Kahapon, sa sobrang inis ko sa naririnig ko sa radyo sa mga kasinungalingan na pinagsasabi ni Eastern Samar Governor Ben Evardone, tinext ko siya,”Mahiya-hiya ka naman. Kinurakot nyo na ang kaban ng bayan, ginagagago nyo pa ang taumbayan.”

Si Evardone ang secretary general ng League of the Provinces of the Philippines na siya ngayon ang umaako ng pinanggalingan ng supot-supot na milyones na pinamudmud sa Malacañang noong Oct. 11. Sinabi ni Evardone na may programa daw sila para sa mga baguhan na gubernador katulad ni Pampanga Gov. Ed Panlilio na siyang nagbulgar ng bigayan sa Malacañang.

Legal raw ang pera at iyon raw ay para sa community projects. Tinanong siya ni Anthony Taberna t Gerry Baja sa programang Dos por Dios bakit walang dokumento ang paglabas ng pera. Mabuti ng daan-daan lang yun. Kalahating milyong psio! Sabi ni Evardone, ipapadala naman raw talaga nila ang papeles kina Fr. Ed at kay Jonjon Mendoza.

Nagkakandabuhol-buhol na ang kanilang kwento. Alam naman natin lahat na kaya lang naman ngayon sila uma-amin dahil binisto sila ng husto ni Bulacan Governor Jon-jon Mendoza. Kaya naman ibinulgar na ng husto ni Mendoza ang mga sangkot sa bigayan kasama si Evardone ay dahil ininsulto siya ni Interior Secretary Ronaldo Puno.

Ito kasing si Puno, ubod ng yabang. Akala niya makukuha niya sa yabang at insultuhan ang lahat. Maala-ala na itong bigayan ng pera sa Malacañamg ay nangyari noong Oct. 11, Huwebes. Unang lumabas ang bigayan sa mga congressman kasi ipinipilit ng Malacañang ng araw na iyon na makarating ang pekeng impeachment complaint na isinampa ni Atty. Roel Pulido para hindi na masampahan ng totohanang impeachment complaint si Arroyo sa loob ng isang taon.

Maala-ala rin natin na ang panibagong usapan ng impeachment ay lumulutang na naman dahil sa paglabas maiskandalong NBN/ZTE deal na pagbabayaran ng mamamayang Pilipino sa bansang China sa halaganng P16 bilyon.

Ibinulgar ni Joey de Venecia, anak ni House Speaker Jose de Venecia, na ang nag-aayos ng NBN/ ZTE deal ay si Comelec Chair Benjamin Abalos. Inalok raw siya ni Abalos ng $10 milyon (dolyar yan ha) para lang sumali sa kanyang proyeko. Inalok rin ni Abalos si Romy Neri, na noon ay chairman ng NEDA, na may P200 milyon siya. Aprubahan lang ang NBN/ZTE deal.

Sinabi ni Neri na sinabi niya kay Arroyo ang alok ni Abalos na P200 milyon. Sinabi niya huwag tanggapin ngunit hindi naman niya sinita si Avalos, Sinabi pa ni Arroyo kay Neri na aprubahan ang NBN/ZTE deal.

Dahil sa init ng kontrobersiya ng NBN/ZTE, hindi na itunuloy. Nag-resign si Abalos. Lumavas ang pekeng impeachment complaint at nagkalat na ang pera para sa mga kongresista at mga gubernador.

Apat na araw nag nakalipas bago lumabas sa media si Fr. Ed at inamin na nakatanggap siya ng pera sa Malacañang. Sinabi niya na bigay ni Gov. Mendoza. Sinabi naman ni Mendoza ang nagbigay raw sa kanya at ang babaeng nakaputi. Hindi raw alam ang pangalan.

Sumulat si Fr. Ed sa Malacañang at tinatanong kung saasn galing ang pera para maibalik niya. Nang unang lumabas ang pahayag ni Fr. Ed at ni Mendoza, deny to death ang Malacañang, si Evardone, and presidente ng LPP at si Puno. Wala raw bigayan ng pera na nangyari. Pinapalabas pa gawa-gawa lang ni Fr. Ed ang kuwento. Mayron pa nga nagsabi na kasuhan raw si Fr. Ed at si Mendoza dahil tumangap sila ng suhol.

Ngunit ito ang sinabi ni Puno na kinagalit ni Mendoza: “Dapat ibalik ni Fr. Ed ang pera kay Gov. Mendoza. Sabi naman ni Mendoza, ang babaeng puti raw ang nagbigay sa kanya. Doon sa babaeng nakaputi dapan ibalik ni Gov. Mendoza. Pumunta siya sa Balete st. Baka makita niya doon ang babaeng nakaputi.”

Ginawa pa ni Puno na sira-ulo si Mendoza. Di ba ang babaeng nakaputi sa Balete na ating sinasabi ay multo?

Sa inis Ni Mendoza, idinitalye niya ang bigayan. Kinausap siya ni Evardone na may ibibiggay sa kanyang pera. Tinanong kung tatanggap si Fr. Ed. Nang sinabi niya na tatanggap, pinapunta siya sa isang kuwarto sa Malacañang (kung saan nakatira rin si Arroyo) at doon binigay ang dalawang supot na nagkakalaman ng P500,000 bawat supot. Maliban kay Evardone, nandoon din si Interior Undersecretrary Austere Panadero, Eddie Plaza ng Pagcor, Ray Roquero, assistant secretary for political affairs.

Ngayon, pagkatapos ng 12 na sinasabing wala silang alam sa bigayan ng pera, inamin na ng mga bata ni Gloria na namigay nga sila. Ngunit, para lang ma-protektahan si Arroyo, patuloy pa rin pagkakalat ng kasinungalingan.

    Just to add to this pathetic Lying Governor of Eastern Samar, Ben Evardone..When he was being interviewed on Prime Time News on ANC earlier today, one of the questions Ms Ces Oreña-Drilon asked was where the money of the LPP (League of the Provinces of the Philippines) are deposited in. Ang sagot ng Lying Governor ay sa Landbank of the Philippines at, if I remember right, sa Equitable Bank. Ang sabi ni Ms Ces sa kanya na from Fr Ed Panlilio’s investigation, Bank of Commerce is where the money he received (500 Thousand Pesos in cold cash) came from. Parang na bulol siya & he blamed the Treasurer of LPP.

    Talagang Bobo ito si Lying Governor ! If his intention was to protect Gloria from the Brown Bag Bribery scandal, he instead was successful in digging Gloria deeper into the mud !

    1) Is there a resolution within your organization with regards to that approval of the huge disbursements? Your own treasurer have no foggiest idea.
    2) Is the reason for the disbursement of the funds included in the transmittal of funds?
    3) Is it the League’s approved practice to use Cash instead of Check and or Wire when transferring huge amount? Wow!
    3.a) If cash is the leagues choice of disbursement (attention COA), are envelopes/bags of funds containing “Cash” officially signed for by the courier who made the delivery? (Considering that these funds are public funds, we want the COA to perform a fast track kick on the tire audit going back at least 4 years.)

    Sec. 16. Applicability. – The provisions of this Act shall apply to all kinds of malfeasance, and non-feasance that have been committed by any officer or employee as mentioned in Section 13 hereof, during his tenure of office.

    I guess, most of us here believe in the system. While a majority here would want to see Aling Gloria go, I am yet to hear (read) anybody advocating for the abolition of the presidency.     This pardon is politically motivated as the toppling of Estrada was personally motivated too by Gloria’s desire to be in power in 2001, something she and her husband were already preparing for a whole year before she was inducted by Chief Injustice Davide.
