Lozada to gov’t: Account for $1.4B loans

Whistleblower Rodolfo “Jun” Lozada urged Filipinos tonight to demand from the Arroyo government an accounting of the $1.4 billion loans it obtained from China last year.

Speaking at around 6:30 p.m, Lozada said the $329 million NBN deal financed from a loan from the Chinese government was just the tip of the iceberg. The government, he said, borrowed from China last year a total of $1.8 billion.

Lozada had earlier told a Senate inquiry the contract was overpriced, with former Comelec Chairman Benjamin Abalos supposedly seeking a $130 million cut with the Palace’s knowledge.

In his 10-minute message, Lozada repeated in Filipino his famous line that truth is his defender and urged a receptive crowd to continue the pursuit for truth and justice.

But he said, “Ang pagkilos na ito ay hindi dapat pagkilos na dala ng galit at pagkamuhi.”

He said Filipinos should be motivated instead by their love of country, as well as a genuine concern for the rights of victims of corruption and oppression, many of whom, he said, live in subhuman conditions.

Ang adhikain ko po ay makita na magbabago ang kalooban ng bawa’t isang Pilipino ukol sa nabibiktima ng corruption,” he said.

Seeking the crowd’s forgiveness for his lapses when he was still president of the government-run Philippine Forestry Corp., including the awarding of contracts to relatives, Lozada vowed to tell the truth despite government’s repeated attempts to shut him up since he arrived back in Manila from Hong Kong early this month.

He lamented that police’s successful attempt in stopping protesters from other parts of Luzon in joining today’s interfaith rally.

Lozada closed his message by asking the crowd: “Kayo ba ay naniniwala na kumita si GMA and Mike sa NBN-ZTE deal? Sasamahan nyo ba ako tapusin itong atin inumpisahan?”

Oo,” the protesters thundered back.

Pasaan ba at magmimilagro din iyan at si black magic woman ay pupulutin sa kangkongan.

  13. To prevent ABS-CBN to give an aerial view of the impressive rally crowd, estimated to be 50,000,the Air Transportation Office declared the Makati Business district a “No-fly zone”.

    ABS-CBN has a sky patrol.Since their helicopter was disallowed, ABS-CBN instead posted their cameras on rooftops.

    The “No-Fly Zone” order did not prevent teh Filipino people to know that thousands converged to demand truth and justice from the government and their disdain for Gloria Arroyo’s dishonesty.

    According to Gloria Arroyo, she canceled the project only in September 2007, about five months after her visit on April 21 to Hainan province in China. If really cancelled, then, the government should have a written agreement of cancellation. Where’s the proof? There should be a penalty for early cancellation of the contract. Who paid the cancellation fee? How much?

  17. That’s my own hunch, Ellen. That was to prevent Sky Patrol from live coverage of the size of the crowd. But cameras posted in either Enterprise Tower, Philamlife, or Ayala Triangle will do the same job.

    I was also told cellphone signal jammers were in place long before the rally started but will only be activated once message traffic increase is detected. I didn’t have transmission problems yesterday, however.

Lozada, Jr. revealed that he had been involved in at least three anomalous projects of the government, all funded by the Export-Import Bank of China: the South Luzon Railways Project, the Cyber Education Project, and the ZTE-NBN Project. If we are going to add up the controversial North Luzon Railways Project also funded by China –the government will have a total of four projects funded by a loan of $2.2 billion or P91.1 billion that must be considered illegitimate.
