Impeach raps set vs Arroyo, again

Complaint to be filed Saturday, Sunday, Monday

An impeachment complaint will be filed against President Gloria Macapagal-Arroyo for three consecutive days, starting Saturday, a private lawyer said Friday.

Harry Roque of the University of the Philippines Law Center said the impeachment complaint would be filed at the House of Representatives at 7 p.m., Saturday, exactly a year after the filing of a similar case; 12 midnight, Sunday, to mark the end of the one-year ban under the Constitution; and at 9 a.m., Monday, when he and other petitioners would personally go to the House to file the complaint.

Roque said the same complaint would be filed on separate days to ensure that no other complaint would slip past the group.

Roque said among the new complainants was Jose de Venecia III., son of former Speaker Jose de Venecia Jr.

Aside from Roque and De Venecia, other signatories to the complaint include past and present personalities from government, politics, business, entertainment, and civil society: Josefina Lichauco, Renato Constantino Jr., Rolex Suplico, Jose Luis Alcuaz, Leah Navarro, Virgilio Eustaquio, Rez Cortez, and Henry Khan.

Roque said some of the issues that have been raised against Arroyo in the complaint were on the national broadband network agreement by the government with China’s ZTE Corp., where the young De Venecia was a key witness; the Northrail project; the Joint Maritime Seismic Understanding forged among the Philippines, China, and Vietnam; and the memorandum of agreement on ancestral domain with the Moro Islamic Liberation Front.

Ocampo confirmed the filing of the impeachment complaint and said that militant partylist groups Bayan Muna, Gabriela, and Anakpawis would endorse it.

But Ocampo, in a phone interview with INQUIRER.net, stressed that they would qualify that they were not supporting the inclusion of the MOA-AD in the complaint, saying it is a “political issue” and that they favor the move for self-determination of the Bangsamoro people.

Last year, lawyer Roel Pulido filed the complaint, which was endorsed by Representative Edgard San Luis of Laguna province, an ally of the President.

Several impeachment complaints have been filed in Congress against Arroyo since 2005, accusing her of electoral fraud, corruption and human rights violations.

In 2005 and again in 2006, lawyer Oliver Lozano was first in filing an impeachment case, which oppositionists said was a deliberately flawed complaint to nullify subsequent “legitimate complaints.”

These complaints were rejected by the House.

    I hope the impeachment succeeds this time. The first two were bogus. The problem is with Christmas approaching and the solons have the fat bonuses in mind, it may again be dumped in the House. And if it succeeds, the one to benefit is Noli De Castro who would have all the government resources to run in 2010. Hear what Noli says: It’s Presidency or nothing in 2010. He’s already the Vice President now, why still run for the same position? Well, this idiot thinks he’s good. What has he done all these eight years but to protect Gloria’s throne?

    Ellen, can you find a way to post here all the email addresses of all members of the house of representatives? Maybe we can all send them emails to support this impeachment complaint and make them read our opinions. Though I have strong doubts that we could change the minds of these congressmen, we should try all efforts least we be accused of not exhausting all possible ways before resorting to more drastic and radical approaches.

    I predict a funny situation where the two sides will be trying to box-out each other to be first in line for filing.

    Nangyari na yan, in the early 90s, when there was a “race for the mace” in the Senate. The mace is the symbol of the Senate, so there was a physical race to grab it. If I remember right, it had to do with the move to unseat Jovy Salonga. I forgot who were on the other side.

    Parang mga bata ang mga Senate staffers na nag-aagawan sa isang pirasong kahoy. I had already left by then, and was practising. Some friends were still there, staffers of Salonga. That was the highlight of our bantering during our drinking sessions.

    Tell Nograles to put out starting blocks, a la 100 meter dash. This is the long term effect of that impeachment decision engineered by Davide, and penned by Conchita Carpio-Morales. Impeachment, a mechanism to allow the people to unseat an errant public servant, has become a caricature of its lofty goal. It has become a game of upmanship, a matter of gulangan, onsehan.

    What’s that adage again? Old age and deceit (Davide) always defeat youth and enthusiasm (Rolex Suplico and Harry Roque).

    But then again, time evens all scores. Remember Macoy; remember Roh Tae Woo. He who laughs last laughs the heartiest.

    What’s the basic difference between the impeachment filed against Erap and that of GMA today?

    At the time of then sitting President Joseph Estrada, the impeachment complaint, even without being heard in the justice committee of the House, was quickly accepted by the then Senate President, Aquilino “Nene” Pimentel while former Senate President Drilon waited for the high court to order a “soft” temporary restraining order or an order a status quo in Congress. Then, House Speaker Manny Villar quickly endorsed the complaint to the Senate while former House Speaker JDV blocked the impeachment.

    So, the culprits in Erap’s impeachment were Tito Guingona who exposed it; House Speaker Manny Villar, and Senate President Nene Pimentel all now claiming to be with the opposition today.

    I think there are no more people as intelligent as my dog. I could easily teach my dog to do some tricks. Impeachment is no longer a new trick. Yet we never learn. Havent we learn that the house is fed on malicious feeds? They know that when they give in, its the end of the golden mother goose and worst there will follow a sure change ala Obamas’. It’s the same pattern during the Hello Garci political scam and $329 M ZTE scam. Key players slipped-out the country with the help from Malacanang. Virgilio Garcillano and Jun Lozada escaped to Singapore and Hong Kong.

    There’s one article in the Inquirer recently which said that Panlilio is continually harassed thru election protest by the Pineda Camp.

    I agree that he may not be that decisive as compared to Lacson. It has to do with their training, PMA vs. Priesthood. But millions of quarry fees are now transparently collected, much more than during the time of Lapid.

    But what i wish to be replicated is the method by which Panlilio came to the position. He was a reluctant candidate then, but it was the people who prodded him to run and did campaign for him. They created and chose their option.

    We must set the option ourselves, and let not the politician do it for us.

    Sumpit, I know Panlilio was a reluctant candidate. I believe that a man of God would be very hard to be a politician. It just doesn’t mix. That’s why I find it stupid for Bro. Mike Velarde and Eddie Villanueva to declare themselves available in 2010. Their groups don’t have a command or bloc vote. If it were INC’s Manalo, it could be different. INC is well managed. As an organization, it is worth emulating. If Manalo can manage INC that well, he may be able to manage the country better. But per policy, INC doesn’t enter politics. It forbids their members to run for politics. That’s why even if former DOJ and SC Justice Cuevas was pushed by the opposition to run in 2004 or earlier, he could not.

    And where’s JDV? His son Joey is among those filing the impeachment complaint. Won’t the elder JDV endorse the complaint? JDV’s endorsement is crucial. He still has some supporters in the House. If he doesn’t want to testify on that ZTE deal; at least he should endorse the complaint of his son. After all, JDV himself spilled all Gloria’s crimes during that dramatic and emotional speech after being ousted from the House.

    Are there any Jose De Venecia’s loyalists left in the lower house? There are about 30 opposition members. I think the magic number is 79 endorsers for the impeachment complaint go to Senate for trial. Neophyte congressmen can play a critical role in the 4th complaint. Their loyalty to Nograles and Gloria is uncertain. She can buy their loyalty to save her ass.

  42. Danding Cojuangco’s NPC holds the key. He knows the Lakas- Kampi merger is as fragile as candy glass. Villar, Erap, Angara, LP maybe, are his suitors. Taking cue from the admin debacle at the Senatorial polls, his foremost concern now is alliance with the strongest party that may capture Malacañang in 2010. That will decide how NPC will votein this new impeachment, I think.
