perimeters of peace and order. The strong cooperation between a vigilant public and our security forces will deny the terrorists any room to carry out sinister plots,” she said.

    Mrs. Arroyo said the role of officials in the barangay level is vital in the government’s anti-terrorism campaign since they often are the ones who initially receive reports on the existence of suspicious individuals in a community who may be terrorists.

    She underscored the importance of the public’s help in the anti-terror drive by citing what residents in Mindanao had done last week, tipping off the authorities on a bomb plot which was foiled when a timed explosive was found and diffused by the military.

    Meanwhile, in what could be part of another bomb plot in the South, maritime police yesterday morning seized eight sacks of ammonium nitrate reportedly owned by two men aboard a passenger ship during inspection of passenger belongings at the Zamboanga City port.

    Police said the eight sacks of ammonium nitrate, a prime ingredient in bomb-making, were seized aboard the m/v Nica Princely around 6 a.m. after the ship docked at the Zamboanga port after coming from Jolo, the capital of the island province of Sulu.

    The maritime police arrested Amado Batomalaki, 60, and an unnamed 17-year-old who were said to have owned the sacks of ammonium nitrate.

    The two, however, denied having anything to do with the sacks of the chemical during interrogation by the authorities.

    The maritime police was able to seize the sacks of ammonium nitrate after someone apparently tipped off the authorities about a large shipment of bomb-making chemicals being smuggled into Zamboanga City.

    The police said the chemicals were found hidden inside boxes.

    Last night, this blog suddenly was snapued by this crook’s Internet Brigaders (most likely, I should say) but it was OK because it gave me the incentive to sleep especially when the networks there were likewise blacked out to prevent transmission of news on Binay in an apparent attempt to frighten everyone, and stop anyone from taking out their pots and pans to bang!

    Frankly, it is the best thing Filipinos can do for a change just like the human shields they had in Iraq although it did not stop Bush from attacking Iraq, but it made the news and the world did not sleep even now that Bush has admitted that all he has wanted is to remove Saddam even when he has nothing to do with Bin Laden or that he had anything to do with 9/11. Bush still has to explain, though, why he has allowed US soldiers to massacre over 250,000 Iraqis.

    On the other hand, the Midget has likewise admitted she has committed a lapse of judgment although she still has to explain what she did to the million votes reportedly stolen from FPJ, and she definitely would be answerable on Judgment Day for the death of Da King and the over 750 human rightists lawyers, crusading journalists, peasants, students, et al, and the others still to be butchered so she can continue to stay on her stolen seat with her darling acting even on her behalf!!!

    Poor Filipinos cannot see this simple scenario because they are nahihilo now sa gutom with even the rice supposedly to be distributed to them to assuage their hunger stolen!!!

    Reklamo ng reklamo tungkol sa survey sample kesyo 1,200 lang, meron ba namang ginawang parehas itong si Pandak? Yung pinakamalaking survey nung 2004 kung saan lahat ng botante nagsabi ng kanilang piniling pangulo, pinalitan ang resulta sa pamamagitan ni Garci at Abalos, ito pang “maliit” na survey, hindi pilipitin ng mga demonyo?

    ABUJA, Nigeria – Nigeria’s president declared a state of emergency Thursday in a troubled southwest state where he said the impeachment of the governor by the local legislature violated the constitution.
     

    Legislators in southwest Ekiti state voted to remove Gov. Ayo Fayose on Monday after finding him guilty of siphoning state funds into personal bank accounts and receiving kickbacks.
     

    “I hereby declare a state of emergency in Ekiti state,” President Olusegun Obasanjo said in a national broadcast.
     

    He suspended the state legislature for six months, along with Fayose, his deputy and Friday Aderemi, the former speaker of local parliament who is claiming to be governor.
     

    Obasanjo appointed a retired general to administer the affairs of the state and maintain security there for the next six months.
     

    The removal of Fayose was illegal because some steps in the impeachment process violated Nigeria’s constitution, Obasanjo said.
     

    Information Minister Frank Nweke said the legislators’ removal of a state chief judge was an action outside their power. The replacement judge set up the impeachment panel that found Fayose guilty of misconduct.
     

    “It is a clear case of usurpation of power,” Obasanjo said of the impeachment of Fayose. “It is dangerous for our democracy to allow this flagrant violation.”
     

    Troops and police were patrolling the streets of Ado Akiti, the state capital, and guarding key government buildings, residents said.
     

    Meanwhile, rival governments had set up in different neighborhoods. The former speaker of the legislature chose a Cabinet in one part of the city. In another neighborhood, Fayose’s deputy held a Cabinet meeting on behalf of the deposed governor.
     

    Fayose has remained in hiding since being ousted. Deputy Gov. Abodun Olujimi was also fired by the legislature for alleged complicity in the crimes.
     

    The stream of allegations and office shuffling add to growing uncertainty about the stability of Africa’s most populous country ahead of crucial general elections due in April 2007.
     

    Thirty-one of Nigeria’s 36 state governors are being investigated for corruption, according to the country’s financial crimes agency. Nigeria is regularly rated among the most corrupt countries in the world by Berlin-based anti-graft watchdog Transparency International.
     

    Obasanjo himself has been accused of misusing state funds by his vice president, who plans to run for the presidency when Obasanjo’s final term runs out next year. The relationship disintegrated after a failed move by Obasanjo’s supporters to amend the constitution so he could run again; Vice President Atiku Abubakar opposed the proposed change.
     

    The president has accused his deputy of corruption and Abubakar’s membership of the ruling party has been suspended.

    KIEV (Reuters) – Five Ukrainian ministers from President Viktor Yushchenko’s Our Ukraine party have tendered their resignations after talks to create a broad ruling coalition failed, a senior party official said on Thursday.
     

    Our Ukraine has been trying to forge a governing coalition with their rivals from the Moscow-friendly Regions Party but their talks yielded no results.
     

    Roman Bezsmertny, leader of Our Ukraine’s parliamentary faction, told a news conference that the justice, health, culture, youth and interior ministers had tendered their resignation to parliament. Parliament will now have to vote on the issue.
     

    Foreign Minister Borys Tarasyuk and Defense Minister Anatoly Hrytsenko have said they would remain in their posts. They were appointed by Yushchenko personally and symbolize his pro-Western drive.

    The “hypothesis” is not necessarily SWS’s, it can be the patron’s who hires its services. I also consider that hypothesis the “agenda” of whoever is behind a paid survey.

    As we know it, SWS is a business organization. Its services for or in behalf of a client are not free. It costs at least a million bucks to have a survey launched.

    Wow, all the while I thought each survey is funded by SWS, and makes money in their seminars where they disclose survey results and whoever wants access to exclusive data. I thought SWS is like those market research firms abroad like Gartner who charge a fortune selling survey and research results.

    Indonesian President’s apology on haze issue raises country’s stature: MM Lee

    Indonesian President Susilo Bambang Yudhoyono‘s apology to his neighbours following the recent haze has raised the country’s stature, says Minister Mentor Lee Kuan Yew.

    MM Lee was speaking to the media at the end of his visit to the US.

    Mr Lee noted that the Indonesian leader has broken with the past with his act of apology.

    He said: “The fact that the President has broken with the past and he said, ‘I apologise to all my neighbours’ — that has raised Indonesia’s stature.

    “People are saying, ‘Well, this is an Indonesia with some self-respect and self-regard and a sense of responsibility to the world around it, its neighbours and everybody else’.

    “At the end of the day, do you want to be substandard, and therefore treated in a different category or do you want to be taken as a serious and responsible player in Southeast Asia and as the largest country in Southeast Asia? That’s the challenge for Indonesia and that’s the challenge that the President of Indonesia has decided to pick up.”

    President Yudhoyono called Prime Minister Lee Hsien Loong on 12 October and assured him that Indonesia would take effective measures to prevent future forest fires.

    The Foreign Affairs Ministry said the two leaders also agreed that Indonesia and regional countries would take concrete steps and develop a long-term plan to prevent the haze.

    PM Lee had expressed his disappointment to the Indonesian President over the recurring haze problem in a letter which he sent on 11 October. – CNA/ir
