Rotarian tell Bolante: tell the truth

In many of the exhortations to former Agriculture Secretary Jocelyn “Joc-joc” Bolante to tell the truth about the P728 million fertilizer scam, he is always reminded of the Rotary’s four way test: Is it the truth? Is it fair to all concerned? Will it build goodwill and better friendships? Will it be beneficial to all concerned?

Many Rotarians are dismayed that the name of the prestigious organization has been dragged into this Bolante mess. As director of Rotary International, Bolante had used his official Rotary duties in evading Senate arrest.

In January 2006, Rotary Club of Makati West suggested to Bolante to “respect the legal processes of governmental institutions, like the Senate (and) answer their questions and explain his role, if any, in the alleged Fertilizer Scam involving P728 Million.”

Now that their fellow Rotarian is back, Rotary Club of Makati West passed a resolution hoping that Bolante “will reveal all that he knows of the alleged Fertilizer Scam, particularly who ordered the payment and the recipient of the money as it is the only way that he may get back his life, his dignity, and leave a legacy to his children for it is never too late to go back to truth.”

I’m sure Jocjoc Bolante has not given up hope that he won’t face the senators, especially those who are not allies of his protectors Gloria and Mike Arroyo, on Thursday despite his letter last Monday saying in his letter to senators Edgardo Angara and Alan Peter Cayetano that “In the event that the inquiry on this subject matter is commenced, I hereby undertake to appear and testify on the hearings that may be scheduled by this august body for the purpose.”

I have the feeling that he is just buying time because the doctors at St. Luke’s hospital have run out of illnesses to cite for his continued confinement.

Yesterday Bolante wrote Senate sergeant-at-arms Jose Balajadia Jr. asking permission to appear before the House of Representatives that decided last week to also investigate the fertilizer scam they had long ignored.

Wrong protocol, the senators said. Bolante is under Senate custody. The Senate president is Manuel Villar. He, with the consent of other senators, is the only one who can give the order on the custody of Bolante. Balajadia’s job is to implement the order of the Senate president.

The move of the House of Representatives to get hold of Bolante ahead of the Senate is suspicious. I’m sorry but I don’t believe the congressmen are sincerely interested in finding out the truth about the P728 million fertilizer fund that was diverted by Bolante to the campaign kitty of Gloria Arroyo in the 2004 elections.

I think their move is meant really to derail the Senate investigation and to prevent the truth from coming out because a number of them were beneficiaries of that scam.

Bolante probably thought that after appearing in the House, he could say that he got very tired and would be unable to appear in the Senate.

Until Bolante appears in the Senate tomorrow, the public should be alert.

    The Big Joke will not heed the call of the rotarian. If being jailed in the US changed him, maybe he will change his tune. But US jails are decent, clean and actually the prisoners have more rights that anything else so maybe the Big Joke did not suffer a bit. But being jailed in the Philippines should give him the awakening. It will be harsh and he will not have the “first class” treatment he always had! But that is if he will ever go there!

    All his handlers are doing are to delay the Big Joke’s appearance in the senate so the Ombudsman could discharge the cases pending on him, give a chance for those who have the original documents to be able to shred the evidences, and also pave the way to allow more “friendly” appointees to the Supreme Court so that the Big Joke will have the same protection as Neri when his case gets elevated to the them!

    Just like the cheating operations in the 2004 and 2008 elections, every day of delay ballots were switched, returns were changed, and results were doctored to favor the illegal president! The pattern is the same in all the scams this illegal president and her husband gets involved in. Witnesses are protected by all of their cronies. In 2009, more justices will be positioned in the Supreme Court. With the delays, when the Big Joke’s case gets elevated to the Supreme Court, the “friendly” court will do another “NERI”! What a life for those who are used for the “convenience” of the illegal Malacanang occupant! Everyday is an unfolding DRAMA that the Filipino people can never comprehend!

    Thanks for the links. That was about 2 and a half years ago pa. Naalala ko tuloy si joselu, marunong na pala siya ng spelling.

    Let me repeat here what I found out two years ago:

    -Mike Arroyo lands in in California 2 days (actually 1 day if you consider the time difference) after Bolante’s arrest meaning he departed immediately after getting info on Bolante’s arrest. Mike’s spokesperson, Bunye’s daughter earlier denied Mike’s trip had anything to do with Bolante as she said Mike left 2 days before news broke out. Now we know that the news broke out 5 days after Jocjoc’s arrest and that the Philippine consulate in LA was informed the very day of arrest. Covering-up, ha?

    Obviously the Fat Guy never realized how big the trouble was until he got there. It was however too damn important to leave it to the discretion of his subalterns.

    The question is what was Jocjoc offered in exchange for staying in jail and shielding the couple from the scam? Two days after Jocjoc was arrested in the US, Big Mike was there. Two days after he landed in St. Luke’s, Big Mike was there. The offer was probably “updated” in St. Luke’s to cover possible prison time after the Senate is through with Jocjoc.

    Both the Ombudsman and the Congress slept on Bolante’s case for so long. Why are they now after him? The House never called for a hearing; did not investigate or make a resolution. After all the efforts made by the Senate, the Congress is now competing with the Senate to get Bolante. The reason is obvious: Malacanang is again behind the sudden interest of the Congress. Since majority of the members of the House are the Evil Bitch’s allies and over 100 solons were recipients of the fertilizer’s funds, they want to get Bolante first to sabotage the Senate’s hearing.

    Even the Senate has already been invaded by Malacanang. Now that the doctors have discharged Bolante, why does the Senate allow him to stay at St. Luke’s? Isn’t Bolante the one to decide where he wants to go? I’m sure he prefers to go home and wait for the Senate hearing.

    I bet you that another scandal will appear to cover up this Bolante and Euro Generals cases. Right now, Malacanang is preparing another script to deviate people’s attention. Aren’t they now talking about Cha-Cha again?

    Bolante’s US lawyer admitted during an interview with media that GMA’s government and the US indeed discussed and arranged Bolante’s return to the Philippines. If this is so, Malacanang lied again when it said it’s not meddling in his case. The Senate must look into this. They must find out what participation or role the two governments have in Bolante’s case.

    The reason why the C-5 extension scandal would not prosper and in fact not being investigated now is not because the one involved is the Senate President Villar; but because Bro. Mike Velarde greatly benefited from it. When his name was mentioned, he did not deny it but instead he said he has not been paid yet for the right of way fees that run to millions of pesos. With the 2010 election just a couple of years away, who senator would like to push this case? As you can see, they’re now focusing on Bolante’s case and then later, De La Paz. We won’t hear of the C-5 scam again…not now.

    Hindi daw umiiwas si Bolante, mayroon daw prior engagements abroad. Okay, what were those? Related ba to the job? Where are the invitations to prove they were prior engagements? There should be a paper trail in the DA. Kailan binili ang ticket? Kung government job, nasaan ang COA report of his liquidation? Presumably may advance (maaaring advance like De La Paz, given by a fat slob).

    Where is the paper work on the expenditure of 728 million. Sino ang binigyan, and for what was it used? There should be a paper trail to show the purchases of “farm imputs”. Two years ago pa yon, so there should be a COA report already.

    How was the money released to the local officials? Cash, bank draft? Vouchers? There should be a paper trail here; and don’t tell me you need time to gather it. It won’t take a day to fish it out of the archives, but it would take more than a day to fabricate them, or doctor them.

    Sino yung producer ng liquid fertilizer? Isa lang yun di ba? I-subpoena ang kanilang income tax return. Taxes owed are not private, so that other Joker (Arroyo) cannot invoke privacy concerns like he did in the case of Iggy. Kung private man, puwedeng mag executive session.

    By the way, paano napalabas ni Balajadia yung Bulate? Mayroon ba siyang dalang Combantrin?

Ang mga nagfi-feed ng ibang questions ni Jinggoy ay yung mga ex-cabinet mismo ni Erap na may inside info sa mga kalokohan sa gobyerno.

    If you were impresed by the theatrics of someone like Miriam, who usually starts her queries by lecturing the witness, I am not amused by those.
