This is how the military treats its enlisted personnel:

Today, Philippine Army Chief Lt. Gen. Alexander Yano, through his chief of staff Brig. Gen. Ralph A. Villanueva, discharged the remaining five enlisted Army Rangers detained for almost two years without charges in Camp Capinpin, Tanay.

The order said the five are discharged “without honor” effective Dec. 25, 2007.

The five are: Sgt. Orlando A. Valencia, Cpl Walter A. Francisco, Cpl Ramon P. Perania Jr.,Cpl Reynaldo C. Pacete, and Pfc Leon N. Ones Jr.

Col. Pacete is a Gold Cross awardee, one of the heroes in the capture of Camp Abdurajak in 2000 which resulted in the rescue of 28 hostages of the Abu Sayaff group.

The five are part of the 40 enlisted Army Rangers who have been detained for almost two years without charges. The military had wanted to use them against Brig. Gen. Danny Lim and other Ranger officers but the 40 refused.

Last Oct. 24, Esperon dismissed the 26 “without honor.”

Last Oct. 31, 2007, the Army brought down from Tanay to the ISG compound in Fort Bonifacio nine of the EPs. After several weeks of “counseling” , seven opted to be re-integrated to the service and two decided to be discharged.

Today, they did away with the remaining five.

Just like that.

Army chief Lt. Gen. Alexander Yano on Friday ordered the dishonorable discharge of five ordinary soldiers affiliated with the elite First Scout Ranger Regiment for involvement in the alleged power grab on Feb. 24, 2006.

But nine other Scout Rangers implicated in the same plot, according to Army spokesman Lt. Col. Ernesto Torres, were ordered returned to full active duty by Yano last Dec. 13 following a reprimand.

Discharged were Sgt. Orlando Valencia, Cpls. Walter Francisco, Ramon Perania Jr. and Reynaldo Pacete, and Pfc. Leon Ones Jr. They were expected to leave their detention cell in Camp Capinpin in Tanay, Rizal anytime yesterday and return on Jan. 7 for “processing.”

Torres said the five were discharged under Special Orders No. 248 following a recommendation by a team of investigators from the Army’s Inspector General concurred in by Army’s Judge Advocate General.

Torres named the nine Scout Rangers returned to full duty status as S/Sgts. Reynaldo Bala, Marciano Saraste III, Alexander Verson, Ronnie Dizon and Rodellio Tuazon; and Sgts. Nelson Alquisa, Arthur Arienda, Pastor de Guzman and Richard Javier. He said the nine are now attached and assigned with the Headquarters and Headquarters Support Command in Fort Bonifacio.

Torres said two of the nine opted for “dependence discharge” or resignation but while awaiting decision on their discharge, they will, along with the seven others, undergo civil-military operations training on Jan. 27 prior to assignment in the field.

Torres said the reprimand will stall any promotion for at least a year and would disqualify the one reprimanded for schooling or special training for some time.

The 14 soldiers were part of the original 40 enlisted personnel detained without a formal charge by the military shortly after the failed plot. The other 26 were ordered dishonorably discharged by Yano last October.

In a phone interview, discharged Cpl. Francisco said he and his four companions were each given P3,000 and ferried to Cubao where they will take a civilian bus to return to their families. He said Yano’s order kicking them out of the Army was “grabe, pero okay lang kung iyon ang gusto nila.”

Francisco, who lives in Bicol, said he has no immediate plans after his discharge. “Baka magtanim-tanim na lang muna ng kamote.” – Victor Reyes

    It’s obvious, after the Trillanes, Gen. Lim and fellow Magdalo airing of grievances at the Pen, umiikot talaga ang pwet ni Gloria at Asspweron sa takot.

    Salamat muli sa walk out nina Gen. Lim, already many of those innocent soldiers who were just imprisoned to satisfy the ego of the evil duo are being set free.

    Si Gloria at Asspweron naman ang ikulong natin, loooooong overdue na ito ba!

    Philippine Army Chief Lt. Gen. Alexander Yano seems to have strange way for a Christian to be celebrating Christmas Day, he is the one who should be discharged.
    His day will come.

    Yano is showing his true colors. He portrays himself as being sensitive to public opinion, and yet when it comes to Esperon’s whims he cannot say no. And the ones who suffer are the enlisted men who have no recourse to the legal processes.

    Their released “without honors” should carry no weight because those three conniving generals who discharged them are the real ones without honors. They are Gloria’s monsters on the loose.

    I pray that the five can easily cope and catch up with what they left behind before the two years were taken away from them by the heartless commander-in-cheat and her three bugok generals.

    Kung mali man ang pagpapatalsik sa lima ni Gen. Yano sa serbisyo, bakit walang pumapalag o magrereklamo man lang? Bakit wala man lang tumatayong General na magsabi na mali ang pinaggagawa ng Esperon na yan. Bakit lahat ba ng mga General takot kay Esperon? Hindi ba sila puwedeng magsabi ng “Sir, mali yata ang ginawa niyo?”.

    Walang puso talaga ang mga general na mga yan…ang meron sila ay “nguso” …so they can suck more pogi points from Gloria. Remember Gen. Yano is a strong candidate for the Chief-Of-Staff, AFP post come 2008 (kung hindi ma-extend si Espweron!! Imagine those poor, helpless young Scout Rangers were incarcerated for years without any charges against them — at nang naibulgar ng mga periodista tungkol sa kanilang situasyon anong ginawa ni Yano, Villanueva atbp–dinischarge ang mga bata “without honors”. I pity these young soldiers! Can we get their names and corresponding addresses for future help?

    I am on a brief trip dito sa medyo may kuryenteng lugar. I saw what happened to the 5 scout rangers from tanay. It so happened na may mga kasama rin akong tropa at may nakausap na isa who knows these rangers personally. Medyo late na pero usapan pa rin dito ang nangyari sa lima at nagmumura lahat ng enlisted personnel. I can’t help but sympathize with them and hear their stories.

    Ito pala si sgt pacete, isa sa limang nadischarge, ay kasama dun sa nag-assault ng Mt Mohaji sa Basilan kung saan dinala ng Abu Sayaf yung mga batang estudyante at yung pari na nahOstage nila. Sgt Pacete could have earned the Medal of Valor because it was him who personally led the assault with an M60 machine gun. Unfortunately, another one was recommended for the same award. But that is another story.

    These Enlisted Personnel were discharged WITHOUT HONOR. Compare them with Esperon and Yano. Esperon has never personally led a charge into enemy lines, under fire and with great personal risk. However, he continues to wear 2 Gold Cross medals earned while in an airconditioned office and the other while he was several kilometers away from the actual fighting. Sgt Pacete and his unit used to be under the operational control of Esperon’s brigade in Basilan. Sgt Pacete contributed his blood, sweat and tears to those stars in Esperon’s shoulders. What did Sgt Pacete do to earn a dishonorable discharge? He was incarcerated for almost two years WITHOUT ANY INVESTIGATION AND WITHOUT ANY CHARGES.

    Now take the case of this lapdog Yano. He was the commander on the ground when MNLF fighters took hostage of several civilians in Zamboanga City. Yano tries very hard to project it as a victory when in fact, it was the most embarassing debacle the AFP has ever had. Imagine Yano could not even win a battle in a very small piece of land (5 hectares) against a grossly outnumbered enemy surrounded by government troops and with all the military assets at his disposal. This Yano talks about that debacle not in terms of his tactical acumen but that he flaunts his accomplishment as having negotiated for the the release of the hostages. BULLSHITTTTTT!!!! In the first place, there should have been no hostages at all had he had the tactical sense and balls to fight.

    Bring these three side by side….WHO HAS BROUGHT DISHONOR TO THE AFP, ESPERON? YANO? OR SGT PACETE?

  24. Maybe mr yano needs to be reminded that the definifion of the word Honour is: personal integrity: strong moral character or strength, and adherence to ethical principles. His actions are a disgrace to his rank.

    You’re right, Sulbatz. Gen. Esperon got his military awards because he knows how to write a convincing position paper related to that award. Gen. Yano or ONAY to his friends suffered a debacle in Zamboanga City and yet he was given pardon for all his shameless military disasters and fiascos. He is the alter ego of Esperon and yes, he is the leading contender for the AFP Chief of Staff. Defense Secretary Teodoro is an adopted member of PMA Class of 1976 to which Yano belongs and so it appears as a done deal. Bottom line is there is really a problem with the selection process of military leadership in the Armed Forces of the Philippines. How can the Filipino people win the war against the threats to national security and terrorism if the AFP and the PNP are led by mediocre officers. It’s strange but only in the Philippines do you see that those officers close to politicians get the juicest positions. I pity those enlisted personnel, those who really fought the enemies of the state to keep the integrity of the nation. Without them, the AFP won’t survive. I have only my prayers for them to comfort and cheer them up for the holiday season.

    Thanks for your info about Sgt. Pacete’s heroism in the field. He was not awarded anything for this but we won’t forget.

    Anyway, the medals under Gloria’s military are but decorations, no meaning at all. Sgt. Pacete should be given an award due him some other time by a just and true Commander-in-Chief.

    Good question that keeps on ringing to the ears. Mediocrity is self-extinguishing and contagious in any system, civilian and military alike. A mediocre leader doesn’t know the value of MERIT, the foundation of all rational organizations. Yano is a replica of the state of national leadership – depraved and looking for ways to survive, even at the expense of others.

    Nababanggit ni Gabriela ang extension ni Esperon, and there are opinions stating that it is the absolute prerogative of the President. But the Constitution states:

    The tour of duty of the Chief of Staff of the armed forces shall not exceed three years. However, in times of war or other national emergency declared by the Congress, the President may extend such tour of duty (Section 7, Article XVI.).

    Ilang exension na ba, ang binigay ni Glo? Defensor, et al. Mayroon bang declaration of war or emergency ang Congress? Hindi ba culpable violation of the Constitution yan?

    Impeachable offense na naman. Idemanda ulit, kahit ma-dismiss, para makita ng Supreme Court kung gaano ka pulpol ang reasoning nila in the Francisco case.

    If you count Carpio, (na bumaligtad)and Puno, who seems to be thinking of his place in history, and becoming more independent, there will be a good fight in the Supreme Court.

    So hindi puwedeng i-extend ang tour of duty ni Esperon.

    I-extend na lang ang kuko, tutal bakla naman. Kamukha pa ni Roderick Paulate.

    Kaya lang, yung artista, comical ang dating. Yung general, farcical.

    Ang pagpatalsik sa mga enlisted personnel ay patunay lamang na ang mga ordinaryong tao ang higit na apektado sa umpugan ng mga may pangalan at malalaking tao sa bansa. Kung bakit kulang ang suporta sila Sen. Trillanes mula sa higit na nakakaraming sunadalo ng bansa (EP’s) ay dahil sa ang mga ito ang direktang napaparusahan.

    Sana, kung inisip man lang ng magiting sa si Sen. Trillanes et al na magtagumpay sa ipinaglalaban nating lahat, hindi sa Oakwood at sa Manila Pen sila pumanta bagkus sa Palasyo kung saan nandun ang ninanais nating alisin. Di ko nga rin maintindihan kung bakit sa maragarang lugar na ito tayo magsisimula ng himagsikan na sa huli ang maliliit ang direktang napaparusahan.

    Just being careful, we might be accused of fomenting violence even if I know it’s just an expression of frustration and outrage.

    I do not condone senseless violence to achieve an objective.

    That’s why I fully understand why Sen. Trillanes and Gen. Lim decided to come down in the Nov. 29 incident to end the siege of PNP/Marine forces at the Manila Pen.

    In the service, these young beings were on survival ration with their family. Outside, they would fare better. They have more than enough qualifications, better than anyone else getting employed. They are ready made security personnel for high echelon politicos. And the best placement is always with the rebels locally and abroad. This is one thing those people upstairs would regret to have done for the rest of their lives. They are already marked.

  33. In behalf of my brothers, I would like to apologize to all the readers in this blog and perhaps to everybody in the country for that matter. It is not our intention to discredit the whole military profession or institution in any way. This apparent public display of dirty laundry is not an expression of despise to the AFP but a genuine attempt to expose the truth and hopefully will lead to much needed reforms. For how can you clean your house if you just sweep the dirt underneath your rug?

    Our AFP has a rich tradition of honor, valor, and patriotism. OUR military is just the reflection of OUR own pride, OUR strength, and OUR resolve as a people. The military is not an independent, separate entity from the people, its lifeblood is the people, the teeming masses that feed its numbers its able-bodied youth. Yes, we sacrifice our youth at a very early age of 17, these kids are literally hammered, molded into men who would without any hesitation take the bullets that were meant for us. Who among us here cannot deny the freedoms and the carefreeness of this age that they gladly turned their backs on?

    You cannot reform the AFP without OUR government’s participation, because as earlier pointed out, the AFP takes its orders from a political source, even decisions on promotions come from a political body. So I urged one and all not to be dismayed by the present situation but take heart that the men in uniform have acted on their conscience, that they will no longer be willing tools of oppression, brutality, and deceit. We bear witness to a nation asserting its right to better itself, we should be proud of ourselves and fight on…

  34. Thanks, Jug for that assurance. What happened to the five Enlisted Rangers is really frustrating and outrageous. I can imagine how Capt. Gino Guinolbay feels. He is close to those men.

    the military aggression, brutality and violence have been against the our poor farmers, fisherfolks and indigenous brothers and sisters. hence, i am not shocked by Esperon et al “walang pusong pagtrato sa mga maliliit na mga sundalo.”

    It is the military culture. And what is truly alarming is that they are now eating their own kinds. Or I would better say, they are canivalizing those who refused to be their kind!

    The “soldiers of the people” refused to join in their greedy and corrupt practices, that is why Esperon et al eat them alive! Parasites! Walang Puso! Hindi tao mga iyan!

    a happy new year to all members of ellenville. I was able to watch during the night time news the release of the five in Cubao. My heart really sank for them. But I do believe in the Bible principle of sowing and reaping. So I know, in God’s time, God will take revenge for the five espcially for the Cpl. Pacete(whom I read to be a real hero). Whatever these “sipsip” generals did to the enlisted personnel will in the future happen to them. God is not sleeping….

    P.S. I have been reading the blogs, articles and comments here. And I was really moved by the different commentaries by people from all walks of life. I might not agree with what has been written but I agree that everything must be heard so that we will be able to make decisions. by the way, I am a pro-magdalo, and anti-gloria.

    i have written about the hesitant rebels. military reformism needs to consider an alternative drastic path.

    Our system feeds itself by repression and violence and the only way to combat this anemic system is thru violence. a reformist will not tranform the corrupt system, but a revolutionary does.

    I may not understand why a few good men in unifrom like you wanted direly to annihilate GMA-Esperon without realizing that these people will be resurrected as long as the system that perpetuates their kinds is still intact.

    Do you believe in the saying, “violence begets violence”? I think that’s what our soldiers doesn’t want to happen and our people are also tired of violence.
    That is the idea in Oakwood and the Pen: redress of grievances through non-violent means.
    Our model is Mahatma Gandhi. I understand where you are coming from. But we have to show to these “enemy of the state”(all corrupt officials) that we are better than them.

  41. I don’t think the five, even the rest of the 40 are intrested to make an appeal with the AFP.

    But I know they have been advised to file a case against the military authorities for illegal detention and violation of their human rights. The writ of amparo can used.

    Under the Human Security Act, if it’s proven that they have been illegally detained, they are entitled to a compensation of P500,000 for every day of illegal detention.

    Anybody from Olongapo? Why not file it there, baka ma-raffle kay Judge Pozon (judge who decided the Subic rape case). After all, in a civil case, the plaintiff chooses the venue.

    I remember one former policeman who bacame a Pampanga Provincial Director during the the time of Pres. Marcos was a kumpare of former Col. Canlas (GMA7 coup, remember)and now a government official. An anecdote about him goes like this:
    Col. Canlas, then, an official of the regional unified command, led an operation against jueteng. A few hours after, this Provincial Director, came to his house very much incensed . It turned out the gambling operation was his. Because of this, he asked Col. Canlas in full view of the latter’s family , Sir, tapusin na lang natin ‘to dito while brandishing his service pistol and with his fully armed men.
    And do you know who helped this jueteng operator-cum-provincial director become who he is then? Col. Canlas. He recommmended the guy because he is a godfather of one his sons. And what this guy did? shame….
    A few years ago, he got jailed for kidnapping but was released because of ….(I dont know what really happend..)

    Democracy is likened to a Cobalt 60 or Gamma Knife, non-invasive, it can destroy the cancer cells but allows the body to heal itself afterwards.
    Lately, modern medicine has discovered that some AIDS victims left untreated somehow healed, all signs of the HIV virus disappeared. Ultimately, it was found out that it was the immune system of these people that saved them, imagine, a disease that destroys the immune system was overcome by it. The body has the capability of healing itself given the right nutrition.
    Conversely, we have the capability of healing ourselves as a people. We are not defined by the system of corruption and injustice, the Filipino people is bigger than that. We have survived centuries of foreign occupation (infection), repression, corruption, and deceit – who can say we can’t now?     Well said jug. Sabi nga ni Sun Tzu, Know your enemy. It is in this light that I say that one of the strengths of the CPP/NPA is their ability to criticize themselves and rectify errors. However, what we see in te Armed Forces of he Philippines is “self-praise” in its monthly, semi-annual and annual ACCOMPLISHMENT REPORTS. There is always that pressure to project ACCOMPLISHMENTS but nary a note nor a critical look on what went wrong. I have been very vocal about this in some fora within the service to do away with that ACCOMPLISHMENT REPORT mentality because that is precisely what is expected of us. What we need is to focus more on what went wrong so that we do not commit the same mistakes again. If you have the least to nil errors, then you are the most accomplished.

  115. I sent EM’s letter to Atty Trixie Angeles, Capt. Guinolbay’s lawyer, who sent me this note:

    I think the records will speak for themselves. First, malinaw that it was the enlisted man who got in trouble and Gino went to defend him. But it is incorrect to say na “sumugod siya.” He went and spoke to the police officers who were detaining the enlisted man. Yung complainant is the son of a politician in GenSan. The police officers sided with Gino. So the complainant hired a lawyer and filed a case against Gino, not even the enlisted man.

    In the end, the city council exonerated Gino (some of the councilors even shed tears when he was invited to speak at a session to clear his name, because they were so touched by his words) and the case which was filed with the prosecutor’s office was also dismissed.

    Finally, when the writer talks about what kind of people will be ruling the country later, let me say this, while Gino is fighting for what is right, like Nick Faeldon, he is not in it for what he can get. For these men, there will be no division of spoils if they succeed. They both want only to be good soldiers in a just society, and that is reward in itself.

    I hope this clears things a bit.

    Remember also that it was Gen. Yano who relieved Capt. Guinolbay for an incident in GenSan. The incident culminated in a case which was eventually dismissed, exonerating the bemedalled officer. Gen. Yano then refused to even listen to his own captain who was defending his men. Instead, Yano listened to the politicians because the person who mauled the Ranger enlisted man is the son of a corrupt judge.

To my surprise, he said the Philippines could have been better off under Japan than the US.     The Philippines, contrary to what many say, was not actually conquered by the Japanese as majority of the Filipinos strongly resisted Japanese invasion. MacArthur’s “I shall return” was surely a good propaganda. A lot many Filipinos lived on that promise.

    The few nationalists who cooperated with them were even branded traitors because of the infiltration of the original group of freedom seekers, mostly peasants who had been clamoring for land reform even as early as the 20’s and demanded freedom (kalayaan) from the US, by opportunists who tainted the reputation of the original group of SAKDAL/GANAP which made up the original MAKAPILIPINO, which embraced the principle of Asian co-prosperity sphere of the Japanese.

    I was not born during the war years, but I have translated interviews with veterans of WWII on both sides of the war lines, and those who collaborated with the Japanese for special documentaries on the war that are shown on Japanese TVs during commemoration of the end of WWII.

    My father and his brothers, despite their Japanese ancestry, in fact served in the USAFFE, and reason why they were granted US citizenship prior to the granting of Philippine independence. An uncle in fact took advantage of the free fare to the US for US nationals. soon after that.

    I don’t know if total subjugation to Japanese imperialism prior to August 15, 1946 could have done the Philippines any good the way South Korea and Taiwan had developed.

    The Spanish friars in fact failed to convert Japan, Korea and Taiwan totally to Catholicism. I don’t know if that can be considered a blessing in disguise, but at least, they were saved from the same fate as the countries in South Americas, which share the same folk Catholic background as that of the Philippines, and remain as backward, corrupt and problematic.

    Why shouldn’t it be? I don’t actually see anything wrong with the Japanese thinking of their county and themselves first even when they think international, which is in fact being talked about in the Japanese Diet presently, and why the people of Japan are encouraged to join for instance international movements against violations of international conventions on human rights, etc. as what members of AI Japan are doing.

    I enjoy joining a lot of these movements myself. I have joined rallies and protests against the internationally condemned attack on Iraq in Japan and the US as a citizen of the world with Japanese credentials.

    I was in SFO in fact when the Americans themselves protested and tried to prevent the attack on Iraq even when their own cries were not heeded by their government. That was an experience indeed. I saw a lot many Hollywood stars there as a matter of fact.
