Kung sabagay matagal nang labag sa batas ang mga ginagawa ni Arroyo. Ngunit ang pinaka garapal na kanyang sinusulong ngayon ay ang sapilitan na pagpapalit ng Constitution sa susunod na linggo.
Napagkasunduan ng mga 60 na congressman at ni Arroyo sa Malacañang noong Lunes ng gabi magkaroon sila ng Constituent Assembly sa pangalawang linggo ng Disyembre at papa-abrubahan raw sa isang plebiscite ang ginawa nilang bagong Constitution bago mag Pebrero 12.
Wala raw eleksyon sa Mayo 2007 ngunit magkakaroon ng eleksyon para sa maiging miyembro ng parliament sa Nobyembre 2007.
Ito lahat ay kanilang gagawin na hindi kasama ang Senado.
Kahibangan itong ginagawa ni Gloria Arroyo.
Ang Saligang Batas o Constitution ay pondasyon ng isang pamahalaan. Iyon ay produkto ng mahabang pag-aaral dahil yun ay bumubuo ng pangarap at mga bagay na ating pinapahalagaan. Doon sa Constitution natin makikita ang guide o patnubay na ating tatahakin bilang isang bansa.
May proseso na nakasaad sa Constitution kung gusto natin ito palitan. Isa ang Constitutional Convention kung saan tayo ay pipili sa pamamagitan ng eleksyon ng mga tao na magpapalit ng ating Constitution.
Ang pangalawa ay Constitutional Assembly kung saan ang House of Representatives at ang Senado ay magpulong bilang isa para gumawa ng bagong Constitution. Hiwalay ang kanilang botohan.
Ang pangatlo ay sa pamamagitan ng People’s Initiative kung saan tayong taumbayan mismo ang magpe-petisyon na gusto natin papalitan ang Constitution.
Ayon sa survey ng SWS, dalawa sa bawat tatlong Pilipino ay ayaw ng Charter change ngayon. Kaya tama lang ang ginawa ng Supreme Court na ibasura ang pekeng People’s Initiative ni Arroyo.
Ngayon pekeng Constitutional Assembly na naman ang ipipilit ni Arroyo dahil ayaw ng karamihan ng mga Senador sumali sa kanilang panloloko sa bayan.
Bakit ba kung ano na lang na bastusan an ginagawa ni Arroyo para lamang mapalitan ang Constitution?

Where in the Spratley Islands? Practically most of the little “now you see them, now you don’t” islets in the Spratleys that belong to the Philippines, well, those claimed by RP, have gone to the Chinese.

GMA allies to change House Cha-cha rules

The House leadership, committed to Malacañang’s resolve to amend the Constitution, yesterday raised the idea of amending the rules in order to circumvent a provision that is blocking the “administration’s final push for Charter change (Cha-cha)” and at the same time practically putting the Senate on the sidelines.
Surigao del Sur Rep. Prospero Pichay and Tarlac Rep. Gilbert Teodoro said they would file a resolution to change Section 105 of Rule VX of the House rules, which provides for the amendments to or revision of the Constitution.
They added it is the most possible way to have the House of Representatives and the Senate convene into a joint session to debate on the changes in the Constitution directly on the floor.
Section 105 of Rule XV, or “Form of Proposals and Procedure for Adoption,” states “Proposals to amend or revise the Constitution shall be by resolution which may be filed at any time by any member (of the House). The adoption of resolutions proposing amendments to or revision of the Constitution shall follow the procedure for the enactment of bills.”
It was gathered, however, that President Arroyo’s allies in the House are going to remove the last sentence of Section 105 in order for them to convene the members of the House into a Constituent Assembly (Con-ass) without the approval of the Senate.
Pichay said the resolution that the majority intend to file should not be treated like an ordinary bill where it should go through the first, second and third reading, since the issue would pertain to a constitutional function.
He added they would take it up as resolution where the entire members of the House can vote on it.
According to Pichay, since the measure was not a concurrent resolution, it did not also require the concurrence of the Senate.
Teodoro, one of the members of the technical working group created by the majority bloc to reconcile and finalize the proposed amendments in the Constitution, called to his colleagues to shorten the debates on the rules so they could proceed immediately on their target, which is to amend the Charter the soonest time possible.
He added all members of the Nationalist People’s Coalition have assured their support except for those members who are with the opposition such as House Minority Leader Francis Escudero, Representatives Darlene
Antonino-Custodio (Cotabato City) and Rodolfo Plaza (Agusan del Sur). They have to expedite the matter since this issue is very urgent and should be resolved very soon or before the House and the Senate adjourn for Christmas break, Teodoro said.
The resolution can be adopted by a vote of simple majority, the two administration congressmen said.
Pichay stressed the fact that the new resolution had been signed by at least 198 legislators, only shows that it is good as approved.
But Escudero also yesterday said Speaker Jose de Venecia Jr. and his allies are not in a position to decide on whether both houses of Congress should vote as one or as a separate entity on the issue of convening themselves into a Constituent Assembly.
He added the issue should be brought before the Supreme Court.
“The letter of the law must be followed insofar as the procedure of voting is concerned,” the minority leader stressed.
Administration lawmakers, Escudero said, “can always try to run it down the throats of the Filipino people and follow their own interpretation of law. And I guess we only have the courts and the people insofar as the acceptance of that particular theory is concerned.”
Meanwhile, senators also yesterday reiterated their stand against a “no election” (No-el) scenario to pave the way for amendments of the Constitution, saying the latest idea broached by congressmen is unconstitutional and immoral.
Senators, even those who have already came out supporting the Palace-initiated proposal to tinker with Cha-cha through Constituent Assembly, practically made a sudden turnaround as they found the no-el scenario “simple unacceptable.”
Sen. Joker Arroyo said Con-ass without the Senate voting separately is unconstitutional and the cancellation of the 2007 elections is not provided for in the existing 1987 Constitution.
“The May elections can never be postponed so long as the current Constitution is not amended. It’s as simple as that. No amount of taking or saying or what.. the May elections cannot be suspended by a legislative act. It can only be suspended because another Constitution has supplanted the current Constitution but that’s a long way,” he told a press conference, an assertion also aired by colleagues, Senators Miriam Defensor Santiago and Juan Ponce Enrile who both supporting the idea of a Cha-cha yet chided congressmen for what they noted as legally infirm scheme.
Enrile said pushing the cancellation of the 2007 polls is a deliberate ignorance of law among the congressmen.
‘I think we should make haste slowly. If we follow this precipitate schedule notwithstanding the surveys if they are dependable showing that the majority do not want constitutional amendments, the senators, definitely in the majority do not want it and if this proposal is rammed through anyway by means of a juggernaut in the House of Representatives, it is possible that the proposal will completely lose not only the interest but also the support of the public,” Santiago told reporters in a separate press conference.
Opposition Sen. Panfilo Lacson said besides being unconstitutional, the Cha-cha-no-el plan was immoral because it calls for extension of term limits.
That means congressmen will be enacting legislation for their own benefit, which is extension of their terms of office, he added.
Malacañang, for its part, also yesterday flip-flopped on its earlier announcement of planning to stop the conduct of the May 2007 polls to give way to the holding of the parliamentary election on November next year.
Presidential Adviser on Political Affairs Gabriel Claudio, during a press briefing, said the No-el scenario in May is just the idea of several administration allies in the House and is not yet finalized or even approved by the House leadership nor the Palace.
He advised its critics to wait first on the approval of the “simplified draft” of the proposed Cha-cha since it will be discussed in the general caucus by the House.
Claudio clarified that the Technical Working Committee in Congress would likely finalize the draft of the proposed constitutional amendments by today, paving the way for a possible caucus and plenary discussion with the congressmen’s Senate counterparts.
“I think it’s unfair to members of Congress because things have not been finalized yet. The final draft will have to be finalized first. It’s unfair to describe the proposal as a cancellation to the May elections,” Claudio said. Angie M. Rosales and Sherwin C. Oales

It’s Bonifacio Day today, it is supposed to be celebrated at national level. The battle-cry of bonifacio at the biak na bato was to liberate the masses from poverty and slavery of foreign masters.
Sad to say, most of our leaders??? today are selling us to the foreign powers like China, US and other 1st world economies. Relevant to the battle-cry of bonifacio was the call most of the millions of public servants to increase their (actually ours) salaries to ba at par or atleast near the pay check of those from the private sector. But!!! No what is our TONGressmen do??? They talked about the changing of the system of government and they are doing it very fast, mind you of that. However the salaries of the public servants solely relies on the proposed 2007 budget, that includes salary increase (proposal, however that it be). Why isn’t these TONGressmen busy themselves first with the passage of the 2007 budget, instead of railroading the system change??? I say we in the public service should clearly state to our beloved(???) TONGressmen and senaTONGS to immediately pass the 2007 budget for the benefit of, US, the lowly public servants.
Before politicians thinks of the welfare of all, now, with the likes of JDVs, GLORIAs, PECHAYs, NOGNOGRALES’s VILLASUERTEs, ANTONINOs and the likes, gone were the glory days where politicians are respected. Now everybody (mostly) are thinking of their vested interest.
Let us not forget the cry of Bonifacio.

That, and nothing less, is what Constituent Assembly (Con-ass) and Charter change (Cha-cha) are about: This country is to be delivered, lock, stock and barrel, to China as the 40 Mindanao camps were delivered to the Moro Islamic Liberation Front (MILF) by the three principal political beneficiaries of Edsa II.
To understand what Cha-cha is about, you must go back in time to FVR’s regime which started in 1992. It was he who: (1) delivered the domestic market to foreign producers through the General Agreement on Tariffs and Trade (Gatt) and the World Trade Organization (WTO), with consequences to local businesses and industries only too evident and devastating to warrant elaboration; (2) gave those military camps to the MILF to the utter dismay of the Armed Forces of the Philippines (AFP) who weren’t allowed to reenter the camps at all, which camps would be recovered for the Republic by the fallen Erap only to be returned to the MILF by GMA following Edsa II which FVR and his generals engineered.
GMA is, as anyone who knows the ABCs of his politics, a creation of FVR and, as everyone who knows the ABCs of his current affairs, should also know, lost no time in assuming to the presidency returning the camps to the MILF with the assistance of National Security Adviser Norberto Gonzales and Executive Secretary Eduardo Ermita.
Together with Speaker JdV, who has just about every member of the House in his pocket, the three constitute the highest political authority in this country able, so they think, to do just about anything and everything with this Republic, including of course changing its Constitution and opening the national patrimony to foreign plunder and foreign ownership.
It was JdV who brought FVR to Khadaffy on the eve of the presidential elections of 1992 and there engaged the Libyan strongman in a political deal which obviously involved delivering Mindanao, or large chunks of Mindanao, to the Moro National Liberation Front (MNLF) and MILF. Which, of course, was what he did; but obviously not satisfied with that, he proceeded to sell off Petron to the Saudis, National Steel to the Malaysians, Fort Bonifacio to an Indonesian-based real estate developer with reputed links to China and, hadn’t it been for the intervention of the Supreme Court, would have delivered Manila Hotel to the Malaysians.
One can go on, but these recollections should be enough to convince you that the untouchable Trinity which currently governs this Republic is engaged in what can only be described as a mind-boggling, dizzying pattern of behavior calculated to dismember the republic and to sell what remains of it to Asia’s economic superpower, China, and minor powers such as South Korea, Taiwan and Malaysia.
GMA, JdV and FVR are engaged in what qualifies as the most stupendous land deal in history — brokering the sale and delivery of nothing less than the national territory of a supposedly sovereign and independent republic to its neighbors.
You don’t have to be a college freshman who just completed Political Economy 101 to realize that that is what has been happening to this country since FVR’s regime in 1992. Its main food bowl and second province has been subjected to a process of dismemberment, its national domestic market has been delivered wholesale to foreign producers, its strategic state industries auctioned off to foreign buyers and its Armed Forces literally dispossessed of their historic home site even as they were wantonly deprived of the P7.5-billion proceeds set aside specifically by law to upgrade their living conditions and modernize their fighting capability, hundreds of them deployed to battle without benefit of night vision goggles and combat boots while arms and combat equipment intended for the fighting men were sold off by senior officers to the enemy.
What was the Oakwood mutiny about but a rebellion of the nation’s fighting men against the corruption and treason of their superiors during FVR’s and GMA’s regimes?
Reader, I am talking about the highest and most comprehensive form of political, economic and military treason being committed under our very eyes and noses by no less than the three highest civilian leaders of this country with the obvious collaboration of members of Congress and provincial officials.
There isn’t any way you can possibly mistake nor underestimate the satanic malevolence of their intention and plan for the republic, which is to broker the biggest land deal in history, past, present and even future.
China is their principal client in mind. Only China has the wealth that can purchase the entire patrimony and territory of this republic, and do so “constitutionally.”
And that’s what Cha-cha, either through people’s initiative or Con-ass, is about. And if the AFP — the protector of the people and the state — doesn’t move, you and I might as well join the CPP/NPA. Either that or organize ourselves into a new Katipunan and complete Bonifacio’s unfinished revolution.
So what will it be?

I’m told that Filipinos themselves have undergone this kind of torture in the hands of their Filipino compatriots in the Philippine military. Unfortunately, there are very few people to tell because the victims have been conveniently liquidated oftentimes even without a trace.

THE economy grew by 4.8 percent in the third quarter, disappointing government economists who were expecting a 5.2-5.5 percent growth.
“We are disappointed. It is not as good as we expected,” Planning Secretary Romulo Neri said yesterday.
Neri said he was keeping his fingers crossed that the economy would bounce back in the last quarter and lift the full year rate to the targeted 5.5-6.1 percent
Neri traced the lackluster growth to a decline in mining and quarrying output led by gold, copper, and other metallic mining products.
Mining and quarrying contracted by 2.8 percent, from a 3.1 percent growth a year ago.
“Manufacturing output did not pick up as expected in tandem with exports,” Neri said.
NEDA Policy and Planning Director Dennis Arroyo said this could be due to rising inventory in precious metals.
The food manufacturing sub-sector also suffered a limited growth largely due to consumers’ preference for imported products, Arroyo said.
Officials were expecting a grow rate of 5.2-5.5 percent for the quarter because of strong outputs of the agriculture and services sectors and strong private consumption on the back of rising overseas workers’ remittances.
Romulo I. Virola, National Statistics and Coordination Board chairman, said the 4.8 percent growth matched the 2005 performance of the economy while sustaining the “robust growth” in the first two quarters.
Merchandise export and higher household spending largely contributed to the modest growth in the gross domestic product.
Higher remittances, reflected in the 17.1 percent growth in the net income factor from abroad, raised the gross national product growth to 5.8 percent, compared with 4.9 percent in the same period last year, Virola said.
Services maintained its 5.6 percent growth from last year while agriculture, fishery and forestry grew by 4.1 percent, compared to 1.7 percent a year ago.
The industry sector’s growth slowed down to 4 percent, from 5.3 percent in 2005.
Neri said there is a need to convert the improving fiscal position of the government into job-creating investments.
Neri said the government should have the “political will” to institute “microeconomic reforms” to attract more investments.
“We should open the ports and maritime industry to greater competition in cargo handling. We should compel telecom companies to interconnect. We should resolve conflicts of interests in the poser industry,” said Neri.
“We need to bring down the cost of doing business in the country by lessening inefficiency in our systems and institutions. We need to reduce the cost of electricity to make the cost of running our machines and our manufacturing processes regionally competitive,” he added.
The nine-month growth was placed at 5.4 percent, compared with 4.8 percent during the same period last year.

“The moment Mrs. Gloria Macapagal Arroyo ceases to be in her haughty, irritating and prevaricating element is the first day of renascence that most our sovereign people await. Her fall is bound to happen, more sooner than later, per force of apocalyptic prophecy and the lesson of history that despots end up in the dustbin of ignominy. The question of whether she is a tyrant is interestingly raised in light of a voice that I heard at 2:35 in a recent morning, sternly whispering: “It was a shadowy spirit, not I, who misled my daughter not to resign x x x and in the heart of each believer is my own cardiac beat that counts each passing second that it will take to liberate my people from oppression.” The only trouble is that I am not sure if it was my psychic self that was awake between 2 and 4 in the morning, or whether it was just a dream. In any event, to those awesome words I say, “Amen! It is written, Lord!” It is thus in the spirit of St. Nick’s generosity that I feel I must be nice to this misled daughter, at least as the year closes out, with the big hope that she might just change.
But now, she has again made me angry and ruined my mood with a number of her usual moronic antics, like blaming media for her low numbers under Pulse Asia’s latest surveys! Look here, misled daughter, you don’t get it, do you!? Your survey numbers will never improve despite your self-serving reports of economic gains, because your audio visuals in the first place are unattractively sub-standard, meaning: your voice is alanganin, you are becoming too fat, and you are getting to waddle more and more like a duck with legs looking stumpier than ever. It is of course not your fault you sound and look like this. But neither is it media’s. So, take my advice. Make yourself scarce on television, radio and print media. People are just sick and tired of seeing and hearing you. Did you not notice how Dubya Bush looked bored with you in Hanoi? All this misfortune is due to your lack of charisma, that great charm which fuels popularity, and I doubt you will ever reverse this setback, even if with all our money you continue to buy propaganda mileage.”
This should read, “And the nerve of the Bansot to call HERSELF an expert in Economics! Pwe!” Tulog muna ako! Lots of things to do today. Preparing for a presentation on the Permanent People’s Tribunal for the Philippines that should push through regardless of whether or not the Bansot is removed from Malacanang.
There are other ways indeed to force these crooks out for justice and truth to prevail than a CIA-run people’s power or an armed attack as what the US did in Iraq and Pakistan to remove a despot. We don’t want Americans to run the affairs of the Philippines the way they do in Iraq and torture Filipinos with sticks pushed into their butts in some torturous interrogation/investigation.

What political will, what foreign investments? Gloria’s illegitimate regime does not, and will never have, political will for the country’s betterment. If she does, she only uses it for herself – to SURVIVE and ARROGATE MORE POWER unto herself.
Foreign investments will come in trickle, unless: the cost of production is reasonably cut down (e.g., payment for use of electrical power must go down, bribes are removed & red tape lessened), human rights violation is put away (else, investors sound like condoning the regime that perpetrates it or allows it to happen), and more. For Gloria and her minions, these are not so important as the remittances that flow into the country are at least 10 times more than all these direct foreign investments combined.
Neri and that presidential adviser on job creation should think more about how to encourage putting these remittances into good use to generate jobs and create opportunities. Their little boss only flaunts the annual 1 million jobs for creation, but does not know how, or does something, to achieve this ambitious goal. Magaling lang siya sa salita at paporma!

At least, Japan, the European nations, and even the US are now pressing her government to explain on this killings.

I just post somewhere being monitored no doubt by the Internet Brigade, etc. about getting a Mozilla Firefox when I got a warning from the browser that the connection was being disconnected temporarily so as not to allow the intruder entry, and lo and behold there was one attempt even to register in my PC! This is fantastic. You should all try it.
There goes the Internet Brigade theory again. The more one talks about it, the more it shows that this person is himself or herself a member of such group or may even be the leader of the group.

I have been receiving e-mail messages with zipped virus (4 to date).
The sender, a LOSER of the lowest category even immitated my service provider’s message. I called my service provider who said they never sent me the messages and advised me what to do.
They are going to track the sender.
I am absolutely flabbergasted because such shenanigans lead nowhere. What does a person with such perverted brain hope to achieve? Perhaps to scare my computer? Heh!

To parasabayan, don’t discount the two butchers. They might be very busy doing their evil plans and strategies as ordered by their fake boss; this blog is also very important to their survival. If there’s going to be a blog that would trigger another People Power, it’s this blog. That’s why despite my differences with some bloggers and frustrations even with Ellen’s monitoring style, I choose to stay. Because I believe the time is near…this evil woman’s evil reign is about to end very soon!

Reminded me of a Ports Authority chief subaletern – one day, I went to a port in Manila and wanted to check the structures that I had commissioned for them to set up (cranes, etc.) for heavyweight shipment I was expecting but nobody in sight so I just bulldozed my way into one of the offices amidst the panicking secretaries, clerks and what have you, so what did I see? The stupid chief was having a manicure! Never saw a man being manicured and it left me gobsmacked!
