Rep. Neric Acosta(LP) should be worried.
Former poll commissioner Virgilio Garcillano confirmed Thursday his candidacy as 1st district representative of Bukidnon in the 2007 May elections, saying that he would win “without cheating.”
“I am [running as] congressman [in the] first district of Bukidnon… I have decided to run,” he said in an exclusive interview with ABS-CBN Regional Network Group.
“I want to prove to all that… I can win an election fair and square manner, not cheating,” he added.
Garcillano grabbed national headlines last year after the surfacing of alleged wiretapped conversations between him and President Arroyo. The tapes allegedly contained plans by Mrs. Arroyo to rig the May 2004 elections, an allegation that the two have denied.
Last month the Department of Justice dropped 21 counts of perjury and falsification of documents filed against the former Commission on Elections official in connection with the wiretapping scandal.
Richard Anthony Fadullon, the assistant chief state prosecutor handling the case, junked the charges against Garcillano due to insufficient evidence. A 12-page resolution issued on November 14 said: “The reasonable probability of his guilt thereon has not been fairly established by the State.”
Garcillano said a congressional inquiry into the scandal failed to prove the authenticity of the wiretaps.
“There should be concrete evidence that will prove probability of my guilt. But as it is now, there is no basis of evidence. In fact they did not even substantiate their case by filing their counter-affidavit. Until now there is no counter-affidavit,” he said.
Garcillano said he does not feel that he has an advantage against the incumbent Rep. Nereus Acosta or his mother, Socorro, who is reportedly planning to run for the same post.
“Well, I do not see any edge as of now but I’m just trying to present myself. If the people will feel if I am qualified for the position then it’s up to them to decide,” he said.
“I’m just asking the people to look forward and further so that they will be able to know whether people who are aspiring for a position like this can do something for the improvement of the district,” he added.
If elected, Garcillano promised to push for agricultural development in Bukidnon.
“This is an area where agricultural production is very dominant. I would like to have soft loans for small farmers who can not be able to finance their crop production. Second, we have to educate our people. Third, they should be encouraged to stay and not go abroad,” he said.
Garci your an old man dreaming, just think yourself lucky for the moment, tend to your flowers on your farm until your past catches up with you. Read your local newspapers the people there on Mindanao know you for what you are and for what you did. Do you think they will trust you, dream on Garci.

Garci is surely missing the point here. The question is not whether he can win without cheating in an election. The issue is whether or not GMA cheated last 2004 elections and what was Garci’s participation..Definitely, this running for congressional seat is just a way to evade arrest from those who want him arrested for not heeding the call of the senators to testify at their hearing. A representative cannot be arrested while congress is in session except when the penalty imposable is more than 6 years imprisonment. This Garci is very cunning indeed!!!
If elected, Garcillano promised to push for agricultural development in Bukidnon. Thats good perhaps he will get Bollante to assist him. And whats this Garci talking about when he says small farmers should be encouraged to stay and not going abroad, how many small farmers does he know that are IT experts or domestics, and going abroad. Garci your dreaming again get back to your flower growing. The last time it became too hot in the kitchen, you disappeared for many months running around like a scared rabbit. Stop being such an insult to the people of Mindanao.
OK, so Garcillano says he does not have to steal votes, but there are many ways he can do to win! No doubt about that.
He can surely win the election. The Great Switik can mobilize the military to threaten, hassle, and intimidate to force the province-mates to vote for him. Or as in the case of the unqualified and inept brother of the Pidal, there will be lots of vote-buying again (in lieu of vote-stealing) paid with money from such public funds as the OWWA funds, etc.
Point is why should Filipinos tolerate and vote for a wannabe felon since vote-buying, vote-stealing, electioneering, perjury, contempt of court, etc. are crimes punishable by fine and imprisonment even in the Philippines?
At least, the last prayer rally even with just 150,000 faithfuls proved that Filipinos could stop anything that the idiots squatting at the palace by the murky river would plan out to do. Patigasan lang naman ng “resolve” sa totoo lang!

The dropping of complaints against Garcillano of his orchestrating the Election Fraud by the DOJ simply meant that the State Prosecutors just didn’t have the “balls” to swing around against the Adminsitration. It never meant the absolution of Garci Crimes. He was not declared “innocent” by any court of law, but by an Agency of the Government under the Executive, the DOJ, whose master the President, is the object it has to Protect at all Cost. There was not even a thorough Police investigation of the case, but by bureaucrats, that if you mark their names will be in line for the Next Promotions. Bet you those States Prosecutors will be promoted to highest judiciary post as soon as the issue settle down. Gloria going to pay them back and pay them handsomely…
Psychologically speaking, if one mentions something it’s subsconsiously in his mind. What do I mean by that? Dahil binanggit ni V. Garcillano na hindi niya kailangan mandaya para manalo, ibig sabihin nasa utak niya ang pandaraya. That means he indeed helped Arroyo cheated. If one runs for Congressman in his hometowm district, the chance of winning is big especially if you have the resources. Even the most corrupt and the worst guy can win. Kaya nga si JDV hanggang Congressman lang sa Pangasinan at hindi mananalo bilang Senador at lalo na pagka-pangulo. It’s easy to win as Governor or Congressman in your territory. Mere mention of your name already scares the people. If you have the connection with the underworld, the gambling lords and even NPAs, you can win without much cheating. Iyan ang dahilan kung bakit maraming Governors at Congressmen ang sila mismo ay gambling or drug lords sa kanilang lugar.

For an administration that is supposedly focusing on the economy, Gloria’s Malacañang is giving highly inordinate attention to the candidates it would be carrying under its wings in next year’s elections.
With the huge crop of trapos it is fielding, infighting has been reported among those seeking the kiss of Gloria, that carries more than the proverbial bag of silver.
But the strangeness of it all is that the Palace list of “senatoriables” are the very ones who have been seeking to abolish the Senate. Yet Malacañang, according to the latest reports, has on its list, more of the congressmen, such as Rep. Prospero Nograles and Rep. Prospero Pichay Jr., while former congressmen who have joined the Cabinet are also reportedly tapped to run for the Senate, among whom are Budget Secretary Rolando Andaya Jr. and Tourism Secretary Ace Durano.

Salamat tikbalang. Do you know that whistleblower Zuce, the guy who testified against Garcillano, is running against Garcillano? Ewan ko lang kung kukunin ng opposition si Zuce. What I know is that Bukidnon is under the control of the Zubiri family allied with Arroyo.
If I were there in Bukidnon now, I would start campaigning against this idiot Garcillano. Zubiri has reason to be suspicious of him, his dynasty is threatened by an equally scrupulous guy, who is a confirmed vote manipulator.
Garci’s history of manipulation reaches as far as Lanao del Norte, where he helped another dynasty stay in power. In fact, he was from that place. There, he held close ties to the local strongman as Garci perfected the art of vote-shaving/padding (dagdag-bawas) that Pimentel coined in 2001 and now enshrined in the vocab of dirty Philippine politics. That led to Garci’s ascent to comelec, thanks to the recommendation of that strongman.
When Garci was reported “missing,” part of the time he was under the protection of that strongman. Everybody in the area believed, and some definitely knew, that Garci later went to Singapore. Ask adults who are conscious of politics in Lanao, Cagayan de Oro and Bukidon, and you will hear the same story about this ‘hello Garci’ that became a national joke.

Neric Acosta is truly worried about this Garci. Too bad he can’t run anymore, it’s his last term in congress. His mother may be tempted to oppose Garci, as Zuce is also doing, but that might divide the opposition and lead to Garci’s victory in the polls.
The best that the Acostas can do is support Zuce. Socorro Acosta may not have the energy to do it, having stayed in politics too long. Besides, the lingering problem of dynasty in Philippine politics may diminish her political capital.

Garci’s pronouncement that he can win without cheating is understandable for somebody seeking an elective position. Any posturing of weakness is a big no no.
Pero tama si Mandirigma, parang inamin na ni Garci na talagang kasama siya sa pangdaraya kaya ganun ang kanyang statement. Sa bibig talaga nahuhuli ang isda, pwera lang kung lambat, fishpen o paputok ang gagamiting panghuli.
Sabi ko na sa isang sinulid, how come JDV is not being mentioned in any surveys conducted for Senators? Mayroon talagang pang-lokal lamang ang clout. At sa kaso ni JDV, its one big reason why he’s pushing for the chacha to get on top as Prime Minister. Wala siyang binatbat pag nationwide.
But there are also those who can’t make it in the local elections but hit jackpot in the national elections. Case in point are Bong Revilla and Kiko Pangilinan.
Bong Revilla was defeated by Maliksi for Governor of Cavite in 2001, the same time his wife Lani Mercado run and lost for Mayor of Bacoor. Bong landed second place in the 2004 Senatorial race.
Kiko Pangilinan, elected first as Councilor, run and lost for Congressman in Quezon City kahit asawa na niya si Sharon Cunteta. But he made it to the Senate in 2001.
Zuce vs Garci could be a very good match. It will test the resolve of the Bukidnon electorate kung dapat nilang pagkatiwalaan si Garci inspite of the the scandal he’s involved and backings by the Zubiris and GMA. And granting na manalo si Garci without cheating, they deserve it. Ibinoto nila, di ba mga ‘pre?

Know what, Mike A. poured in millions to Zubiri’s coffer during the 2004 elections to defeat Acosta. Why Acosta still won, despite the greasing of voters and comelec? Zubiri kept most of the money, it didn’t get to the hands of poor voters who were willing to sell their souls.
During that vote-buying frenzy, the fatso man went around distributing goodies to crooks in Cagayan de Oro, Bukidnon, Lanao and other places in Mindanao. He even went to the Marines Camp in Marawi City and doled out money. (He even had the gall to deny that he was ever there.) That was when he noticed Gen Gudani showing bias for FPJ, and Garci took care of him by getting him out of the area so the comelec can do its cheating game unhampered. Would you believe that FPJ got zero votes in many precincts there? Yet, local residents who voted for him were surprised, why their idol would lose to a lady whom many Iligan folks hated so much. Poe was considered a “hero” by many Muslims and Christians alike.

Subukan mong dumalo sa Senate hearing, ewan ko lang kung napakiusapan na ang ANC at ibang News Orgs dahil hindi na makita sa angle niya, may suot si Lapid na earphones! Kasi yung mga debate, itina-translate sa kanya sa radyo ng staff niya!
Naaalala ninyo ba nung imbestigahan ng Senado si Zuce tungkol sa pagbigay sa bahay ni Gloria ng lagay sa mga taga-Comelec? Sinabi mo pa. Kahit nga iyong mga OFW, I doubt if they have matured. Before I thought they would make a good catalyst to the madness in the Philippines, pero wala rin sinabi. Worse is the Great Switik is winning votes by the dining and wining of OFWs at posh restaurants paid with money from the treasury and/or OWWA funds that are supposed to be used to help them when they are in need.

I can’t blame those who still doubt our electoral process and the outcome of the election. In the end, part of the blame is on the people or voters themselves. Ang nakakalungkot lang, hindi na sila kailangang lagyan (bribe) dahil sila mismo ang unang humihingi. I can say our voters have not only yet matured, they have gone backward.
