GMA found most corrupt president


Palace says media is to blame for survey results

Almost one of two Filipinos believe that President is the “most corrupt (president) in the history of the Philippines,” a survey conducted from Oct. 20 to 31 by Pulse Asia showed.

The survey was done at the height of reports of cash payoffs to congressmen and local officials in Malacañang, the renewed calls for Arroyo’s resignation and the planned revival of impeachment moves against her, the Glorietta explosion, the continuing investigations on the broadband deal, the rift between Arroyo and Speaker Jose de Venecia Jr., the grant of pardon to former President Joseph Estrada, the holding of barangay and Sangguniang Kabataan elections, and the rising prices of oil products.

The survey, which had 1,200 respondents, had a margin of error of plus/minus 6 percent.

Cabinet Secretary Ricardo Saludo said: “This is what happens when media publishes accusations and insinuations against government without bothering to verify or even ask for the basis of charges.”

Forty-two percent of respondents tagged Arroyo as the “most corrupt” president, followed by Ferdinand Marcos (35 percent), Joseph Estrada (16 percent), Fidel Ramos (5 percent), and Corazon Aquino (1 percent).

The perception of Arroyo as the most corrupt was highest in Metro Manila (50 percent) and Luzon (50 percent), the elite Class ABC (50 percent), and Class D (43 percent).

Most respondents in Mindanao (50 percent), the Visayas (47 percent), and those belonging to the “masa” Class E (43 percent) said the most corrupt was Marcos.

Aquino was picked as the least corrupt president of the Philippines by 66 percent of respondents. The sentiment is shared by Filipinos in all geographical areas and socioeconomic classes.

Forty-five percent believed that the Arroyo administration was plagued with the most intense allegations of corruption, while 31 percent said it was the Marcos regime, 14 percent said it was the short-lived Estrada administration, 7 percent said it was the Ramos administration, and only 1 percent said it was the Aquino government.

The perception that the Arroyo administration was the most corrupt was high in Metro Manila (56 percent), Luzon (50 percent), the Class ABC (50 percent), and Class D (47 percent).

Those who believed it was the Marcos regime came from Mindanao (45 percent) and Class E (40 percent).

Those from the Visayas were torn between Arroyo (39 percent) and Marcos (38 percent).

Arroyo, in a speech before Philippine Columbian Association last night, said her anti-corruption adviser, Tony Kwok, believes that “perceptions cloud the reality of progress in the reducing corruption and red tape.”

“The fact is that we are undertaking a strong and steady effort to curb graft through criminal justice, administrative control and procedural reforms…We take this issue seriously. We believe that perception will match reality in a few short years. However this problem that has plagued the Philippines and other countries for generations, and experience has shown it won’t be eliminated overnight but I assure progress is being made. Not even the empty political rumbling of an ambitious few can bring our hard earned gains down,” she said.

    My knowledge from what Sens. Ping and Sonny announced before was that they relinquished their pork barrels for better use daw ng gobyerno. In short, wala sa Senate budget na approve ang pork barrels nila.

    Perceptions based on 1,200 respondents is hardly conclusive except as perceptions. The perceptions taken as a whole is very telling of the influence of the media when the negative response is decreasing in percentage in relation to the location. Media coverage is the noisest at Metro Manila which has the highest negative percentage on President Arroyo.

Filipinos seek accountability, transparency and good governance, those who are opposed to country’s development, advancement and greatness are the ones complaining and shrill-shouting. All anti-corruption measures are protective of corruption in the ruling group and destructive of corruption in the opposition group. Obviously Anti-corruption are partly corrupt and that so because of political necessity. People are the target whom they want to be fool. It is a common knowledge that the midget president is a very corrupt person, and that has been the basis of this feud with the people who is seeing as being a frugal person.Whatever anyone says has done a very good job of once again sounding a note of warning that corruption in our country is turning a new page ,and henceforth it will no more be business as usual.

    Yes. Pork barrel funding is discretionary as it is taken from the Presidents budget in Priority Development Assistance Fund.

    Annually, the President submit its budget for next year to Senate for approval. The Senate can decrease any amount. But if the President disagrees with the Senate, the previously old budget will prevail (the government has to run regardless of disagreement). Once the President has the Senate approved budget, she has the control.

    Historically, the pork barrel is used to buy the votes in particular region and secure support by funding pet projects of congressmen. The projects have no evaluations to determine feasibility. It is simply cash handouts. This has been our government since we copy the American model.

    Even if the same perceptions (of Gloria) keep repeating, survey after survey? You can’t downplay public opinions simply because you don’t believe in perceptions, or don’t believe in polls.

    One can only assail the results as INCONCLUSIVE if the methodology is biased, or the results manufactured. For example, the pollster interviews every person he meets in Luneta, or simply asks tinderas(os) at Nepa Q-Mart, etc.

    But Pulse Asia (also SWS) claims that its survey follows a scientific procedure based on probability sampling, with error of no more than 5%. Meaning, the accuracy is at least 95%.

    One accepted way to invalidate the results is to conduct an independent survey, using a random sample and following a rigorous method of verification.

    The fact that SWS and Transparency International (on corruption) findings tend to agree with those of Pulse Asia, to me, undoubtedly tells us this: those perceptual data on Gloria and her bogus regime are RELIABLE, CREDIBLE, CONSISTENT. Backed up by other data (ZTE deal, hello Garci, Joc-joc fertilizer scam and tons of venalities since 2001), those perceptions cannot be dismissed by saying they are hardly conclusive.

    This is a classic case of SPURIOUS CORRELATION in statistics. If such were the case, it follows that Gloria is most LOVED and considered the most HONEST by the Tausug and Sama people of Tawi-Tawi.(Hey, Mrivera, ano say mo?)

    Even then, the finding that Gloria is the most corrupt president can be generalized, with 94% level of accuracy.

    Pork barrel spending contributes to the economic deficit directly or indirectly. It corrupts our country by eclipsing more important matters in the minds of our senators and congressman. It dillutes the effectiveness of countrywide programs and impedes progress. Senators and Congressman enmarks are not a last resort in special circumstances but primary vote buying on their re-election purposes.We as taxpayers should view them not as public servants making an honest living but as parasites on the productive society. Withdrawing money from Central Bank or Land Bank or receiving money in a brown envelope solely by means of political influence is an ethically dubious practice, especially when important program is bypassed and they transferred the money in their personal bank account.

    This has been the case since President Quezon times. However, lawmakers were addicted to pork barrel (200 million each senator and 70 million each congressman annually). Multiply the amount with number of years in service. Most of lawmakers were from prominent families. Once a family member is done, another one runs for the position. Very familiar, huh! What is not coincidence is that most lawmakers are landowners. You can guess how effective is agrarian reform or whatever semantics they can devise.

    Of course, Sen Panfilo Lacson can refuse the pork barrel this year, a good advertising. The point is, the opposition has the majority in Senate and can pass legislation to curb pork barrel if the opposition really want to get rid of corruption. However, the common understanding between thieves is only to criticize and not act to change the rules that they might use to when they become president. That is the caveat. Today it is Gloria Arroyo, tomorrow it is another politician. Same rules and power arrangement.

    Corruption is rampant in all government levels .We are so quick to criticize the indomitable corrupt practice and fastidiousness of mission, and we always ask the question, what exactly is the alternative? Critics have claimed that a fight against corruption that is even handed is desired, a fight against corruption that demonstrates consistency, balance, fairness, within the bounds of the law, and sparing no one who is corrupt. We are glad to point out that the longest journey begins with a first step even if tentative imperfect steps! And as such, we are offering all the encomiums, all the accolades and thunderous applauses in encouragements and supports crucial crusade and war to eradicate corruption. We must all say no! To allocations of pork barrels to our legislatures. There are a lot of good purposes where the money goes. Create and improve the social security to all of the taxpayers working people.

    The only fact in the survey is that they are PERCEPTIONS nothing more or less. The Senate which is the trier of facts in aid of legislation have failed miserably from one scandal to another scandal and have not been able to prevent the next scandal which it has oversight functions. Are they sleeping or like Cayetano was using as advertising in the House to get elected into Senate?

Because of his popularity in scandal expose, he was elected as senator and now top honcho in the blue ribbon committee in charge of investigation, which is a springboard for Presidential ambition in 2010. However, resolution of any of his scandal expose (let alone put a direct officer in jail) is zero. Nada! It tells a lot what do we have in opposition.

  47. The Dorobo, most corrupt? Not a big news to me as a matter of fact. Everybody knows it as a matter of fact. The problem is that all the agencies that are supposed to arrest, prosecute and jail criminals like her are now saturated with her appointees and confirmed or unconfirmed they are, it does not matter that they are allowed to give the shot and threaten the populace.

    I wonder how Sin, the very mundane Cardinal of the Catholic, looks at all these from his grave. All these in fact started long, long ago. I don’t know when someone here was being sarcastic when he said that he missed the “collegialas” they used to “hakot” on order of the powerful Cardinal and the CBCP that even allegedly used to give credentials to people of Joma Sison so they could work and stay in foreign countries where they could work on toppling the Marcos regime.

    Now, they, too, are considered Numero Uno enemies of the Dorobo, who actually owed her success to what her brigaders now call “commies.”

    The creep will do anything to keep her stolen position. And her appointees are making sure to keep her image clean by taking advantage of even issues that should actually be slapped hard on her face like her being almost late in coming to the rescue of the Filipino domestic helper, who BTW had to go to Kuwait instead of practicing her profession and teaching in her hometown, and there met her misfortune.

    Kaya ano ang ipinagmamalaki ng mga publicity agents ni Dorobo? Save the Filipina daw. She should know that the Emir must have agonized on how to make an excuse answering the flood of letters from people around the world to help save the Filipina, and must have informed the DFA about it that someone picked it up and suggested to the Dorobo to take advantage of it to cement her image overseas as a human rights advocator that they are now trying to project.

    Kung bibilib kayo sa kabulastugan ng hayup na ito, e gago nga ang mga pilipino, and they deserve what they get!

    I know Panlilio means well, very well in everything he does, he is fighting corruption with a passion and I continue to pray to Almighty God to protect him in his efforts to bring to book all the corrupt men and women at the helm of affairs in our beloved country, so that one day we would measure up and stand to be counted as a great country where rule of law is paramount, not in the way we currently are.Padir Among must learn and understand that what ever is good for the goose should be good for the gender if it must prosper.

    1. The money can be used for public use regardless of the source.

    2. Charge of accepting bribes is inoperable since the giver is unknown and no communicated purpose. It does not influence how the Governor will discharge his duties.

    3. The intended picture to paint the Governor as recepient of bribes no longer works.

    That’s stretching it a bit too far — although Panlilio may say that he doesn’t know who gave it to him, it’s easy once the charge of corruption or whatever is laid at the door of Malacanang to identify the giver plus the job has been made easy by the giver herself — someone who was in Malacanang that day admitted to having been the source.

    The questions are simple: why in cash, and how to straighten it out, i.e., officializing the so-called donation. But we can’t have several versions because several versions only confuse and don’t diffuse the problem, ie, suspicion that the christmas bags containing hundreds of thousands of pesos in cash distributed under the very nose of Gloria while she was facing a problem in Congress were meant as bribes.

    I don’t understand why we have to slice these baloneys — at the end of the day, a baloney is a baloney no matter how you slice it.

    Who in his right mind will believe that Gloria didn’t have anything to do with the “bribes” after several versions came out?

    You have to appreciate where Ed Panlilio is coming from. I have no doubt that the money is coming from the Palace. But the man of God will never point an accusing finger to a person he did not see. Gloria is not the point. My point is, if we have enough Panlilios in Congress who received the money and still vote his clear conscience, we would not be talking of Gloria right now. Gloria will not be able to buy a man like Panlilio to kill the impeachment which then forward to Senate who has the majority enough to kick Gloria out.

    Could you point us to the source of this quote please? It is apparently a website quoting Transparency International.

    I have downloaded the TI annual reports for 2007, 2006, 2005, 2004, 2003, 2002 (Spanish and Portuguese only) and 2001, all in pdf format.

    There is no mention of Marcos nor Estrada in 2001 to 2006, as revealed by a word search on Adobe Reader. There is mention of Marcos in 2007, but it is not related to any ranking.

Then PA reversed the question, trying to make it a trick question..”Who do you think was the least corrupt president since Marcos’ time?)..the result was a no-brainer, gloria-makapal ang mukha-arroyo came out at the bottom of the list, way-way down at the bottom. Here comes one of Malakanyang’s Mayna Bird named saludo…blaming the media for the wrong perceptions of the people against gloria…is it the media who went to China to secure anomalous loans and awarding of projects to the chinese in order to get millions of dollars in kickbacks and under the table grease money? 😡

    Question is: why didn’t Bunye (or Apostol) complain when they commissioned SWS to conduct a survey, which asked 1,200 Filipinos about Gloria’s “MOVE ON” version of handling the “Hello Garci” scandal and other scams of Gloria’s (mis)governance? Because the results are favorable to their own theory? That moving on would put a closure to all those problems?

    Statisticians, I believe, prefer a random sample of 1,200 to a sloppily conducted survey of, say, 1.2 million respondents selected by a biased method (e.g., quota sampling or interviewing cases one meets on the streets, markets, barber shops, etc.).

    Someone is contesting the survey made that whore Gloria is the most corrupt president. First and foremost, I don’t agree the title of whore Gloria as President. She’s not a President legally mandated by the constitution, she stole the position. Now, I got that out of the way, lets not consider the survey as facts for a moment. Nevertheless, whore Gloria witnessed the signing of ZTE-NBN contract in China, with millions of dollars (not in pesos) kickback supposed to go to Arroyo, Abalos, and the boys (well documented), will you accept it as fact since records will show she was there. And, how about the brown bags breakfast where bags of money handed to the 190 congressmen, governors and mayors. What’s all that about? How would anyone explain such corruption inside the house of the people just turned it to a whore house by the illegal occupants. The Palace line has been to blame the media, Pulse Asia (for using a small sample), attribute the results to perceptions (assumed to be good-for-nothing but what they are, just perceptions), and lately by one who likens Pulse Asia’s scientific method to astrology. (Galit siguro si ASIII kay Prof. Miranda.) I’d like to hear a documentation of this, if you wouldn’t care.

  202. A survey firm is a business, just like a law firm is also a business. Both succeed, meaning earn more money to stay afloat or even more through paying clients, but more often than not, businesses like these grow because of one ingredient – trustworthiness or credibility. Otherwise this company should’ve closed shop a long time ago, but its thriving, so it only means people find it trustworthy, worth betting their money on. Pulse Asia could’ve made more money if they sold their services to GMA and for sure she’ll pay extremely well. Pulse Asia’s consistent isolation from the ruling party or any party for that matter shows its credibility. I hire firms like these to do market reasearch, focus group discussions, product launchings, etc. and I can’t say I’m not happy. If you’re data is tainted to start with, you’re bound to fail. There are envelopmental survey firms but there are probably more envelopmental law firms, in fact all law firms are envelopmental otherwise lawyers would be content doing “notary public.”

  203. And this goes for media also. Someone as aggressive and resourceful as Ellen Tordesillas could earn millions doing image building and spinning for GMA. Hell she can even be more effective as she has access to sectors Puno cannot touch but why put themselves in the line of fire when they can be playing golf somewhere? Its the same reason why some soldiers still prefer to be soldiers, they are true to their calling, and money is just that, for buying things they need, and they don’t need much. Maybe a bit of respect and appreciation at times from an otherwise ungrateful society…
