Read this and weep

Excerpts from the signed affidavit Filipina rape victim in Qatar. We will hide her identity under the name “Clara”.

Sometime in April 2005, my father suffered a second stroke and was unable to work since then. I wanted to be able to work in Oman in order to care and provide for my parents as I did not want them to return to the Philippines. This prompted me to seek for any job placement for Oman.

Sometime in May 2005, I read Jinhel International Recruitment Agency’s (hereinafter, “Jinhel”) Manila Bulletin advertisement for job placements in countries in the Middle East. I immediately placed a call in the telephone number contained in the ad.

After one week, I went to Jinhel’s office and paid P3,000.00 for my medical exam.
I was assured of a job placement in Qatar so I decided to resign from my work as Guidance Counselor in Systems Plus Computer College in Caloocan City.

I went L-R Medical & X-ray Clinic. I paid P2,730.00. Then Jinhel called in March 2006. I was told to prepare as I was sure to be sent for work in Qatar. I paid Jinhel Five Thousand Pesos (P5,000.00) to Haja Fatima as payment, she said, for her services.

Jinhel and I agreed on the following terms of my employment in Qatar: monthly salary of QD700; work is to take care of a five (5)-year old child; the first two (2) months’ salary will go to Jinhel as its commission.

At the airport, iside the immigration, we were asked to pay One Thousand Five Hundred Pesos each (P1,500.00) each, unreceipted. We were previously advised by Nelia to prepare the said amount.

I arrived in Qatar on June 8, 2006. At the airport, I was met by Faruq, a Pakistani National who introduced himself to be from Al Waleed Agency – Jinhel’s Qatari counterpart agency. Faruq asked me to sign a contract with the following terms: monthly salary of QR600; work is all-around with no day-off.

Mr. Faruq brought me to my employer, Dr. Abdul Aziz Al Jumiah (hereinafter, “Dr. Abdul Aziz”). I came to know that Dr. Abdul Aziz is a Saudi National and a surgeon at the AL Ramelah Hamad Hospital. His wife was then pregnant and they had a five (5)-year old son.

My employers’ house is located inside a gated subdivision. It is a two-storey, six-bedroom house with five comfort rooms and a garden. I worked from 5:00 in the morning until about 1:00 or 2:00 the next morning as I was not allowed to sleep while my employers’ child was up. And since the child was asleep most of the time during the day, he usually went to bed past midnight.

Within a week’s time, Mrs. Abdul Aziz (I only know her as Madam Dina) started to maltreat me. Mrs. Abdul Aziz was very strict and very sensitive to dirt. Whenever she was not satisfied with my cleaning, she would pull my hair and would order to do the cleaning all over again. The house had big windows that I had to climb each time.

One time, I unintentionally overcooked the bread I was cooking. For this, she slapped me.
On the second or third week, my ward, Faisal, hit me with the telephone apparatus.

One time, they brought me along to a mall. At the mall, a fellow Filipina saw the “bukol” in my head. She gave me telephone numbers at the Philippine Embassy and OWWA’s, should I decide to run away from my employers.

Sometime in June (after about 2 week-stay in Qatar), I called the Philippine Embassy and I was able to talk to one Mr. Jack. I told him about my situation but, in return, he coldly told me: ”Hindi pa naman grabe ang nangyayari sa yo. Tapusin mo na yang 2 years mo.” He also gave me Overseas Workers Welfare Administration’s (OWWA) telephone number.

In the last week of June, I called OWWA and talked to one Mr. Sam to whom I repeated my story. He told me: “Tumakas ka na kung ayaw mo na. Lumabas ka at sumakay sa taxi.”

On 14 September 2006, I was at the kitchen while Madam Dina was upstairs taking a bath, when Dr. Abdul Aziz arrived from the office. He suddenly embraced me and touched my breasts. I pushed him and told him that I would report to his wife. He just gave me a devil’s grin. When Madam Dina came down, I told her about what her husband did to me. But Madam Dina slapped me and blamed me for what had happened.

On the same day of September 14, 2006, Dr. Abdul Aziz asked for the key in my room. He ordered me not to lock my room from then on. I became so scared that I started to use the table in my room to block the door. I also kept a knife in my room.

On the third week of September, I again called OWWA. I told them about the harassment but I was given the same advice – to run away! I again requested that I be fetched or rescued but I was given the same answer – that OWWA does not rescue workers.

At around midnight on 02 November 2006, Madam Dina gave birth. He was brought to the hospital by Dr. Abdul Aziz. At about past 4:00 in the morning of 03 November 2006, I heard Dr. Abdul Aziz’ car arrive. I was then taking a shower. I got out of the bathroom. I just finished putting on my uniform when Dr. Abdul Aziz banged the door in my room. I was so shocked. Then Dr. Abdul Aziz immediately twisted my hands, laid me on the bed and tied my two hands on the bed using some cloth. He forcibly tore my clothes then raped me.

I pleaded and begged him not to do it. It hurt. I felt that his penis was so big and I almost lost consciousness. He did a withdrawal and sprayed his sperms on my chest. After that, he untied me. Then I saw that I was bleeding. I was so weak and almost went blank. I thought of the knife but I could not think or move.

After what he did, I even saw him pray the Muslim prayer. Then I heard his car leave. I checked if he left any door unlocked. All doors/gates were locked. I was still bleeding.

At about 7:00 or 8:00 in the morning, I saw the window in my comfort room. I jumped out of that window. Luckily, Lorna was then working in our neighbor’s garden. She told me to look for chairs I can step on. As I was jumping to our neighbor’s garden, Lorna saw that I was bleeding.

Lorna let me out of her employer’s yard through their gate. But there were guards and so Lorna hid me behind a tree. We had to wait until the next prayer time at 11:00 in the morning. When she saw the guards entered their prayer house, Lorna advised me to run.

I hailed the taxi. I saw that it had passengers but I later learned that the taxi driver, a Filipino, saw me bleeding and so he stopped the taxi. “From the taxi, the driver placed call to the Philippine Embassy.

When we arrived at the embassy, there was a party which I later learned was a party for Connie Sison and TJ Manotoc for their Kwentong Disyerto. There were media people at the embassy. The driver called Mr. Sam to inform him that we were already outside the embassy. Mr. Sam got out and even saw the blood on my body. He did not invite us in. He just told the driver to proceed and take me to OWWA. The driver even repeated that I was bleeding but Mr. Sam insisted that I be taken to OWWA.

When we got to OWWA, there was an ongoing ballroom dancing. We were asked who we were looking for. The taxi driver was making a call to Mr. Sam in order to ask who we would look for but he was not yet responding. We waited for two hours.

After two hours (or about 9:00 at night of November 3, 2006), one Sir Levi arrived at the OWWA from the embassy. He led me to a quarter that they call “shelter” inside the OWWA. I saw many (about 30) Filipino women inside the quarter

On the night of November 3, Connie Sison’s group also proceeded to OWWA from the embassy. Sir Levi told the leader to hide those who needed to be hid including myself because I did not look good and I was hysterical. Out of the 30 plus women, only 15 were presented to Connie Sison’s group. I later learned that they were introduced as Filipinos studying computer inside the OWWA.

I stayed in OWWA the whole day of November 4, 2006. We were fed “lugaw”. No one counseled me. I was not checked up or brought to the hospital.

On the night of November 4, 2006, Ma’am Ferida without first talking to me or asking me, called my employer. At about 8:00 in the morning the following day, my employer came. He was first attended to by Sir Levi. He was asked if I was his employee. They were later joined by Ma’am Ferida. They then invited me to sit down with them inside Ma’am Ferida and Sir Levi’s office. The door of the office was left open.

I was angry at the sight of my employer-rapist. But I could not do anything because Ma’am Ferida and Sir Levi facilitated the negotiation. I was asked not to file charges against my employer. In return, my employer would give me my five (5) months salary, a plane ticket to the Philippines as well as return my personal belongings that I left at their house when I escaped. I was made to write and sign a waiver which I worded as follows: “I will not file charges against my employer, the rape case, although it happened.”

In the morning of November 6, Sir Levi called me and gave me a plane ticket. I asked him about my personal belongings and the agreed 5 months salary that my employer would return. He said my employer only gave the ticket. I insisted, at the very least, on my things, but he said “Mamili ka. Uuwi ka or made-deport ka? Basta’s kailangan ko ng sagot mo hanggang 3:00 dahil alis tayo ng 3:30.” I cried and demanded for my things but he said ”Wala akong magagawa.” I had no choice but to agree.

Sir Levi and I left OWWA for the airport at 3:30 in the afternoon. But before leaving, I got my mobile phone that was earlier confiscated by Ma’am Ferida. I was penniless. I was not even given any money for snacks or any emergency.

At about 6:00 p.m., I boarded the plane for the Philippines. I arrived in the Philippines in November 7, 2006 where I was brought to hospitals by my family.

Not one from OWWA of the Department of Foreign Affairs assisted me in the Philippines.

The above story is not an isolated case. There are thousands and thousands of “Claras” out there being maltreated and dehumanized. And they are helpless because our government cannot protect them.

    I was right in the previous thread, OFWs waiting to be exported by Gloria and her unanos in various human traficking agencies – have to face two harsh realities:

    The first harsh reality is the abuse they will have to endure from officials in the government racketeering agency and the second harsh reality is the abuse from other nationals where Gloria unano’s government managed to export them to.

    So far, I have done a lot of saving of this kind of Filipinas in Japan so that they are better protected here now. No embassy, just Japanese authorities providing them better help and assistance. That is why I don’t think Filipinos in Japan need these useles agencies—POEA and OWWA— of the Philippine labor department here. The Assistance to Nationals of the Philippine Embassy is enough, and will be better with a legal adviser there even just to take their statements and notarize them.

    The first victim of this kind of abuse I had helped was way back in 1975 or 76 when there was no OWWA in Japan. She was a Filipino maid of an Egyptian diplomat. Bugbog sarado din although there was no rape. That actually started me in joining movements to help these migrant workers. I also got introduced to the police as interpreter doing this good deed.

    You may inform Filipinos in distress in Japan to get in touch with our organizations, the Philippine Women’s League of Japan, KAFIN and the Coalition of Filipino Organizations in Japan at 03-3491-2408. I can get immediate police attention for example because of my police connection.

    I actually do not need to finish the above story because it is nothing new. When I was in the US last Christmas, I saw one Filipina relating how she was raped and sold to her rapist-employer friends. Napa-tangna ako!

    And I remembered the interview of the Filipino maid in Lebanon that I translated into Japanese and her story included in a documentary aired in Japan in November on the Filipino caregivers. She was also raped, and since most of the maids like her in Lebanon suffered the same thing, it kind of became just an one of those things!

    And the nerve of this creepy government calling them “Supermaids!”

  5. Oops, forgot to mention that the Filipina was on TV Patrol and was telling of her story as a maid in one of those ancient M. E. countries where women are still considered plaything of chauvinistic men!

    There was a post in the previous thread intimating that after all, maids are also raped in Pinas – with that for a backdrop, I suppose many Pinoys should feel that these OFW Pinays should thank their lucky stars that they are raped by non Pinoys cause perhaps, in the Pinoy psyche, being raped by a foreigner ought to be a cut above the low standards in Pinas.

    You see, we in Europe seem to have better protection schemes for our dogs than the govenment of this unano and their racketeers have over their own country women…

  8. Was there such an insult hurled at the Filipino maids who cannot get laid overseas? Sinabi mo pa, Anna, who says that being raped by foreign employers is better than being raped by Pinoy employers? Suka, suka, suka!

    Gotta go back to bed, myself. Still have to readjust to my Japan sleeping time as a matter of fact.

    Useless to be talking to these attaches. Protocol states that they cannot negotiate, and reason why they cannot protect the workers from abusive employers who know they actually have no clout on civilians the embassy cannot actually sue and vice-versa. The best options of these workers in fact is to approach civilian organizations/agencies who are providing help and assistance to these migrant workers in distress. I am just not sure if there are such organization in such ancient societies as those in the Middle East.

    At least, where I come from, I know that the police can now provide help and assistance for crimes committed on them regardless of whether or not their employers are civilians or members of the foreign diplomatic corps, in which case the Philippine Embassy (DFA) and not the Labor Department should get involved to protect the right of Filipino nationals. It is actually as simple as that, but then, the incompetent Philippine government is only concerned about fleecing these workers, not help them in the true sense of the word.

    Over in Japan, with the insistence of this bogus government to deploy caregivers here despite the numerous barriers, we expect much worse problems that those we have encountered with the Japayuki, and reason why we ask the ministries involved to take the greatest precautions and measures to curtail this kind of deployment. Mas dadami ang makukulong na pilipino because they cannot make an excuse of the language barrier for example for mistakes they commit that can endanger the lives of the people put in their care. Lalong mapupuno ang mga kulungan dito ng mga pilipino kapag nagkataon.

    Enough is enough. They should start orienting Filipinos to think country. No more overseas jobs, but create jobs at home. Stupid talaga itong si Pandak sa totoo lang!

I am presently working on a labor case of a Filipino national swindled of salaries, etc. by his Filipino employer, who boasts of having friends at the Philippine Embassy, especially at the labor department there. His case is now being reviewed for possible litigation by a labor union in Tokyo and some volunteer lawyer who is going to handle his case.

    He first went to the labor department of the Philippine Embassy for help, but he was not assisted properly with her employer having friends there. It was why he decided to ask for outside help, and why he was introduced to me. At least, over here, we know where to refer them when they need help and assistance.

    I am also helping him and his wife file a case against his employer for violating the Immigration Law to the Japanese police that can have jurisdiction on the case because violation of any provision of the Immigration Law of Japan is a crime. I just don’t know if it is the same in the Middle East.

    I’ve heard a similar story from our director who was assigned for 6 months in Saudi 2 years ago. He said, “There are too many Filipinas working in Saudi but most of them are in pitiful situations. I heard too, that your government just ignore these atrocities!” AMEN…

    So, what the heck do they exist? Ano ang kanilang ginagawa!? Unbelievable SOBs, walang pakinabang ang mga OFWs!

    If they can’t even hide OFW victims from their abusive employers, the Pinas government should abolish their overseas positions and let the DFA handle all the problems.

    Kahabag habag naman ang nangyari kay Clara. Nagtataka ako, hindi kaya namagic ng taga OWWA iyung 5 months salary ni Clara? Sa ganyan sila siguro kumikita, kasi clt (cheat, liar and thief) kasi sa itaas, e di ganuon din sa lahat ng level ng gobyerno pababa. Kung ginhaman nila ang para kay Clara, ano ba sila walang kaluluwa?

    I certainly agree with you there Anna, kahit dito where i am, mas protected pa ang mga hayop dito keysa sa mga tao sa pinas. Just recently, a teenager was caught in a video hitting a kitten and he was able to be identified by the police and received punishment for it. May puppy dog na na-agos at tinangay sa loob ng imburnal, a rescue team was sent to retrieved it, and was rescued at whatever cost.

    Sa Jordan din madami din mga pinay sa OWWA, mga more than a hundred na, my cousin who is a teacher by profession but works there as a DH is one of them. Same din ang sagot ng OWWA dun-“tapusin ang kontrata- hindi pwedeng kalabanin ang agency dun kc powerful na tao”.My relatives have been working for almost a month now to have her returned to the country so far walang nangyayari pa din.

    God have mercy!!! I feel the pains of this Filipina overseas worker. And yet gloria, the bogus president of the Philippines is so yabang to have her project “super maids”. With these kind of maltreatments and the “kagaguhan ng ating mga embassy and OWWA officials what more can i say? Gloria should be held responsible for the crimes. To hell with the bansot woman illegally occupying the malacanang palace. Wish ko lang magkaroon sana ng bad karma ang mga Arroyos and allies!!! Mga kampon ng kadiliman!!….Tamaan sana kayo ng kidlat!!

    Once again shows embassy officials taking their unprofessional 3rd world thinking with them to the Embassy abroad. Until officials such as these in all our government institutions who need retraining and most of all professional supervision at all times.
    Otherwise be prepared to stay as a 3rd world country for ever. This evil superwoman and all her institution leaders should be made to work in the barrio’s one day every month where they can toil the land, eat rice and grass (if they’re lucky) no St. Luke’s Hospital when they get diarrhoea, because by golly they will get it, see the children being sent to school with no breakfast because there’s no food on the table, see it first hand.
    Then and only then will these pompous leaders of these institutions of ours, by their weekly visits will they begin to really understand the hardship being suffered by these people they look down on in the barrio’s.
    According to Senators Ramon Magsaysay Jr., Juan Flavier, Pia Cayetano and Luisa “Loi” Estrada, the healthcare system in the country is about to collapse because more than one half of the country’s health practitioners are now working abroad.
    The senators filed a resolution asking for an inquiry. They said that, there is now one doctor for every 28, 493 citizens in the country.
    Most of the doctors and nurses now abroad were from the rural areas. This sad situation plus the high cost of medicines are causing untold difficulties among rural residents and poverty stricken communities. Many of them die without medical treatment and medication.
    If this government fails to come up with a viable plan to give the people the right to work in this their own country, then things will only become worse. We are in need of a young team of uncorruptable administration leaders to regulate and supervise such a positive change in thinking, then this country can grow.
    Under the present administration, well we know that our future is, its very dim with their pathetic efforts.

    Ito ba ang kapalit ng pagmamayabang ni Gloria na lumalakas ang economy dahil sa mga remittance ng mga OFW.Itong kawawang si Clara,una pa lang ay pinagkakitan na ng mga sugapang recruiter,Pag-alis sa airport kinarakutan na naman.Pagdating sa Quatar bumaba na naman ng 100Qd sa pinirmahan niyang kontrata.Tapos another 2 months salary for the commision ng mga pesteng recruiter na iyan.

    When I was translating that interview with a maid in Lebanon, I was shocked to hear her say she would like to go back to Lebanon. Then, I realized that she was relating her story of how she was raped not just by her employer but even by the eldest son of her employer, and she was telling it like one of those things.     This is one reason, Chi, why most progressive countries do not encourage this kind of recruitment overseas, and caution their nationals if they do, and why they have a legal section to take care of such matters if they do occur.

    The Philippine Embassy in Tokyo for instance used to have one, but no more after they have added these attaches (labor, tourism, etc.) in the hope of increasing Philippine revenues and foreign reserves sometime in the early 80’s when the Philippine government created these useless agencies of POEA and OWWA.

    This is one reason why I thought this selling of cheap Filipino labor overseas should be stopped regardless of whether or not this is the only way Filipinos can have a life of bliss.

    Years ago, I interpreted for a Filipino Japayuki, who was battered by her employer, a “chimpira” (two-bit gangster), and in the course of the investigation, I found out that she was also raped by the guy on her first day at the guy’s bar were she was dumped by the promoter credited by the DoLE, Tokyo. When I asked her why she did not report that to the Philippine Embassy, she said, “Ma’m, wala naman pong gagawin. At saka hindi ko alam kung sinong lalapitan doon.”

    And to think that these women were being deployed overseas with credentials coming from that useless agency called “POEA” and she paid her dues to the OWWA fund that the Bansot stole to buy votes in the last election.

    The Japanese chimpira was arrested and duly punished for the assault and battery resulting in injury, but never tried for rape because the Filipina did not want it pursued. She was sent back to the Philippines, and with the help of the police, she was paid her dues. No thanks to DoLE Philippines (not the pineapple company but the Department of Labor and Employment), which is more like a bugaw agency to me!!! Napapakamot na lang ang mga pulis na hapon!

Frankly, the Philippine Embassy can ask for police assistance if this kind of case has happened in Japan, for there is always what we call “case by case.” Ayaw lang talagang kumilos ng mga tamad at kung may “lagay” involved especially when dealing with recruiters who have established connections with the kurakots in the Philippines.

    In fact, I wondered why dignitaries sent by the Great Pimp to Japan would even bother talk to the promoters with Yakuza connections and accept invitations to be wined and dined.     It is actually not surprising – most civilized nations, even third world countries do help their own people in distress outside their country.

    Their citizens don’t have to be several generation citizens – any ordinary citizen of a nation has recourse to the protection of its govt. This is part of the Social Contract which it signs with the citizenry.

    Take the case of a British citizen of Indian origin who was sentenced to death in India for murder. No less than Prince Charles appealed to the govt of India for clemency. British govt resources were put in place to re-examine the case. The accused was going to be put to death but the British govt did not give up. In the end, thanks to British perseverance, it was found that the accused was innocent of murder charges. He’s been released and deported back to Britain.

    There is no way other nations would protect, respect or consider the rights of our own citizens unless our own government shows respect for the rights of and dignity of their own.

    It would do OFWs a lot more to depend on foreign governments for their protection invoking the fundamental bill of human rights embodied in the United Nations rather than look up to or expect protection from this government of bastos and baboy.

    Distorting facts

    Dear Editor:

    Perhaps I am being naive but I was surprised to read of Gloria Arroyo’s boast before a business forum in Makati City recently that Philippine airports were “jumping” with people (presumably meaning airports were busy or jampacked with passengers) and was shocked when I read in the news, Department of Labor and Employment’s report of deploying 800,000 overseas Filipino workers (OFWs) during the first 10 months this year or an average of 80,000 Pinoy/Pinay laborers monthly.

    She was willfully distorting the basis of her announcement. Of course, with 80,000 — and undoubtedly more — Filipinos leaving for would-be foreign labor markets monthly, it’s not surprising that airports in the Philippines are jampacked.

    I felt a bit of sadness after reading the news on RP government’s boast that OFW remittances will top US$10 billion by end of 2005. It would be alright if Pinoys and Pinays who are “forced” to leave the country in search of “green pastures” aren’t doing it because they are caught between the devil and the deep blue sea. Alas, for these folks there is just no choice! They aren’t leaving just to travel “freely;” millions of Pinoys undoubtedly are forced to work in virtually unchartered territories and many end up in virtual sexual labor camps.

    Heralding institutionalized human trafficking of Filipinos is unbelievable but compounding it with a boast of a successful financial turnover for the same racket is dishonorable.

    It seems this institutional human trafficking of Filipinos is the country’s bona-fide major export industry.

    Is there any other current Gloria Arroyo government-organized business and commercial initiative which can boast of a US$10 billion financial turnover forecast for 2005?

    So far, the Arroyo administration’s human trafficking business seems to be the only one that’s making money. Everything else is a huge flop!

    There is no honor, no pride in that sort of economic scheme boast. On the contrary, Gloria and her government should be sincerely sad that she has to trade Filipino citizens in what is tantamount to international “forced” labor market for the country to survive.

    Why doesn’t the Senate tackle human traficking seriously and take Gloria Arroyo to task? Doesn’t the Senate know that massive deployment of Filipinos for overseas labor may be equated with human traficking and is considered an international crime particularly at the time when foreign countries are closing in on illegal immigration or overstaying aliens? Is the country waiting for foreign governments to pin down Gloria and her government for this institutionalized human trading racket?

    Given that the government of unano is not about to close down the human export business, I reckon, the best thing to do is to finetune their business plan so that the victims of the trade (OFWs working as maids in Middle Eastern and other North African Nations) could have a minimum of protection.

    Here are some suggestions you guys can dissect and finetune yourselves; I came up with these suggestions right off the bat or when I read that “Sinamantalang OFW”:

    The letter writer, an OFW who presumably was indiscriminately shipped by RP authorities to where she now is a virtual slave, sounds utterly in distress.

    Something has got to be done about this indiscriminate slave-trading or glorified human trafficking by our government.

    Re: The Philippine government’s organized and legalized human export business a.k.a. OFWs

    After reading news items involving the plight of OFWs and the inability of some of our officials (who presumably are not up to the task) to respond to the distress calls by some physically abused women OFWs, I thought, since we can’t lick the system, why not try to organize the whole trade better?

    Here’s how to make the Philippines’ modern day slave trade work “well”!:

    Instead of indiscriminately shipping our people to ‘unknown’ territories with ‘undiscovered’ cultures, this government of glorified, modern day slave traders should do three things right away – short of stopping this government’s legalizing and institutionalizing Pinoy human traficking for the international labor market:

    1) DoLE should hold series of SERIOUS educational, cultural, language, health and legal seminars (on the OFWs’ destination/country) to rigourously educate the unsuspecting would be OFW prior to his/her shipment. Do outsourcing or hire outside experts for the purpose and not to depend on the DoLe or parallel govt agencies! The DoLE people are the least qualified to lecture on those subjects. This is where the approval stamp tax money levied on the would-be-human export should go to…

    2) OFW remittances, I’ve read, topped government forecast of US$12 billion this year. The interest from those foreign currency remittances that our banking institutions earn should be taxed separately and religiously. These remittances, after all can be identified through rigourously regulated procedures (Ugh! Why don’t I believe this can be done in RP?). The tax on the foreign currency interest earned by the receiving Philippine banks should be used only for one purpose: to support or fund the needs of OFWs who have found themselves in physical, mental and legal danger, wherever they may be.

    3) The DoLE personnel tasked to follow up procedures for tackling the exporting of their contrymen should also be made, forced, obliged to take courses in human resources formally; meanwhile, before DoLE labor attachés are posted abroad, they too should be required to take up courses in foreign culture/s, languages, human resources, etc. and must be required to take and pass some kind of state board exams dealing with the handling of OFWs before they are allowed for foreign postings.

    The so-called or existing Philippine OFW Authority has so far been used as a milking cow for Gloria appointees to that position, and to think that each OFW is taxed heavily (all those fees, duties, etc.) prior to getting the government’s approval stamp for labor exportation! How despicable!

    This government has not only engaged in human trafficking by indiscriminate shipment of Filipino human chattel but has also squandered all the benefits that our Filipino sacrificial lambs have endevoured to produce for themselves and their families, and by extension for their country.

    There is no other term for Gloria Macapagal and her government: they are a simply a group of abominable modern day ’slave traders’.

    I am saying this because there is an existing case in France being tried right now.

    The case concerns the deportation of a Pinay for illegal entry in France. She and her French fiancé have applied for a marriage license but instead of being allowed to marry, she, the Pinay, was put in the docks for deporation, she has no legal papers, has no visa, etc. The French fiancé is fighting the deportation invoking the UN Fundamental Bill of Human Rights. (I know the couple and lending them a hand.)

    My journalist friend and Philstar correspondent is writing a story about it.

    Filipino Overseas Workers have been employed here in Canada as Early as 70s, mostly as live in Nannies in Winnipeg, Manitoba, when the City and the Province was the centre of Clothing manufacturers of north America. And it’s still going all across the country.

    So far, the treatment of OFWs are not any different than those of any labor force. The Contract should be in compliance with the Provinces labour codes and the only services extended by the consular services are the Paperwork, like passport renewal, until the OFWs become citizens and all matters criminal Like what happened to Clara should be the responsibilities of the Police Authorities and if the matter should ever be reported to the victim’s country embassy officials, they are obligated to assist the victim by providing all necessary councils and financial support.

    So far that is not the case here, because the Community, and the Civic government here can do better than the Consular services and most OFWs know about it. They usually get their own lawyers instead of even bothering the Embassy or Consular officials, who as a matter of fact, very few Filipinos know who they are. Ask me, I don’t know a single one of them and so hundreds of my friends, old and new..

    My Tibetan friends who went to Canada as refugees have nothing but high praises for your country. They underwent the immigration process you’ve been telling us here, and had no complaints. You also confirmed what they’ve been telling me that workers are protected by laws, and working conditions are one of the best in the world. But again, Canada is a first world country where politicians are mature.

    Talagang sa middle east ang problema. I noticed that there’s no assigned labor attache in Canada. The latest I got was Romeo Young who’s now in Oman. In short, walang problema at walang pagkakaperahan sa Canada, kaya lahat sila ay naka assign sa Middle East!

    I’ve always admired Canada, a successful mix of the Old World and the New World. My sister who’s American citizen has opted to live and work in Alberta because she says besides the great work ethics, the environment is simply first class.

    Got cousins, uncles, aunts there too who used to live in the US but have found a haven in Canada. One of them recognizes that she left a senior, high paying job in the US but doesn’t regret migrating to Canada because of the better quality of life, i.e., cleaner environment, less stress among others.

    Only my Mom (from her family) wants to live in Europe (heheh, coz am here!)

    Had a co-worker who bragged of being an “NPA”, got a U.S.
    tourist visa, visit Canada, applied for refugee status and now a manager of one of in our stores. Lucky guy. And I believe him being an NPA, because for the very first year, he went hunting with a bow and arrow (no firearm license yet) and can dress a deer expertly. That the same guy who almost had a serious fight with an ex-marine but they both decided they were no longer in Pinas and decided to become good friends. Knew both of them. Whatever they were, they are now both good and upstanding citizens.

    I do believe that any person has the ability to forget his poor past or whatever provided he’s given the opportunity to do it – in countries where they recognize the right of a human being to pursue his/her path to happiness either by means of hard work or education, Filipinos, like anybody else, can do it, proof: your story.

    I too have met Pinoys here who have come here who once used to have mangled legal records in Pinas (an understatement) but are now outstanding immigrants. One of the Filipinos I had helped some 20 years ago had a warrant of arrest for attempted homicide in Pinas (he got into a fight with an abusive son of a Senator who tried to burn his vehicle with his child in it over a stupid, idiotic parking incident);he jumped bail, arrived in France, set up business, has raised his children here and is one of the pillars of the filipino community.

    Hi Guys!

    Been out a week to farflung barrios in a survey-campaign foray in support of my reelectionist candidate for mayor in our town. There are electricity in some barrios but in the remotest part, none yet. It’s only on transistorized radios I can get some news plus text messages being feed on my celphone. When I hit town first time in few days naglalakad sa kaparangan at kabundukan, I grabbed a Malaya and read part 1 of Ate Ellen’s column regarding Clara. Parang binabayo ang aking dibdib sa kanyang kalbaryong dinanas, chapter 1 pa lang ng report. The youthful Mayor after reading the column himself and knowing that I am deeply troubled asked me, being his consultant, if there’s something we can do on things like this. I momentarily shaked my head pondering on the fate of similarly situated kababayans going abroad to help their families back home. I told the Mayor we should do something, in our own way even how small way it is. There must be a first step to take.

    What I did was to composed a directive for the Mayor to sign ordering the Personnel Employment Service Office, a component in every municipality, to update its data base on our townmates who are employed abroad focusing first in the Middle East where sexual harrassment and abuse is rampant. We will write letters to them thru their family and ask for the details of their present employment, etc. Eventually, it will cover all overseas Filipino workers coming from our community. Those who are seeking first time employment for abroad (they are required to get Barangay and Municipal Clearances) to be lectured on the do’s and don’ts and as much as possible, provide themselves with a celphone for constant communications. It’s only a small step but at least, the parents and the local government can easily trace their whereabouts in case of emergency. I have also written three (3) organizations composed of our townmates in the North America with our proposal to form a Local Overseas Workers Council and establish a Foundation where we can raise private funds as standby funds for those who will be needing financial aid. To look up at the inutil national government at this point in time will be an exercise towards inutility. Pardon the wrong mistake.

    Usually, a small town’s budget does not carry appropriations for extraordinary expenditures to attend to a case like Clara. Well meaning citizens should be tapped to help out and it will take a concerted effort to be able to concretize the action plan but I am glad we have started it and I am glad I have a hand on it.

    Now, I’m home in Quezon City and read the whole entry of Ate Ellen. I expected all along how it will end up in the second part yet published in Malaya. Ano pa nga ba? Pagwawalang bahaha on the part of the government officials who should be concerned on the flight not only of Clara but a hordes of similarly situated cases. They’re so engrossed dancing the chacha, that’s why.

    Been reading all your entries since I arrived home but this thread is heart rending at maraming salamat, we are one in tackling the issue. The writers are driving it hard to crucify the unglorious na nincompoops pa. Much as I would like to add more, nandoon na lahat. And much as I would like to write something on the political situation obtaining in the rural areas, first hand information being in the front line, nakatungtong sa lupa, sa kaparangan at kabundukan, I’ll reserved it on the future date.

    Very sad story, when the representative of the Philippine government can’t even protect and defend their own citizen, where else can he/she take refuge?

    In the previous articles of Ms. Ellen regarding the plight of female OFWs, I have commented and suggested that they can choose to be employed in any other country/place except the Middle East. Since the government of bansot can not provide local employment except the exportation of OFWs, the DOLE and the OWWA should screened the processing of the female OFWs. Hayaan na lamang nila na kaming mga kalalakihan ang pumunta dito sa Middle East.

    I commend Joeseg for his recommendation to his local town mayor regarding the compilation of the database record on all the family members in his hometown who are working abroad. A small step indeed and when implemented, other towns will follow. Eh, ang OWWA na nag-issue pa ng OWWA card pero hindi naman online ang kanilang computer system kaya ano kaya ang gamit nitong OWWA card na hawak-hawak namin?

    I agree with you, Chi, kapit sa patalim ang nangyayari sa mga kababaihang OFWs na napupunta dito sa Middle East. Dahil sa kagustuhan nilang guminhawa ang kalagayan ng kanilang pamilya ay sumusuong sila sa lugar na hindi maka-tao ang trato sa mga domestic helpers. Lalo na sa buwan ng Ramadan na baligtad ang nangyayari dahil sa gabi ay gising ang kanilang mga among Muslims at sa araw natutulog. Ang mga domestic helpers na ito ay napakaagang gumising at madaling-araw na kung makapag-pahinga. Ang isa nga sa mga katulong sa bahay na hindi nakapasa sa medical examinations ay panay ang tanong sa akin kung ano ang ugali ng Arabo. Sinabi ko sa kanya na ang mentalidad ng mga Arabo ay iba dahil ang katulong ay itinuturing nilang alipin.

    Nakakaawa ang mga kababaihang OFWs na dumaranas ng ganitong pagmamalabis at karahasan ng mga amo nguni’t napakabagal umaksiyon ng gobyerno upang sila ay matulungan.

    Ang problema, pagdating sa ibang bansa, gusto nila magkaroon din sila ng mga connection, and reason for everybody wanting to be president of this and that organization that actually sprout out after they hold their elections for new officers. That’s why I have thought of creating an organization of Filipinos in Japan where the officers are not elected but volunteer to do all the heavy-duty jobs.     my former boss was in KSA for almost 20 years and they really see that Filipinas – whether professionals like dentist or DH – are literally prisoners. they have dentist friends who are locked up on the weekends. my former staff-who are guys – were once stopped and detained for no reason. the reason? Emilio will surely know…YUKKK…masama ang balak sa kanila, kasi maputi at bagito pa sila. they still havent grown enough beard during that time kaya ayun, nakursunadahan. Luckily the other engr.was courageous and had presence of mind that he showed their ID’s where it was indicated that they were working inside the palace of the King…sa takot ng mga gagong police,they apologized to no end, hinatid pa pauwi…

    One thing I can try to do is get signatures in a petition for legal action agains the employers of Clara through the embassy of Qatar in Tokyo.

    In other words, I am offering my assistance for justice to be done by soliciting the help of the Qatar Embassy here if the Philippine government will not do something about it.

    She should also try to go and seek help from Senator Pimentel or even Senator Drilon, who was a Secretary of Justice before. I’m posting the above article likewise in a forum for OFWs, and see what the moderators there would try to do to help her.

Many years ago, I got involved in fact in pursuing the case against some Lebanese who caused the death of not just one but a number of Filipino women being raped and even murdered by pushing them from the windows of tall buildings there after being sexually abused and battered. The guy I was coordinating with in KSA died before we could even start some litigation. Walang nangyari.

    Frankly, I have heard of a lot many sad stories about OFWs not being able to get anything in return for paying the Philippine government a lot of money on OWWA fund, etc. being collected from them. A mother of my employee who worked in KSA in fact got kidney problems from the water she must have drunk in contaminated Middle Eastern soil and water, and died because she could not pay the expensive dialysis. I am told that the family tried to get help from the DoLE but was turned down kasi daw hindi na-meet ang mga requirements! Put!èéàèàè!à§èç! ina nila!

    I bet you, Clara was told the same thing! She did not meet some requirements especially when she worked only for less than half a year!!! Put!èéàèàè!à§èç! ina nila talaga!

    I was pro-Marcos because he was a relative, but not when it came to the graft and corruption that he apparently could no longer control when he got very sick. I actually used the family connection in reporting for example the attempt to fleece Filipino wives of Japanese of their baons when they went for a homecoming to the Philippines in the form of some stupid travel tax that was supposed to be imposed only on the local residents. The Filipino wives of Japanese nationals residing in Japan with their families naturally did not fall in that category. Thus, they were exempted, but to procure such exemption was another money-making racket as a matter of fact. You bet, I saw results but what happened was there would be another way thought of by the crooks on how to really get money from Filipinos overseas until everyone would get fed up and give up their Philippine citizenship.

    This topic is actually near to my heart, because I started joining movements in Japan helping these women in distress. the first case I handled was the domestic helper who got battered by her Egyptian employer way, way back in the 70’s when this kind of deployment was not yet a big government industry.

    Then, the Japayuki started coming in, and I was asked by a Filipino nun to shelter a number of them. I then started collaborating with Japanese press people and they started writing about them to get government attention because it was more a one-sided affair, meaning the Japanese government was not even aware that they were being hoarded in brothels and prostitution dens by members of criminal gangs getting connections in the Philippines—even police protection there—posing as recruiters!

    Inis na inis sa akin ang isang taga-embassy who probably was getting some renumeration from these illegal recruiters dahil ang dami kong reklamo. Marcos for a fact was not part of this recruitment because he was more interested in promoting the Filipinos being deployed to the Middle East as professional workers, not domestic helpers!

    Then, he was toppled down and Cory became president. Everybody expected that as a woman, she would make sure these Filipino women would no longer be deployed to work in bars, clubs and prostitution dens in Japan. To our dismay, she even agreed to sign an agreement to call these women entertainers because the Japanese government was willing to grant the Philippines 40,000 guota a year for entertainers as its contribution to so-called “Philippine economic recovery.” Walang nangyari, in short, lalong nababoy ang mga pilipina, and worst, lalong bumata ang mga Japayuki disguised as adult and equipped with false passports and identitites. And no matter how much we protested, padala pa rin until Erap decided to respond to Japanese request to phase it out. In 2000, the number was decreased to 20,000. Aba nagreklamo ang mga prostituta. Sumama kay Bansot when she led the protest against Erap and demanded for his removal. Natanggal, and lo and behold, biglang nag-announce si Sto. Tomas that there were 40,000 jobs waiting for Filipinos in Japan even when Japan told the Philippine government, “No way!” Matigas ang ulo! In 2002, the Japanese government announced that Japan would no longer allow these pseudo-entertainers to Japan with the passage of Japan’s new Immigration Law. Aba, nanakot pa si Lagman that he would propose a law to bar Japanese investors to the Philippines if Japan would not grant these girls and boys (mga biniboys) a waiver!

    Then, in 2003, the Bansot was invited to come on a state visit to Japan, and delivered a speech at the Diet to the tune of “Japan is aging. It has to be rejuvenated with young Filipino blood!” If that is not pimping, what is?

    Tapos, wala namam mga protection iyan kundi ko pa ilalapit sa mga pulis. The truth is up to 2005, I had been receiving midnight calls from these young boys and girls, who would not even know where they are kaya hirap na hirap akong hanapin sila to save them. Buti na lang alam ng mga pulis ang mga bars and clubs sa mga lugar na nandoon sila so that when I ask for police help, nakukuha sila. Madalas ang sumbong ay pinaghuhubad sila against their will and contract! Kaya tuloy nasanay ako sa puyatan. At least, ngayon wala. Puro tawag na lang ngayon from battered Filipino wives, who are mostly former Japayukis who cannot get adjusted to Japanese life, and who still work in bars and clubs against their husbands’ wishes. Kaya nabubugbog kadalasan!

    Ganyan, Chi, ang common istorya ng mga pilipinang nawalan ng dangal dito sa Japan.

    I was telling Anna about a judge I knew who was having an affair with a lot of beauty queens. I was actually shocked to know about an exclusive club in the Philippines for lawyers, judges, and other men of the law with bunnies culled from the Miss Philippine Beauty Pageant.     Kaya tanong, Chi, how decent is decent to these people who say that majority of Filipino women are still decent, honorable and dignified? Sorry, Chi, but I don’t go for such shallow reasoning that it is OK to rip the panties for the sake of filling up the tummy!

    Call it faith, I do have plenty of it! Yup, I have faith that God provides!     I’ve heard also of the many Filipino women who run for help to the Philippine Embassy in KSA pero imbes na tulungan, ibinubugaw pa. Maraming kaso ng sexual and physical abuses in fact sa mga nakulong sa KSA according to a friend of mine, who ended up in jail himself ironically for helping fellow Filipinos there. Hindi ko nga alam kung ano na ang nangyari sa kaniya.

Pabalik-balik with fake passports until she was caught, and the police found out her previous offenses. Pakabit-kabit pa sa mga hapon at kung sino-sino. Tatlong anak iba-iba ang ama! Meron din ganyan sa Tate, hindi nga lang bulgar!

    Doon naman ang mga biktima ay iyong mga pilipinang nakukuha sa mga web sites for the lonely hearts. May magiging fiance kuno, pero pagdating doon, pinagpuputa. Nagkaroon ng expose in fact sa Fox TV tungkol diyan. Ewan ko lang kung nakita mo.

    In other words, dapat nang putulin ang pagbubugaw ng mga pilipino/pilipina sa ibang bansa. Dito nga noon, pati lalaki (teen-agers from 12 Up) ibinubugaw ni Bansot at ni

    I know of overseas workers in the Middle East na tumino naman ang buhay after about 10 years of serving foreign employers. Kaya lang, karamihan sa kanila ay mga lalaki. Most of them ay naka-pundar ng hanapbuhay balik sa Pinas, at ang mga anak ay napondohan ang pag-aaral. Ang iba naman na mahihina ang karakter ay nanatiling bokya dahil sa bisyo, etc.

    Kaya tama ang sinasabi ni Emilio sa kanyang post na “bayaan na lang silang mga lalaki ang mag-trabaho sa Middle East, ang mga babae ay humanap na lang ng ibang lugar”. Ang dali nga namang maging rotten kung ang mga kasama ay mga rotten na dati.

    Ang nakikita ko lang, ang mga lalaking Pinoy ay hindi lahat katulad ni Emilio at Mrivera, na talagang magigiting ang karakter. Ang karamihan sa mga pinoy ay pinababayaan ang kanilang mga asawa na mamasukan sa overseas samantalang sila ay pakamut-kamot ng tiyan sa Pinas! Iyan ang dapat baguhin ng maraming kalalakihan! Ang dami kung kilala na ganyan. Kung sila ba naman ay gaya ng sabi mo ay tumulong sa mga asawang pinay na magsimulang maging self-reliant, pagyamanin ang salary ng asawa.     may isang ofw na babae nun sa oman who came from a political family in bacolod. na feature ito sa news early last year. she was working for a shang ri la hotel there. she just missed her shuttle in the am, presumably took a taxi, went missing for a couple of days and was next found dead at the bottom of a cliff. embassy couldnt do anything. even the family could not be helped by our dfa to get an omani visa to go there in time to press for an investigation. 2 weeks daw waiting. sabi ng omani govt, crime-free daw ang bansa nila. the girl came back embalmed already.

    Problema kasi ay bakit itong mga pamilya ng violence sa Middle East ay hindi magbuklod para sila makahingi ng hustisya sa sinasapit ng mga asawa, anak at kamag-anak nila doon? Dito iyan may mga abogado nang nagboboluntaryong abogado nila para isulong ang mga kaso nila. Walang mangyayari talaga kung puro takot na lang at surrender na hindi pa man ang mga pilipino!

    Wala silang magagawa Spartan especially in countries like Japan that follow strict protocol. Kaya nga sa mga NGOs ipinapasa ang mga ganoon kaso because as civilians they can do something.

    It was in fact the reason why the first case I handled was passed on to me especially when the embassy then did not have a labor department to supposedly handle such cases that later they found out the labor department could not take over the function of the Assistance to Nationals of the Philippine DFA because of the international protocol as prescribed by some international convention putting foreign embassies and consulates under the jurisdiction of the host countries’ ministries of foreign affairs.

    Ganyan din ang nangyayari in fact to the wives of Japanese nationals. Their cases are passed on to some shelter for battered wives for instance and there they are referred to lawyers or to the police defending on which action they would like to take. Over here, most likely when you report the case to the authorities, the alternative is a divorce. This is in fact the reason why they have “nakodo” (go-between) when people here marry. They are the ones supposed to take care of the marriage and the couple staying together.

    Unfortunately, a lot many of the Japayukis would not even know such things nor care. Ganyan din ang mga domestic helpers sent overseas. Hindi nila alam ang mga rights and privileges nila kaya sila pinagsasamantalahan. Buti na nga lang sa Hong Kong as medyo malakas ang Migrante diyan na nagtatanggol sa kanila.

    Gordon wants Abalos impeached for P2.8-B waste

    Sen. Richard Gordon yesterday called for the impeachment of Commission on Elections (Comelec) Chairman Benjamin Abalos Sr. for allegedly wasting P2.8 billion in taxpayers’ money.

    Gordon, a panelist at the weekly Kapihan sa Sulo media forum at the Sulo Hotel in Quezon City, said Abalos should be blamed for the loss by allowing automated counting machines (ACMs) that had been purchased for that price to rot in the Comelec.

    “Don’t you think so?” he answered when asked whether Abalos should be impeached due to the wastage.

    “He should be held responsible,” Gordon said.

    The ACMs were bought by the government from Mega Pacific Consortium but have remained unused amid allegations that the purchase was highly disadvantageous to the government.

    Comelec Commissioner Resureccion Borra later faced investigation for graft by the Office of the Ombudsman for his role in the procurement of the ACMs and was indicted by the Ombudsman but was later cleared, along with Abalos and the other commissioners by Ombudsman Merceditas Gutierrez, who said “not an iota” of evidence exists to pin down Borra, Abalos and the commissioners.

    Gordon, chairman of the Senate committee on constitutional amendments, revision of codes and laws, also scored the Comelec for failure to implement the poll automation law that was enacted in 1997 yet.

    “We are not asking them to perform a difficult task, but we have heard them say, ‘It can’t be done,’ countless times. But did they even try?’ the senator asked.

    The Comelec not trying, Gordon said, speaks of “lack of foresight and action on (its) part” and “belies its mandate to implement election laws for free, orderly, honest, peaceful and credible elections.”

    In contrast, he pointed out, the poll body “insists on Internet voting when there is no law” that allows electronic voting.

    The former mayor of Olongapo City, Zambales, said Abalos is also inefficient in stopping apparent political advertisements disguised as product endorsements on television by administration and opposition “senator-iables.”

    Other politicians, Gordon noted, are silent on the apparent electioneering for

    for fear that they would earn the wrath of the Comelec chairman especially in the May 14 mid-term elections this year.

    At the same time, Gordon reiterated that the mid-term polls should be automated in order, he said, to curb, if not stop, cheating.

    He wondered why the Comelec under Abalos cannot automate elections, when vote-counting machines and other election equipment could be leased or rented from computer companies if the machines stored by the Comelec are already rotten.

    Gordon said the poll agency spends P329,355.26 a month in storage fees for the ACMs.

    On another controversial electoral issue, Abalos has a ready explanation.

    Military elements, he confirmed also yesterday, would be doing security duties during the May polls but only in exceptional cases.

    His stand, the government-run Philippine News Agency (PNA) also yesterday said in a report, affirms the statement of new Defense Secretary Hermogenes Ebdane at the latter’s first press conference midweek that the Armed Forces of the Philippines (AFP) will be on poll duty if their assistance is solicited by the Comelec.

    The Comelec upheld that such assistance may be sought particularly “in far-flung places, such as those in the embattled Autonomous Region in Muslim Mindanao (ARMM) and so-called areas of utmost concern where politicians, PNA said, destroy each other.

    “In such places, it would be most likely that military vehicles and aircraft would be requested to fly out election paraphernalia,” Abalos told PNA.

    “Where there is an armed threat in a locality, the AFP assists,” he said.

    According to him, the Comelec can deputize military personnel for that purpose, noting that this is already provided for in the Omnibus Election Code and reiterated by putting it in a memorandum of agreement (MoA).

    Last year, Ebdane’s predecessor, Avelino Cruz Jr., inked the MoA with the Comelec on ground rules to observe before, during and after the elections on May 14.

    In theory, Ebdane could disregard the 2006 Cruz-Abalos MoA but the new DND chief said he has chosen to be “flexible” about it.

    The agreement was general in nature but within the terms of the Omnibus Election Code, which requires respect for the sanctity of the electoral process that would include securing the ballots themselves until they are accounted for in the canvassing stage.

    Senators, party-list repre-sentatives and local government officials such as district legislators, governors, mayors and councilors will be voted for in the May 14 elections.

    Barangay-level candidacies are excluded since they will be voted upon in a separate exercise scheduled in October also this year.

    A key point in the MoA was that military facilities will no longer be allowed as voting or counting centers, as they had been in the past.

    Also, the military cannot carry ballot boxes by themselves but will merely be escorting teachers and other civilian personnel deputized by the Comelec.

    Under the MoA, military personnel will no longer be allowed as personal security escorts of candidates as they move about in their elections sorties.

    In the past, hundred of reports of ballot boxes being snatched from unescorted poll workers in far-flung areas were confirmed. These led to violence and an ever-ending chain of electoral protests and counter-protests.

    It was observed, PNA said, that there was a deterrence of snatching of election para-phernalia and boxes carried by poll workers who were escorted by AFP personnel.

    Militants and administration critics have made issue of the appointment of Ebdane, a retired police general, a graduate of the Philippine Military Academy.

    The critics said President Arroyo had disregarded calls for a civilian to replace Cruz but, PNA noted, it is clear that Ebdane never joined the military services and was a career policeman, a civilian position.

    Adding to the intrigues thrown at Ebdane is that as Defense chief, he will be working with AFP Chief of Staff Gen. Hermogenes Esperon Jr.

    Both men were implicated in the so-called “Hello Garci” tape scandal that was the basis of failed impeachment proceedings against Mrs. Arroyo last year.

    The government critics, particularly the President’s rival politicians, have said “clean, peaceful and honest elections” cannot be expected with Ebdane and Esperon in powerful positions vis-a-vis the May 14 polls.

    Both Ebdane and Esperon have refused to comment on the intrigues, calling them “recycled, baseless issues.”
