After throwing a tantrum because the teleprompter was not ready, Gloria Arroyo told the Filipino people Monday, “Because of this sneaky and treacherous attack , as your commander-in-chief, I have ordered the Armed Forces of the Philippines and the Philippine National Police to defend every inch of Philippine territory against MILF forces, and Immediately restore peace in the affected areas in Lanao de Norte.”
It would have been funny if not for the more than 30 lives that were lost and more than 60,000 people who have been rendered homeless.
It would have been funny because if not for the temporary restraining order by the Supreme Court, Arroyo would have given away more than 700 barangays in addition to Basilan, Lanao del Sur, Maguindanao, Sulu and Tawi-Tawi, and Marawi city that compose the Autonomous Region for Muslim Mindanao to the MILF.
A military officer said Arroyo’s statement on the MILF attacks is a “classic example of the arsonist who acted as fireman at the expense of poor household owners.”
Here are some of the readers’ reactions to Gloria’s display of outrage towards the MILF:
Diego Guerrero: “Look who’s talking? Gloria Arroyo started the mess in Mindanao Island. She had already given up large vast of tracts of lands to MILF in the so-called Memorandum of Agreement on Ancestral Domain. Her treacherous act has unnecessarily put Filipino soldiers and the police in harm’s way. Gloria Arroyo is the problem. It’s about time to kick her out.”
Chabeli: “What I cannot stomach in the statement released by this antipatica Gloria is ‘I am with you in peace. We are all in this together.’ How can she say that ? Teka muna, she is not with us in peace. She created this war to begin with and put us in this mess! We are not all in this together!”
Chabeli suggested that Arroyo should be given a gun and sent to Mindanao to fight the war she created. She raised an intriguing point: “Come to think of it, if the MILF is saying that the ones causing the recent bombings, explosions, etc, in Mindanao are not authorized by them, then who is causing it ? Only someone who is desperate to stay in power; someone who wants to declare a state of emergency. Hmmmm, who could that be?”
A lawyer who wants to be known merely as “Atty36252”: “Defend every inch. Agreed. Dahil pinamigay mo na, so yung dating territory in square kilometers, inches na lang.”
A Muslim reader who signed in as “Settlers”:
“Masakit magsalita ang mga Kristyanus against our brothers in Islam who are members of MILF fighters. Kung galit kayo kay Gloria na katulad ninyong Kristyanus huwag ninyong idamay ang mga kapatid naming MILF. Dahil unang-una kayo rin ang may problema at ang pangulo ninyong peke. “Wala ba kaming karapatan na magkaroon ng aming sariling determinasyon sa aming ekonomiya at aming sariling pamumuhay, ayun sa kinamulatan naming sistema ng panggobyerno, relihiyon, batas, na daang taon na naming inaasam na maibalik sa amin ang tunay pamamahala sa aming lupain sa Mindanao?
“Si Gloria ay ibang isyu, sumakay siya dito pero ang katotohanan ay andyan pa rin na may karapatan kami na mabawi ang tunay na sa amin.”

Present conflict in Mindanao is brought about by Gloria’s desire to have a term extension. Create chaos in parts of the state to justify her proclamation of a State of Emergency, read MARTIAL LAW. I would not be surprised if bombings and other despicable chaotic acts would start in the National Capital Region shortly. After monitoring and studying her activities, especially during the controversial ZTE-NBN Scandal, and piecing together other scandalous affairs that she herself has created, her ultimate goal is self preservations. Glorietta Bombing, Rice Crisis, Power Grab of Meralco, these are but some of the diversionary tactics that she has instituted. The main goal is to secure power for her, indefinitely, until she dies, because she can not even imagine what the people would do to her when she steps down.
She is aware that the MOA-AD would not push through, and thereby creating poweder keg atmosphere. She knew beforehand that separation of MINDANAO from the rest of the Republic is NOT an option. Calculated risk is what she has done on this agreement.
Incidentally, I would also want to ask how deep is the involvement of the United States Government on this matter. Could it be that the US is creating this chaos as well? To protect their interest?
Why is it that when ERAP bombarded the Muslim Rebels and retook the camps of this group, this very same Rebel Camps were immediately returned to the Rebels themselves when Gloria grabbed power from Estrada? Remember the United States, closely monitoring our crisis, never raised a finger to stop Gloria from giving back captured Rebel Camps. Why is that? And why are the rebels brandishing M16’s instead of Kalashnikovs?

The Ass’ loyal generals immediately had to scramble for the “Lost Commanders” Kato and Bravo who have been burning villages left and right in the past yet no sincere effort to bring them to justice was ever taken (You now have an idea why Kabalu insists these commanders were not ordered by MILF to do so). They needed them to jumpstart this stage of the war to put Plan B into action. Funny but Eid Kabalu hasn’t announced an all-out offensive yet. Nor has Puno and Teodoro, too. Who wants to really finish the war after all? Even Misuari’s MNLF are now wearing their old uniforms to defend their own teritory. Against whom? The gov’t, MILF, or the Lost Command?
Gloria’s “Defend every inch of the territory” spiel was predictably looking for just the right moment to be announced so she blew her top after finding out her staff had not even prepared the teleprompter.
I suggest you stock up on the popcorn. I have not heard it in Beijing, maybe it was spoken in Mandarin, but this Mindanao spectacle, some call it moro-moro, is about to be officially opened.

If a list of Gloria’s fiascos can be compiled, from “hello garci” to the present bloodshed in Mindanao, this would already show her incompetence, inadequacy, absence of integrity (much needed for leaders), and show that she is nothing but a LIABILITY and allowing her to continue this way will be detrimental to the country, the people, the business community, and even the political stability of the region. We have to show to all the stakeholders, the Filipino people being the majority, the business community, the church, even the Americans and Malaysians, that Gloria is the not the horse to bet on…although she may look like one at times…
…and as for the moro moro war, we’re all too familiar with how these things always end. The military will pound these losers into scattered loose commands, eventually depleting their strenght, Bravo and whatshisname gets killed, some unknown (mysterious person) gets the reward and disappears, the MILF leadership gets back to the negotiating table, meantime all hostilities stop, allowing the rebels (not terrorists) to regroup, re-arm, and build up their strength to fight again another day…
Before we get carried away and indulge in Muslim bashing, consider these factoids first.
Tribal differences still linger in Philippine society, including the Christian and Muslim communities, language being just one. But the Christian bias persists against Muslims which stem from historical conflict starting with our colonizer, Spain, which was overrun by Moors (the root word of Moros in Pinoyland). Spaniards carried this bias to Filipinas and embedded the moro-moro stage play in religious fiestas. Fiestas survive but the moro-moro faded away, replaced by street dancing painted-savage mimics.
Mindanao Muslims are certainly not an homogenous group, but rather consist of various tribal groups, mainly Tausog, Maranao, Maguidanao, Yakans who are as mutually disobliging as, say, Cebuanos and Tagalogs. There is also a different agenda of the ordinary Moro trader (who thrives in peaceful environments) and the armed Moro (who believes he is ten feet tall when clutching an M-16 or AK-47). The armed Moro produces leader ilk whose goal is hegemony over all Muslims in their area of influence, using such cute terminology as Bangsamoro Juridical Entity. Several warlords in Sulu refused allegiance to the central government, notably Kamlon followed by Misuari and Salamat, and thus regarded as rebels. The turmoil elates the Malaysians as it diverts the issue of the Philippine claim on Sabah. The deportations from Sabah add another headache to the stress confusion of Ate Glue.

In a very serious situation, Gloria was able to show her funny side. According to her she ordered the military to defend every inch of Philippine territory against the MILF which leads to the question; where are the MILF coming from? As if they are invaders coming from a foreign country. Maybe she forgot that her MOA was TRO’d by the SC, maybe it’s a slip of the tongue or just plain stupidity on her part.
Gloria’s aim is to rule beyond 2010 and she has to get it at any cost. After MOA and the certain defeat of her cha cha she focused her attention on Mindanao. She orchestrated the “war games” in Mindanao us a prelude to an emergency rule that will let her stay beyond her bogus term. She’s obsessed and drunk with power and she doesn’t care even if lives are wasted. They are just collateral damage and pawns that are essential part of the operation in her quest of power. Blood in her hands indeed.
Gloria has no conscience at all and if conscience is the voice of God, the opposite must be of the devil, and that’s what she is.

Sec. Afable and I have discussed the new paradigm extensively and both of us had known of these negative reactions that the new paradigm would generate without the following:
1. The LGU concerned must be on board;
2. The popularity and the social capital of the office of the President must fully backed the new paradigm;
3. The other stakeholders in Southern Philippines must be consulted in order to support the new paradigm;
4. Congress must be on board; and
5. the other “Moro gate keepers” must also be on board – the Moro traditional leaders and the MNLF.
In fact the above were the platform given me when the “job” WAS OFFERED TO ME and I accepted it precisely to sell the new paradigm to the other Moro gatekeepers, Congress and the stakeholders in Southern Philippines. All the negative and tragic happenings were predicted a year and half ago on account of the experience of SPCPD in 1996.
We believed that greater consultation, transparency and constituency building are imperatives since the new paradigm would navigate in deep and unknown waters – “extra constitutional” and beyond the existing legal framework.

It is tragic and sad timing and very bad strategy than when the PGMA’s credibility and social capital were busted the MOA came about without transparency, consultation and consituency.Thus it is inevitable that new paradigm sinks in the turbulent water.
In my last talk with the MILF, I had already intimated the need of an Administration that is very popular, credible with high social capital to back the new paradigm and definitely it is not GMA!
The new Paradigm needs a lot of “selling” and constituency building.Wars would only solidify existing prejudices and the present legal framework, thus writing a temporary finis to the MOA.
Definitely, the war has to stop and everyone needs to commit to bring us back the normalcy. NO more finger pointing.
We need everybody (no exclusion) to be on board until this is done.No reason or objectivity would reign.I also believe that any peace or MOA belongs to the new administration.
GMA is suspect from the very start. Whether we are for GMA or not, the fact remains that her credibility and popularity are almost nil. No peace agreement any where in the planet can be negotiated with that standing.
We bite the bullet and we hope and work to return to normalcy ASAP.This is perhaps the immediate goal that we need most at this time.

His views, I guess Afable’s, too, are all valid and should have guided the talks, but we know Esperon has a different agenda. But even before Esperon, guys like Bong Montesa had already taken the position that the constitution will not be a hindrance since it is not permanent. (I cannot find now Montesa’s original blog since it has spawned several new ones. There were sizzling arguments there from commenters). That is what irks many of us. They were negotiating on unconstitutional grounds on the assumption that they will amend the constitution anyway.
It’s like murdering someone today anyway we will change the law tomorrow. To top it all, Malacañang knows all about it. I presume its the reason Devanadera immediately raised executive privilege once they were told to divulge the contents of the MOA. It’s impeachable. Short term solution to the Mindanao problem: go after terrorists. Use as much force as is necessary to stop them from doing harm. Do not negotiate with any of them.
Long term solution: decentralization, not federalism. Ancestral domain is tribal, not religious. It is best handled at the local rather than regional level. Republic Act No. 8371, also known as “The Indigenous Peoples Rights Act of 1997” tells us that the State recognizes and promotes certain rights of Indigenous Cultural Communities/Indigenous Peoples (ICCs/IPs) within the framework of the Constitution.
The law is clear on how to deal with ancestral domain. It must be implemented vigorously and equally for Tausogs, Manobos, T’bolis, Dumagats, Mangyans, Agtas, and other ethnic groups. They are the first nation. Christians generally get along with tribal groups. There’s one thing they share within their closely knit communities: government neglect. Tribal welfare is a common concern.
Enough of Gloria bashing! It does nothing but fan hatred. Hatred will not lead to change or people power, not because we are a nation of cowards, but simply because a change in leadership will not necessarily bring relief. EDSA 1 and 2 taught us that this is so. This is also true with elections no matter how clean and credible it may be. We must revolt to change the system, not the leaders.
It’s not about cha-cha or 2010. Too far away and too uncertain! It’s something we can act on now. It not easy, but it’s doable. The main idea is to permanently clip the powers not just of a rapacious Gloria but also of Imperial Manila by giving some of it to LGU’s. It’s going for the fruits of federalism, but not its thorns. Its sweetness, without its bitterness! Its glory without its risks!
Sen. Nene Pimentel goes around the country promising a 20/80 sharing of national taxes if federalism pushes through. Why promise a pie by and by when we can have it now even without a cha-cha? Instead, he should initiate a revolt or people power lead by the LGU officials to force Congress to decentralize through legislation NOW. It may be true that Congress is not inclined to pass such a proposal or bill, but what makes him think that it would have a change of heart if convened as a con-ass? It would take a revolution, no less, for Congress to grant that much power to LGU’s!
I will not dwell on the evils of federalism here. So much has already been written about it. But I’m quite sure that whatever a proposed State can do, a province or a city can do better.
Taxil, you are proposing a people’s initiative, lead by LGU, to petition some changes through legislation. What are those petitions? Let me guess one of the petition. Ahhh voila….petition congress to have the Senate and House of Representative vote as one? One’s that petition is approved then there will be a Con-ass. Well, with Esperon and Gloria running the AFP today, who is really the war freak? When Erap recaptured the camps, there were not so many civilians killed as it is now.

Second, Puno comes out in ANC saying the MOA-AD documents of 2007 have been changed. That the terms are different that even members of the negotiating panel like Atty. Bong Montesa are not privy to the details anymore. Can you believe that? I get the impression it was only Esperon who has a valid copy of the final draft! More reason for the diplomats to doubt their copies are even updated.
Finally, yesterday’s announcement that the MOA-AD deal is off and that GRP isn’t signing makes it moot and academic. GRP is no longer obligated to make public the details of the initialled Memo. Neat.
Now how does the US, Australia, Japan, Malaysia and OIC know that their copies of the draft agreement, if any, bear exactly the same text that would have been signed in Malaysia? They don’t.
Oh, Romulo you ask? Of course he’s quiet. A canceled peace pact is a big, big diplomatic faux pas especially when you have the most influential countries in attendance, I would not be surprised if he buried his face in the toilet in shame. More dignified men would have resigned on the spot.

Great column you have here but certainly it is lacking of substance. You know better that your column is based on hearsay, surmises, conjectures and speculations. In fact, it is interesting to note that your opinion does not live up to the level of a grade school kid. Rather than encouraging peace in Mindanao, you are being divisive and has a polarizing attitude. Which is why, there will never be peace in that part of the country if we have people like you who knows nothing but destructively criticizing the government rather than suggesting a solution to the problem. In short, your column is very subjective indeed.
You want the President to resign because she lost control not only of herself but also to spare the country from further destruction. By the way, that is a normal reaction of a good leader who cares for her country. The MILF broke the peace process agreement by attacking the civilians. Just because the MOA was not signed, does not give the MILF a good reason to launch an attack. Because they did, they are not really serious in having peace. The government cannot succumb to the wishes of MILF on how to solve the conflict peacefully.
You also mentioned the “Hello Garci”. By the way, it was not proven that the President cheated or masterminded the cheating of the Presidential elections in 2004. If the majority of the Filipinos ridiculed the President, there is no evidence to that effect. President Arroyo is still the President. She was elected by the majority of the people. Why there was no coup or why did the majority people not rise against the President. Simply because, the majority of the people did not believe that President Arroyo did cheat during the 2004 elections. Therefore, you have no basis in saying “ Arroyo’s words have no value”. Her words are more valuable than your words in this column.
If MILF Mohagbar Iqbal spokesman is not taking the President seriously, then the MILF is not serious in having peace in Mindanao. He doesn’t know what he is talking about. In the first place, it is only the President who is authorized to sign the MOA. If he is not taking the President seriously, it is meaningless for him to be a spoke person of the MILF.
Tony Velasquez statement is just his opinion and does not reflect the emotions of the President to resort to “ dialogue with the communities” after all the President has realized, in view of unnecessary opposition to the signing of the MOA, that this is the right thing to do to appease those oppositors who even brought the MOA to the Supreme Court. If Mr. Tony Velasquez cannot accept the fact it is normal for the President to be emotional (1) because she is a woman, and (2) because she wants to put things in the right perspective, then he is not a human being.
Now, Mr. Iqbal says that the President is confused and panicking as opposed to Mr. Tony Velasquez observation that the President is emotional. Without doubt, because she is the Commander in Chief of the AFP, the President has a good grasp unlike the MILF people, of the situation on the ground. That’s why she has the National Security Adviser. The President realized that the MILF must be crushed because they cannot be trusted, they are not serious in bringing peace to Mindanao, they are not really in on protecting the innocent people living on those affected areas. And I think this is the right thing to do if we want to have peace in those areas. The big mistake of the government in the past in dealing with the insurgents is that it was not pursuing vigorously the military option. Which is why the NPA is still around in Luzon and MNLF and MILF still exist in Mindanao. The government lacks the courage to quell those insurgents militarily.
It is perfectly fine if Arroyo’s approach in solving this conflict is no longer complacent indeed. The government should ask the NPA or the MNLF or the MILF to lay down their arms and end up the conflict. After all when the MOA is signed there is no reason for the MILF to continue the conflict and that is the right to do. It is not the “people telling the MILF to give up their arms” . It’s the President of the Republic of the Philippines. Hello?
President Arroyo realized that there are some constitutional pitfalls in the MOA. However, the President has not given up, despite the Temporary Restraining Order of the Supreme Court, her desire to enter into an agreement with the MILF in order to bring peace in some areas in Mindanao.
Iqbal because he is very naïve of the situation, rejected the renegotiation. If its true that there are some constitutional issues on the MOA then those issues should be dealt with accordingly. In the same time, the government must pursue a dialogue with the inhabitants after all these people are the parties in interest.
Fr. Eliseo Mercado is wrong in saying that President Arroyo lacks credibility. Who is more credible to bring peace in Mindanao other than the President herself. Do we need a popular President in order to have a peace agreement?. I do not think so. President Bush may not be a popular President but his functions one of which establishing foreign policy matters, has never diminished despite his unpopularity.
You are wrong to say that “ Arroyo , the commander -in-chief, is merely catching up with the armed forces. Her order to defend every inch of the Philippine Territory against the MILF is a an excellent judgment by the President after all the MILF are just bunch of criminals. The order augments and jibes with the military operation in Mindanao. The fact that Commander Bravo has already retreated after the attack is not an excuse to pursue him and his men to the hilt.
The people should not be even thankful to the AFP Chief Alexander Yano about his policy not to sacrifice the lives of the soldiers if the communities are attacked by the MILF or if the MOA on ancestral domain is blocked by the Supreme. This is not a good policy. It is the role of the soldier to defend our country and that includes giving up his life whenever is necessary. This policy is demeaning in rendering public service. Our military policy should be to crush those insurgents so that peace can reign over the Mindanao region.
President Musharraf resigned rather than be impeached in order to save his face. I think it is improper to conclude that the pork barrel issue pays a major role in the impeachment proceedings. The pork barrel is being given at the discretion of the President and you should be a President before you could that. Unfortunately, you are not. If the President has violated the law and the violation is impeachable as provided by the Constitution, there is no reason why she would not have to undergo an impeachment proceedings.
Therefore, to suggest that the President should resign and go to Europe is somewhat despicable or you just want to share her brandy.

Observing the way Mohagher Iqbal, the MILF negotiator,the contents of his words and the way he talk…I wonder why the GRP will waste their time talking about peace with that kind of man. Peace negotiation? Not now, never with those kind of negotiators, akala mo sila ang me hawak ng alas kung magsalita, akala mo ang Gobyerno ang mawawalan o kawawa pag di nangyari ang gusto nila. They (MILF) are not even recognized by the OIC, its the MNLF. I absolutely agree with you, coel. The Philippines is America’s first line of defense in the Pacific. The Philippines is a great military strategic place to install bases for attack and defense against enemies. With China’s threat to Pacific and the world growing stronger, the US must find a place to counter such threat; and that’s the Philippines. In addition, Mindanao is rich in minerals and natural resources. It has oil deposits. America doesn’t care who the leader is. They’re willing to support and deal with evil leaders like GMA to achieve and protect their own interest.
