Influential US journal says GMA sank RP into morass of corruption

A highly influential American academic journal has published a stinging rebuke of President Arroyo, accusing her of “sinking Asia’s oldest democracy” into “a morass of corruption and scandal.”

“Arroyo continues to undermine the country’s democratic institutions in order to remain in power,” wrote political science Prof. Paul D. Hutchcroft of the University of Wisconsin-Madison in an analysis that came out in the January 2008 issue of the “Journal of Democracy.”

Published by the Johns Hopkins University Press, the “Journal of Democracy” is a project of the International Forum for Democratic Studies and the National Endowment for Democracy.

Hutchcroft has written extensively on the Philippines, including a 1998 book titled “Booty Capitalism: The Politics of Banking in the Philippines.”
In his analysis titled “The Arroyo Imbroglio in the Philippines,” Hutchcroft said “in the midst of this longevity, the Arroyo administration has found political legitimacy to be elusive.”

The journal’s critique follows the Philippines’ rating downgrade from “free” to “partly free” by US-based Freedom House which took Arroyo to task for over 800 unresolved extrajudicial executions.

“Over the course of her seven years in office, an already crisis-prone democracy has faced an unusually high number of travails,” said Hutchcroft, who enumerated a list of political crises that have battered the Arroyo administration from 2001 to 2007.

“Arroyo very effectively wields the substantial powers of the presidency to keep herself in office, and in the process she exhibits no qualms about further undermining the country’s already weak political institutions.”

He lamented that “as the Philippines suffers one political crisis after another, its longstanding democratic structures become increasingly imperiled.”

In its take on the “Hello Garci,” the journal said that “in retrospect, it seems that Arroyo had brought upon herself a string of presidential bad luck perhaps unrivaled since Richard Nixon decided to record his conversations in the Oval Office.”

It said Virgilio Garcillano, then commissioner of the Commission on Elections, “seemingly did whatever might be necessary to guarantee a decisive Arroyo victory in May.”

“The Palace then brought the Intelligence Service of the Armed Forces of the Philippines under its wing to monitor election-related conversations, including those of Garcillano (likely out of concern that he might cut deals for himself that could be disadvantageous to the administration).”

“ISAFP proceeded to tape these conversations, and the president seemingly had the misfortune of having her own conversations with Garcillano leaked to opposition figures by disgruntled military intelligence officers,” it said.

The journal said the Arroyo administration then “quickly tried to shift the topic from electoral scandal to political reform,” stressing it was “an effort to emphasize systemic rather than personal accountability.”

Comparing the scandal to Edsa 1 and 2, it said the “Hello Garci’ crisis highlighted the legitimacy deficit not only of an individual leader but also of an entire political system.”

The journal said Arroyo’s “dependence on the military, combined with her administration’s own inclination to launch a crackdown,” led to the June 2006 declaration of an “all-out war” against the nearly three-decade-old communist insurgency.

Echoing the Amnesty International and Human Rights Watch reports on extrajudicial killings, the journal linked the deteriorating human rights situation to Arroyo’s concessions to the military top brass who help her maintain power.

It also said legal assaults on the media and killings of journalists “must be viewed as an attack on one of the major bulwarks of Philippine democracy.”

‘WORST PRESIDENT’

The 15-page analysis made a passing review of post-1946 politics, especially the administrations that followed the Marcos dictatorship.

It said as the post-Marcos era enters its third decade, “the high hopes for democracy voiced in the mid-1980s have given way to disillusionment with the country’s low quality of governance.”

“No other post-Marcos president has had lower approval ratings than Macapagal-Arroyo,” it said, referring to 2007 survey results.

Hutchcroft said although the Philippines can “boast the oldest democratic structures in Asia, they are currently weak and lacking in legitimacy.”

“Battered by scandal after scandal, these structures need careful and well-considered reform if they are to survive,’ he added.

The paper suggested, among others, wide-ranging political and electoral reforms, including a radical revamp of the Commission on Elections and the electoral system as some of the measures the Philippines must take.

    As I pointed out and others now do, the US is slowly dumping GMA. I’m surprised this is being done at a faster phase than expected with all the negative publicity that come from them like the above. That could explain why Esperon’s term has been extended…to save GMA’s throne. Nevertheless, if the West keeps coming up with such negative information about GMA, her time is indeed up pretty soon. Hindi siya tatagal ng 2010. O baka naman leverage na naman ng US iyan. May gusto na naman ang US sa kanya.

    The rule of law in the Philippines is being manipulated by Gloria Arroyo and her cohorts for political survival. Legitimacy keeps hounding her presidency. Let’s rewind the reel. It started when then Supreme Court chief justice Davide sworn in Gloria Arroyo as the president of the republic without presidential vacancy. It followed by the Hello Garci political scam and its subsequent cover-up, the gag rule to her Cabinet men, AFP and police officials from attending congressional inquiries, intimidation of the media and extra-judicial killings of political dissenters. In short, the rule of Gloria destroyed the fabric of democracy in the Philippines.

    Matanong nga pala kita, isa ka ba sa mga nagpanalo kay GMA? If YES, ok lang coz’ that’s your privilage and rights to choice di ba.

    So, alam mo na ngayon kung bakit marami sa mga kababayan natin ang PRO at ANTI? Ngayon maibalik ko sa iyo ang question mo, in layman’s word… wag naman sasama ang loob ng mga PRO kasi kung nag-eenjoy kayo sa pamumuno ni GMA, so be it, but those ANTI have rights to castigate, comment, object and withdrawal of support sa Arroyo regime in so many reasons.     Happy Gilmore may just have changed his name, yet again from a previous one. He/she may be BenignO o yung mga previous bloggers na paiba-iba ang pangalan. When asked what they can offer as a solution to our problems, they retreat for a while then come back later with another name. They just want to promote their work thru their websites or draw traffic to their publications or articles. We should welcome them because they mirror the illegitimate and oppressive leaders we have today. Thru these metamorphosed identities we are able to somehow listen to what they have to say instead of just watching them do their “thing”, manipulate, kill etc… Kahit papaano, malalaman natin kung bakit dumadami ang pinapaslang at dinudukot na mga may progresibong isip, bakit maraming anomalyang hindi nalulutas sa kasalukuyang gobierno at kung bakit kinakailangang maglakbay ng maglakbay si DOROBO kasama ng mga alalay at alipores niya in a “high class” style!     nonetheless, i always believed that one cannot put a good man down – so with the Philippines. The US may lambast us till kingdom come but if we stand together, we may prove these imperialists wrong.

    Happy gilmore, actually, it is 80 % of the wealth is actually generated only by 20% of the people! And the fact too is, most of these rich people are in America(US, North and South) and Europe. Actually, the richest man now is from Mexico and he is in the telecommunications industry. Oil rich countries have some mega rich too. Lucio Tan, the Ayala Zobels, and Henry Sy are among the richest people in the world. The Zobels came from Spain and Tan and Sy came from China. So, wala talagang purong puro na Pilipino blood.

    It is good to be an idealist. We need to have more Filipinos like you happy gilmore. But, a country so poor as ours need to be helped by its own leaders! If most of our levied taxes really go to worthwhile projects, we would not really be this poor. But, corruption has gotten the biggest chunk of our money. While it is true that we have to start with ourselves, some can but most can’t. We have to yet evolve into a nation that has a stronger middle class. Until then, being able to help ourselves will simply be a dream.

    With our oversees remittances which mostly goes to consumer spending(cell phones etc.), why can’t our leaders start to build industries so we can buy our own locally produced consumer products. But again, imported products make their way into our streets and whose fault is that? It is again the leadership.

    I will agree more with you if you advocate a 50/50 proposition. The government help the people and the people will help themselves as well. Our minimum wage is not even enough to feed a family, can’t even be enough to rent a shack, and put kids to quality education. Our unemlpoyment is so high!

    Our poor state can not be solely blamed on one leadership. The previous leaderships had contributed to the decay. We have to have better choices of our leaders and self reliance will indeed follow!

    The reason why we dwell too much on the DOROBO is her questionable ascendancy to power, her repeated disregard for the constitution and her open corrupt practices. Would you rather just see the country completely go to the dogs?

    Four years ago I bought a Pentax digital camera and paid almost $ 500 for it. Mas mahal pa sa Cannon and Sony but I bought it anyway because it was almost the size of a matchbox. When I was setting it up, I discovered that it was made in the Philippines. I was amazed! So, we do have exports in the electronic industry that competes internatonally! I lost that same camera in September last year when I attended a reunion in Las Vegas. I loved that camera because it was made in the Philippines. In fact it lasted for a long time. Kung hindi pa nawala, gamit ko pa rin sana hanggang ngayon. Pinagmamalaki ko yun palagi sa mga dayuhan na kaibigan ko, na may maliit din tayong camera!
    Even with my clothes, particularly summer clothes, I always buy Philippine made. I love the fabric and the style. The Philippines is so into fashionable designs. Most of my summer footwear I also buy from Ledonne and Manels, maganda ang quality ng leather nila at style.
    The point is, we can produce excellent products but we need the capital for it! Each and everyone of us should also be nationalistic and patronize our own products.

    In the 1960s anything that was made in Japan was so inferior. My older brother was then in Japan for one of his engineering degrees. He used to buy my youngest brother electric train and robot. Isang oras lang tumakbo, sira na! But look at Japanese products now. Japan perfected electronics! The Philippines can start manufacturing its own products as well. Kahit na marupok sa una, kapag binili natin nakikinabang ang bansa natin! The prices for the products will significantly be lower if we buy what we produce!

    Pentax, FYI, is a Japanese company with factories in the Philippines, Vietnam, etc. The factory in the Philippines is in Cebu, I am told.

    The small camera is not a Philippine invention. Taga-gawa lang ang mga pinoy!

    But you’re right. Japanese products made in the Philippines are far better than those produced in China. I don’t buy electric appliances, etc. made in China even when they have Japanese tags because of poor quality and make. Madaling masira.

    the technology may be foreign, but the hands that made them are Pinoy. even if manufacturer is a foreign company, the place of manufacture appears in the finished product

    With respect to the “respected” journal, read the footnotes. The author’s sources are Sheila Coronel, among others.

    Oops, I am leery about any writing with her inputs. I’ve read her work, seen her in a meeting personally. I was impressed – negatively.

    Medyo self-absorbed. Self-absorption is not the trait of the true scholar. They are more absorbed with their craft (engineering, law, music) than with themselves.

    The American journal has only evidences perhaps written on toilet paper. If it has enough concrete ones on our declining freedom, for sure they could bring the issue to the Hawaiian court that awarded payment to the mercenaries or just bomb us ala Pearl Harbor or Irag. After that recent meeting between some Bishops and Malacanang officials, CBCP now comes out with a pastoral statement friendly to GMA government. CBCP does not call for her resignation anymore. Well okay, but why does CBCP have to blame the Filipino people for the corruption and moral decay? Why doesn’t CBCP looks itself at the mirror? Are these bishops not corrupt? Aren’t they also immoral? If they keep making such a position, other non-Catholic religious groups would be more than happy to welcome new converts!

    The Catholic Bishops Conference of the Philippines (CBCP), in its pastoral statement issued yesterday put the blame of moral decay on the Filipino people while saying the bishops will be taking a position of “critical collaboration” with Malacañang and the Arroyo administration, intimating that the Arroyo government is not thoroughly evil, saying there is good “even in those we often criticize” and that “it is our task to critically collaborate with them even as we oppose the ‘not too good’.”

Wafer production, component assembly, test facilities are stationed here by the huge conglomerates not because we are the most productive (China is) or the cheapest (again, China is) but because Pinoys are easily trainable, more tech-savvy, adapt more easily to changes than their counterparts. We do not have a single component that can be claimed to have been fully-developed here using indigenous materials and exported by Filipino company.

    This is the fault of gov’t. Science and technology is left totally to the initiative of private entities. R&D, though encouraged, does not get any subsidy from government. Look at DOST, what they have there are projects mainly on textile and metals and quack medicine.

    How can that exploit our strengths in technology in this techno-driven world?

    I know where you’re coming from.

    Pero panyero naman, alam mo namang di ganyan ang metrics whenever exports are being talked about.

    Nabanggit ko lang na no. 1 export ang electronics to prove a point to parasabayan, who was surprised to see a Pentax camera of superior quality made in the Philippines. In short, i wanted him to know that he shouldn’t be surprised anymore.

    Saka if we really talk strictly of exports, we limit it to products and services produced and rendered within the country. The nearest thing to a labor export by the Philippines is outsourcing – contact centers, transcriptions, finance and accounting outsourcing, animation, software development, etc. These are services rendered here, in the same country where US$25B worth of electronics are manufactured and sent out.
