Jose de Venecia III yesterday said Miguel “Mike” Arroyo tried to bully him into backing out from the controversial national broadband network project in favor of Zhong Xing Telecommunications Equipment Corp. (ZTE), the Chinese company allegedly sponsored by Elections chairman Benjamin Abalos Sr.
“It is with a heavy heart that I cannot deny that it was First Gentleman Mike Arroyo at the reconciliatory meeting,” De Venecia said at the first hearing by the Senate blue ribbon into the allegedly overpriced $329 million contract.
De Venecia, son of Speaker Jose de Venecia, earlier said there was a “powerful” man who joined Abalos in asking him to drop the bid of his company, Amsterdam Holdings Inc., during a meeting at Wack Wack Golf Club also attended by Transport Secretary Leandro Mendoza.
The young De Venecia said an angry Arroyo pointed a finger at him during the “reconciliatory” meeting and told him in a loud voice to “back off.”
De Venecia, using Iloilo Vice Gov. Rolex Suplico as a prop, demonstrated before the committee chaired by Sen. Alan Cayetano how Arroyo tried to bully him.
Suplico has filed a case before the Supreme Court to void the ZTE contract. He was also invited by the blue ribbon as a resource person.
De Venecia said the finger of the Arroyo was only two inches away from his face.
De Venecia said it was clear to him that Arroyo was brought to the meeting by Abalos to intimidate him.
He said the meeting took place in the middle of March this year in a function room alongside the veranda of Wack Wack clubhouse in Mandaluyong City.
De Venecia said Arroyo was wearing a white barong tagalog during the meeting.
“I do, however, want to make clear that it was his presence alone that I observed and I have no other indication of his participation in the NBN project or the deal with ZTE,” De Venecia said.
De Venecia said the meting was arranged by Mendoza.
He said in the same meeting, Abalos told him that the he had already forgiven him of his sins.
De Venecia said he ignored Abalos’ remark.
De Venecia said Arroyo and Abalos left him alone at the table after the First Gentleman’s outburst.
Mr. Arroyo left Monday on board a Cathay Pacific flight for Hong Kong . His final destination was reportedly Spain. He was accompanied by his cousin Benito Araneta.
The senators said they are likely to subpoena Arroyo.
The senators also agreed to issue subpoenas to Mendoza, Trade Secretary Peter Favila and Higher Education Chairman Romulo Neri, who was planning secretary when the deal with ZTE was signed, after the three failed to appear at yesterday’s hearing.
The three Cabinet members said their appearance would violate the sub judice rule as the case filed by Suplico is now being heard by the Supreme Court.
De Venecia said he believed that President Arroyo was not aware of the kickbacks asked by Abalos from the ZTE officials.
“I’m quite clear that my personal knowledge is that the President is not involved in this controversy,” he said on questioning of Sen. Francis Pangilinan.
De Venecia added: “The assertion is that it was only chairman Benjamin Abalos who came to me to negotiate a cooperative partnership with AHI with regards to the national broadband contract.”
He added his father was not involved in the controversy.
“My President and my Speaker are not aware of the technological intricacies of the NBN project. But they’re aware of the project,” De Venecia said.
Sen. Francis Chiz Escudero, however, said Mr. Arroyo’s intervention on behalf of Abalos indicated involvement on the part of President Arroyo.
Escudero said Secretary Mendoza is an alter ego of the President and his actions indicated the “involvement of Malacañang.”
“It was the First Gentleman who told me to back off and it was not my president, Gloria Macapagal Arroyo, who told me to back off,” De Venecia said.
De Venecia referred to President Arroyo as “my president” all throughout the hearing.
De Venecia’s unusual reference to the President prompted Escudero and Senators Panfilo Lacson and Maria Ana Consuelo Madrigal to say they do not consider Mrs. Arroyo as “their president.”
De Venecia said he had no intentions of seeking to bring down the Arroyo government when he linked Mr. Arroyo to the ZTE deal.
He also apologized to the family of retired police general Edgar Dula whom he mistakenly named as part of the “entourage” of Abalos every time a meeting was held on the broadband project.
De Venecia said it was retired police general Quirino de la Torre who was present during the meetings.
De la Torre was reportedly the comptroller of the PNP when it was headed by Mendoza. De la Torre was nominee of the party list Alliance of Neo-Conservatives which lost in the last elections.
Aside from De la Torre, De Venecia also named Ruben Reyes and Jimmy Paz as the companions of Abalos during their meetings. Reyes is said to be a classmate of Diosdado “Buboy” Macapagal Jr., younger brother of President Arroyo, while Paz is a staffer of Abalos.
They will be the subjects of the subpoena the Senate is expected to issue.
De Venecia said he could not determine if the companions of Abalos were participants in the alleged kickback scheme.
“There’s no way to question their motives in sitting in those meetings.” He said.
De Venecia said he was not afraid that Malacañang might oust his father as Speaker in retaliation.
“Trying to unseat him would be the worst thing to do to a man who has been loyal and has his own vision for the country. I will not retract my statement. If invited to the House for the same investigation, I will stay the same thing there,” De Venecia said.
He said he came out because he could not stomach the $130 million commission demanded by Abalos from ZTE, “a burden that would be shouldered by his generation and the future generation.”
“This is my small contribution in fighting corruption,” he said.
Lacson said President Arroyo seemed to be in the know about the ZTE deal as she was in Shenzhen, China, in October of last year for a “golf tour” in the company of Mr. Arroyo, Speaker De Venecia, Abalos and ZTE officials.
The young De Venecia said he knew about the Shenzhen meeting.
On questioning by Lacson, De Venecia later said President Arroyo was indeed aware that Abalos was pushing ZTE to undertake the project.
The young De Venecia said President Arroyo told Abalos to just pattern the ZTE proposal after the one submitted by AHI.
He said he knew about this from his father who overheard the conversation between President Arroyo and Abalos.
De Venecia said even if a bidding is conducted, his company will no longer participate.
Cayetano said the hearing will resume tomorrow.
In deciding to issue subpoenas, Cayetano said there is nothing in the rules that say these should be preceded by invitations.
Escudero said the excuse given by the Cabinet secretaries was unacceptable.
“Sub judice cannot be invoked as an excuse not to attend the proceedings of these honorable committees. Our rules are clear on the matter. The fact that there is a pending case before any courts – administrative, civil or criminal – is not an excuse or reason for us not to hear and conduct an inquiry on the matter,” he said.
Cayetano earlier said that Transport Undersecretary Lorenzo Formoso had confirmed his attendance but did not show up.
ZTE vice president Yu Yong could not be located.
The decision to dispense with invitations before issuing subpoenas was suggested by Senate minority leader Aquilino Pimentel Jr.
“Some persons fly away from the territory of this country… which is an admission of guilt… This is an indication that they will not honor an invitation so I would suggest to issue subpoenas directly to people of this nature,” Pimentel said.
Pimentel also asked Cayetano to have Neri “bodily dragged” to the session hall where the ZTE hearing is ongoing.
“We have to assert the dignity of this chamber, we cannot just allow people to say one thing and act differently from what they represent in their letters,” Pimentel said.
Neri reportedly was offered $10 million to endorse the broadband project as planning secretary. – With JP Lopez

Notes on the ZTE-NBN brouhaha and the Senate hearing:
* Up to a certain point, I was looking at Joey de Venecia with suspicion behind his motives. After seeing him teary-eyed as he described the strain created by his revelations on his relationship with his father, I became more convinced that he is telling his piece of truth. I may not entirely believe his grand motive of doing something “for my own generation, and for the generations to follow”, but, I now believe that there is something noble in his motive.
* His way of referring to Aling Gloria as “my President” betrays only his efforts to protect whatever is left of his relationship with his father. His well pronounced accent on the word “my” however sounded more of his attempt at sarcasm. His words may unmistakably sound like he was clearing Aling Gloria of involvement, but, I think, he is well aware that he had already dragged her into the mess by identifying Mike Arroyo as the mystery man.
* I saw Senator Enrile in the panel but I did not hear him speak even once. I may have turned my television on quite late.
* I suspected that Mike Arroyo is involved in the controversy all along. What I don’t understand is why I feel more outraged after knowing what I already expected to know.
* How brazen can this government get? Mike Arroyo flying out of the country on the very eve of a Senate hearing that would cause Joey de Venecia to name the “mystery man”? I presume, representations were made to keep Joey from revealing Mike Arroyo’s involvement before. The flight plan may have been hatched only after Joey mentioned the “mystery man”. Flight is a sign of guilt, didn’t Mike Arroyo know that? Indeed, didn’t Aling Gloria know that?
* Where is the collective outrage now? lantaran na ang panggagago nitong gobyernong ito sa sambayanang sinumpaang paglilingkuran! It’s only now that I feel I’ve had enough reasons to borrow Aling Yuko’s (and B&W’s)famous line: PATALSIKIN NA! NOW NA!

You may be right. I had the same reservations before. During the entire hearing, Joey did not even come out, at least to me, as the eloquent speaker I expected him to be. I may be too emotional having taken his strained-relations-between-me-and-Dad “theatrics”, pero para sa akin, mas naging kapanipaniwala siya at mas naging malinaw ang posibilidad na may sakripisyo rin siya sa paglalahad na ito. Siguro, I am just applying my own view of how a father-son relationship should be.
When I saw him teary-eyed, the first question that came to my mind was “dati ba itong artista?”. Having recalled that not one movie ever featured him even as an extra, I softened up. If it were Jinggoy’s or Mikey Arroyo’s eyes, I would have dismissed it outright as just another crap.
It’s easy to see the perspective of a losing bidder who’s gone into sourgraping but it’s more difficult to justify going to war against your old man. Now more than ever, I believe Joey de Venecia is telling his piece of the truth- whatever his motives are.

“Mike Arroyo trip long planned,” says his lawyer. Of course, he has planned his trip in case he is exposed and needs to hide!!! It’s his usual “excuse.”
Hopefully, when he goes to the US, someone can tip off the US government about his money laundering activity so the Fat Guy can be apprehended and investigated by US authorities on his illegal activities. It should be done likewise by countries in Europe. The Interpol should be notified about the forthcoming Senate summon for the Fat Guy. There is actually such kind of procedure to bring all criminals to justice.

Referring to Gloria Lucifers as “my president”, halatang he’s softening the impact of the scandal for whatever reasons (sa tatay siguradong interes, or baka ibigay sa kanila ang project when decided to have another bidding…who knows). I wish I could take credit for it, and I commend you, my agents, for keeping a straight face as Jinggoy and Cory stood together in solidarity against my mom. I wish I’d thought of putting Guingona and Erap back together, as if the impeachment never happened. They shot themselves in the foot – we didn’t even need to pull the trigger!
OK, so I thought we still had the Church to contend with – but my worries vanished when that Bishop fulsomely apologized to Erap for that little misunderstanding called Edsa II. Problem solved – and we didn’t even lift a finger!
Credibility-reducing hyperbole. And I thought I’d seen it all when Imee Marcos all but accused my mom of being a “liar and thief”. But when the destabilizers began to bandy around words like “worse than Martial Law” to refer to my mom’s presidency, I knew the movement had jumped the shark!
Mission accomplished? Hell no! There’s quite a ways to go. But it looks like they’re saving us the trouble: the more our opponents come out looking like they’ve forgotten to take their Tourette’s medication, the more their media sympathizers cry wolf, the more they substitute wacky conspiracy theories for astute analysis – all the more they defeat themselves!
Cringeworthy public appearances. We’ve already talked about the strange bedfellows of the Left and Right uniting against the government. Scratch that. I’m talking about the Black and White Movement’s regular Friday tea parties-cum-public protests. I’m talking about Maria Theresa Pangilinan throwing a tantrum at her own graduation. I’m talking about every single instance where the destabilizers get together to wave flags and choke traffic, and piss off the undecided who would otherwise be attracted to their cause.
The reactions to the people’s overwhelming non-reaction have come in two flavors – “Gloria’s people are working against us to keep us down”, or “Fuck the middle class, they can’t take a hint.” Neither of which are even close to the truth. But, brigadiers, we want them to keep believing this. We want them to keep believing that the Luli Arroyo Internet Brigade has been largely responsible for the utter silence that greets them every time they enter a Starbucks in a black shirt. We want them to believe they can “rearrange the furniture” around an apathetic middle class. The greater the gulf between the opposition and reality, the more successful we shall become!

Abalos, Mendoza and Mike are golf mates and play at Wack Wack. And there’s a reconciliatory meeting going on between Abalos and Joey that’s intended to compel Joey to back off from the deal. Why was Mike Arroyo there? Anyone could just give excuse. That’s what Abalos said when he met the Zubiris at one social occasion. Nagkita lang daw sila. The problem is would it hold in court in Joey’s favor? It comes down again to one’s word against another.
