Iloilo storm troopers recommended for award

This is what you call adding insult to injury.

The police director for Western Visayas has recommended awards for the policemen who stormed the Iloilo provincial capitol last week in an attempt to physically evict Governor Niel Tupas Sr.

Chief Superintendent Wilfredo Dulay admitted this before the Senate hearing on the capitol assault, which many quarters have dubbed an “overkill” based on television footage of the incident which showed heavily armed Regional Mobile Group personnel training their weapons on unarmed civilians, among them Tupas’ son and namesake, who is also a member of the Provincial Board.

In his letter to the Philippine National Police (PNP) Director General Oscar Calderon dated January 21, Dulay “recommended appropriate awards for all tasked personnel for carrying out successfully the lawful order of higher PNP authority.”

When asked by Senator Franklin Drilon, head of the Senate committee on public order and illegal drugs which is conducting the hearing into the capital assault, why Dulay wanted the members of the team rewarded, the police officer said it was because there was no bloodshed.

Dulay told the panel that a total of 65 policemen formed the assault team while 182 others were assigned to the crowd dispersal group outside the capitol.

Drilon called the operation “highly unusual,” noting that while the police intelligence report used to justify the assault indicated that there were unlicensed firearms and communist rebels in the capitol, no weapons were recovered nor rebels arrested during the actual operation.

Dulay said it was a “judgment call” of the forces on the ground to implement the order of the Ombudsman to remove Dulay from his office at the capitol.

The senator said his committee finds the single hearing sufficient to make a report even with the absence of Secretaries Raul Gonzalez of Justice and Ronaldo Puno of Interior and Local Government, Puno’s undersecretary Wencelito Andanar, and Ombudsman Merceditas Gutierrez.

    Gosh, never seen like it. Awards for having stormed a civilian outfit on the orders of a kenkoy?

    Shit, this is what we call kenkoy awards. What if somebody died during an onslaught by shooting himself? Might as well give them Coca Cola tansan – cheaper by the thousands. After all, the awards have lost their significance. A smart policeman can even have those certificates, medals, pins manufactured and to cover himself with Kenkoy Calderon awards.

  2. The PNP police leadership is totally out of his depth. He’s lost all sense of values. Geez! You don’t recommend a whole contingent of policemen who were poised for an overkill – prepared to shoot down civilians.

    Kenkoy Calderon is making a mockery of awards, which should be given only for exemplary conduct in the face of odds.

    Mga gunggong! Tanga! Stupido! Engot na bastos pa! Awards, my foot! Sige babuyin mo na ang mga awards… those stupid Calderon awards don’t mean anything anymore!

    I just watched the award-winning movie “Babel” last night. A simple act of miscommunication and irresponsibility of a person affects the lives of other people. The incident in Iloilo is an example of miscommunication and irresponsibility of the main actors involved in the incident.

    That’s why there are so many criminals floating around because the police leadership only knows how to show off on TV but not in real life.

    While we are at it, why doesn’t Calderon recommend himself for the Victoria Cross! Duwag! Duwag! Kenkoy na duwag pa!

    I bet my bottom dollar that Calderon would shake in his boots if he saw how the police here do things yet aren’t given awards just like that.

    Tanga! Calderon, you are shit! You have debased, demeaned, devalued the meaning of an award!

    Over here, tinatanggalan ng mga tsapa ang mga ganyan inutil na pulis because they are not allowed to kill even the most hedious criminals!!! Iyan ang tinatawag na progressive, hindi katulad sa Pilipinas na parang 19th century OK Corral USA. May lynching pa!

    But what can Filipinos expect? Puro criminal ang liders nila unang-una na iyong nagplano ng pagpapaalis kay Erap at umupo sa ibabaw ng Saligang Batas ng Pilipinas na parang ginawang pamahid ng puwit na pakana pala unang-una ng asawang pablik pigyur!

    Ano iyan, puro dorobo, inutil at bugaw?! Puede ba, si Bugaw na asta prostituta pa, SIPAIN NA! PATALSIKIN NA, NOW NA!

It’s about a rifle given to a Moroccan by a Japanese hunter, whose wife committed suicide, and an American was shot with it by the son of the Moroccan who bought it from the original recipient of the gun. It’s to show I guess how people around the world cannot now be indifferent to the problems of people of other countries because of such interlocking events.

    If there will be award given to the troopers, it should be in the ACTING CATEGORY if we will follow the statement of acting secretary of justiis na palabas lang ang nangyari.

    Seriously, veteran journalist Amando Doronila described the assault succinctly when he said: This storming of the capitol highlighted the excessive use of force in the attempt to evict (Gov. Niel) Tupas from office, after he had refused to bow to the arbitrary dismissal order of the Ombudsman while he was seeking relief from the order with the Court of Appeals.

    The assault also confirmed the underlying repressive and fascistic character af the Arroyo regime.

    I have a very close relative who is from Iloilo. She said that Tupas is a good governor and not corrupt. No wonder Tiyanak, SiRAULo and Caldero(pot) want to eliminate him. They can not use him for their dirty work.
    Awarding these over acting soldiers is a BIG JOKE. Sabagay, uso naman ang rewards sa Tiyanak para sa mga corrupt niyang alalays. See, Reyes was rewarded for overthrowing Erap, then her election cheating generals headed by Assperon all got promoted, Ebdame will be the DND head, Garci is now running for a higher office and scott free. It pays to be a hoodlum in tiyanak’s kingdom! What else is new? Lahat ng matitino are jailed. This is the Tiyanak kingdom, remember?
    Pacman was exempt from the gun ban for his 20 guns. Remember he a friend of the First Pigur, Sabit Swing-son and other high ranking people! Poor Pacman, he is supposed to be a champ but his values will drag him down to the underworld! He allowed himself to be exploited. He thinks it is cool to be aligned with these vultures.   17. Reading what you guys have written so far it seems that you have maybe missed the vital issue, and that is have they the PNP broken the law:
    assault (n) is the physical or verbal attack; violent physical attack.
    Even a fear of bodily harm, or an unlawful threat of bodily violence or harm to somebody else or an attempt to do such such violence or harm. (Microsoft® Encarta® Premium Suite 2005. © 1993-2004 Microsoft Corporation).
    According to the definition, everyone and their uncle knows this incident was at minimum ‘assault’ so a crime was committed and these PNP raiding team should be charged, all of them.
    But of course we remember the Traffic Group who shot dead the occupants of a vehicle alleged to be ‘carknapers’ at point blank with no warning, caught on video.
    Within 24 hrs they were given awards, even though they were being investigated at that time.
    Again, planned violence was committed by police carrying high powered longarms and in full view of cameras assaulted unarmed civilians. Again being awarded medals within a matter of hours even though an investigation is on-going.
    Now here’s the bitter pill, don’t just blame the PNP and authorities. Why because people, the public, should be demanding that these PNP are arrested, not looking on thinking leaving it to somebody else to complain, because they won’t.
    I’ve said before in this blog worse is yet to come, unless we stop the rot.

    BTW. as bloggers lets at least try to stop sniping at each other when we have plenty of topics to discuss using our mental energy to snipe at this administration and jokers calling themselves police. We know they are a disgrace to their uniforms but they need to be told and told again.

    It’s their leadership who must be roasted in the press, on national television and for real for a show of overkill.

    I have the impression that Calderon is trying to leave an imprint in the minds of Filipinos: Sort of, “This is what’s gonna happen to you folks if you don’t do as Gloria says…”

    He’s a watched too many C-rated movies and probably believes he’s the reincarnation of Rambo.

Anna, there’s a but…and that is when we saw this group of PNP men with their high powered longarms pointing to the the young men and a woman and pushing them to the ground even though these civilians were unarmed, these PNP men have to take responsibility for their own actions, they must be able to defend their actions or take the consequences of that action, I doubt whether that is standing orders, if it is it needs revising.
    The point is each time the PNP get away with each incident of violent acts it becomes standard procedure. We know already their training is wanting, to allow them to adopt this situation is dangerous. Each time the video clip has been shown I’ve looked to see who’s in command at the scene, but I can’t see anyone obvious. Its a Walt Disney production.

    By the way, Maher Arar, the Canadian of Syrian Descent that was deported by U.S. Authorities to his Native Syria for extraction of information by torture of Syrian Intelligence as a terrorist suspect on the “wrong” Intelligence supplied by the Canadian Intelligence Service and the Mounties, has come to the settlement with the Government of Canada to the reported amount of $10 millions or more and an apology from the PM.     anna, today PM Harper will announce to the Canadian People and to the world the settlement with Mr. Arar followed by an Apology and a Rebuke to American Ambassador Wilkens for telling Ottawa to butt off America’s Affair. Ambassador Wilkens told us to butt off their affairs politely and in return our PM will rebuke him politely. And maybe suggest to his government along with the Syrian to own up to their roles in Mr. Arar sufferings..

We can’t avoid making mistakes in the name of security and public peace, but when such have been comitted, we have to find out why, compensate the victims, and apologize and put all measures that same mistakes would not be repeated again.

Just like anything she does, giving juicier positions to those who cheat for her, her officers are simply emulating her actions.
