by Sen. Panfilo M. Lacson

Distinguished colleagues, members of the Senate of the 14th Congress of this once proud and great Republic, ladies and gentlemen:

I stand on a matter of personal and collective privilege.

In a press conference called by the Senate President inside his office last Tuesday, he virtually declared war against some of his colleagues, this representation included.

Mr. Senate President, if you are telling us to bring it on, just like a confident poker player with winning cards would say – and I now say to you – All in.

There is an Indian proverb that goes like this:

Tell me a fact and I will learn.
Tell me the truth and I will believe.
Tell me a story and it will live forever in my heart

Ladies and gentlemen of this august chamber, These are the facts:

On page 563 of the 2008 General Appropriations Act, — under the DPWH budget Item B Point 1 Point A Point G, P200 million was appropriated for the construction of the President Carlos P. Garcia Avenue Extension from South Luzon Expressway to Sucat Road in Parañaque City including ROW.

On page 646 of the same budget book, under the same heading for DPWH budget Item B Point H, Point 7, another P200 million was appropriated for the extension of C-5 Road including ROW. C5 Road is what we formerly call President Carlos Garcia Avenue. The project covers the same stretch – also from the South Luzon Expressway to Sucat Road in Parañaque City.

Distinguished colleagues, please allow me to very simply describe these two appropriations – one is to extend Carlos P Garcia Avenue from SLEX to Sucat Road in Paranaque City including Right-of-Way; the other is to extend C-5 Road from SLEX to Sucat Road in Paranaque City including Right-of-Way.

Masterful? Maybe. Neat? Well, almost.

Carlos P. Garcia Ave. and C-5 Road are one and the same. and so is everything else that precedes and follows.

You need not be an expert on the national budget to find malice in this situation – only a keen eye and a strong motivation to pull this country out of the deep pits of corruption.

This is the truth:

During the first Development Budget Coordinating Council (DBCC) hearing/ on the national budget for 2009 last Monday morning, I pointed out to DBM Secretary Rolando Andaya Jr. the redundant appropriation, even as I asked him to explain why there is such double entry.

After consulting with his staff for about 10 minutes, he came back to his seat and said, “Mr. Chairman, your honor, it was on account of a ‘congressional insertion’.” I challenged him that since he was accusing Congress of a “double-entry” in the budget, he should at least initiate legal proceedings against whoever is the culprit, regardless of whether he or she is an administration ally or from the opposition.

At that very moment, I had absolutely no idea as to who authored the so-called congressional insertion. Sec Andaya, who I thought would know, did not want to name the legislator concerned.

Being an investigator for many, many years, my instinct was to identify the project proponent from among the members of both Houses of Congress. Looking for evidence in this case is a no-brainer – just look for the billboard in the project site, and I would get an answer.

And so, before last Monday’s session started, I asked a member of my staff to go to the construction site to find out whose billboard was there to announce and own up to the Carlos P Garcia, a.k.a. C-5 road extension project. The billboard structure was there all right, but the billboard itself was recently torn down. According to some tricycle drivers plying the route who were interviewed, the billboard belonged to the Senate President.

I simply followed the narrow trail and it led me to you, Mr. Senate President. No political motive whatsoever, walang kinalaman sa iyong pagtakbo sa 2010, nor with your Senate presidency.

Anyway, that exchange of words during the DBCC hearing between this representation and Sec Andaya regarding the issue of “double-entry” in the 2008 budget book came out in the early evening news of several radio and television stations last Monday, with the budget secretary even claiming credit for the discovery of the “double-entry” and vowed to impound the second P200M appropriation.

Never mind that. What is clear and important here is the fact that there is/ indeed/ a “double-entry” in this year’s national budget of P200 million each for the same stretch of road.

This is not all, distinguished colleagues.

On page 564 of the 2008 GAA, again under the DPWH budget Item B Point 1 Point A Point C for the widening of Governor’s Drive (Carmona-Dasmariñas-Trece Martires City Road including bridges,) a seemingly innocent funding of P50 million was allotted for Point C – Aguinaldo Bridge in Cavite.

But I found on page 646 of the same budget book, under the same heading for DPWH budget, under the same section for locally funded projects, and under Point H Point 6 provides P50 million – again – for the repair and rehabilitation of…/you guessed it, — Aguinaldo Bridge in Cavite.

Mr. President, something odd struck me in the 2008 General Appropriations Bill.

In my seven years in Congress, this is probably the first time that I have encountered TWO versions of a House bill, namely House Bill 2454: the RED and the BLACK, the LEFT and the RIGHT. Another case of double entry? What gives?

Take the case of the DPWH budget. In GAB-1, or HB 2454 Red Version, locally funded projects in the DPWH budget received a total appropriation of P52,648,923.000.

But in GAB-2, or HB 2454 Black Version, the appropriation ballooned to a whopping P65,461,538,000, with a difference of close to P13 billion.

In the Senate version of the bill, an increase of P3,950,000,000 was further proposed, which eventually became Item H, Urgent Infrastructure Including Local Projects, under the 2008 General Appropriations Act.

The following are the insertions made in the Senate:

* Kibawe-Kadingilan-Kalinangan Road, P5 million; and Don Carlos-Kadingilan Road, P25 million, both in Bukidnon;

* Construction of access road, West Lateral Dike connecting to Hacienda Dolores, Porac Interchange of the Subic-Clark-Tarlac Expressway, P100 million;

* For the completion of the Cagayan de Oro International Trade and Convention Multi-Purpose Center, P100 million;

* Tagaytay-Silang Road, Balalang-Matanda section, P13 million;

* Construction of Molino Boulevard, in Cavite, including right of way, P37 million;

As I mentioned earlier, the construction of C-5 Road Extension from SLEX to Sucat, including right of way, P200 million – This is the first discovered double entry; /and

* Aguinaldo Bridge, P50 million – This is the second discovered double entry; and,

* P200 million for Maharlika Road, God knows which part;

Included in the Senate insertions are these lump sum appropriations:

* Repair and rehabilitation, including improvement of safety standards of various roads along public schools, P100 million;

* Flood Control and Drainage System, P500 million;

* Construction, repair and rehabilitation of government facilities including educational facilities, P760 million;

* Rehabilitation, reconstruction of damaged paved national roads generated from payment management system/highway development and management, nationwide, P50 million;

* Road upgrading, gravel to concrete, based on gravel road, strategies traffic benchmark for upgrading to paved road standard, nationwide: P50 million; and

* Over and above all these, Mr. President, without any specification and merely lumped as “Various infrastructure projects,” there is a lump sum of P1.760 billion. Saan kaya mapupunta ang ganito kalaking halaga? At sino ang magdidesisyon kung anong proyekto ang mabibiyayaan ng lump sum na ito?
Lalo pang lumaki! Why?

Because under Item H, described as “Other national public works/local infrastructure projects,” the biggest lump sum of P1.76 billion almost doubled to P3,426,500,000.

Another lump sum appropriation outside the Senate insertions were discovered in the 2008 budget, page 657: A Dash III Point A Point 1 Point D, amounting to P2,001,850,000; and Point E, P4 billion.

Under B Point A Point 3, an amount of P7,981,565,000 was appropriated.

Of this amount, P546,653,000 was already appropriated as lump sum for projects nationwide under this category. An analysis of the insertion made in the GAA of 2008 will reveal that under Item H Point 9, there is another amount of P50 million appropriated for the same.

So not only do we have double entries in the line budget items. We also have double entries in the lump sum appropriations.

Total lump sum appropriations in the 2008 budget of the DPWH alone/ amounted to P23,467,383,000.

Make no mistake.

There is nothing wrong with insertions per se. These are special interests of lawmakers for their advocacies and/or constituents.

In fact, even in the preparation of what is called the “President’s Budget”, powerful members of Congress are already able to get their pet projects included in the department’s budgetary proposal. And in the deliberations on the appropriations bill in the House, and the Senate, and the powerful Bicameral Conference Committee, /so-called “congressional insertions” are made.

What is abominable are the malicious double entries of P200 million and P50 million, using different names for identical projects.

Distinguished colleagues, let me go on with more of the truth.

The budget secretary, during the DBCC hearing, admitted that we generated “substantial” savings every fiscal year, out of the annual nationwide budget for personal services (PS), from a low of P80 billion out of a PS budget of P252 billion in 2002, to a high of P177 billion out of a PS budget of P366 billion in 2007.

If this is true, then the unused portion of the budgeted PS should have enabled the government/ to dole out bonuses to our teachers, /policemen and soldiers not only in December, but every month of the year.

In the regular budget of the Office of the Secretary, personal services, or PS as we abbreviate it, amounted to P1,854,247,000.

Yet, in the Special Purpose Funds, a section separated from the regular budgets of line departments because these are funds earmarked for the Agrarian Reform Fund, there is another PS appropriation amounting to P1,890,273,000.

Last Tuesday morning, I was interviewed on radio, first, by Mr. Mike Enriquez of DZBB and then by Ms. Korina Sanchez and Mr. Ted Failon of DZMM. While I mentioned during the interviews the fact that there was a billboard of the Senate President that used to stand proud to announce the road from C5 to Sucat – or Pres. Carlos P Garcia Extension construction project, I was very emphatic to point out that I was not accusing the Senate President of being responsible for the congressional insertion, and that what I was saying about the billboard and the photo release are mere statements of fact.

I have no question about the relevance of the said road project, more so if it would indeed benefit the Filipino people. Questions may probably arise later on its actual cost. But the nagging question to me is: Why fund it twice?

Public Works Undersecretary Manuel Bonoan came out last weekend and tried to justify and explain that the first P200M entry was for a flyover, and the second, for the road itself.

Former Cavite Congressman Gilbert Remulla is now saying that the second P200 million was supposed to be for the construction of a flyover from Sucat Road to Manila-Coastal Road.

If we are to believe Cong. Remulla and Usec. Bonoan’s clarifications, why did the budget not specifically describe each of the P200M entries as in the other appropriations for several projects in the same 2008 GAA, thus –

* Construction of the Quezon Eco-tourism Road, /found on page 570, appropriately described as one, P190M for Phase 1; and two, P91M for Phase 2, for a total of P281M.

* The Quirino-Andaya Highway on page 572, Quezon/Camarines Sur/Camarines Norte, with an appropriation of P515M. For the Quirino Highway (Quezon side) intermittent section, P164.8M and for Andaya Highway Camarines Sur/Norte side, intermittent road, /P350.2M.

* The Construction of Candelaria By-Pass Road in Quezon, /including Road Right of Way, /which was funded with P100 million, divided specifically into sections namely, Bukal Sur, Masin Sur, Pahinga Norte, Malabanban Sur, and Mangilag Sur, with P20 million each.

* On page 581, Las Piñas City, MSR-Quirino, with P25 million in appropriations, had two specific items, namely the MSR-Quirino, Barangay Pulang Lupa I, from Las Piñas District Hospital towards Zapote-Alabang Junction, Phase I, which was allotted P15 million; and the MSR-Quirino, Barangay E. Aldana and Barangay Pulang Lupa I, from Plaza Quezon towards Las Piñas District Hospital Phase II, /which was allotted P10 million.

I can go on and on, but what is clear is that the standard procedure is to identify specific stages of the project for funding, especially for the same infrastructure.

I do not know where Mr. Bonoan is coming from, but his flyover tale simply won’t fly. Mr. Remulla of course is the spokesman of Nacionalista Party, so he can always say anything for his party president.

Even more disappointing are those who claim to be against corruption but are now circling their wagons around this issue. The gentleman from Camarines Sur and Makati said I was making a mountain out of a molehill. Another colleague, the gentleman from Taguig-Pateros, who launched his senatorial campaign last year on the advocacy of “Katotohanan, Katapangan at Karangalan – Ito ang gusto ko” now says P200M is LOOSE CHANGE.

Loose change, my foot.

Distinguished colleagues, P200M may just be a molehill to some. But to common Filipinos like most of us, P200M is a mountain we cannot even scale. P200M may be loose change to some.

For our soldiers in the field, it is loose change that can buy them bullets, combat boots and combat packs and uniforms to defend and protect Mindanao from the secessionists. It is loose change that can buy the needed spare parts for our one remaining aging C-130 plane/ that can transport much needed food and other supplies to areas hit by calamity and armed conflict – and keep that lone C-130 plane that we have from crashing into the sea out of metal fatigue.

It may be a molehill or a mountain of cash, depending on how one sees P200M that can help us acquire the needed spare parts for our equally aging helicopters to transport our soldiers severely wounded in battle.

The Senate President, in his early afternoon press conference, accused some of our colleagues of insinuating /that he pocketed public money in the construction of the C5 Extension Road. Nobody, even up to now, has accused him of pocketing part or the whole of that P200M. In the first place, how could he pocket public money that has not been released, according to the Secretary of the DBM?

Since we were only talking of a redundant appropriation for a road project involving the President Carlos P Garcia extension from SLEX to Sucat Road in Parañaque City, why did the Senate president express fear that my fellow Cavitenos might not be able to benefit from it if full funds will not be released after I exposed the double entry?

The Senate President said he is open to an investigation on the project, which he said he was merely “advocating.”

But the Senate President, his voice raised for the most part of his press conference, /made his own insinuation that he was linked to the mess because he announced early his intention to run for the country’s highest office in 2010.

May kasabihan sa salitang Latin, “Excusatio non petita accusatio manifesta.” An excuse that has not been sought is an obvious accusation. Sa simpleng Ingles, he who excuses himself, accuses himself.

Ladies and gentlemen of this august chamber: I said it before, and I will say it again. This is not about “presidentiables.” This is not about politics. This is not about 2010. This is about corruption. Corruption committed right in this hall, involving one of us, plain and simple. Everybody therefore, except that one among us, should be standing up to denounce and investigate this abominable act of corruption committed right under our noses during our budget deliberations; everyone, except that one who abused our trust and goodwill as fellow senators.

But why did the leader of this chamber react so violently to the discovery of the “double-entry” in the budget book of 2008? Why did he conveniently accuse some of our colleagues of maligning him by insinuating that he “pocketed public money”?

And, Mr. Senate President, do not act as if you are the victim in this whole exercise, because you are not. Huwag mong ipahatid sa mga mamamayang Pilipino na pulitika lamang ito, because it is not.

Now, let me tell you a story.

Let us lose no time and start an honest-to-goodness, no-nonsense investigation of these discovered anomalies/ in the national budget.

And he, who is responsible for attempts to defraud our taxpayers by a sinister insertion of a second entry on projects already funded under the same budget book must stand by the side and spare this institution from the shame and disgust of our constituents – the Filipino people. Or just be MAN ENOUGH to admit his indiscretion, then apologize to the taxpayers of this once great nation that put us all in this hall.

Ladies and gentlemen of the Philippine Senate: Truth is simple. It is lies that are complicated. My questions therefore, before I yield the floor, are plain as they are simple –

1. Who among us proposed the insertion of a redundant appropriation of P200M for C5 Road to extend SLEX to Sucat Road in Parañaque City in the 2008 GAA?

2. Who among us has business and financial interests in the development of the extension of C5 Road, now renamed Carlos P. Garcia Ave from SLEX to Sucat Road in Parañaque City?

If we are able to get the truthful answers to these questions, then we can always stay proud when we face our people.

    May paninindigan.

    LACSON for PRESIDENT!!!!

  2. rontoniotrill4 - September 15, 2008 9:58 pm

  3. grizzy - September 15, 2008 10:07 pm

There goes Lacson again. I hope this time, he won’t stop at just presenting the case to the Senate and leave it to the crooks to close the case without taking any action against the culprits.

    Kawawang bansa!

  4. Etnad - September 15, 2008 10:20 pm

    Yan si Lacson. My President!!!!!!!

  5. Etnad - September 15, 2008 10:23 pm

Di ba puwedeng Lacson for President, Trillanes for Vice President?

  6. bitchevil - September 15, 2008 10:45 pm

Among the Senators, Lacson has the balls…the biggest balls. The question is, is he also 100% clean? Recently, Malacanang tried to examine his assets and financial records. In anger, Lacson threatened to expose another Pidal scam saying the second Pidal scam would be bigger than the first one he exposed years back. Now that Malacanang did not push through with its plan, why doesn’t Lacson go ahead and expose the second Pidal scam? I’m just asking…

  7. juggernaut - September 15, 2008 11:17 pm

I never expected that Lacson will dare throw a monkey wrench at the well oiled money machine such as the senate, too many have succumb to “compromise” already for the sake of money. Why would anyone want to be senator really when the salary is just 35,000Php/month?

  8. bitchevil - September 15, 2008 11:25 pm

Enrile is at it again. After one week, he now admits that it was Villar who asked him to insert the funds. Being the Chairman of the Committee of Finance, he’s similarly liable. As usual, his legal knowledge and experience in litigation might save him again. He said “insertion” is not irregular. He blames his colleagues for not seeing the error. Look at that stupid argument! Obviously, Enrile was a party to it.

  9. juggernaut - September 15, 2008 11:25 pm

The good senator may find himself in the middle of a beehive after this, notice how the reaction will be to “discredit” him so as to protect the “status quo?” Integrity is a bitter pill to swallow for our government officials, and calling a spade a spade will make one stand out like a sore thumb, so out of place.
Bad na talaga tong si Joker…

  10. martina - September 15, 2008 11:38 pm

Bakit wala bang kumampi kay Lacson? Baka all the rest are benificiaries ng insertions.

  11. juggernaut - September 15, 2008 11:49 pm

Come to think of it, what was Joker’s reaction to the “hello garci?”, to the “moderate the greed?” where is his graft busting “kung bad ka lagot ka” stance?
…so what now our dear senators? are you willing to have yourselves investigated?

  12. juggernaut - September 15, 2008 11:53 pm

I wonder why they still won’t allow Trillanes to join them in the senate? Hmmmmmmm….

  14. Philman - September 16, 2008 12:59 am

Well, even if the current bomb about ‘Bridge to Nowhere’ of Senator Ping Lacson becomes ningas-cogon, at least the trapos in both houses of Congress will be on their toes, knowing that Ping might embarass them in the future.

Senator Arroyo is not only a Joker, he is a BIG JOKE!!!

  15. bitchevil - September 16, 2008 1:01 am

If there’s one thing admirable about Lacson, it’s his guts. He didn’t mind endorsing the Health Reproductive Bill even if it displeases the powerful Catholic Church. He didn’t mind implicating El Shaddai’s Bro. Mike Velarde’s company directly benefiting from the C-5 Road. He was not afraid to accuse Manny Villar of wrongdoing. All the above would affect and jeopardize his candidacy for 2010; but he’s not scared. If only Senator Trillanes is in the Senate, I’m sure he would have joined Lacson in cleaning the mess.

  16. bitchevil - September 16, 2008 1:46 am

What is most surprising is that Malacanang immediately came to the rescue of Villar absolving him of any wrongdoing. Why? Doesn’t Villar belong to the opposition?

  17. Philman - September 16, 2008 1:53 am

    @ bitchevil,

Remember, this administration has mastered the game. Just think about it: who would benefit most if the opposition presidentiables are discredited? The administration bet.

    Next on target: Mar Roxas.

  18. pranning - September 16, 2008 2:10 am

    16 September 2008

If Villar could betray Erap, he could also betray the opposition and side with Malacanang. In fact, report is that Malacanang’s camp is considering him as its candidate in 2010 given the limited qualified aspirants in the Administration.

I don’t think Malacanang is part of the demolition job against Villar. Malacanang’s target is genuine die hard opposition like Lacson.

It all comes down to some names who are involved: Malacanang, Villar, Enrile and Mike Velarde.

  21. Valdemar - September 16, 2008 2:46 am

Sipag at tongpats? Anyway, we have a new whistle blower. And seemingly everyone now is polarizing towards the Ping doctrine. He wont scratch other peoples back. Those insertions have been there since Marcos left. Money would have flowed like honey again.

But listen people, Another CAP is in the making. AIG has fallen. It will pull down the Philam Life. That will affect me more than those insertions.

  22. jojovelas2005 - September 16, 2008 4:37 am

Yes.

    Good luck Sen. Lacson!

Money Villar will do anything and everything to land the presidency.

Hats off to you Senator Ping Lacson for that very enlightening expose!

Gloria’s minions can easily sweep this under the rug and shrug it off as “you can’t prove it” they have a way of eliminating evidences like disappearing contracts, bank accounts, instant witnesses, witnesses who change songs…but at least it came out in the open…I am not a fan of Lacson myself because of his past draconian measures record but during these desperate times, when everybody seems to have kowtowed to the Liliputian’s money wagon, he really stands out like a man swimming against the current. I only hope the other opposition senators/congressmen will drop all politicking and help clean up this mess.
If Erap fell because of a blasted “envelop” Gloria has a filing cabinet full of them…

  28. Jake Las Pinas - September 16, 2008 7:21 am

Villar is a trojan horse. He is not with the opposition. He is with Gloria to the end. We all remember the 2004 presidential elections. Las Pinas is just a small city but it was the last city of M. Manila to count its votes and guess who won there? It is the only city of M. Manila that GMA won. If Villar wins the presidency in 2010, GMA will not be punished for all the crimes she committed.

The administration has gotten to Villar a long time ago. Its easy to spot, just follow the money trail. Gloria literally hold the purse strings, its conform or starve, most senators/congressmen/governors/mayors given the choice of holding on to their principles or compromising would rather choose the latter for the sake of their constituents. Leaders make hard choices on a daily basis…can anything be done really to change al this?

  30. juggernaut - September 16, 2008 7:31 am

    Jake Las Pinas,
Your trojan horse take is a very interesting one!

Alan Peter Cayetano, Miriam Defensor Santiago, Benigno ‘Noynoy’ Aquino, Rodolfo Biazon,
Jamby Madrigal at Antonio Trillanes IV.

(source: Abante)

    Daming mang-aaway kay Ping!

Tama, pag-aari nina Manny Villar at asawang Cynthia.

Maliwanag iyan.

People in Lakas and the camp of Batangas Gov. Vilma Santos Recto who have been selling since last year the idea of the former actress being the administration’s vice presidential bet for 2010 have found a very good reason to float the idea again.

Following Republican John McCain’s choice of a woman governor as his running mate for the November elections in the US, spin-meisters here have started comparing the popular Governor Vi to Alaska Gov. Sarah Palin.

Former House Speaker JDV is also liable because he also signed the double entry. Since JDV continues to refuse to testify on ZTE scam, he might as well be charged on C-5 Road. Obviously, JDV is afraid to testify against Malacanang after all those bla-bla at Congress because he too has lots of crimes.

Sa tingin ko, itong ginagawa niya ay “political suicide” kasi naging “odd man out” siya sa political norm ng Pilipinas ngayon. Siya ay isang “abnormal” politician tuloy.

  48. florry - September 16, 2008 12:56 pm

It is not so good to see that the so called opposition are going at each others throat and stabbing at each other. Gloria and her boys and girls are now grinning from ear to ear because the focus and attention of the people are now diverted from what is happening in Mindanao and their push for a cha cha and other scandals in the government. It’s a gift that Gloria and company badly needed at this time. Thanks to the opposition.

On the other hand something good may also come out from what is happening in the opposition camp. We have been hearing about real, true and fake opposition for a long time. Cards will now be laid on the table. We may now be able to pick and separate the genuine from the not so real. Now is the time to sift the husk from the grain, the real and the fake.
I like Lacson’s guts. I believe that he makes his exposes to discourage corruption. I believe in his crusade for a good and clean government. One proof is by not availing himself of the pork barrel he is entitled to. There’s one thing though that I would like to see in him; that is to go all the way finish and close whatever he started. In that way people will see results and feel satisfied.

Ever since I have doubts about Manny Villar. He conspired with Gloria and the evil society to kick Erap out of the presidency. It’s really hard to understand why Erap is leaning towards him after what he did. That act is not that easy to forgive and forget. And now he is caught dipping in the cookie jar. This man like Gloria can not be trusted. All the while like Angara before he pretends to be an opposition, but actually they are Goria boys.

  49. stycch - September 16, 2008 12:58 pm

SumpPit, your loose change insertions made me remember those sexy dancers in Malate where they dance over a bottle with coins atop, then would insert later in their v—– to get the coins, it makes me grin imagining villar dancing over such a bottle… with the kind of dance he did in one of his commercials, hahahahaha

  50. parasabayan - September 16, 2008 1:55 pm

He is in the same league as the evil bitch! He can be the trojan horse sa opposition! I hope Erap will not be a fool to support him!

From the very beginning, kung saan ang hangin, doon din si Money Villar. He works by compromise.

Jug, I do agree with you that Ping may have alienated his co-opposition senators by this expose. But Ping is always his own man. If you were in his shoes, would you have done the same thing he just did? Expose! Either this or simply shut up and watch the rats eat up all the cheese!

My great concern though is the “unseen” hand that is causing the divisiveness in the opposition. This is exactly how the evil bitch operates-divide and conquer. For all we know, the evil bitch and her “plotters” purposely did this “insertion” to one day use it as a “bombshell” and detonate it very close to the picking of the presidential candidates. It is a clever idea isn’t it? Ping is also a perfect “whistleblower”. He was purposely picked to do what he knows best-to expose!

Just one word of caution Ping, please discern if this 200 million pesos insertion is just a bait. Baka may mas malalaking “kupit” bukod pa diyan. Since you already opened up the “pardora’s” box, lubos lubosin mo na! Look at all the other “kupits” and tongpats! EXPOSE, EXPOSE and EXPOSE!

  51. juggernaut - September 16, 2008 2:02 pm

    parasabayan,
I believe its for the best, if you notice, Gloria et al have never been afraid of the opposition, and they always were a step ahead, why? Its time the opposition cleansed its ranks, hopefully after all the smoke clears we’ll see the “genuine” opposition. Set Trillanes free!
As long as the current opposition is riddled with traitors, Gloria is assured the upper hand.

  52. cmgbx777 - September 16, 2008 2:14 pm

Villar is a shrewd businessman looking not at the people’s interests but his own. I would classify his type as a High Profile Professional Swindler.

It would not be far off where those road projects he favored for are also where his subdivisions or malls are or will be.

Walang pagkakaiba kay Chavit o Danding ‘yan. In fact, he is a combination of both.

The scenario that I would like to see is: after 6 years of a Lacson Purging, a Trillanes Reformation will follow, that is – 12 years of unselfish, unrelenting fight against the corrupt, the kapal, and the manhid.

Only then can we really move ahead.

  56. kabute - September 16, 2008 5:39 pm

Now I have no doubt Sen. Lacson has the guts to go after the corrupt once elected President. Even in his own yard, the Senate, he has the guts to stand up and call a spade for what it is. He may have alienated his peers and the opposition but he has endeared himself to the people who they serve. He has earned the trust of the common tao. I cast my vote and tens of my friends and relatives for Sen. Lacson. Joker of Baao Camarines Sur is just that, a joker. His slogan “Kung bad ka,lagot ka.” should now be appropriated for Sen. Lacson. Sen. Lacson should be very careful and wary now for his safety. If puno can dispense of P25M for the heads of Kumander Kato and Bravo, they could do the same for Sen. Lacson. I only hope he does not have a change of heart and do something wrong, he may just lose the trust and endearment of the common tao.

  59. TonGuE-tWisTeD - September 16, 2008 7:08 pm

And look at the loose cannons protecting Villar: Kiko Pangilinan, AP Cayetano, Joker Arroyo, Jinggoy.

I’d like them stripped naked for all people to see what’s really inside these creatures. The more they hit Lacson, the more they expose themselves. Only then can we determine who is “Genuine” Opposition in the true sense of the word.

Pangilinan was never with the opposition, Cayetano USED the opposition as his vehicle for the Senate, Joker Arroyo is demented and totally irrelevant now, Jinggoy is just stupid.

I never cared for anyone of these idiots except for Cayetano, but when he declared in the ZTE hearings “There is no link to Gloria Arroyo” coming from a Carribean cruise, it looked like Cayetano is as corrupt as his father after all.

Sure, they have found a valid “palusot” that the P200M was for a flyover, but I know Lacson had not shown his full hand. He has declared he is all in and I’m sure he knows what’s in the dealer’s river.

Villar may have all the aces, but that doesn’t beat a royal flush.

  60. TonGuE-tWisTeD - September 16, 2008 7:43 pm

Well these !@#$%^& representatives of the people do it all the time making sure that planned roads and bridges pass near their real estate properties, recently acquired or otherwise. Another case in point, the Clark-Subic Road, where obviously, a straight line is not the fastest way from point A to point B.

But of course, Villar, being the owner of Camella Homes and other property development firms, is the master of the game.

  66. Diego K. Guerrero - September 17, 2008 12:54 am

To: Senate President Villar’s allies in the Senate

Don’t shoot the messenger-Sen. Ping Lacson. The message is fight against corruption. Stick on issues. It reminds me for Ignacio Bunye’s two discs. Singit is the game of the crocks.

Her propagandists are also Villar’s.

Nakadaan na ba kayo sa Maharlika Highway from Ayala-Alabang all the way to Cavite?

May bayad na sa Right of Way, libre pa highway access yung liblib na Village niya, plus advertising all along the way! Tama si Ping, Singit at Taga!

  69. bitchevil - September 17, 2008 2:50 am

It’s a good thing that Villar’s true color was known this early. He cannot now claim to be a true opposition. In 2010, it’s now a battle among Ping, Loren and Roxas from the opposition. Loren is identified with Angara, another GMA spy.
Roxas is with the Drilon faction from LP, not an original opposition. That leaves Ping Lacson as the genuine opposition.

  70. dizonlea - September 17, 2008 6:46 am

Cayetano is dead wrong concerning Sen Villar that rich man don’t steal concept in his speech yesterday. Years back he was accusing of a rich guy stealing and placing his money somewhere.

  71. etcetera - September 17, 2008 6:47 am

Lacson did the right thing to exposed the truth. As a result of it, it will be easier for the voters to identify whom not to vote.

Lacson’s action of telling the truth made the law of the land honorable.

    Kiko Pangilinan is Mr. Noted

    Manny Villar is Mr. Insertions

  72. bitchevil - September 17, 2008 6:50 am

    What about Cayetano? Mr. Sucker.

  73. bitchevil - September 17, 2008 6:52 am

Cayetano was elected on his anti-GMA and pro-opposition stand.
He and Escudero were the most outspoken solons in the Congress. Now, he’s shifting to his old master. Like Father, like Son.

  74. etcetera - September 17, 2008 7:03 am

    Cayetano is Mr. Opposition pretender

    Jinggoy is Mr. Dumb

    Lacson is Mr. Herniated balls…..hehehehhe

  75. DinaPinoy - September 17, 2008 8:10 am

  80. DinaPinoy - September 17, 2008 8:50 am

  81. bitchevil - September 17, 2008 8:51 am

Why do you care…you’re no longer Pinoy?

I don’t mean all. But if it’s someone like you who returns to the Philippines, the country shall be all the more cursed.

  87. TonGuE-tWisTeD - September 17, 2008 2:24 pm

Can anyone enlighten me on this, hindi ko kasi inabot yung golden orinola at P5,000 bed.

  88. brad - September 17, 2008 2:46 pm

mabuti may ellenville tayo na pwedeng maglabas ng sama ng loob sa gobyernong ito, iisa lang masasabi sa mga kampon ni pandak na gasol….ang kakapal ng nunal nyo este ang kakapal ng mukha nyo, lacson for president, trillanes for vice president.go!go!go!

  89. parasabayan - September 17, 2008 3:55 pm

I was just listening to Cayetano earlier and he was defending Villar. Barya lang daw yung 200 million kay Villar. Legitimate daw lahat yung over 20 billion na assets ni Villar. Wow!

I admire your guts though! Parang kwitis lang and expose mo.

  90. Gabriela - September 17, 2008 9:34 pm

One good thing about this C-5 issue is, Villar was unmasked early. In na in pala siya sa grupo ni Gloria Arroyo.

  91. chi - September 17, 2008 10:03 pm

    Damn Money Villar!

    Si Allan Cayetano, never mind!

  92. Ellen - September 17, 2008 10:04 pm

Tongue, I asked the staff of Sen. Lacson. He said it’s the late president Elpidio Quirino. Both the orinola and the bed.

  93. Philman - September 17, 2008 10:12 pm

Read from the news that after Lacson’s speech, Villar immediately hosted Erap for dinner at para daw bang nagsusumbong, according to a source who was present at the dinner.

Well kung nilalaro ni Villar both GMA and Erap camps, baka talagang kung saan siya pulutin come 2010.

    You can’t serve two masters.

  94. Valdemar - September 17, 2008 10:14 pm

Pinabayaan na lang ang ibang naghihingalong companies.I was worried of my pre-needs with Philam Plans. Kala ko maging bato pa. Ask and ye shall be given…

  95. Ellen - September 17, 2008 10:26 pm

    Ikaw naman Valdemar, nagpapatawa.

But I join you in thanking that Philam Plans will not be adversely affected. Sun Life naman ako.

  96. chi - September 17, 2008 10:29 pm

    Val,

Good for you but not good for the Arroyo-Pidal who has high risk takes at Morgan Stanley. Naghihingalo ito ngayon and is reported to merge with some banks.

Tongue, is it correct…Morgan Stanley ba.

  97. bitchevil - September 17, 2008 10:42 pm

Ellen, Sun Life of Canada is also affected. It’s related to Lehman Brothers.

Folks, did you hear that seven of the opposition senators did not attend the Senate Session? But, where are Escudero and Jinggoy…don’t they belong to the opposition?

  98. bitchevil - September 17, 2008 11:22 pm

Why did it take Villar eight days to finally admit the additional appropriation, not before his peers in the Senate, but in two “exclusive” and presumably arranged interviews?

  99. Ellen - September 18, 2008 8:27 am

    Email from Bert:

I would just like to express my views regarding the statement of many “knowledgeable” persons that there was no crime committed in the double entry of the C-5 road in the appropriations for 2008. They say that since no money was released yet there was no crime. In the revised penal code there are three kinds of crime: the consummated, the frustrated, and the attempted.

The crime of making a double entry in the appropriations act is I believe an attempted crime. The basis of committing a crime was made but the objective of committing the crime was not carried out because it was discovered. If it was not discovered the double entries in the appropriation would have been released.

This is similar to a situation where suppose I planned to kill someone and while I was about to shoot the person I was stopped. Then based on their reasoning I did not commit any crime because I was not able to kill the person. This is a very dangerous concept.

Some are also saying that insertions in the appropriations are not illegal and is a common practice. But this is not a question of insertions which are approved by the Bicameral committee, the House and the Senate. This is an attempt to get money from the government twice for the same thing. Someone should be made to answer for it.

  100. kitamokitako - September 18, 2008 2:25 pm

I very much agree with Bert. It was like attempted murder. The NBN deal was the same, there was an attempt to corrupt. Next time, Senator Lacson should find one that had already been consumated, so wala silang lusot. There should be a lot of them.
