Sinasabi ng Malacañang na walang mangyari sa panibagong impeachment complaint na isinampa kahapon nina Joey de Venecia at iba pang mga Filipino na nagmamalasakit sa bayan kasi hawak nila ang House of Representatives.
Yun pala eh. Bakit biglang lumipad sa Switzerland si Marilyn Yap, secretary general ng House of Representatives, at hindi man lamang nag-iwan kahit clerk para tumanggap ng impeachment complaint? Dahil ba may tina-trabaho pa ang Malacañang na makuha para mag-file rin katulad ng ginawa nila kay Oliver Lozano at kay Ruel Pulido noong mga nakaraan taon?
Maraming nagtatanong, bakit naman kasi Sabado at walang opisina ng ganoong oras. Oct. 11 kasi ang isang taon ng huling impeachment complaint na na-isampa. Sa Constitution natin kasi, isang impeachment complaint lang ang maaring tanggapin laban sa isang impeachable na opisyal sa isang taon.
Ngunit kahit may delaying tactic na ginawa ng administrasyon, naisampa na rin kahapon ng 7:40 ng umaga. Sinabi doon sa Congress na wala raw nauna. Ayan klaro.
Sa susunod na mga araw, kung biglang may huhugutin ang mga kaalyado ni Arroyo na mas naunang impeachment complaint, alam na natin na malaking kasinungalingan yun.
Bakit nga ba kailangan harangin ng administrasyon itong impeachment complaint na kahit marami sa oposisyon ang nagsasabi na hindi naman papasa. Pera ang dahilan. Malaking datung ang dahilan.
Yung iba nga sa civil society hindi sang-ayon sa pagsampa ng impeachment complaint dahil magiging rason lang daw yun para kumita ulit ng supot-supot na pera ang mga kongresista. Sa totoo lang, gusto ng mga kongresista ang impeachment. Administrasyon man o oposisyon. Tatawagin sila ulit sa Malacañang nyan at paglabas nila may mga paper bag na puno ng pera ulit silang dala
Di ba noong isang taon, may mga oposisyon na bumoto laban sa impeachment. Isa na doon si Rep. Ruffy Biazon ng Muntinlupa.
Ang problema ng Malacañang, palapit na ang 2010 na eleksyon kaya malaki ang panga-ngailangan ng mga kongressman. Mabuti kung kuntento sa P100 milyon ang bawat is n’yan.
Panahon ngayon ng krisis. May balita na malaki raw sa mga perang linagay ng mga magnanakaw sa Malacañang ay naglaho sa pagkabangkarote ng Lehman Brothers sa Amerika. Marami rin sa proyekto sa ZTE na sana ay gatasan nila ay hindi natuloy dahil sa pagkabulgar ni Joey de Venecia ng anomalya.
At dahil hindi siguradong ma-extend si Arroyo sa 2010, marami na ring opisyal ang hindi pumapayag na gagamitin sa garapalang pangungurakot. Kaya nga maraming lumalabas na expose dahil unti-unting nagkakaroon na ng lakas ng loob ang mga tao sa gobyerno.
Kapag hindi natapalan ng husto ni Arroyo ng pera mga buwaya sa Kongreso, baka maulol ang mga yan at mag-isip na pati siya sunggaban. Baka sila pa ang mauna bomoto sa impeachment.
Hindi makakasiguro si Arroyo.
Hala lagot, dapat maghanap-hanap na sila ng ipopondo para pang tapal sa mga mukha ng mga buwaya. Syempre di nila ilalabas ang kanilang mga “personal” na perang kinurakot nila. Aba, mahirap yata kumita ng limpak limpak na salapi ngayong may financial crisis sa buong mundo. At syempre, dahil nga sa crisis na ito, lalo siguradong hihigpitan ng bawat nation o bansa ang paglabas ng malaking pera sa kani-kanilang bansa. Lalo nilang paiigtingin ang AMLA.

Nagsampa rin pala si Lozana ng impeachment complaint, nahuli lang dahil alas diyes pasado ng matanggap yung kanya. Ngayonn ay nakikipag-away sa tongresso dahil mas nauna raw siyang mag-file dahil may existing complaint siya. Gago!

Noong snap elections, Cardinal Sin used to say “tanggapin ang pera, iboto ang kursunada.” How does she know the people she buys this time are still in the bag? The tongs have a reelection to think of. Ganyan nalaglag sa first vote ang bailout ni Bush. In fact, sa second vote, no pa rin ang mga re-electionists.
Oliver Lozano filed another impeachment complaint. He filed it by registered mail at 8:20 a.m. It is good thing that Roque and Suplico filed their complaint directly before the House Secretariat at 7:40 a.m. Otherwise, the House will declare that Lozano’s complaint was filed first. News reports state that Speaker Nograles even hinted that an impeachment complaint can be filed by mail.

Inamin na ni Ebdane na bayad na yung P1.2 Billion right-of-way para sa original plan. Pero dahil nga na-divert papunta sa lupa ni Villar, magbabayad sila uli ng mas mahal dahil overvalued yung lupa ni Villar. Yung lupa ng kaibigan kong si Cong. Ompong Plaza 4,000 lang daw ang assessed value kahit katabi nung lupa ni Villar, bakit yung kay Villar napakamahal, (magkano nga yun, anyone?) pinayagan naman ng DPWH.

At the very least, Villar is guilty of conflict of interest. However, the Ethics Committee is headed by Sen. Pia Cayetano, brother of Alan Cayetano, a loyal defender of Villar. And Pia is currently with Villar abroad to attend the Geneva conference.
I hope kapag umabot sa voting, i-televise din para alam ng tao kung sino ang bumoto for or against sa impeachment para alam na rin ng tao kung sino rin ang iboboto at hindi sa darating na eleksyon.. kritikal ngaun ang impeachment kaya maski sinasabi ni DOG-SMILE and her DOGS na “non-sense” na ang impeachment complaint ngaun eh “pinagbakasyon” muna ang Sec-Gen sa Geneva, Switzerland..

BE & SumpPit – Sen. Villar, being a smart real estate professional can easily justify selling his land for P30K per sq. mt. His congressman neighbor might have sold his land based on its assessed value only, e.g., for P4K per sq. mt.
The smart senator successfully leveraged his land. He knows that the assessed value is the old, minimum and taxable value of the property. This is also the value of the property when it was last sold unless a govt. valuation was made to increase tax collection. Valuation of properties tends to make its value higher unless it has been red tagged or condemned.
When Sen. Villar bought this land, it could be an idle or a rice land and was zoned agricultural land. He then developed this land to a residential subdivision, and eventually was zoned residential. With the construction of C5 within this subdivision, perhaps a variance process took place upgrading further to mixed use, e.g., residential and commercial zone. He then appraised the value of his land based on the later. With three zoning variances, plus the time when the land was first bought to the time when it was sold, the valuation of the senator’s land could drastically jump.
Here’s the catch:
1) He might be guilty of conflict of interest if he influenced the diversion on C5 to his subdivision. This is hard to prove however because diverting a National Highway is not a practical practice which the DPWH won’t accept either.
2) He might be guilty of overpricing his land for ROW use if a Comparative Market Analyis is made comparing the price when he sold his land to the government and the price of his subdivision land closest to C5.
DPWH Sec. Ebdane has already admitted that the road was diverted to Villar’s properties; hence, the higher value demanded. It could be the reason why he received a much higher value than Cong. Plaza (P15,000 vs. P4,000).
Kong ganon parin ang mga kandedato Villar, Cayetanos, Enrile, business as usual iyon. Hindi na talaga mailabas si Trillanes. Iyon lang ang pagasa nang Pinas. Mukha na si Lacson at Trillanes lang ang hindi mandaraya diyan. Dapat ang impeachment ay susundin ng rally para matibay ang laban. Kong ano ano ang maisipan nang mga magnanakaw sa govierno ng Pinas para maisahan ang Pinoy.

The only real job the House of Representatives has at present is to attend to the impeachment complaint against President Gloria Macapagal-Arroyo….
Having done its main job to pass the national appropriations bill, the House is duty-bound to exercise oversight in determining if the public official who will have the biggest say in how that budget is spent remains qualified to do so. And the past conduct of the President is entirely material and relevant to this determination. Can the President be trusted to with a P1.4-trillion budget if she stands accused of essentially being a lawless, faithless, unscrupulous, and downright dishonest usurper?
This is what the members of the House must find the time and energy and political will to do. Otherwise they risk setting the stage for a poisonous, destructive settling of political scores in 2010, when they cannot say they merely denied the bedrock principles of democracy thrice, as Peter denied Christ thrice. There was no fourth denial for Peter, but House leaders have declared their readiness to follow Judas on the road to political perdition.

there are no agricultural lands in Metro Manila. Most of the land in the area were former saltbeds used for sun-drying seawater. From Parañaque, all the way to Las Piñas and out to Manila Bay, these saltbeds were bought by parcels as no single person owned these lands. But the Aguilar-Riguera-Casimiro clan, which now owns about half the land in Las Piñas bought many of these.
Rich as they are, they do not have enough money to develop all those into subdivisions and commercial areas. Manny and Cynthia Villar’s position made it easier to raise funds by selling right-of-way raising value of adjacent lands simultaneously.
I admire creative businessmen, but I abhor crooks who don’t play fair.
Sa palagay ko ang oposisyon ay may dilemma, not necessarily lukewarm sa impeachment complaint laban kay Evil Gloria. Kung mag prosper ang impeachment at matanggal si GMA, ang papalit ay si Noli De Castro, isang loyal na tuta ni GMA. At isa pa, magkakaroon siya ng advantage sa darating na presidential election sapagka’t siya ang nakaupo. Naalala niyo ba noong 2004, na kahit na sobra na ang baho ni GMA the bitch ay nagamit niya ang buong pwersa at pondo ng pamahalaan upang makapandaya at sa pangangampanya. Ang pondo ng road user’s tax, fertilizer scam, philhealth, etc… ay ginamit pang uto sa mahihirap, habang ang pulis, militar, at Comelec naman ay ginamit sa pandaraya at pananakot sa oposisyon.
Sadyang swerte pa rin si GMA the evil bitch sapagka’t takot ang oposisyon na maupo ang magiging kandidato ng administrasyon sa pagka presidente.

If I’m not mistaken, salt farms are also zoned agricultural.
The Aguilar-Riguera-Casimiro clan can easily find an investor to develop a portion of their land and develop their own when they have earned enough and have learned its process.
Sen. Villar did what the Ayala’s did in Alabang, that is, developed an Agricultural Land to a Mixed Use Master Planned Community, a Residential/Commercial combo.
A friend of mine bought a land in Lipa, Batangas (two kilometers away from SM and before it was built) for P50 per sq. mt.. and sold the same w/o any improvement for P5,000 per sq. mt. after five years.
Sen. Villar, the Ayala’s and my friend were leveraging, e.g., investing with borrowed money.
Sa tingin ko nga si Goyang din ang makikinabangkung si Noli ang mauupo kung ma impeach siya, dahil ipa pardon kaagad siya nito, lusot nga naman siya.

The Ayalas do not have the same problem with getting investors, Villar has to employ dirty tricks, at taxpayers’ expense in order to raise funds, first, for his presidential campaign and later, for his family’s business.
Developing land is okay with me. To earn money, you have to spend money. But raising the value of your property just because an in-law is sitting in City Hall is another thing.
