Soldiers, stay out

Senator Aquilino Pimentel, Jr., issued the following statement on the intensified presence of military in urban despressed areas and in the project of Gen. Dolorfino for the military to conduct an election information drive in the urban barnagays:

Soldiers: Stay Out of Barangays. Let Civilian Authorities Do the Job

Soldiers in full battle gear are now visibly patrolling barangays in many parts of the land.

They are unsettling the nation’s calm.

If there is a problem of law and order in the barangays, it is the duty of Barangay Captains and their barangay councils to assert their right as civilian functionaries to maintain law and order in their areas.

They should do so before the nation becomes fully militarized under a president who is obviously a captive of certain generals in the armed forces.

It is a terrible sight to see soldiers in full battle gear roaming around the barangays of the nation as if they are an occupation army putting order in enemy territory.

The barangay officials are the first line of civilian officials who are obligated to maintain law and order in their barangays. They can assert that authority first by calling on their tanods to do so. If the tanods cannot do the job for one reason or another, the next line of civilian officials they can ask for help are the mayors of their cities and municipalities. The mayors can, then, order the police, another civilian agency, to go out to the barangays concerned and maintain law and order there. If the mayors prove incapable, the barangay officials can always call on the governor and the sangguniang panlalawigan concerned to help them out with their problem.

It is only in the event that the civil agencies that maintain law and order are unable to do so that conceivably the military as military can now make their presence felt in the barangays.

Without availing first of what local government officials can do to maintain law and order in their provinces, cities, municipalities and barangays, soldiers should not inflict their presence in the localities. Unless the local government officials are unable to maintain law and order, soldiers should stay in their barracks and wait until they are called upon to help. Or perhaps, they can help build roads, school buildings, water wells, and sundry other civil constructions to develop the nation..

Their unwarranted intrusion into local government domain raises alarum bells that (a) during this election period, they are sent to the barangays to intimidate people into voting for the administration candidates, or, worse, (b) to condition the minds of the people that the law of the gun or martial law is inevitable and that there is nothing we can do about it.

There is still something we can do about it: denounce and condemn the on-going militarization of the country as totally unnecessary, uncalled for and unconstitutional.

  3. If the elections fail her (which seems headed that way), then there’s the military who are prepared to militarize the country under the guise of maintaining law and order. Remember, the Terrorism Law will be fully effective after the elections. She will definitely use the said law against the opposition who will stand to gain the most in this election.

    Tapos na ang coldwar pero ang AFP ay patuloy na inuugnay ang mga grupong nationalist at patriotiko sa maka-kaliwang idelohiya.

    Baka dumating ang panahon na pati ang grupo na nagmumula sa mga civil libertarian ay bansagan na rin na terorista.

    Ang AFP ba ay para sa ruling class o para sa pagtatanggol ng bansa?

    HER visit to Cebu was brief but President Macapagal-Arroyo was able to inaugurate more than P2 billion worth of projects and campaign for administration senatorial candidates in three cities.

    Within six hours, Arroyo led the groundbreaking rites for the North Coastal Road (NCR) in Mandaue City and the inauguration of the newly constructed Hall of Justice in Talisay City.

    She was also able to campaign for Team Unity (TU) candidates in sorties including an assembly of Muslim communities gathered at the Cebu Coliseum.

    Arroyo arrived past 1:30 p.m. and went directly to Talisay for the inauguration of the Hall of Justice worth about P25 million. She was accompanied by 10 of the 12 TU candidates.

  6. Since the above article does not indicate when the statement was issued, I presume that the statement was made very recently, and that the military presence in urban areas had gone on, and probably is still going on, up to now.

    Military presence in urban areas were reported and was even the subject of a previous thread. If it is an ongoing issue, this is becoming too sinister to ignore as we head for the election homestretch. At this point, no valid justification except war can be acceptable. I can see specters of a No-El scenario.

    I won’t mind having actors and other popular personalities, no matter how stupid they are, being elected to posts so long as they are elected by the people. I won’t mind having a 12-0 sweep by TU if the people so decide through their ballots. But, I would definitely mind having the elections postponed or cancelled altogether just because this dispensation cannot risk losing its hold on power.

    Aling Gloria stole the nation’s soul when she cheated in 2004. Is she, this time, out to kill whatever is left of the nation’s soul by murdering the electoral process?

    The Commission on Elections (Comelec) has finally, though very reluctantly, agreed to investigate the recent promise of Justice Secretary Raul Gonzalez to pay P10,000 to each “barangay” [neighborhood district] captain in Iloilo City who can deliver a 12-0 sweep for the administration’s TEAM Unity senatorial candidates on May 14.

    This promise is outright bribery that is clearly banned by the Omnibus Election Code, said Comelec Director Ferdinand Rafanan. “In Section 261, Paragraph A of the Omnibus Election Code, there are three acts that are considered crimes: the act of giving, the act of offering and the act of promising. That’s why the mere act of promising money is already a crime,” he told ABS-CBN television Thursday morning.

    The Omnibus Election Code is clear on that any offer of cash for votes is strictly forbidden, but it apparently is not so clear when it comes to other types of benefits promised to voters in the course of an election campaign.

    Take a quick look at the Omnibus Election Code and it seems to be in order, including the raising of campaign funds, the individual limits and even the Peso and Fifty Centavos campaign limit for every registered voters in district or constituent where a candidate is running.

    So in this case, Raul Gonzalez could be charged of attempting to Contribute to the party where he is prohibited, over his individual limits, and bribery, trying to influnce the vote with a promise of money. On top of being a Secretary of Justice, Ignorance of the Law or Disregard of the Law. verdict Guilty on all counts…

    The military presence in urban area can provoke negative and destructive consequences for the opposition. There is virtually no longer any credible system of law, voters intimidation. Ironically the loss of individual freedom of the people and the barangay officials, as well as their communities, is possible because of oppressive structures of governance that the military rule erect it’s own purpose of it’s own convenience to cheat the election results in favor of military’s backed candidates.

    The rule of military in this election is one of the thorniest problem of the opposition. Military’s dangerous distinction whose purpose has fully expose as what Gen. Dolorfino’s project to conduct an election information drive, Kuno! That’s the job of the Comelec General! Your excuse has the basic fact that your military mission of the civil population is illegitimate and will inevitably bear evil fruits. It is frightening! The old tactics of Gloria’s politics is the concoction that is now label as civilianization of military rule and intimidation, because they live above the law, now want to manipulate the election, Angara’s prediction of command vote might be right, and we can see the proof, If they succeed.

    The military has no business ruling civil population at all, in order to resolve this dangerous presence in urban barangay we need to condemn and denounce their godless existence. It is therefore very important that voluntary bodies that are not seeking power should help opposition voters to define issues of the elections purpose should be, Vote! Such voluntary bodies should be ready, stand and fight for the sacred ballots. Don’t be intimidate by a military presence!

  26. Educating the voters can be done by volunteers like what we do in Japan to educate the Filipino voters on their rights, privileges, duties and responsibilities. There is no need to call on the military whose prime duty is to protect the country from invaders.

    At least, it is how we understand the function of the military is in Japan and other well-organized and progressive societies. Even terrorists operating in the country should not be the responsibility of the military but the police that in fact should have been a separate agency not under the military especially when the country is supposed to be democratic and not under a military rule.

    Filipinos should protest against this stupidity of ordering the military to take charge of the election. This is infringement of the right of the voters to vote freely. Now is the time to say “No!” to this kind of gloria stupidity!!!

    i just wish and hope our soldiers would come to realize the difference between a LEGAL and an ILLEGAL ORDER. much more one they think is abusing their basic right as a citizen. this election is their acid test as it is where the future of our country and the next generation lies.

    if this mid term congressional contest proves to be another kind of anomalous stage play and the ordinary citizens’ patience reached its peak and take it to the streets, may the still honorable men-in-uniform leave their barracks and join the nation in denouncing the devouring devil that denies us hope to live peacefully, filled and away from injustice. it is our few still gallant soldiers who will form the core group from their lines that will support the clamor to regain the honor and dignity the cheat and lying gloria arroyo stole from us six years ago!

    Under what pretext is the military undertaking this voters’ education campaign? Such campaigns are purely civilian in nature. This continued militarization is nothing but another attempt by this government to hold on to power in complete disregard of the constitutional provision on civilian supremacy over the military. The failure of this government to change the current constitution does not give it the right to flaunt its disregard.

    Iyan ang tema ng isang interview ni Trillanes, ang pagkakaroon ng mga sundalo ng common sense maliban pa sa commitment nila sa bansa at mga kababayan nila lalo na kung ang utos ay galing sa isang nandaya lamang para makuha ang kaniyang posisyon na kung matino ang Comolec ay dapat na-disqualify na ang ungas nang lumitaw ang katotohanan ng Garci tapes!     Kabit bisig dapat ang mga pilipino ngayon na hindi umabot sa martial law ang kahihinatnan ng eleksyon ngayon dahil talagang desidido si Pandak na huwag matanggal. Lahat ng klaseng daya gagawin ng lukaret na ito.

    Talagang palpak at bobo itong Dolorfino!!He does not have any business deploying military troops in Metro Manila in the guise of election information dissemination purposes. This is the work of the COMELEC and the local government entities. I am sure that this action/activity is not approved by Gen Esperon. His primary job as the Commander of the NCR Command is to defend/protect NCR from armed elements/terrorists and destabilzers..period!

    In his lull moments in his Command, I suggest it would be better for him and his troops to clean and dredge the filthy and foul-smelling Pasig River!

    What impressed me about Antique is your almost straight, smooth, traffic-free, and scenic road from Nabas, Aklan…Pandan to San Jose (de Buenaventura), Antique. I’ve been to your province in three separate occassions visiting San Remigio, Sibalom, San Jose, and Hamtic. After the elections, I’ll be visiting the Semirara Coal Mining which is considered as the biggest coal mine in the country.

    Bottomline, your coastline is very nice and your daily sunset is far better than Manila’s. I really love your place!

    I am sure the deployment of military troops in Metro Manila is part of GMA’s plan to again manipulate the results of the election. GMA knows that losing enough congressional and senatorial seats is tantamount to her being impeached! The people should witness the ballot count and record the results using available technology, then compare them with the final results. This way, protests can be substantiated and widespread cheating can be mitigated. If GMA still shamelessly cheats, this might provide the spark that we all are waiting for!

    Simplicity is beauty. Look at Manila (I mean metropolitan Manila)- it’s so spoiled, its urban planning frightful, it’s simply a total mess. My children don’t like to stay in Manila when we visit – they find it ugly; my sister systematically becomes ill after a week’s visit; recently my European friends who were on holiday left it after 24 hours and went to Palawan instead – they were appalled at how horrendously messy the littel of the city they saw.

    Like Jakarta, Manila is one backward sorry metropolis. Wouldn’t call Manila ‘advanced’ at all despite the skycrapers, the modern malls, the big hotels, the latest cars, etc – it’s just a wild and noise-polluting, smoke-belching jungle. I bet Antique is the more civilized of the two regions. Keep it that way.

    3. That’s why the AFP is very incompetent and ineffective because it does jobs which the military are not mandated to do. Jack of all trades, master of none!

    By the way, the AFP has implemented a new policy. Soldiers who don’t avail of the absentee voting will not be re-enlisted (they will be discharged). Self-serving policies but they can’t even protect and enforce the rights of their own soldiers like those facing court martial.

    Deploying soldiers in the Metropolis is like telling the local govt and the PNP that they are ineffective and that the AFP alone can solve the local peace and order problems.

    Whatever the alibis are, the real reason is elections related.

    BK- Thank you very much. I have not tried the way via Aklan. I always go via Iloilo to San Jose, Sibalom and Sn. Remigio. I should try that way. Just like Ellen I love Antique, that is why I always go home whenever I visit. And this is also why I follow this blog…I get a better insight of people’s feeling re- the election. I hope for HOPE.   39. I am no Philippine movie fan, but yesterday, I found a movie that could be downloaded from the group that I am and contribute my own torrent file. It starred Ruffa Gutierrez. As usual, it was corny but boy, the scenery was breathtaking. It stirred old memories and made me feel nostalgic.

    if there is one who is aiming high in the AFP, he is ltcol bartolome barker-o. whatever espurol says or orders for the troops to implement, like the setting up of more checkpoints nationwide in answer to gloria tomadora’s directives to help (kuno) the PNP in thwarting election-related violence, he (barker-o) always has a ready answer in defense even he clearly knows this move is highly illegal and not covered by their mandate.

    Commission on Elections (Comelec) needs to deputize the Armed Forces of the Philippines (AFP), pursuant to a memorandum of agreement between the poll body and the Department of National Defense (DND), military spokesman Lieutenant Colonel Bartolome Bacarro said.

    Bacarro said the checkpoints would be for the enforcement of the election gun ban and routine security checks, which do not require a prior request from the Comelec.
