Slain Marines ‘not sitting ducks’–commander

‘Troops not on test mission’

Update: General walks out of press conference; junior marine officers explain “test mission”.

By Joel Guinto

The Marine ground commander in Basilan denied observations that the 15 troops slain in a clash with Abu Sayyaf fighters on Saturday were mowed down like “sitting ducks.”

In a phone interview, Brigadier General Juancho Sabban, commander of Joint Task Force Thunder, said the fatalities, who included four young lieutenants fresh from the Philippine Military Academy (PMA), “knew what they were doing” and were guided by veterans of the Basilan pursuit.

Proof that the Marines fought fiercely against the bandits in Ungkaya Pukan town, said Sabban, was that one dead trooper was surrounded by the bodies of three to four of their enemies.

“The Marines were not sitting ducks. That’s not true. We were able to overrun their camp…There was no such thing as sitting ducks. They were assaulting the Abu Sayyaf,,” Sabban said in a phone interview.

“The Marines were lying side by side with a lot of Abu Sayyaf terrorists. Ganun katindi yung labanan, dikitan talaga yung labanan [The fighting was that fierce, it was really close-range fighting],” he said.

Sabban also noted that the estimated 42 Abu Sayyaf fatalities were almost triple that of the 15 fallen Marines.

“Who won that battle? We were able to seize their firearms and inflict heavy damage. We were pounding them like anything,” he said.

In a report in Monday’s issue of the Philippine Daily Inquirer, parent company of INQUIRER.net, Ungkaya Pukan Mayor Joel Maturan, who witnessed the Saturday morning encounter, observed that the fatalities, who were reportedly on a “test mission,” were like “sitting ducks.”

“What happened was they followed an easier route on low ground,” Maturan was quoted as saying in the report.

“The Abu Sayyaf position was about 20 meters high from them … kaya parang ibon silang ginawang practice shooting ng mga bandido [so they were like sitting ducks that became shooting practice targets of the bandits],” Maturan said.

“If they had followed their guide, they would have surprised the enemy, who had their backs turned to them,” he added.

But Sabban said: “It was not a test mission…They were not new to the area.”

Pikon si Cedo, ang-walkout! Hahah! Kasi napahiya e!

Kahit anupa ang paliwanag nila, naunahan na sila ni Ungkaya Pukan Mayor Joel Maturan, na witness sa encounter na ang mga junior marines ” were like “sitting ducks.”

Even if the mayor recanted his observation, ‘yun na ‘yun dahil kalat na.

  4. Chi, I’ve talked with a number of Marines. They respect and trust Gen. Sabban. Let’s keep an open mind. Sila ang nandoon. We don’t know the realities on the ground.

  5. chi chi

Paano nangyari na “we were pounding them like anything” e the marines were killed like “sitting ducks” as witnessed by the mayor.

I pray because a good general is badly needed in this critical period in our history.

I still believe that there are available avenues only when the “supposed” leader was just and true!

What do they mean by “if they followed their guide”? Did the soldiers decide to take the “easier way out” on their own? Is winning a battle measured by the number of deaths and casualties? Ganoon ba yon? Sure, they trust and respect
Gen. Sabban, but can they say that of GMA and Esperon? It must be terribly difficult to serve under this adm. kung may principio ka..lalo na sa isang career soldier at general pa..but what is their duty? to serve someone like GMA, who we say was not duly elected or the country which they have to protect?. .naalalaa ko tuloy yong poem ni Tennyson..The Charge of the Light Brigade..” your is not to reason why, yours is but to do and die”..such is the life of a soldier..

Dapat lang naman na mas maraming mapatay na kalaban considering the ratio of the AFP compared to Abu.

I believe that under a fake president, to disobey an unreasonable order is not unsoldiery.

Ahhh, too young to die ang mga fallen marines. I can’t imagine the feeling of loss of the parents.

  11. Ay Naku Ay Naku

To all Field commanders and generals are you guys kissing ass each others while your brave soldiers and young officers figthing those well experienced bad guys because of your very poor offensive plan. I have good idea for those senior officer not only receiving there fat salary including under the table paycheck, direct your men to the field/ front line tingnan natin kung gaanu kayo katapang. Better play PC Games Command and Conquers Baka meron kayung mapulot na aral para di kayu maging utak hito.

  12. rose rose

I have long wanted to ask this question..can a soldier disobey an order which he knows is wrong even if the one ordering is his commander? If they were ordeed to go to Basilan..can they call sick and say I can not go..masakit sa puso ko. Kung lahat sila ay hindi sumunod..anong magagawa ng commanders..detain them all? sana nga mag call silang lahat..

  13. chi chi

    Rose,

But the reality is that may kanya-kanya rin faction sila kaya mahirap gawin.

May the souls of the young soldiers rest in peace. I knew them all too well from their plebehood until they became immaculates. It pains me to learn that these young men have just sacrificed their lives…time flies so fast…it was like only yesterday that I have to wake them up in class when they doze off. But now they have totally dozed off forever. To the families and friends of our soldiers, take courage and don’t lose hope even when the beating seems not to stop.

Please allow me to share this though this is not related with the Academy…as I sing the last Taps with them…

    Why ‘TAPS’ is played..

If any of you have ever been to a military funeral in which taps were played; this brings out a new meaning of it. Here is something Every North American should know. Until I read this:

We in the North America have all heard the haunting song, ‘Taps’. It’s the
song that gives us that lump in our throats and usually tears in our eyes.
But, do you know the story behind the song? If not, I think you will be interested to find out about its humble beginnings.

Reportedly, it all began in 1862 during the Civil War, when Union Army Captain Robert Ellicombe was with his men near Harrison’s Landing in Virginia. The Confederate Army was on the other side of the narrow strip of land. During the night, Captain Ellicombe heard the moans of a soldier, who lay severely wounded on the field. Not knowing if it was a Union or Confederate soldier, the Captain decided to risk his life and bring the stricken man back for medical attention.

Crawling on his stomach through the gunfire, the Captain reached the stricken soldier and began pulling him toward his encampment.
When the Captain finally reached his own lines, he discovered it was
actually a Confederate soldier, but the soldier was dead.
The Captain lit a lantern and suddenly caught his breath and went numb
with shock. In the dim light, he saw the face of the soldier. It was his own
son. The boy had been studying music in the South when the war broke out.
Without telling his father, the boy enlisted in the Confederate Army.
The following morning, heartbroken, the father asked permission of his superiors to give his son a full military burial, despite his enemy status. His request was only partially granted.
The Captain had asked if he could have a group of Army band members play a funeral dirge for his son at the funeral. The request was turned down since the soldier was a Confederate. But, out of respect for the father, they did say they could give him only one musician.

The Captain chose a bugler. He asked the bugler to play a series of musical notes he had found on a piece of paper in the pocket of the dead youth’s uniform. This wish was granted.
The haunting melody, we know now as ‘Taps’ used at military funerals was born. The words are:

Day is done.. Gone the sun
From the lakes…. From the hills…
From the sky. All is well.
    Safely rest… God is nigh.
    Fading light. Dims the sight.
And a star… Gems the sky
    Gleaming bright From afar…
    Drawing nigh Falls the night.
Thanks and praise … For our days
Neath the sun… Neath the stars…
Neath the sky as we go
This we know… God is nigh

I, too, have felt the chills while listening to ‘Taps’ but I have never seen all the words to the song until now. I didn’t even know there was more than
one verse. I also never knew the story behind the song and I didn’t know if you had either so I thought I’d pass it along.

I now have an even deeper respect for the song than I did before.
Remember Those Lost and Harmed While Serving Their Country and also those presently serving in the Armed Forces.

Out of the night that covers me,

    For my unconquerable soul.

In the fell clutch of circumstance
I have not winced nor cried aloud.
    Under the bludgeonings of chance
My head is bloody, but unbowed.

Beyond this place of wrath and tears
Looms but the Horror of the shade,
And yet the menace of the years
Finds, and shall find me, unafraid.

It matters not how strait the gate,
How charged with punishments the scroll,
I am the master of my fate:
I am the captain of my soul.

After reading all your comments, there is no need to criticized the commander. Fighting is, of course, what soldiers are trained to do, but they are supposed to direct that skill and energy against the enemy. Battle is a clash of wills. Courage is a key to the outcome of the clash of wills. In virtually every battle, individual acts and actions of units far exceed the normal call of duty. The role of training and discipline in determining the outcome of the clash of arms is fundamental to the ability of units to withstand the challenges of combat.

Rose; you questioned,—can a soldier disobey an order which he knows is wrong even if the one ordering is his commander? A soldier deliberately refusing to obey an order in combat, as a misconduct stress behavior, may be tactically inappropriate based on an unduly narrow, self-interested, or pessimistic perception of the situation. Alternatively, it may be tactically appropriate based on a realistic perception that the order is unwise and will get one killed for no purpose. However, all orders which do not involve explicit violation of the Law of Land Warfare are presumed to be lawful and must be obeyed. The dictates of a person’s conscience, religion, or personal philosophy let alone fear or misgivings cannot legally justify or excuse the disobedience of a lawful order. Combat refusal by units has historically been dealt with by measures as extreme as summary execution of ringleaders or decimation. Refusing to obey combat orders, provides a maximum punishment of death for this offense when it is committed before the enemy.

Again Rose, faking an illness is considered malingering. Malingerers are those few soldiers who, in an effort to avoid duty, deliberately and willfully fake illness, physical disablement, mental lapse, or derangement, including battle fatigue. They must be counseled and returned to their units, even if they are suffering from combat stress. Malingering is an offense. The issue is not the presence of stress but whether the symptoms are under voluntary control. The most reliable test is whether the symptoms go away when the soldier does not think he is being watched and return when he thinks he is. Usually the malingerer cannot fake perfectly the physical and mental indications of true physical or psychiatric disorders.

  31. Take note of this from ABS-CBN Online:

The military, meanwhile, said over the weekend that elements of the Moro Islamic Liberation Front provided reinforcement for the Abu Sayyaf during the encounter with government forces in Basilan on Saturday.

It said that MILF’s Bagindan forces joined the firefight which started early Saturday morning after military troops launched an attack on an Abu Sayyaf camp.

There were confirmed reports that over 100 MILF members joined the al Qaeda-linked terror group in the firefight against the Marines in what was reported to be the heaviest encounter yet against the terrorist bandit group in the mountains of Barangay Silangkum in Tipo-Tipo.

The military said that the participation of the MILF in the firefight was a clear violation of the ceasefire agreement between the Moro rebels and the government.

The military added that another MILF battalion based in Guinanta in the municipality of Al-Barka has been put on standby to launch attacks in the town of Lamitan and Isabela City.

It said that the action would seek to diffuse the pressure from the military bombardment in Tipo-Tipo on Abu Sayyaf encampments. It added that the MILF will also be staging attacks against Marine detachments in Lamitan, Tipo-Tipo and Ungkaya Pukan as a retaliation to the government’s military offensives.

Maybe, it’s true that this Marines become a sitting ducks. These Abu fighter to have a good knowledge of the surrounding countryside, the paths of entry and escape, the possibilities of speedy maneuver, good hiding places; naturally, also, they have support of the people. Most military commanders do not want their troops to drop like flies when fighting the enemy. A commander wants his troops to win gloriously. When a commander designs its battle plan, He must consider what kind of troops he uses, they are smart, resourceful and tough. Proper battle plan can give his troops a critical edge when the fighting starts and poor tactics could cost him casualties.

Good planning can prevent the enemy from counter attacking effectively. It can also keep his troops from getting killed by a bad guy, if a soldier walks through a large empty field with short grass he is begging to be shot. When the firing does start he will have no cover and while he cannot see that every possible hiding place is empty the enemy will have no problem spotting him in the open. If the soldier goes around the big open field and sticks to cover he will have someplace to hide if someone starts shooting at him. That is why, they become a sitting duck!

By the looks of it, our armed forces is but a broil of incompetence. Bloggers are unanimous that there’s something wrong since day one. We are losing battles and our heads. And the other side is well equipped and well trained. They know their turf well and our greenhorns dont even know what hit them. The element of surprise is used well in the Akbar country and in Sulu by the locals. The enemy is like a cameleon, it can be ASG today, MILF tomorrow, MNLF next. And our higher ups refuse to acknowledge this phenomenon. Next thing they will ask me if I have proofs to this. The usual alibis for defeats and loses and shame. For all of these, we sit on the table and talk. Why talk and give an inch to an enemy. Talking is another way of saying capitulation. Its also another term of surrendering piecemeal of our constitution. Where is the one bullet? It reached the enemy all right and not thru the muzzle of a soldier’s gun.

I was born and I grew up with our Muslim brothers and sisters and fully respects the 5 pillars of Islam. In fact, for two weeks, I did a lot of reflection in various Islam mosques abroad to broaden my horizon about what is happening in this country. 🙂 Yet, it looks like there are more things to understand in this world with the realities in Mindanao and the present situation.

    It’s true, i’ts true, AK-47.

But my opinion in this Mindanao war actually is not a total retreat, just to make time to re-assess the situation, tactics, operations and other important considerations to win the battle to contain soldier’s casualty, if can’t be avoided.

Bawat isang buhay na malagas sa mga sundalo, lalo na at mga “baby” marines pa, ay iniiyakan natin dahil merong notion na hindi sila handa, in terms of experience, arms and weaponry, knowledge of the terrain, knowledge of who the real enemies are, merong protektor ang kalaban, Gloria is just saving her smelly ass from the uneasiness of the soldiers to due to beheadings ,etc.

Thanks for the story and lyrics. I’m very familiar with the story because I once lived in Gen. Robert E. Lee’s area, the modern one, and although not their own story, it is being told often enough for one’s ear to catch.

The Mindanao problems can never be solved by military solutions. These can only be solved by an honest to goodness, sincere all out development for the areas. It’s more of economic and social problems. I’m afraid religion has something to do with it. History attests to the fact that Muslims don’t like Christians coming to their territories and preach Christianity. The Spaniards were successful in other parts of the country but not in Mindanao. There should be strong leadership and political will. There should be a leader who’s both acceptable to the Christians and Muslims. Gloria Arroyo is not one. She’s only acceptable to the devil.

I can see the anger in the heart of our brother Muslim, the above poster. I can’t blame him. Muslims are stereotyped as terrorists, drug dealers, criminals, etc. And who gave them the name “terrorist”? It’s no other than Uncle Sam. Muslims are well disciplined. They have unity that you don’t see in most Christians. Yes, you hurt one Muslim and the rest of the group would gang up on you. Muslims are described as tough and brave fighters. They don’t run away from a fight. If you
do something bad to them, you won’t get away. But are all these we can say about Muslims? Maybe we can ask them what they have done to contribute to the society. They have been fighting the government ever since the beginning. Sure, they cannot deny that they need to solve their own problems too. One can just visit Manila like in Quiapo where the Muslims are flying their trades. Who are engaged in video tape piracy? Who are selling drugs? In other words, many Muslims must also clean their own backyard before pointing fingers at other groups like those who don’t belong to their religion. The truth of the matter is, Muslims are as aggressive in sharing their religion like the Christians. We all have a share to blame. We all must contribute our share. We all have our roles to play in the society. We all have one God. It’s high time that Muslims and Christians unite and work together for the common good. The first step towards this work relationship is to remove this evil woman from the Palace. This, I’m sure many Muslims and Christians want to happen.

Soldiers of other countries, including the Israeli Army, are being encouraged in fact to defy unlawful, inhumane, etc. orders especially coming from one who has violated not just one but many laws, even the Constitution of the Philippines, just to be able to be called “President” with aim to declare herself a queen someday if she succeeds in establishing another lie as a fact that hers and her husband’s family own the Philippines.

  72. Gokusen:

Tell you what. Our movement in Japan for the Philippines and Filipinos are successful because of the help of our Moslem brothers and sisters. I have observed that once they have embraced the cause, they are the most faithful and loyal supporters.

Yes, supporters, not followers. I hate the use of that word “follower” when applied to this ilicit relationship between the criminal and people she has promoted in the Philippine military for helping her be in the position she is presently in, and they are protecting now even at the loss of thousands of lives.

One thing I like about our Moslem supporters and fellow fighters is that they don’t question much once they are convinced that what we are fighting for is right and valid, and by all means should be carried out for results regardless of whether or not they are successful or a failure.

So far, we have succeeded in our movements even in stopping the sales of Philippine patrimonies in Japan and in stopping the deployment of wannabe prostitutes from the Philippines disguised as entertainers that female presidents of the Philippines ironically even make as their primary export business during their tenure of office. Yup, Kristyano pa naman! You bet, I have not met a Moslem among the Japayukis we have handled in the police! Kristyano lang, but I guess they are more Mammonist! Alam mo na iyong sumasamba sa pera!

I believe you because we have done a lot of documentaries for the Japanese TV on the Moslems in Mindanao. A lot many hearts were touched by the expose on the Moslem children being sent to Manila and Baguio especially and being child slaved there done by NHK for instance a year or two ago.

I must admit that I am a devoted Christian myself, and as a child was thought to fear the Moslems, but that was before I was converted to my present faith, which teaches about the equality between Moslems and Christians and the emphasis on the Moslems being likewise descended from Abraham, the patriarch even of the Jews and Christians.

We all in fact worship the same God of Abraham, and call Him by the names in the language we are taught. In our church, we call God, “Our Heavenly Father” with Christ as our beloved brother because of the teaching that he was in fact God’s “Only Begotten Son.”

I know you don’t believe that as a Moslem but, at least, Moslems respect Christ as a propet of God “born of the Virgin maiden named “Mary.” At least, they do, unlike the Jews, who actually were the ones who wanted him crucified, and the Christians that your fellow Moslem here apparently condemns likewise for killing Moslems just because of their faith and causing this great rift between Christians and Moslems, calling them “terrorists” instead of “brothers and sisters” because of ignorance, incompetence, greed, and all those condemnable traits that our church leaders in fact condemn and tell us to discard if we want to go to heaven.

Anyway, my sympathy and condolence to the families and kin of the dead, the soldiers and the collateral damage, the civilians—both Christians and Moslems. Let’s all condemn these senseless killings especially if it aims at establishing the credibility of the criminal who has no respect nor regard for human lives! Let truth and justice prevail!

  73. You bet, Gokusen, I’m back to Tokyo. Medyo may jet lag. I slept on the train to adjust easily to the time in Japan but could not get the right amount of sleep. I slept as soon as I got back to my house, but woke up the same time I have gotten used to waking up in the USA. Pahirapan na naman sa adjustment ng tulog. It usually takes me 10 days to get back to Japan time.

You bet, there is no stopping until justice prevails and is properly done. Hopefully, there will be lesser casualties than what the crooks in the military shamelessly announces and seems proud even to display like those pictures of fallen soldiers who could even be just victims of what has become a common term, “friendly fire,” and in this man-made war in the Philippines, there is even the possibility that they have been “deliberate and intentional”!!!

Akala pa ng mga ungas magkakakuwarta sila ng malaki if they call the Abus, etc. hoodlums “terrorists” as defined by the mad man in the White House. Nakakangitngit ang kabobohan sa totoo lang! Grrrrrrrrrr! 🙁

Focus, a non-government research organization, said on June 6, 2007, the US Naval Facilities Engineering Command (Navfac) awarded a $14.4-million contract to Global Contingency Services LLC of Irving, Texas, for “operations support” for the Joint Special Operations Task Force- Philippines (JSOTF-P).

The JSOTF-P is the unit established by the US special operations command that has been stationed in southern Philippines since 2002.

Its role is to assist Manila in the war on terror with training and intelligence.

“According to its own Web site, Navfac is the unit within the US military in charge of providing the US Navy with operating, support and training bases,” Focus on the Global South said in a statement.

Global Contingency Services LLC is a partnership between DynCorp International, Parsons Global Services and PWC Logistics.

The research institute said the June contract was part of a bigger $450-million, five-year contract for Global Contingency Services to “provide a full range of world-wide contingency and disaster-response services, including humanitarian assistance and interim or transitional base-operating support services.”

It really makes me really angry when the crooks in the government not just in the Philippines but in Africa especially where the needy and desperate are not really benefitted by contributions from overseas, and private individuals who have taken personal causes like the ones we are having in Japan risking their own lives bringing the food and other supplies to them.

Sometime ago in fact, our church took advantage of filling up an empty ship that delivered goods from Africa to Japan but was returning with nothing. So, an African member of our church asked if we could fill it up with relief goods for the poor and destitute in Africa.

    Pag-usapan natin, kaibigan.

    Siyanga pala, welcome to Ellenville.

  91. luzviminda luzviminda

    gokusen,

  92. Luzviminda:

    *****

Iba iyong pinatay.

None, however, is a Moslem.

Iyan ang graft and corruption even courtesy of Uncle Sam. Saklap di ba?

  96. luzviminda luzviminda

    Muslimun,

  97. chi chi

    Luz,

I saw that news but was not in the mood to believe it then.

There is nothing humanitarian about bringing an armed battalion to the battle field and getting ready for a do or die with the hoodlums calling themselves Abus, MNLF or MILF. If that is not being stupid, what is? Kakagigil!!! Grrrrrrrrrrrr!!!

  99. luzviminda luzviminda

Sabban said: “It was not a test mission…They were not new to the area.”

Ito naman ang kay Allaga from website of gmanews.tv:

‘The Marine commandant declared as graduates Force Reconnaissance class number 13, which fought Abu Sayyaf bandits in Ungkaya Pukan town in the island-province of Basilan last Saturday that left dead 15 “students,” including five young lieutenants.

“They are already graduates of that course. The remaining officers and men will distributed to the regular companies of the Force Recon,” said Philippine Marines Corps commandant Major General Nelson Allaga.’

    ——————

  100. parasabayan parasabayan

I stopped blogging for about two days kasi nalungkot ako ng husto sa walang saysay na pagkamatay ng mga batang sundalo, opisyal man o hindi. I cried a lot for them!

There is so much hatred going around because of the evil “impostorang presidente” at ng kanyang alipores!

I can not blame Muslimun for feeling the way she/he does. For a very disadvantaged group where the choices are limited, either they join the underworld or die of hunger, the future is so bleak.

Tongue, you said it too subtly that Gokusen is embraced by our bloggers here for giving us the insight into the Muslim problems. Some of her information really blew me off and opened my eyes to what the moslems are going through day to day. Although I know that the whole Mindanao problem is a source of income by the underworld (some of the military get reeled into the opportunity as well) as well as a haven for the elction cheaters, Gokusen’s other revelations enriched my knowledge of how the whole puzzle can be solved, that is if there would be a leader who will try to solve the problems in that part of the Philippines. Maybe a mandatory education for all Moslem kids should be in place and even for the older ones, an adult education center. Gawad Kalinga succeeded to put up villages where there are sources of income for all the households. If copra is a main source of income, so be it. Maybe the villagers can be taught how to grow coconut to have a better yield. Some cottage industries can be put up for the families. We can drum up support for projects like these.

An American friend asked me if there are witches in Antique and if I have seen one..Sure I told him, each time I look at the mirror I see one. Boy! was his face red!
Gokusen: I found your postings here not only informative but very educational. I am just wondering..beyond Zamboanga City, did the Spaniards go far into the depths of Mindanao? I remember that when we (my friends and I) were taken to Tarhata, there was a runner who met us at the main road..and after 20 minutes came back and led us (we were in a jeep) in a very narrow path inside. It did look scary and reminded me of Tarzan movies. But our hosts were her relatives. It was also in Jolo, where I met a childhood friend who is married to someone from there. It was also there I met my father’s cousin who is a carmelite nun. And this experience way back in early ’69 that my eyes were opened to things beyond the books..a better understanding of the world..and thanks to widening our world ..looking forward to meeting you here or there..

  102. parasabayan parasabayan

In the late 70s and early 80s, I used to travel to Taiwan and I was amazed at the basic structure of each household. The basic home consisted of a three storey building. The first floor is the store, the second floor is the manufacturing or the assembly place and the third floor was the sleeping quarters. It was very ordinary to find kids, aged 8 to 10 even manning the cash registers. Kids were taught to work while Mom supervised the workers and Dad was out marketing. All these paid off big and in the late 1980s and 1990s, Taiwan had trade surpluses in the billions of dollars even before Mainland China boomed!

As for their agricultural produce, they had a central market where all the produce were brought to and sold at wholesale prices. All agricultural produce were picked up at different stations. Very efficiently gathered and dispossed of. Taiwan was and still is a very small country and inspite of the constant threat of mainland China’s take over Taiwan managed to be an economic success in Asia, all because each family was taught to be productive.

We can not depend on the government for everything particularly when more than 80% of the countrry’s income and resources go to corruption! Also, more than 70 % of our countrymen are on the poverty level and below. All these lip service about helping the poor is just politics as usual!

Mindanao has vast and fertile land and maybe that is a good start. The land should not only be given to rich corporations and businessmen. The Muslims should be given a parcel to till and call their own. Every single one of them! If it means sacrificing tons of profit for these chosen elite, so be it! This is the only way the Mindanao problem can be solved. The Moslems have to be educated, given a livelihood and live in peace otherwise no matter how many soldiers’ lives we sacrificed and even if billions of dollars, euros or pesos are invested in mortars and machine guns, Sulu, Tawi-tawi and Basilan will always be the “killing grounds” of the disadvantaged!

  103. Valdemar Valdemar

Since day one of my life I listened to the TAPS everyday except on a bad weather. I grew up in a cemetary. Puberty sent me down south and worked with practically all with the Muslim faith. They took care of my children completely. They prepared my daily fare. And after retirement I continue getting a host of friends there. I have new godchildren. They go on keeping me abreast of everything there through SMS. Sometimes they pass to me chismis on the political trysts (a favorite).Sick call for the marines can be scheduled before a bivouwac. Dont eat for three days and for sure malaria comes out. For the DENR, energy comes from vitamin E.
So I am coming up with a paper that could solve a little of the turmoils of which we are at ringside. The emnities started all with land problems. Thus I look at an alternative to the CARP which is totally political and selfish. The scheme is to make everybody happy and improve productivity. Its free land for everyone. It may appear socialistic or whatever. Yet we can mention many progressive countries along that brew. We are now in the agricultural doldrums, so we let the real mcCoys till the lands. Real estate is the meat of the war in the south. Land grabbing is the color at the outbacks, informal settling is the scourge of the urbans and poverty is the powerdrive of the street criminals. Lets give the birthright of lot ownership upon coming of for everyone free and anyone could rent from the government all the lands he can till and manage.

    PSB and Valdemar,

    Exellent, excellent points.

  105. Valdemar Valdemar

    …upon coming of age for…

A little ink correction up there.

  106. cocoy cocoy

    Valdemar:
CARP is totally political in our country. Do you think our government give land to landless if there is no land to distribute? The hacienderos owned pretty much all the agricultural and commercial lands. We wouldn’t be having a big debate on land reform in our country because commercial farmland was owned by rich and powerful. This all comes back to the question of whether it’s lucrative to be a farmer. A lot of people believe that if you have land, you’re going to be rich. But we’re moving into a stage right now where you have to pay to be a farmer. That’s why we’re seeing so many hobby farmers, part-time farmers moving into commercial farming. These are all people with significant incomes from other activities, from professional activities in urban centers.

Farming isn’t a way out of poverty, but it is something the rich can afford to do. If all these farms were incredibly profitable and all you had to do was drop a seed into the ground or just let your cattle graze and that was that, the policy wouldn’t end up costing anything. But the situation now is very different. Because farming really is not the productive income that might have been in the past, people don’t till the land anymore, instead they sell their land title to real state developer.

  107. parasabayan parasabayan

Cocoy, when the farm produce from small fertile and productive land are efficiently collected and marketted, it will be a boom! Exotic fruits coming from Mindanao are excellent exports! Japan for one does not have the land to grow the produce they need day to day. Australia may have all the cows in the world but they do not have enough fertile farmlands for anything else because of their water supply. These are just a few examples. It is not true that farming is a hobby alone. It can be a business when collectively harnessed. Let us face it, the Philippines is still an agricultural country. We simply do not have the technology to be industrialized. Our colonizers made sure that we would not grow faster than they did. So, with what we have, we have to capitalize on it-land, sea and our people!

  108. cocoy cocoy

    PSB;
I agree with you that farming can be effective and efficient still in our country. But, Where do farmers get farmland to till while almost all of the agricultural lands not only in Mindanao but the whole regions are owned by rich and powerful. Do you think a small time farmer can compete with them? They have a lot of ways to get the small time out of business. First the big time farmers buy all the fertilizer from the manufacturer in wholesale and sell it individually on resale to small time. the worse thing they can lower the price of their crops during harvest.

I’ve done that way back when I was still in the Philippines. That time I control all the chemical and pesticides spray for mango crops. I want to eliminate my small time competition I lower the prices of mango until I got all the buyers, so they lower their prices too than to spoil their harvest. The next year they are out of business because they lost on their capitals so I controlled everything.

    PSB,

  116. parasabayan parasabayan

Cocoy, the prices for the farm produce should be regulated the same way as the prices for basic products like rice, meat and gas. Or the prices have to be subsidized by the government so the farmer survives.

Where will the land come from? Plenty! But some farmers can not have the same prime lots. If it means having a farm somewhere remote, they have to compromise.

The small farmers can co-exist with the big ones. As a matter of fact, the big farmers can buy the produce from the small farmers. The bigger farmers have distribution channels and these can help the samll farmers.

  117. AK-47 AK-47

    gogusen,

gokusen Says: August 22nd, 2007 at 3:58 am Newly installed Energy Secretary Angelo Reyes, who has admitted that he doesn’t have the foggiest notion about energy …I would like to add to this thread on the topic of nuclear energy. I reiterate what I opined earlier: I am absolutely opposed to this type of energy even for peaceful purposes. First of all, we no longer have the scientists to manage a nuclear facility, nor can we afford to hire expats. Second, the horrible disasters of Chernobyl, Three Mile Island and Bophal were due to human error, something we have not yet learned to eradicate from our psyche. Third, nuclear waste lasts for thousands of years – where can we dispose it without endangering the neighboring community? (This would be many times more hazardous than the pollution of La Mesa watershed)
Rehabilitating the Bataan Nuclear Plant is out of the question. The facility is approaching the limit of its service life of 30-50 years (steel rusts, piping corrodes). Lets stick to what Tongue proposes. Furthermore:
A 1000 megawatt plant would cost about 75 Billion pesos, but with inevitable cost overruns plus the obligatory corruption the experts estimate the final cost at 200 Billion pesos (funded from new taxes or a 20% VAT?). The power generated will only be marginally cheaper than from coal fuel plants, and only the static infra benefits. Except for the MRT and LRT trains, buses and cars still demand gasoline and diesel fuel (Mindanao’s train is still only a dream). It takes at least 10 years to build (unhurriedly).
Sec. Reyes has barely warmed his office, so it is not surprising that thinking people view the proposal as whimsical (to join ASEAN nuclear dreamers club) at best or a parrot of Ate Glue at worst. But the real impetus of the proposal (at this stage the idea is a mere float to test public reaction) is the prospect of personal profit by both the public and private sector. Big projects bring big funds and this means big opportunities for the brazen.

Gokusen, you are right in not being misled and dazzled by Sec Reyes spin on nuclear energy to produce electricity, create jobs and development in Mindanao. His spout was pure bunkum. It is now my turn to acknowledge that your entry to Ellenville is auspicious — the combination of grassroots youth, civil manners and attitude, plus polite articulate language is striking, in stark contrast to the usual gambit of sincere muslims from the elite.
I fully empathize with your dream of economic development to ameliorate the plight of Bangsa Moro. As I brashly hinted to the late former Ambassador Espaldon when he was still SouthCom chief that military prowess will not be sufficient to bring peace to Mindanao. I suggested economic development as a simultaneous thrust to police action. He mumbled something about lack of funds and that the program would have to compete with the bureaucrat vultures feathering their nests.
My proposal was not borne out of naiveté. In my short service in the Navy, plying Sitankai, Simunul, Siasi and on to Bongao with its tiny wharf and 2-3 nipa huts, and a sojourn to Sandakan (a cluster of thatched roofs then) I absorbed many things about the cultures of the South (including malinkat Budyang), and encountered nothing more menacing than a barter trade kumpit. I had a grudging but deep respect for the fierce Tausog warrior-seamen who did not consider themselves as Filipinos but grants me mutual respect as a fellow seafarer. Tausog courage is without question, and with courage comes endeavor and initiative, the stuff that could create or destroy.
I am not being facetious when I say for example that the Sipadan raid and hostage taking was like a classic venture into entrepreneurship: careful planning, site scrutiny, ample logistics, keen choice of equipment investment (speedboat), dealing with high value goods (moneyed tourists), estimate of risks, allowance for contingencies, and finally, superb timing in execution. Commander Robot further exhibited his flair for business when he conceded his desire to invest in a fruit farm. But their peaceful potential was not given a chance. And to think these guys did not have the advantage of having an economics degree that Ate Glue has.
I truly believe that with some encouragement, primarily access to markets, the copra trade, seaweed farms for carrageenan, and ecotourism have potential to bring prosperity and peace to Moroland. It might even mutate the deadly family feuds into amiable competition.

THE commander of the 1st Marine Brigade, Col. Ramiro Alivio, was relieved of his duties for staying in his headquarters while Marines clashed with around 80 Abu Sayyaf forces in Ungkawa Pukan town, Basilan last Aug.18.

AFP chief Gen. Hermogenes Esperon Jr. said Alivio’s relief was the decision of the Board of Generals.

Col. Rustico Guerrero, former chief of the Marine Corps Training Center based at the Marine headquarters in Fort Bonifacio, took over Alivio’s post in simple rites at the 1st Marine Brigade headquarters in Isabela City yesterday.

“I know that he (Alivio) can control the troops from where he was (in the headquarters) but I would have preferred that he be nearer to troops,” said Esperon.

Fifteen soldiers from the Force Recon class No. 13 on a test mission died and 10 were wounded.

The military claimed at least 42 Abu Sayyaf leaders and members died but troops recovered only seven bodies.

He said Alivio would be given a new position.

“We will put Col. Alivio in a position where his intelligence background will serve our organization best,” he said.

Tapos ay sasabihin ni Asspweron, “I know that he (Alivio) can control the troops from where he was (in the headquarters) but I would have preferred that he be nearer to troops,” said Esperon.

Onli in da Pilipins!

MILITARY tribunal yesterday ordered the dishonorable discharge of 12 Army junior officers involved in the Oakwood mutiny of 2003 “for conduct unbecoming an officer and a gentleman.”

    Gokusen,

    Neonate,
The standard rule of thumb pricing for power plants is $1M per Megawatt. A 1000MW plant therefore, would cost about P47B.

But Gloria has earmarked P99.5B for Mindanao. With this ongoing war, who’s foolish enough to establish business there? She is working for a P227.2B loan package.

Tangna! I just remembered, Pandak announced the other day that she has ordered mobile power caravan or something for Mindanao. Letse! Eto na naman ang nakawan!
