Penitensya sa kakulangan ng bigas

Update: Sen. Mar Roxas tells GMA on rice issue: “Magpakatotoo ka.”

Ang galing nitong si Agriculture Secretary Arthur Yap.

May napipintong pagkukulang sa bigas at ang kanyang solusyon ay magkaroon ng kalahati na order ng kanin sa mga fast food. Galing , no?

Nangangailangan ang Pilipinas ng 1.8 milyon na tonelada ng bigas at hirap na hirap makahanap ng mabilhan ang pamahalaang Arroyo. Nasa balita kahapon na nakabili na raw sila ng 335,000 na toneladang bigas galing sa Thailand, Vietnam at Pakistan. Kulang pa rin yun.

Ito namang si Gloria Arroyo, sabi niya wala raw rice shortage, pero magiging mahal lang nga ang bigas. Kaya, basta may pera ka, walang shortage. Pasensiya na ang mahihirap. Araw-araw rice shortage siya dahil wala namang pambili.

Grabe ang presyo ng bigas ngayon dahil nagkukulangan na. Ang Vietnam, na siyang isa sa mga pinakamalking exporter ng bigas, nagsabing hindi na muna sila magbe-benta. Siyempre unahin muna nila ang sarili nilang pangangailangan.

Bakit ba nagkukulang ang bigas sa atin samantalang maraming mga taon na ang nakakaraan, noong panahon ni Marcos, nagi-export pa tayo ng bigas.

Maraming dahilan at isa doon ay ang pangungurakot sa pamahalaan. Naala-ala nyo si Joc-Joc Bolante? Ang agriculture undersecretary ni Arroyo na ngayon ay nagbabakasyon sa loob ng rehas sa Amerika? Naala-ala nyo kung bakit nakakulong si Bolante sa Amerika? Dahil ilegal siya sa Amerika ngunit ayaw rin umuwi sa Pilipinas at takot humarap sa taumbayan lalo na sa mga magsasaka .

Noong 2004, ang fertilizer fund o pera para sa abono ng mga magsasaka na nasa pangangasiwa ng Department of Agriculture, kung saan doon naghahari-harian si Bolante, ay ginamit para sa kampanya ni Gloria Arroyo sa pagka-presidente.

Sabi ng abogadong si Frank Chavez na siyang nagpursigeng ibulgar itong katiwalian ni Bolante, umabot sa P2 bilyon ang ninanakw nian Arroyo at Bolante sa mga magsasaka.

Ang kay Bolante lang ang ating nadiskubre ngunit hindi malayo na ang pera para irigasyon at abono ay hindi napupunta sa mga magsasaka kungdi bumabagsak sa mga bulsa ng mga ganid na opisyal sa pamahalaan.

Dahil kokonti ang irigasyon, hindi masyado napapatubigan ang ating mga palayan. Dahil kulang sa abono ang mga lupa, kuklunti rin ang produktong bigas. Sa halip na tatlong beses ang ani sa isang taon, swerte na ang dalawang beses. Siyempre mas kukunti ang palay na naa-ani.

May iba ring dahilan bakit kailangan tayong umangkat ng bigas sa ibang bansa. Isa ay ang pag-convert ng palayan sa residential o industrial zone. Kaya nakikita natin na ang dating palayan ay nagiging housing subdivision o factory site.

Nandyan ri na sa halip palay, jatropha ang tinatamin para raw sa biofuel.

Nandyan rin ang sobrang pagdami ng populasyon ng Pilipinas. Mahabang usapin yun. Magdasal muna tayo para sa ating bansa.

  1. Meron litrato ni Gloria Dorobo sa Inquirer na hinahalikan ng isang matandang binigyan niya ng limos, the usual pangloko at pambolang isang supot na bigas at noodle.

    Diyan siya magaling, Ginugutom ang mga pilipino tapos kunyari inaamutan ng limos na isang supot na bigas at noodles para meron siyang siumbat sa mga taumbayan na hindi alam na karapatan nilang mag-demand ng magandang serbisyo at huwag gutumin ng pamahalaan. Freedom from want, ‘ika nga na ginagarantiya ng Constitution.

    In short, hindi nila utang na loob kay Gloria Dorobo kung amutan sila ng bigas at noodles. Tungkulin ng gobyerno iyan at kanilang karapatan. Dapat pa nga sipain na nila si Dorobo para magkaroon ng pagkakataong ayusin na ng tama ang pamahalaan at huwag nang pasakotp sa mga ganid at sakim.

    Kawawang Pilipinas! Lalong bagsak ang ekonomiya ngayon sa pagbagsak ng dolyar. Kayod kabayo ang mangyayari sa mga OFW na kailangang doblehin nila ang padala nilang pera sa mga pamilya nila.

Ala na bang pondo ang DA para sa agrikultura natin? Bat di nyo mabigyan ng tamang solusyon? Paki-sagot lang po…….

    Hindi kaya gawa-gawa lang yan ng Gobyerno para maibaling ang isyu sa nagkaka-walaang bigas? Ipinatago lang niyan sa mga intsik na negosyante sa bigas. Yan ang kontribusyon naman ni Yap kay Glorya. Di kaya?????

Kung ginawa lang ng gobyerno ang serbisyo nila sa mga magsasaka ay sana wala tayong krisis sa bigas.Marami ng taon na nakaupo si Gloria ay puro na lang disgrasya dahil ibinubulsa nila ang kuarta.Ang mga magsasaka ay dalawang beses ng aani sa isang taon kung may irrigation at iyan ang kailangan ng ating mga magsasasaka.Wala krisis sa bigas sa mga may pambili.Papano na ang mga walang pambili,talagang krisis.
    Sa Central Luzon ang rice granary ng Pilipinas,Pero ang nangyayari ay ipinagbibibli na nila ang bukirin nila sa mga real state developer at iba na ang itinatanim.Hindi na palay.
    Mabuti at may kaunti pang natitira.Baka nga pagdating ng 2020 ay hindi na bigas ang kakainin ng Pinoy dahil wala ng aanihing palay.Baka bunga na ng Jatropa at i-convert na ang mga bituka nila sa bio-diesel.

    Palala ng palala na talaga ang kalagayan ng ating Bansa. Kahit sino pa ang uupo sa pagka-Pangulo … ganyan din yan. Sabi nga ng mga Politiko …. weder weder lang yan. Nong si Ramos ang Pangulo laganap ang corruption at siya pa ang nangunguna, Nang si Erap naman …. ilang taon pa lang siya sa puwesto nangurakot na at buti naman ay napigil ka-agad, nung si Glorya na tumindi pa ang corruption at sila pang mag-asawa ang nangunguna. At yong papalit pa kay Glorya kung sino man …. Panginoon namin sana bigyan mo po kami ng isang Pangulo na ang hangad ay tulungan ang sambayanan at hindi pansarili lang.

  6. Signs of the times. Kahit anong gawin ni Gloria Dorobong arte na magre-release siya ng pera para may mabiling bigas ang mga pilipino, hangga’t hindi siya bumababa, may famine sa Pilipinas. Babala na iyan ng kalikasan dahil pati iyong simbahan nila nagugulo sa kawalanghiyaan ng babaing iyan.

    The first time I heard about the shortage of rice was at the time of Marcos..but then some business men hoarded them and sold later..at marami ang nabulok?
    Noong araw sa amin hindi problema ang bigas..ang mga tao na may kailangan sa capitol at walang pera para pumunta sa restaurant..ay doon kumakain sa amin..open house hindi problema ang bigas kasi hindi naman namin binibili..ang ulam nila ay tuyo at ginamos (bagoong) or asin ok lang..ang kanin ang nagpapabusog sa kanila..ang merienda ay nilagang camote or saging..kasi mga ito ay di naman binibili..pero ngayon seguro ay may shortage na rin sa amin..

    Laking pahirap sa mga Filipino ang kakulangan ng bigas, dahil marami dito ang magugutom.Kung hindi sufficient ang nutrisyon sa kinakain ng mga tao lalo na ang mga bata may problema din tayo diyan sa malnutrition. Maraming sakit ang ibubunga nito maliban pa sa pagiging mahina ang utak ng mga bata sa pag-aaral. Mabigat na suliranin ang kakulangan ng pagkain dahil maaapektohan ang kalusugan ng mga tao, ang labor force ay manghihina sa paggawa sa mga pagawaan na kung wala na silang makain. Mapupuno din ang mga public hospitals natin (na kulang na kulang sa kagamitan at gamot)sa mga magkakasakit. Lalala din ang problema natin ng peace and order, mapipilitang magnakaw ang mga tao kapag wala na silang makain dahil kulang o wala na silang pambili pa. Mapipilitan din ang mga kababaihang naghihikahos na ibenta ang kanilang mga sarili. Malaking problema din iyan dahil lalong lalaganap ang Sexually Transmitted Diseases. Crisis ang aabutin ng bayan kapag hindi nasulosyonan ang kakulangan ng pagkain, lalo na ang bigas, nakakatakot baka kumain na ng tao ang mga nagugutom. Sa tutuo lang para maging malusog ang tao dapat ay sapat ng nutrina ng kanyang kinakain; bitamina at mineral.

    Mabuti kung ang penitensiya ay sa Biyernes Santo lang, paano na kung araw-araw na lang na nagpipenitensiya ang taumbayan dahil sa kakulangan sa supply ng bigas at wastong pagkain. Huwag naman po sanang mangyari ito, baka sa galit ng mga tao ay lilitsunin na lang nila itong ating Agricultural Secretary at gawing kinilaw ang mga nasa Malakanyang sa tindi ng gutom at kawalan. Pray po tayo na huwag tayong umabot sa ganyang klase ng Crisis. Kilos na Secretary Yap.

    Gloria’s another broken promise: The days of importing rice would soon be over. Gloria Arroyo promised to make the Philippines self-sufficient in rice and reclaim its former status as rice-exporting country if she wins a mandate in the May 2004 polls. Manila Bulletin 04/04/2004

    During the election period, Agriculture Usec. Joc-joc Bolante flooded cities and countryside with liquid fertilizer. In fact, farmlands in Central Luzon provinces shrank rapidly due to conversion of ricefields for industrial purposes, housing projects and golf courses. Maybe Abalos’Wack-Wack is also a recipient of liquid fertilizer.

    Just before we left the Philippines in the 60’s, nagkaroon ng shortage ng bigas noong panahon ng tatay ni Gloria Dorobo. Nag-import ng bigas sa Vietnam, hindi masarap. Maraming bagyo at nasira ang mga palay sa tinatawag na rice granary noon sa Luzon. Ngayon naman walang aning masyado kasi iyong pantulong na pera para sa mga magsasaka ninanakaw din!

    grizzy: was that during her father’s time when we had a shortage? Nueva Ecija is the rice granary..I wonder if it still is. I would not be surprised if mga subdivisions na ang dating rice fields..
    DKG: a friend of mine..an Italian priest who is very much involved in this Jatropa,in Brazil, where he is assigned told me that their experiment is a success..He comes back and forth Brazil, Italy and NYC (where the investors are he said) he gave up on me because I didn’t believe in what the Wall St. Journal said..What happened to the Upland Rice Prog of the gov’t?

    Dahil sa sobrang pamumulitikaaaa, mga destabilisasyonnn, mga oposisyonnn. Eh kung hahayaan nyo ba akong makatapos hanggang 2010, marami sanang bigassssss. Our country is enjoying an unprecedented economic growth. Kita nyo naman si Abalos, nakakapag-golf. Si FG, naospital na nga sa sobrang kain ng lechon. Anong shortage ang sinasabi nyoooooo. Pulitika lang yannnnnnn.

    Na-iconvert na ang mga bukid sa real state.Sa lugar namin ay mahigit isang milyong pesos ang isang lote na kasya lang ang isang 4 bedrooms bungalow,wala kang pagtamnan ng kamote.Ang problema kapag bumaha ay naglalabasan ang mga tae sa deposito ng pozo negro lalo na sa bayan.Hanggang baywang ang tubig baha.Malas lang nila mahihilig kasing tumira sa bayan.Basta’t kami marami kaming mapagtamnan ng kamoteng kahoy at kalot sa barrio,sa kanila na ang milyones nila at sa amin na lang ang lupa.Iyung pera ay madaling malaos,ang lupa ay nand’yan iyan hanggang sa pagbabalik ni Kristo.

    ang isang dayuhan ay namangha sa ating obsesyon sa bigas.tanong nya sa akin noon : sa lawak at laki ng mga sakahan na mayaman ang lupa – bakit sa bigas tayo nakatutok? higit na maraming mas mahahalagang crops na pwedeng itanim at pagkakitaan ng malaki, twice or thrice than what we would earn from planting rice. saka daw napakahirap magpalaki ng bigas kasi maselan ito. maraming ibang mas less sensitive but more precious crops. bakit kaya hindi ito ang pagaralan natin?

    note : metro manila wastes an average of 20 tons of food per day from leftovers sa lahat ng resots / karinderia, etc.. 20 tons as in 20,000 kilos na basurang pagkain. sa tingin nyo ba mali pa din ang puntos ni art yap? para din yang gasolina, planuhin at tipirin ang byahe para mas tipid sa gas. simple economics, lessen demand, supply will increase, thus diminishing prices (a.k.a. law of supply and demand). o baka naman may hihirit nanaman na mali pati mga economic theories….haaay.

Itong pagtaas ng presyo ng bigas ay nangangahulugan na and 12.2 milyong Filipino ay malamang madadagdagan ang kanilang hanay na mangagagaling sa sector ng 27.6 milyong Filipino na kumikita lamang ng isang dolyar pababa at malamang itong kumikita na nasa boundary eka nga na lampas isang dolyar ay malamang mahatak sa tropang isang dolyar pababa dahil sa pagtaas ng bilihing pagkain.

    Walang madaliang solusyon ang bugaw este and pamahalaang Arroyo kung hindi ang nakakatawang paghati sa kanin sa restaurant dahil sa paglala ng kurakutan na naging sanhi ng ating karumal dumal na kalagayan sa pagtatanim o agrikultura. Talagang tama ang ginawang pagaaral ng ADB na korapsyon ang sanhi ng pagkabansot ng ating ekonomiya na maihahantulad sa pagkabansot ng utak ng ating mga hangal este marangal daw na duwende este presidente.

    Text book response to our nagging problem without looking at the totality of the problem that caused the shortage in rice production and the rise in global price of basic commodities will not solve the problem.

    We need to recognize the factors that led to this pathetic problem and people responsible especially those tasked to implement measures to solve the problem needs to be held accountable and responsible for their misdeeds for which millions of Filipinos are suffering if not dying slowly due to their greed.

    Because majority of Filipinos are poor and the 1st food on the table is rice and dried fish. Diverting to more profitable crops other than rice leads to:
    1. lacking supply of rice
    2. increase in rice prices
    3. more difficult for majority poor Filipinos to afford its basic food.

Hindi na sapat na dahilan iyang left over sa mga restaurant at fast food sa rice crisis.Una kung may natira man sa plato at hindi naubos ng kustomer ang inorder niya ay bayad na iyun.Ang mga kumakain ay may mga pera dahil hindi pweding utangin.Iyung mga mayayaman ay hindi nila pinoproblema iyang krisis sa bigas dahil kaya nilang mamili kahit na isang daan pesos pa iyan sa isang kilo.Ang pagtuunan ng pansin ay iyung mahihirap na walang pambili ng bigas.Dahil iyung mga mayayaman mawalan man ng bigas ay pwedi silang kumain ng broiled or mashed potatoes at hawaiian bread,garlic bread na walang bawang at spagiti with meatballs na bola-bola.Iyung mga mahihirap anong ang kakainin nila.Pandesal na 5 piso ang isa.

    Madam Gloria Macapal Arroyo, a doctorate in economics mismanages the country’s agriculture program. Philippines was used to be the top rice exporter in the world with premier rice institution located in Los Banos and foreign agriculture students coming into the country to study.

    Today, Philippines under economic doctorate (peddler) president Arroy becomes the World’s Top Importer of rice. We are now importing rice from Vietnam, Thailand and China which used to send their agriculture students to the Philippines during Marcos time.

    A glaring picture of agricultural mismanagement is so depicted in how the 33 billion agricultural fund vanished into thin air. To remember, the Swiss court ordered transfer of 33 billion Marcos loot into Philippine government when it complied by designating the amount for Agrarian Fund. DBM disclosed that the amount is gone and used during 2004 elections. The 33 billions have not reached the farmers to increase rice supply in the country.

    Nagtatrabaho rin ako kagaya mo. Nguni’t naglalaan din ako ng oras, di lamang sa pagbatikos, kungdi sa pagpapamulat sa mga taong tulog o kaya pikit ang mga mata sa katotohanan. Kagaya mo HG, kung ang extra mong oras ay ginugugol mo para pagtakpan ang katotohanan at ipagtanggol ang katiwalian, ako naman ay gusto lang gampanan ang aking responsibilidad bilang mamamayan.

    Unang-una, tama ka HG na maraming alternatibong produkto ng lupa na pwede nating gugulan ng panahon at lakas. Di lamang ang bigas. Nguni’t, di natin maipagkakaila na tayong mga pinoy ay sa bigas nabubuhay at sa bigas din kumukuha ng lakas. Kaya nga ang amoy ng utot natin ay amoy bigas, kung di man kamote. Ang mga dayuhan sa palagay ko ay amoy CORN ang utot nila.

    Para panatiliing amoy bigas ang utot natin, dapat sana ay di ginamit ni Gloria sa election ang fertilizer na dapat sana ay sa mga magsasaka. Kung ang mga ninakaw sa kaban ng bayan at nauwi sana sa pagpapayabong ng mga produkto ng lupa, amoy bigas pa rin sana ang utot natin.

    Ang solusyon ng isang magaling na administrador ng pamahalaan ay bawasan natin ang amoy ng utot natin sa paraan ng pagkain ng kalahating tasa ng kanin. Ang galing ng solusyon HG ano?

    Kahit sinong magsasaka ang tanungin mo HG, hindi solusyon ang pagkain ng kalahating tasang kanin, nguni’t ang pagpapatupad ng isang programa na magpapadagdag sa produkto ng bigas. At ang programan ito ay magkakaroon lamang ng saysay kung hindi nanakawin ang pondo para dito.

    Kunsabagay, baka naman si Sec Yap ay di akma sa Department of Agriculture. Dapat sa Dept of Environment sya dahil ang programa nya ay angkop lamang sa pagbabawas ng utot na amoy bigas sa ating nilalanghap na hangin.

    HG,where did you get 20 tons were been wasted just for MANILA alone, do you know the number of population patronizing fast food eateries and other establishment serving “rice”,Let us say 20 tons,if that waste tonnage was a fractions of serving size for 1 individual serving of 20 grams of uncook rice,if 2 grams of uncook staple food were going to waste,now get your brain together on this applied math.SUBJECT.1 kilo=1000grams,so in order to waste a kilo of RICE,you need 500 eaters to waste a kilo,to waste a ton 5000000 eaters,you need 10 millions eaters in MANILA alone to waste a 20 tons of rice.A restaurant or fast food outlet commonly serving not enough rice for the consumptiom of the customers.Where these smart guys base thier fscts about waste of staple food.YOU need the entire Manila populations patronizing restuarants and fast food outlets to waste a20 ton of rice.

    The minority rich who can afford to waste the rice in the restaurants (average of 20 tons of food per day from leftovers) are not practicing economy as suggested by Agriculture Secretary Yap. While the majority poor languished with whatever available in the local market and have no room for Secretary Yap’s economy preaching.

    This is the great division between the rich and the poor which the President Arroy, Secretary Yap and Happy Gilmore here apparently missed.

    In essence, the rich have no concern because they can afford no matter the price, while the majority poor have to suffer because of high prices and short supply altogether.

    Appy, ang tonetoneladang bigas na tinatapon ng mga restaurants ay ang kinakain ng mga basurero na “pagpag”! So nothing is wasted sa totoo lang. But what is so sad indeed ay ang kahirapan ng mga tao na kahit na basura kinakain na.

    Ano naman Appy ang mas importanteng halaman na kapalit ng bigas? Biofuel plants? Maipapakain mo ba ito sa mahigit 60% na mahihirap? Think first before you talk or write. The staple food should be abundant! Whenever we import anything, the cost doubles or even triples dahil sa kamahalan ng langis para sa freight. The locally produced cheap rice eh hirap na ngang bilhin ng mga tao yun pa kayang mamahaling bigas?

    Nakakkuha si sheman Zubiri ng almost $ 200 million na funding from the US para sa biofuel plants niya. That should be enough to plant trees in Mindanao! Kaya nga it is really sad that while our leaders are making so much money from “tongpats” here and there, yung mga projects para sa karamihang tao ay nawawalan ng priority.

    That was Dadong’s time na pumipila ang mga tao sa NARIC at tatlong salop lang ang nabibili ng tao sa pila.Kung naala-ala ko pa ay Martes at biernes lang ang araw ng pila.Grade I ata ako noon at natatandaan ko dahil busy ang tindahan ng lola ko sa probinsya.Madalas ay may nagsusuntukan pa nga sa pila dahil nahihilo na sila sa gutom.Naresolba ang problema sa bigas ng si Marcos na dahil nagkaroon ng programa ng Masagana 99 at lumabas ang miracle rice.Nagpagawa ng mga irrigation kaya dumami ang ani ng palay.

Why not improve the irrigation system so there will be more crops to be produced? Why not teach the families family planning so they will not give birth to ten kids when both of the parents are jobless? Why not teach the people to learn a cottage industry so we can export these to make these barrio folks self sufficient? A kilo of rice and a pack of noodles will only feed a family for a day and the rest of the 300 or so days, they will be back in poverty again!

    In the late 1970’s, I travelled through every barangay of Region 1. I saw the paved roads then and almost all the barangays had a health center and a school. Since then, the roads cracked, the schools got dilapidated and the health centers are but structures with no health personnel and no medicines. Kung ano na lang ang nagawa ni Marcos sa region na ito, yun na lang yun. No wonder we have one of the highest concentration of the NPAs in these areas! In Abra, the governors( past, present and incoming) and mayors kill each other for power and the meager money! Citizens are scraping the bottom to survive!

Its just that the CARP awarded the lands to lazy tenants and mostly absentees (OFWs, US expats, white and blue collars and beggars, snatchers,goons, urban vagrants and their kins) and not really inclined to the soil. Meantime, babies boom adding to the 95 million now voracious rice eaters. A wrong administration farther complicate the miserable day to day price markups and tongpats.

  49. Yup, I remember that when people were asked to mix corn with the rice. My mother was adamant to defy that because she had a weak stomach for corn. Nagtatae siya. Fortunately, she was able to store some rice and wheat that she did not have to line up together with our maid for the rice ration.

This year, it is expected to import 1.5 million tons, but at twice the price of rice last year. A few days ago, the Philippine government bought an initial 335,500 tons of rice from Vietnam for US$237.5 million (P9.5 billion).

    We also read that there’s a “broker” involved in the deal and who’s this broker? Your guess is as good as mine.

    Mga taong 2002 pumunta ang mga japanese scientist sa malakanyang para kausapin si gloria tungkol sa darating na water shortage sa pinas at kung anong water project na dapat gawin ng pinas para makaiwas sa shortage ng tubig. Noong taong 2005 0 2006 ay bumisita uli ang mga japanese scientist para makita nila kung ano na ang nangyari sa water project. Ang mga japanese ay napabuntong hininga na lang dahil walang water project na ginawa si gloria. Siguradong binulsa na lang ni gloria yong pera na para sa water project.

    Sinabi ng mga japanese scientist kung anong taon mangyayari ang water shortage sa pinas kapag di ginawa ni gloria ang recommended na water project nila. Di ko lang matandaan kung anong year ang sinabing projected water shortage sa pinas. Parang 2009 o 2010, di ako sigurado.

    We feel it in the West; prices of staple products in supermarkets mentioned above have radically increased. I don’t know if the Philippines can continue to subsidise rice but unless the country starts producing its own rice for the nation’s needs, there will be a continuing shortage that could lead to enormous social problems.

I hold lists of awardees of those untouched ‘raw lands’ who subsist well on the remittances of OFWs and established workers, some operating jeeps katas ng Saudi, many are kins of well off local residents. They got listed because they know the ropes with the surveyors plus the DENRs and mayors. The awardees are just waiting for buyers not planting anymore. Heard the Bukidnon farmers should be the sellers to the SMB for top money instead of the owner getting the booty. wish I could bring you to many places that could debunk colorful testimonies… By the way, I am for the repeal of the CARP. Just rent out to the real farmers or company any agricultural land they could manage. Five hectares or less to the CARP awardees is a futile production factor.

    There is no hope for rice sufficiency unless we change the CARP system. We can never go into the real McCoy of rice production with 5 hectares or less with even the most industrious farmer which is lacking in our midst. The alternative would be to collect all arable lands and rent it out to farmers, cooperatives or agri companies all the area they can use. That way he can plan very well and separate the lazy or pseudo farmers or missing landlords from the bone weary farmers. And additionally, everyone coming of age is given his own residential lot of his choice free co-terminus to his demise. That will eliminate land disputes, land grabbings, everything of what the land is doing to so many today.

    CARP was passed into law by the landed legislators during Cory, para magmukhang makatao sila noon but in truth, pinuno naman ng mga loopholes para makalusot sa CARP. Just look at the case of the Sumilao farmers di ba?

    I agree completely with Valdemar in abolition of CARP and putting landholdings into the property of state.

    Practical reason: Rapid population growth and huge population size (approaching one third of entire United States) in small size of lands (can fit in any of the 50 US states) will disenfranchise the majority Filipinos in their own country.

    Sample actual application: In Hawaii, the state owned the beaches and resorts (maintains sanitation) rent from the state which guarantees free beach access to the public use. The poor Hawaiian enjoys the same use of the beach as the rich resort paying patron/tourist.

    Transition: State to buy back all private lands with emphasis on 4 areas, (1) agricultural lands to stabilize rice and food supply, (2) rehabilitation of forest
    to protect dwindling water supply, hydro-electric energy and forest products or building materials, (3) residential lot lease co-terminus upon death with improvements reverting back to state, and (4) renewable long-term industrial lease to support business and industrial base to secure employment of local manpower.

    In the immediate, the solution to food security is heavy subsidy for our farmers to attract more production and absorb labor.

    For midterm, repeal CARP for it is a failed agrarian reform and replace it with genuine agrarian reform advocated and formulated by the farmers themselves and to be negotiated by the farmers to the landlords. Not an agrarian reform that is formulated by their (landlords) lackeys and representative in congress.

    Repeal the deregulation and free flow of cheap agricultural imports that stifle the growth of our own farmers, thus encouraging local agricultural production. Food security is also a national security, you dont put your food security to other people’s hand except our own.

    To be perfectly honest, I don’t know what to recommend — for the moment I am content to point to events in history that permitted societal changes.

    I do believe however that there are various ways to achieve societal changes without necessarily shedding blood massively. That said, I am sure that unless those who are in a position of power start to “moderate their greed,” society will reach a tipping point.

    The change could be provoked by a coup d’état, social, continuing as in continuing crime and lawlessness, increased hunger, increased social injustices, etc. When the factors are no longer controllable, people themselves will resort to actions, violent actions could be one of them.

Since the kids, and I myself werent familiar with that taste I ordered our pure rice in bags from Cotabato, then our bread basket.     I watched the talk show between Ricky and the Nobel Prize awardee on Economics last night. Ricky asked the awardee what would happen if the economic growth is increasing but the poverty statistics are worsening. The awardee answered that there will be the possibility of unrest and violence. He also said that there is no such a thing as “trickle down economics”. In most model countries, and he took Korea as an example, the growth was based on education. Giving the priority to education is a long process though. But it is the main key to development.

    Look at Japan, she started from scratch after the war but is now a first world country. Its people knew how to sacrifice and re-learn, If the hilippines is truly an agricultural country, then the thrust of education should be in agriculture! What is our business graduating thousands of professionals when we can not find placements for them in any sector? These professionals end up as domestic helpers in other countries! And very unhappy at their jobs. This is why we have a high incidence of murder rape etc amongst our OFWs. Why not sponsor scholars from the farmers’ children to specialize in rice farming? And maybe give an incentive as well to the farmers to till their soil like improved irrigation, free seedlings and maybe a guaranteed purchase of their produce at harvest! Maybe give warnings to the owners on untilled rice lands that if they will not plant on their farm, someone will and maybe lease the land and let a willing farmer plant rice in it.

It is just probably more of a political show. The people are so frustrated now. The price of rice is getting to the “unaffordable” level for Juan de la Cruz, worse yet, there seem to a shortage – why would Gloria ask restos to cut their rice serving to half, if she says there is ample supply. The woman will be lynched soon if the problem of rice reaches uncontrolable levels. Playing “Rice Politics” is a very dangerous game.

The Philippines may house the reputable International Rice Research Institute (IRRI), it may be home to vast farming lands, but sadly it has also become one of the world’s biggest importers of rice. We should have learned from Vietnam’s hard work and diligence. What used to be a consistent importer of rice from the Philippines is now one of our providers.     1. Immediately release the local government unit (LGU) calamity funds for the purpose of aiding the farmers with seeds, fertilizers and pesticides in order to ensure the next harvest is as plentiful as possible.

    2. Direct the LGUs to establish a food security early warning mechanism, particularly in the barangays, to ensure targeted distribution of rice especially to children and the elderly.

    3. Reactivate the peace process in insurgency areas to allow the unimpeded cultivation, planting, tending and harvesting of crops in these conflict areas.

    4. Create special investigative and prosecutorial teams to run after hoarders, profiteers, members of the rice cartel as well as the corrupt elements in the NFA who have diverted the precious rice stocks from public outlets to private stores.

    “These are measures that can be done immediately in partnership with Congress and the LGUs. For the long-term, the DA must step up its programs to aid our farmers and build a more efficient logistical supply chain that is not driven by middlemen,” Roxas said.

  131. Like Anna, I will concur with Valdemar’s solution. No amount of hardwork will improve the individual farmer’s produce. They can not enjoy the economics of scale.

    Cooperatives, supported by full resources of the gov’t will wipe out the unemployment in a matter of years.

    Farm modernization cannot be accomplished by small-time farm credit. Coops can spread the amortization for machinery among its many members thus enabling the availment of larger loans. Farming can become more productive, thus more profitable.

    IRRI pilot schools shall be built in the rice producing provinces to expedite the transfer of technology to the stakeholders. Similarly, like schools specializing in the local produce shall be spread throughout the provinces.
