Akbar and the ghost of the Lamitan siege

Coming from a meeting with detained Sen. Antonio Trillanes, Sen. Rodolfo Biazon, said there’s a lot of similarities of the deadly incidents that happened in Lamitan on June 2, 2001 and in Tipo-Tipo last July 10, both in the province of Basilan.

Last Saturday’s hostilities also in Basilan
remind us of the Lamitan siege because the five officers who perished during the assault to take the Abu Sayyaf camp in Ungkaya Pukan were part of Force Reconnaissance. They were on a test mission that is a prerequisite before graduation. In Lamitan, Scout Ranger Class 142-2000 under Course Director Capt. Ruben Guinolbay had just completed their test mission when ordered to prepare for deployment to the Southern Command area of responsibility.

In fact, one of the recommendations that came out of the Lamitan debacle was to “desist from employing units which are not 100 percent combat ready.”

But the commander on the ground knows better. Last Saturday’s incident was a “legitimate encounter,” a Marines officer said. The Task Force commander is Brig. Gen. Juancho Sabban, who is highly respected and trusted by the Marines.

“It was very hard to get the element of surprise because the enemies are everywhere. Politicians give info to enemies,” the officer said by way of explaining the 15 fatalities on the military side (as against 30 to 40 on the Abu Sayyaf side).

The 2001 Lamitan siege had more similarities to the July 10 Al-barka (formerly Tipo-Tipo) encounter with elements of the Moro Islamic Liberation Front in terms of lapses. Fourteen Marines were killed, ten of them later beheaded and mutilated, in last month’s tragedy that had spawned the ongoing hostilities not only in Basilan but also in Sulu.

I was reviewing the After Battle report on the Lamitan encounter, which involved the rescue of hostages from the Dos Palmas resort in Palawan and resulted in the death of four soldiers, and indeed there were eerie similarities: ill equipped troops, faulty information, lack of coordination, etc.

But what struck me was the part,

“Capt. Guinolbay also went about soliciting the help of every soldier and policemen he could find to help solve the problem by being deployed around the compound. It is worth mentioning that during the crisis, there were a lot of policemen and soldiers at the mayor’s residence that were called upon by CPT Guinolbay but didn’t lift a finger. The Governor of the province was also at the mayor’s residence at that time but neither of the executives came out to help or at least look at what’s happening outside.”

The Lamitan mayor in 2001 was Inocente Ramos and the governor was Wahab Akbar, who is now the province’s representative. Akbar’s first wife succeeded him as Basilan’s governor. His second wife is the mayor of Isabela town. Another wife lost in her mayoralty bid in another town.

Last July 31, Akbar delivered his “I am Basilan” speech in the House of Representatives lamenting the public’s association of him with the ASG. He said, “Abu Sayyaf is now nowhere to be found. And I would like to request the media to refrain from mentioning the presence of Abu Sayyaf in my province, for there is no Abu Sayyaf now in my province.”

What then were the 20 to 30 ASG that the military claimed were killed in last Saturday’s operations?

The Magdalo, the group led by Trillanes, posted in their website a letter from a concerned citizen about the alarming proliferation of arms in Basilan. Part of the letter, written before May 2007 when Akbar was still governor, says:

“Governor Wahab Akbar of the Province of Basilan was recently engaged in the massive illegal procurement of high-powered firearms and distributed the same to prospective assassins, known notorious killers, criminals and hoodlums, including possibly a number of the Abu Sayyaf Group in the different municipalities in Basilan, specifically the municipalities of: Tipo-Tipo, Al Barkah, Ungkaya Pukan, Sumisip, Maluso, Lantawan, Akbar, and Mohammad Ajul.

“The said armaments included four (4) units of 81mm mortars; four (4) units 90RRs (Recoilless Rifles) an anti-vehicle and anti-personnel use tubes; one (1) sniper rifle meant to assassinate Wahab’s political opponents; and several hundreds of M16s (automatic assault rifles), M60 rifles (sub-machineguns) and M203s (grenade launchers).”

Akbar has a justification for his extensive arms collection in his privilege speech:

“Let me insert the facts that Muslim attitude towards firearms borders on obsession. They love guns so much. To me, they even prefer guns over their children and wives, their crazy-like mentality towards guns is very difficult to eliminate. Mr. Speaker, my distinguished colleagues, could you imagine they can carry their firearms everywhere but it is hard for them to carry their children on their laps, they can afford to sleep without their wives beside them but not their guns on their side. Every morning they see to it that their guns are clean and ready but cannot afford to wipe away the dirty noses of their own children? That’s how they love their guns and guns, to them, are an extension of their manhood. Any action that would mean to remove their guns from them, to them is an act of insult. Family feud is common so they are not only using their guns against the military but they also use it as their protection.”

The one common thread of Lamitan 2001, and Tipo-Tipo July 10 and Aug. 18, 2007 is Wahab Akbar. With his firepower, it’s a deadly thread.

    Has anybody from your bloggers suggested the declaration of “Martial Law” in Basilan & Sulo (and parts of Mindanao where there are killings & bombings and where the ASG and MILF/MNLF are involved)? The “root cause” of the problem in these areas is the proliferation of loose firearms in the hands of the politicians, MNLF/MILF, ASG and our Muslim brothers. Let the AFP & PNP implement the declaration of Martial Law and let us see what will happen.

    I sympathize with these young officers and men of the Philippine Marines and I salute their bravery & courage. But something is wrong with the said operations. These young lieutenants are not well-trained with this kind of operations. Where is the Light Reaction Companies of the Philippine Army which was trained and equipped by US of A
    Special Forces? These companies are suited to such kind of sensitive and special operations. If I am right, the Phil Marines used their Force Recon Company (FRC) in this particular operation and by its name alone, you could guess that this unit is for reconnaissance (find & locate the exact location of the enemy) and they are not supposed to engage the enemy without determining the approximate strength and location of the enemy. They are supposed to call for their “main force” to deal with the enemy.
    Ellen, something is wrong in the said operations.

    MILF aiding Abu Sayyaf

    Units of the Moro Islamic Liberation Front are providing reinforcement for the ASG in the encounter with government forces, the military said.

    The report on Saturday said MILF’s Bagindan forces joined the firefight which started early Saturday morning after military troops launched an attack on an Abu Sayyaf camp.

    It said that there were confirmed reports that over one hundred MILF members joined the al Qaeda-linked terror group in the firefight against the Marines during the encounters Saturday.

    The military said that the participation of the MILF in the firefight was a clear violation of the ceasefire agreement between the Moro rebels and the government.

    The report said another MILF battalion based in Guinanta in the municipality of Al-Barka was allegedly on stand by to launch attacks in the cities of Lamitan and Isabela City. It said that the action would seek to diffuse the pressure from the military bombardment in Tipo-Tipo on Abu Sayyaf encampments.

    It added that the MILF will also be staging attacks against Marine detachments in Lamitan, Tipo-Tipo and Ungkaya Pukan as retaliation to the government’s military offensives

    There’s a saying that if you live by the sword, you die by the sword. So, if you live by gun you die by the gun. Gov. Akbar wants us to believe that the Muslims love guns so much that they prefer these over their wives and children. Since Muslims have many wives, it follows that a Muslim owns several guns. But, this should not be the reason for Akbar and those who share his mentality to allow such problems to continue in Basilan or anywhere in Mindanao. Muslims’ lives are as important as those of the Christians. Muslims value their lives too. Akbar should not use the way he mentioned in his speech as an excuse to allow his people to suffer. Akbar could be in cahoots with the government the latter of which is also in cahoot with foreign power.

    If there’s going to be an all-out war in Mindanao, expect all groups even if they are not in good terms to join forces fighting against one common enemy, the government. That’s the worst thing we can expect and avoid. It might turn out to be a religious war…Muslims against Christians. Then, the ones to suffer most would be the next generations to come.

    Who were the “policemen and soldiers at the mayor’s residence”, were they acting or given the task as bodyguards of the executives?

  13. The irony of it all. Capt. Guinolbay, the hero of Lamitan, is one of the soldiers detained in Camp Capinpin together with Gen.Renato Miranda, Gen. Danny Lim, Col. Querubin, Col. Parcon et al.

    He is facing charges of mutiny and conduct unbecoming of an officer and gentlemen re february 2006 aborted withdrawal of support from the illegitimate president.

    Matatapang , magigiting at hindi umuurong sa laban ang mga sundalo. Pero kailangan nila ang mga “Men of Honor” sa battlefield para makatiyak ng panalo.

    The Lamitan incident resulted in hearings after hearings. What happened? The investigation did not prosper and the culprits as usual were not named and punished. I’m afraid it would be the same for this one in Basilan.

    Irony of ironies indeed! The officers who could have followed up the training of these young soldiers ay ikinulong. Walang sumaybay sa kanila at isinubo na lang sila. Hindi kaya ang follow up training nila ay pinanood over and over ang pelikula ni Stallone? Kung hayaan lang natin na ang mga alipores ay siyang maginvestigate it will be simply an exercise in futility. We do need Sen. Trillanes to be there. Hindi ba mamaya ang hearing?

    the relatives of fvr i mentioned in other thread are the famous valdez of siyasi, sulu. “Morfi” the owner of the speedboat used in transporting the “hostages” in Sipadan is a baranggay captain of siyasi and “one of the founder” of abu. that’s why there are baranggays that majority of the residents are abu, especially baranggay “bual” that all are abu sayyaf.

    Remember Fil-Am Army Gen. Taguba who submitted the report to US Congress about the abuses made by US soldiers on prisoners?
    He’s the kind of General the AFP badly needs. While we are ashamed of our corrupt and incompetent Generals in the Philippines, we have someone like Taguba in the US who was born in the Philippines and made a name for himself. He sacrificed his career and promotion by telling the truth. He did it without fear. He was forced to retire early this year. Had he not made that report which embarrassed the Pentagon, he would have been promoted to a higher rank. I now wonder how Taguba feels about the kind of Generals we have in the AFP today.

Conspiracy theory: The unano, Esperon, et al apparently are trying to make it look like that the young officers, et al of the AFP are incapable of annihilating and stopping the enemies with their apa equipments and therefore create a need for calling for US and Aussie help and eventually the establishment of foreign military bases in Mindanao.

    BTW, is anybody here well informed of the military agreement between the unano and the Aussies? We know of the US freebie in meddling in Philippine domestic affairs, but what about the Aussies?

    you’re right wahab akbar must be tagged as “terrorist”, once i’ve told it to my relatives..people in basilan are really afraid of him..even “gerry salapuddin”..that’s the reason why he has his own personal army..using them to protect him…can anyone of the legislative makers could do that in behalf of the people of the republic of the philippines?
    I wonder why u.s never included him or even the rest of the founders like morfi and hatta berto ?

    Who is Wahab Akbar? Aside from being one of the early/original members and supporters of the ASG, we should know how he became the Governor of Basilan. Let me itemized the following facts to you and make your own conclusions:
    1) The Philippine Army Brigade Commander in Basilan when Akbar campaigned for the position of Governor of Basilan was a certain Colonel Antonio Santos, later promoted to Major General and who happened to be the former AFP Chief Operations and now the UnderSecretary of National Defense for Operations. Santos and Akbar are still friends up to this time.
    2) The SOUTHCOM Commander at the time Akbar was running for Governor for the first time was then MajGen Angelo Reyes who was later promoted to LtGen, as Commanding General of the Philippine Army, and then as the Chief of Staff of the AFP, and now the “footbal” secretary of the Arroyo Administration. Reyes and Akbar are close friends.
    3) The Philippine Army 1st Infantry Division Commander when Akbar campaigned for his 1st term as Governor of Basilan was then MajGen Deomedio Villanueva who later became as SOUTHCOM Commander and later as Commanding General, Philippine Army, and lately as the Chief of Staff, AFP who “countermanded” the directive/orders of the Brigade Commander to reinforce the troops in the Lamitan Siege from a nearby battalion. Villanueva and Akbar are still friends up to this time.
    4) Santos, Reyes, and Villanueva were the Generals who would call/order subordinate commanders to return confiscated and recovered firearms during encounters and police actions of the military to the Governor of Basilan. Any commander who disobeyed or questioned such orders were later relieved from their positions, “frozen”, or transferred.
    5) Then Colonel Esperon replaced Colonel Narcise as the Brigade Commander of Basilan after the Lamitan Siege. Narcise was investigated and later “frozen” without any command. Notable during Narcise’s stint was the strict implementation of the COMELEC’s 2001 Election Gun Ban in Basilan which netted hundreds of assorted high-powered firearms to include the Governor’s “goons'” firearms. Subordinate commanders were dismayed to find out later that the firearms were returned to the Governor and other politicians after Colonel Narcise was relieved. Esperon and Akbar are still friends up to this time.

    Gokusen, Gen. Taguba was born in Sampaloc, Manila and grew up in Hawaii. He might still have relatives in Manila. I came across an article about him written by a certain Farolan. Farolan might have some access to the General. Taguba indeed made us all proud for exposing the abuses committed by the guards against the Iraqi prisoners. He paid for it. He was placed on freezer status after his expose. He was reprimanded (even scolded) by then Rumsfield. Early this year, he got a phone call from the higher up telling him to retire. Do we have this kind of General in the Philippines? Our Generals should emulate Taguba. If a couple of active Generals speak up like Taguba, then something good might still happen.     Filipinos in US don’t care. Only a few like you do. All they care is about their jobs and career. But then, they don’t realize that many of their relatives and friends are in the Philippines who are greatly affected by what’s going on now. The Filipino community groups in the US (maybe other places as well) are more into politics than genuine effort to help the community and Filipinos. For one thing, there’s no unity among the Filipinos abroad. Have you ever seen a Filipino Town? There are lots of Chinatowns but not a singel Filipinotown when the Filipinos are among the largest immigrants. It’s very sad…

    His father, Gen. Raymundo Jarque was the one who sought refuge with the New People’s Army when he was falsely accused pf estafa. I’m not so familiar now with the case. But the bottom line is , the case was later dismissed.

    Gen. Jarque is now with the Philippine National Oil Corporation, in charge of security.

    He was in the news last year when he was banned from entering the U.S. because of his connection as adviser to the National Democratic Front during the peace negotiations with the government.

    I agree, Mrivera. Our friend Muslimun is not even posting now. He could have realized his wrong attitude toward all Christians. He must remember that we Christians in this blog love him. Yes, many Muslims have been abused by the Christians in the past and even now…but there are good Christians who care about Muslims.
