Esperon dishonors soldiers

Amid hastily packed boxes and plastic pails containing their meager belongings, 26 enlisted personnel of the elite Scout Rangers waiting for their ride home at the at the Transient Quarters of the Philippine Army in Fort Bonifacio,couldn’t help but blurt out their disgust at the shabby treatment they got from the institution they served so well.

Pfc Jerry Avila, father of a newborn baby, said he has not slept since the night they were brought down from Camp Capinpin in Tanay to the AFP Intelligence Unit in Fort Bonifacio Wednesday night and without much ado, were handed down their dishonorable discharge and P5,000.

“Kinulong kami ng halos magdalawang taon na walang charges, tapos basta kaming i-dishonorably discharge,” the pain obvious in his voice.

Avila said his wife, Maricel, who is in Cagayan de Oro gave birth to their baby girl nine days ago. With the dishonorable discharge, he is worried he would have a difficult time finding a job. He said he is sending three sibling to school and his wife is finishing her masteral studies. “Ano ang ibubuhay ko sa kanila?”

Sgt. Juanito Tercero, Jr., who has spent 11 years as Scout Rangers, is very hurt. “Masakit. Kulungin ka wala kang kaso, tapos bigyan ka ng discharge papers, nakalagay, ‘without honor’. Lumaban kami para bayan. Bakit ganito ang ginawa sa amin? “

One of the soldiers said, “Wala kaming kasalanan, kinulong kami.Pati pa ang future naming, sinira.”

Avila, Tercero, Pascua and 23 others discharged from service last Wednesday are part of the 40 enlisted personnel of the Philippine Army who have been detained in Camp Capinpin allegedly for their involvement in the February 2006 withdrawal of support from Gloria Arroyo.

The 23 are Sgt. Benito S. Baggay; Sgt. Jose T. Famularcano Jr; Sgt. Juanito B. Tercero Jr; Cpl. Giovanni B. Bonagua;Cpl Medel Calda; Cpl Adonis Pabillo; Cpl. Nicomendes P. Fernandez ; Cpl. Jorlie V. Espejo ; Cpl Romel Pascua; Cpl. Zaldy A. Cabico;

Cpl Jayson A.Arellano; Cpl. Dennis F. Marzan; Pfc. Pinley L. Amarante, Pfc Celso P.Castromayor; Pfc. Pinley L. Amarante; Pfc. Aristotle D. Lucena; Pfc Kernell F. Pahimnayan; Pfc. Emmanuel M. Derilo; Pfc. Jerry V. Avila; Pfc. Isidro R. Areja;

Pfc. Larry A. Quinto; Pfc. Rommel S. Puna; Pfc Robert Palaruan; Pfc. Dylan F. Monton; Arleen S Garcia; Pfc. Arvin R. Daligdig.

The remaining 14 whose discharge papers were expected yesterday are: SSgt. Reynaldo A. Bala, SSgt. Marciano R. Seraspi III, SSgt. Alexander G. Verzon, SSgt. Ronnie S. Dizon, SSgt. Rodelio M. Tuazon, Sgt. Orlando A. Valencia, SSgt. Nelson V. Alquiza, Sgt. Arthur I. Arienda, Sgt. Pastor de Guzman; Sgt. Richard B. Javier;

Cpl. Reynaldo C. Pacete ; Cpl. Ramon P Perania Jr., Pfc. Leon O. Ones Jr.; and Pfc. Leon O. Ones Jr.

Twenty-eight officers led by Maj. Gen. Renato Miranda and Brig. Gen. Danilo Lim, allegedly involved in that incident are also detained in Camp Capinpin.

The soldiers said from the way their discharge was executed last Wednesday, it showed that it had been well planned. At about 5 p.m, they were told to prepare for transfer.Medical personnel examined them and were given medical clearance.

They arrived at the ISG compound at about 7 p.m. Without any legal assistance, they were handed their discharge papers with that offensive phrase”Without honor”. Col. Mabanta gave each of them P1,000 for fare. Later, Lt. Col. Goloy gave each of them P4,000. “Tulong,” they were told.

Are you happy with the P5,000, I asked them. “Kulang nga yan pamahase pauwi,” a corporal whose family is in Mindanao replied.

There is something very wrong with the case of the 40 soldiers. They were detained for 18 months but they were never charged. They were based in Bicol and were on their way to Manila on Feb. 23, 2006 upon orders from the general headquarters at the time when there were rumors of a coup. Informed of “problems” in Manila, they turned back. They were stopped at a checkpoint in Sipocot, Camarines Sur.

The strange thing about the detention and dishonorable discharge of these 40 is that Maj. Oriel Pangcog, the chief operating officer of the Scout Rangers, who gave the orders to move, had been cleared of any involvement in the Feb. 2006 incident.

The detention of the 40 in Tanay was one of the best kept secrets in the military because the soldiers were told that if they complained, charges would be filed against them and their salaries would be cut off. Early this month, however, their detention was made public when Sen. Rodolfo Biazon, chairman of the committee on defense and security, visited the officers-detainees in Camp Capinpin.

Biazon said the military leadership could be violating the law by detaining the soldiers without charges. Esperon’s answer was discharge them “without honor.”

Today, Biazon will meet with the 40 soldiers in the Senate.

Another lesson learned. “Never put a dare to nor challenge a COWARD for he will expectedly react in a cowardly manner.”

Yesterday, Mister Esperon ordered the illegal discharge from the military service of twenty-six (26) of our gallant Enlisted Personnel who had been illegally incarcerated without charges. The worst thing is that, Mister Esperon did not have the “BALLS” to admit that it was he, in fact, who ordered the discharge of our patriotic Enlisted Personnel. Instead, head passed on the responsibility to the Commanding General of the Philippine Army. That was his cowardly response to our dare for him to tell the truth.

True to form and as expected, when he was asked by the media regarding the “Mayuga Report”, he immediately invoked the oft-repeated alibi that the result of the investigation is with the “higher-ups”. Yes, he hid again behind the comfort of the “little skirt”. This is becoming laughable if not downright revolting.

Mister Esperon, we are reminding you that those professional and patriotic Enlisted Personnel were fighting the enemies of the State while some criminal elements in the Armed Forces were scheming to steal the votes in 2004.

Mister Esperon, we are reminding you that those professional and patriotic Enlisted Personnel were putting their lives on the line in defense of the Nation’s territorial integrity while some criminal elements in the Armed Forces were spitting at the Constitution.

Mister Esperon, we are reminding you that those professional and patriotic Enlisted personnel were subjected to harsh conditions without complaint to attain the AFP’s mission while YOU and the members of your criminal gang have attained the the destruction of the AFP as an institution in cahoots with those who have an insatiable lust for power.

Mister Esperon, we are reminding you that while your men are dying out there in the field, your only fervent desire is to gain notoriety in the “Garci Tapes”. May 200 ka ba dahil dyan, Mister Esperon?

Mister Esperon, we could not imagine how YOU and your criminal gang could get up every morning and lie to convince yourselves that you have the best interests of the country in mind and stand on better ideals. Yes, your convoluted mind makes you think that interests and ideals are there to hide the truth and mastermind irregularities.

Mister Esperon, you are wrong. Very Wrong, to think that by discharging our Enlisted Personnel from the service, you have hurt our cause to seek the truth. NO!!! What you have done is to actually thumb the noses of the members of the entire Armed Forces. Yes, Mister Esperon, that is your way of challenging the members of the entire Armed Forces to touch you if you they can. That is your way of telling them that you can do anything that you please. And that is your way of telling them, “Look, who’s the coward after all?”.

Mister Esperon, we agree with you that there are some people in the AFP who have your genes, who puts ambition over and above principles, integrity and decency. However, it is just a matter of time whenthe vast majority of professional soldiers would say, ENOUGH is ENOUGH.

    Ellen fortunately is around taking up the cudgels for these poor, hapless soldiers but one of the people or officers from within their ranks who should FACE and CHALLENGE Esperon for unjust, inhuman treatment of the low ranking troops is Brig General Lim.

    His voice could add greatly to the voice of Ellen and of Senaor Biazon. He has nothing to lose and everything to gain by taking up military cudgel for these soldiers.

    He cannot say that because he is incarcerated cannot do anything — he has all the moral power to do so because the first and foremost responsibility of a commander is to ensure the welfare of his troops so that these troops can fight for and defend the country another day.

    Anywhere in a decent, civilized nation, a general of his stature would get up there to challenge the powers that be.

    In Britain, General Sir Richard Dannatt, did it, a few weeks after assuming command of the British Army thereby probably killing all his chances of becoming Chief, UK Defence Forces (equivalent to CSAFP). Dannatt stood up for his men and fought for them against Blair saying that it was UNACCEPTABLE that his fighting troops should not be accorded military health care treatment or that they should not possess the right equipment for war. And to think that British troops are so much better equipped, better led and better paid, better treated than our troops could even begin to imagine.

    That’s why I believe without the voice of Lim, loud and clear, this injustice on our troops will be burried. Lim must get out there and fight. He is a West Pointer and not some Burmese Military Academy graduate, for heavens’ sake.

    If this cannot be righted because he doesn’t speak up and challenge Esperon, I will be extremely disappointed in him.

    Gen Lim, move!

    I wish I can help those soldier. What I can suggest for them to do is apply at the Blackwater Co. or any U.S. Military establishments. There are military channels or in the internet The U.S. need good men, manpower.
    They have a future here more than their country that has f….up leaders.

  14. Better late than never but I do hope Biazon can do something. Unfortunately, even his having been a former CSAFP doesn’t count; it is his being a senior senator that will help if any.

    I am waiting for Lim to stand up there. Maj Gen Miranda is already technically retired, therefore Lim is the only hope in the scheme of things – he alone has the moral power among the righteous generals to challenge Esperon.

Do we keep a blind eye if it is the one we support who’s doing the acts we despise? When erap signed as jose velarde, isn’t it the same as jose pidal? Was it okay when the supportest of erap did all they can to block or empede the impeachment against him, which now is being done by gloria’s yes men?

    I am saddened by the dischrage of these enlisted men who knew nothing on the charges slapped on them(if there were any). They just reported the day after the “supposed” coup and they were just thrown into jail immediately. They did not have water and the basic necessities of life when they were brought to Tanay. They had to wait for the rain so they could bathe and wash their clothes…no bottled drinking water. It was only when the other accused officers were brought there that they started to enjoy potable water etc…I met quite a few of them. Most of them had not seen their families for the past two years! It must be even more devastating for their families to know that they are only given 5000 pesos and a discharge from service slip! What a way to treat the soldiers who for sometime devoted their lives for the country.

    Ellen, I would be interested to give to the “pot” to retain a lawyer for these discharged soldiers!

    All I was trying to emphasize and wanted to discuss was the rule of law. It should apply to erap, gloria et al. Was that a diversion?

    My answer: Frankly, I don’t know if we can cling to a semblance and come out of it unscathed but maybe you are right. The military, however are ruled and governed by a culture almost beyond civilian reach and since this is the topic of the thread here, I was talking of military solutions reserved for and with the military.

    Q4: Should we got to the ‘mob rule’ as in EDSA 2 again?

    My answer: I don’t believe in mob rules. It’s not because 10,000 Nazis were shouting that the Aryan race was superior that I believe they were right.

    I never joined no Edsas and I don’t think Edsa 2 but I will accept your take that Edsa 2 was a mob rule if you had taken part in it and saw it.

    My answer: Do you realize and my posts will bear with me, past and present, anywhere in the blogging world that I’m one of the so-called militarist bloggers who’s always recoiled at the thought of military rule for Pinas and anywhere for that matter. That I am against rule by the military for the simple reason that the military is not necessarily democratic?

    If that’s you’re only beef against me, Titser, then I suggest you re-view my various postings. I’ve never wavered about my thoughts that the Philippines cannot have a military rule and make it democratic.

    The military has a function and serves a function in democracy but the military’s function is highly reserved for a purpose: to ensure the independence and sovereignity of a nation, and the running of government is not one of its functions. I believe that answers your questions.

    I suggest the dishonourably discharged troops should form an association — so they can help each other out and materially. An association as in the likes of “sacked employees assoc”, etc. Grouping together will enable each other to count on each other’s moral and material support on top of which, it makes it easier for them to make their voices heard instead of maintaining an individual stance.

    Short of their doing this, I believe helpin them will be difficult.

    Someone from their group should start it. Nothing much we can do unless they band themselves together to defend their own individual interests.

    The only difference is in court proceedings were the military can organize court proceedings outside civilian sphere but with strong caveats: laws promulated in those courts must be within our Constitutional laws and by virtue of that doctrine, military courts fall under the legal arms of the Supreme Court.

    I agree with your suggestion that the discharged soldiers form an association. “Some Honorable Men Association”, officers of which would be voted from among them. The SHMA president and treasurer will receive/disburse funds and the auditor will check/examine where the monies are spent/went. They could also use an external auditor (Bal Endriga) as suggested by rose.

    This way we can offer whatever help we could through the association.

    Also, the soldiers would feel that they are not alone in their fight. The fight to give them back the honor and dignity they deserve.

    I effect, other soldiers would support their cause and in so doing, counter the despicable strategy of Asspweron to
    break down the fighting spirit of the other encarcerated good men and the soldiers who still believe in them.

  112. Not that I doubt the noble purpose of this fundraising but I cannot help feeling angry that the burden is now being put on ordinary citizens like the OFWs to help support these dismissed soldiers while they continue to suffer for justice being denied them.

    Frankly, I am willing to pitch in if the fund-raising is for these people’s grievances brought to some reliable court of justice, not the courts controlled by the criminal squatting at the palace by the murky river.

    The last time I pitched in this kind of fund-raising campaign was when then Senator Lim started a campaign for Gudani and another soldier. I forgot how much was raised but enough for them to be able to send their kids to school.
    Pero iyong pension nila hindi yata ibinigay sa kanila. Iyan ang injustice.

    Bakit hindi iyan ang ilakad ng lahat—protection doon sa mga sundalong gustung kawawain ng mga kurakot! Iyan dapat ang inaasikaso ni Hudasan, et al. Kaya nga sila nakaupo diyan sa totoo lang, para pangalagaang hindi ma-corrupt ang mga sundalo ng bansa.

If it would be difficult to manage a “continuing” Trust Fund, especially one for a group of “dishonorable” ex-soldiers and risk losing the money altogether after a perjured witness testifies somewhere that this is terrorist money, I’d like to suggest that the fund be handled by existing NGOs which are already in the thick of it. Beaver Lopez’ (son of Meralco and Rockwell’s top honcho, Manny Lopez, and Erap son-in-law) Kawal Foundation is one.

    A formal tie-up should be negotiated with them making sure that the specific funds only benefit these 26 or 40 soldiers in a separate bank account in the Foundation’s name. That saves expenses in registration, accounting, auditing and operations which might just eat up a large chunk of whatever fund is raised. It also assures that a legit bank account can be maintained without fear that the signatories will just disappear with the money or end up confiscated by the reigning forces of evil.

    Kawal, for example, has been helping soldiers’ in micro-finance, emergency loans, hospitalization and death among others. They could even help these 40 ex-soldiers with their own funds that run in millions.

    I think it would be the safest mode since we do not want Ellen to be burdened further and it places the money in a stable organization. What we just need is a volunteer accountant who shall monitor the account and regularly report to the donors the Financial Statements.

    Just my two cents.

    (No, that is not the amount I am willing to donate.)

  120. Maj. Gen. Miranda and Brig. Gen. Lim have issued a statement on the 26 soldiers yesterday. Wait lang. I have to type it.

    I arrived home last night very late. I covered the hearing in Camp Capinpin in the morning which was boycotted by the defense lawyers (the court had no recourse but to adjourn). Then we covered the Erap. Medyo pagod.

    Rest assured the Gen. and Mrs. Lim and the wives of the officers doing their best to help the enlisted personnel.

    I’ll make a separate post on this in a while.

  126. I also would like to propose that we will build a website for this purpose, a wiki where we can all contribute to its development.

    At present i’m using WetPaint for my site.

    Wetpaint wikis have a feature called FaceBook where every dismissed soldiers could post their family pictures and other message. Videos could also be posted there.

    This is to encourage those soldiers, both active and dismissed, that we do recognized their sacrifices for the country, and we want the whole world to know of their sad plight.

    I’m willing to start it if everyone is interested.

    The proceeds of the sale of the t-shirts would geatly help the “few good men”. Collection and disposition of donated funds are cumbersome to monitor. Trustees are needed and incorporation papers may be required. The use of existing foundations may not be a good idea particularly if they are tainted. With the anti terror laws in place, who knows how the donations will be perceived.

    Another lesson learned. “Never put a dare to nor challenge a COWARD for he will expectedly react in a cowardly manner.”

    Yesterday, Mister Esperon ordered the illegal discharge from the military service of twenty-six (26) of our gallant Enlisted Personnel who had been illegally incarcerated without charges. The worst thing is that, Mister Esperon did not have the “BALLS” to admit that it was he, in fact, who ordered the discharge of our patriotic Enlisted Personnel. Instead, head passed on the responsibility to the Commanding General of the Philippine Army. That was his cowardly response to our dare for him to tell the truth.

    True to form and as expected, when he was asked by the media regarding the “Mayuga Report”, he immediately invoked the oft-repeated alibi that the result of the investigation is with the “higher-ups”. Yes, he hid again behind the comfort of the “little skirt”. This is becoming laughable if not downright revolting.

    Mister Esperon, we are reminding you that those professional and patriotic Enlisted Personnel were fighting the enemies of the State while some criminal elements in the Armed Forces were scheming to steal the votes in 2004.

    Mister Esperon, we are reminding you that those professional and patriotic Enlisted Personnel were putting their lives on the line in defense of the Nation’s territorial integrity while some criminal elements in the Armed Forces were spitting at the Constitution.

    Mister Esperon, we are reminding you that those professional and patriotic Enlisted personnel were subjected to harsh conditions without complaint to attain the AFP’s mission while YOU and the members of your criminal gang have attained the the destruction of the AFP as an institution in cahoots with those who have an insatiable lust for power.

    Mister Esperon, we are reminding you that while your men are dying out there in the field, your only fervent desire is to gain notoriety in the “Garci Tapes”. May 200 ka ba dahil dyan, Mister Esperon?

    Mister Esperon, we could not imagine how YOU and your criminal gang could get up every morning and lie to convince yourselves that you have the best interests of the country in mind and stand on better ideals. Yes, Mister Esperon, that is your way of challenging the members of the entire Armed Forces to touch you if you they can. That is your way of telling them that you can do anything that you please. And that is your way of telling them, “Look, who’s the coward after all?”.

    Mister Esperon, we agree with you that there are some people in the AFP who have your genes, who puts ambition over and above principles, integrity and decency. However, it is just a matter of time whenthe vast majority of professional soldiers would say, ENOUGH is ENOUGH.
