Lessons for Arroyo in Senate coup

Senator Panfilo Lacson told ANC after Juan Ponce-Enrile was sworn in as senate president after Manny Villar resigned, that “Nothing is spontaneous here in the Senate. These things are planned.”

To recall, Villar, who was re-elected as senator in 2007 under the Genuine Opposition ticket, was installed as senate president last July with a vote of 15-7 by what was described as a “mongrel” majority that included all of Malacañang allies. Given that kind of support base, Villar has been doing a delicate balancing act between Malacañang’s interest and the public’s expectation for the Senate to do a fiscalizing role to the Arroyo administration’s brazen violations of the Constitution.

Although initiated by four opposition senators – Lacson, Loren Legarda, Mar Roxas and Jamby Madrigal, Villar’s ouster last Monday was made possible when the very same people who were his allies just more than a year ago abandoned him.

It should not really be a surprise to Villar having done the same to President Joseph Estrada in 2001 when he railroaded the impeachment process against the elected president who made it possible for him to be speaker of the House of Representatives.

It’s about ambition and quest for power.

It’s known that senators who have presidential ambitions – Lacson, Legarda, Roxas – feel the senate presidency gives Villar an advantage over them and the earlier he is removed from that position, the better for them. The C-5 double funding controversy gave them a “cause” on which to anchor their efforts to level the playing field.

So much about Legarda’s “Villar has lost the moral ascendancy”. What about Enrile’s Port Irene?

A coup insider said the renewed campaign to oust Villar intensified during the break period from Oct. 9 to Nov. 9.

The four thought that if they field Pimentel whom they put up against Villar last year, they couldn’t get the administration senators. They would only be able to get Senators Rodolfo Biazon and Benigno Aquino, Jr., both of the Liberal Party.They needed 13 votes.

To get the administration allies, it became a choice between Enrile and Sen. Edgardo Angara. They calculated that if you put up Enrile, you’ll get his protege, Sen. Gregorio Honasan. There was no problem convincing Senators Richard Gordon. Ramon Revilla, Jr. Miguel Zubiri , Lito Lapid and Angara for an Enrile senate presidency..

It was easy to convince Biazon, who belongs to the same political party with Roxas and is a Cavalier (graduate of the Philippine Military Academy) like Lacson and Honasan.

With 11 senators on their side last week, the anti-Villar group talked with Sen. Jinggoy Estrada, who said he gave his vote to Enrile because the Arroyo ally is a partymate in the Partido ng Masang Pilipino.

Sen. Chiz Escudero was the clinching vote against Villar.

Six senators abstained : Joker Arroyo, Aquino, Alan Peter Cayetano, Pia Cayetano, Francis Pangilinan, and Pimentel.

The Cayetanos are Villar partymates. Arroyo and Pangilinan are Villar’s Wednesday Club colleague. Noynoy Aquino can’t support his father’s martial Law jailor. Pimentel could not forget having been a victim of “dagdag-bawas” by Enrile many elections ago.

Sen. Miriam Santiago was absent and Sen. Antonio Trillanes IV couldn’t vote as he is still in detention. Trillanes said even if he was allowed to vote, he would not have voted for Enrile. He thinks that the acceptable alternative to Villar is Pimentel.

With the Ombudsman and the House of Representative under the heavy influence of Arroyo, the public depends on the Senate to stand up to Malacañang on three important issues: Charter Change, Blue Ribbon committee investigations, and the choosing of seven Supreme Court justices next year.

A Senate source said even in an Enrile senate presidency, charter change has no chance in the Senate.

Gordon is expected to replace Alan Cayetano as Blue Ribbon committee chair. Although there are some who think there were times Cayetano was not hard enough in the investigations, I find his conduct of the NBN/ZTE and re-opening of the fertilizer scam inquiries satisfactory. Will Gordon be unsparing of Malacañang allies in investigating corruption?

Gordon has not been shy with his presidential ambitions. But given the survey figures, he is expected to run for re-election in 2010. So are Enrile, Revilla, Lapid, Santiago. The 2007 senatorial election results showed that being identified with Gloria Arroyo is a political suicide. Just look at what happened to Ralph Recto, Mike Defensor and Prospero Pichay.

Maybe Revilla and Lapid will continue to be loyal to Arroyo. But she cannot be sure of Gordon, Enrile and Santiago.

The latest senate coup has shown how unreliable “loyalty” is in the Philippine politics. Arroyo must be having nightmares.

    Just as i suspected, that the Senators want the Status Quo, and that includes the Porks and plenty of them, the Prime T.V. shows aka the Senate Inquiries and the exclusives club where only the familiar members may join, again and again. And there is no other that can make all these possible but the old sneakiest of them all, JPE, the King Maker, the King “Unmaker”..”the king is dead, long live the King”.

    Chiz Escudero was the one who initiated the investigation of Port Irene car smuggling owned by Enrile. As a result, Committee being headed by Chiz was taken away from him.

    I respect and abide by the majority decision that has conferred the Senate presidency to Senator Juan Ponce Enrile. However, to clarify my position, I would have voted for my minority leader, Senator Aquilino Pimentel.

    Thus, I continue to remain with the minority and the opposition. I am hoping though that despite Senator Enrile’s perceived alliance with Malacañang, he will strive to maintain the independence and integrity of the Senate as a co-equal branch of government.

    To Senator Enrile’s credit, historically, he has shown that he can be a maverick and I only hope that this particular character of his would prevail over traditional politics as he leads the Senate.

    Regardless, I intend to continue to fulfill my duty as a legislator despite the restrictive circumstances I am facing

    Had Sen. Trillanes be allowed to perform his duties at the Senate, things would have been different. The Senate and country has lost a good, patriotic legislator. Days, months, years are passing by without utilizing Trillanes’ talents and people’s mandate.

Ginawa lang niya ang dapat niyang gawin para sa bansa niya.

    Sabi ko nga, sana naman hindi siya naging Senate President para maging butler lang ni Gloria Dorobo na wala naman sa kalingkingan niya!

    Don’t get me wrong. I am not saying that what Bolante said about the Bible applies to his sin. I’m not saying that sending criminals to jail significantly reduces the idiot population out in the hinterlands. However, what I have seen down here does suggest that every corrupt person and politician must spent time first in jail to become a saint.

    I know that terms like corrupt are not socially, psychologically or politically correct, so I’m apologizing up front, not that it will matter to those of you who will write to tell me I need to be more sensitive to these things.   17. Impeaching Gloria Arroyo is a hard thing to accomplish, it is like having a sex that’s difficult to ejaculate. She has more than enough congressmen who will ensure that the minority won’t succeed in getting the required number for the complaint to reach the Senate for trial. Not even in the plenary voting will the minority bloc get enough numbers to get her impeached by the House of Representatives.

    We all know that the impeachment complaint would not prosper again. It’s numbers game. But at least people get to know what the crimes this Evil Bitch committed. After she’s out if the Palace (IF), then she loses her immunity and charges could be filed against her. It’s for this reason that we must guard the next SC Justices to be appointed and make sure that Cha-Cha will not push through.

    Who is the current Senate chairman of the Committee on Rules? Was it Lacson and Biazon who moved for revision of the rules to allow Trillanes to participate via video conference? What has happened to that proposal? They should now push Enrile to award the committee to a Trillanes-friendly senator. It will strengthen the Senate and it will be beneficial to the institution.

    Enrile at his age is in the twilight of his political career. The senate presidency that was handed to him in a silver platter is the highlight of his career as a politician. Whether he uses it wisely for the good of the people and leaves a lasting legacy and a place in history, its really up to him. As he said, he is already and old man, in fact he maybe in the last inning of his life but by coincidence and for some reasons he was placed in the batter’s box to redeem himself and perform maybe his last chance at bat and hopefully hit a home run for the people.

    A certain Cong. Jala or (Halla, Hala, whatever) was also just as eager to call in the basurero. Early in the hearing, he moved that the Committee on Justice return the impeachment complaint and dismiss it for “insufficiency in form”. He claimed that the date of the last impeachment complaint in 2007 was not indicated so it lacking in form.

    If and when Enrile will replace Gloria, Gringo will be V.P. and because Enrile is an old man Gringo will be it. Maybe he will be sympahtetic to Trillanes. The Zarzuela is very long. I forgot who quote this “We have lost our spiritual equilibrium and reversed our values, We have abused power and called it politics, and we have rediculed the time- honored values of our forefathers and called it enlightenment”.     Our elected officials paused in their busy schedule and voted to name “Tilapia” the state’s official fish because Gloria Arroyo prefer it than “Galunggong” said we needed to. So despite protests from our fisherman and fish vendors across the Guadalupe market, They added another symbol to the list that includes an official state horse,(Guess who own the horse) rock, folk dance, reptile, amphibian, horseshoe tournament and nut (the butong pakwan, not a politician).

    Legislators have not always put symbols very high on their “to-do” list. The Congress went for almost 8 years without naming a single one. Then, someone suggested that they needed Mike Villarde a state spiritual adviser, so they voted to let Villarde in for his one plus one–Two plus two and seven plus seven.They were so amazed about his umbrella.

    Another years later the Congressman got around to adopting a national tree,the “Balite and the White Lady”. Then a symbol was added and every allies congressman got a 500 thousand pesos in a brown bag, from a lady who resided on the tree, the folks in the district who elected their congressman see to the state’s business have slapped them with orchid’s fertilizer that they didn’t have before.Not only that,their ancestor who maybe singing Aleluya in heaven or busy barbecueing their friends in hell become a recipient of these floral fertilizer.Some of of names who are busy talking to Christ were included in Bolante’s list and Sen.Noynoy Aquino.

    So if we want the congress to accomplish anything, they have to focus the folks who elected them. Don’t give them ideas and issues that will take wandering minds off the business they are sent to conduct.

    True to his name, Lapid was being Lito upon realizing that Villar didn’t voluntarily resign, as he thought it was, but was kick out partly by his vote.

    Regretfully, he reaffirms that he is, as always been, for Villar.

    Here’s my two cents worth, I believe the do-nothing-Senate should be abolished completely and the people should concentrate on kicking wh*re Gloria Arroyo out of stinking Malacanang. The Senators are ridiculously overpaid than their actual worth. They’ve really done nothing in a way of enacting laws, yet assisting the wh*re in mismanaging gov’t funds, including diverting of funds to enrich themselves. There are no checks and balances, so the Senate is no longer useful. Most obviously the wh*re is running the entire show unchecked, while the do-nothing-Senate conducting a war from within, neglected and forgotten the people. Hence, the Senate is nothing but a hindrance.

    Enrile is now third in line in the succession for the top post. It’s not a secret that once he ambitioned to become president one day. Wisdom comes off with age and whether he uses it with his new found power, revive and re-ignite his past but elusive presidential ambition is anybody’s guess.

    Sen. Enrile is only for himself. Whenever his interests are threaten, he usually creates scenarios that leads to his and his interests being saved. Such as what happen during Marcos’ time. Same with Cory’s. Now its happening again. He has to manipulate things to go his way. He is a wily fox or smiling de*il. He still has this strong desire/ambition to be President of the Philippines. This may be his last chance. There are forces now moving in that direction. Enrile loyalists are much busier now than before. GMA is shaking. They are meeting and burning candles to stave off this coming onus. Is this what the Bishops were saying? Liberators coming? Remember, Enrile has still a great number of supporters in and out of the military establishment. Enrile’s ascension to the senate presidency has just delayed a coup for the right to rule the country. The senate presidency now is much closer to the presidency of the republic. Once the current pretender is removed, the senate president takes over, done. Don’t hold your collective breath, its here, its coming. GMA and her cohorts Karma is coming.

  47. i doubt if enrile has anything left to push further with his presidential ambition. he only got the post because the other aspiring presidentiables are hot on villar’s tracks and would have anyone from the administration so long as they could gather enough votes to oust him.

His actions or the lack of it in the coming days and weeks, especially sa imbestigasyon ng Fertilizer at Euro Gen, would unmask the true color of what this rigodon is all about.Yes, Gloria could be having nightmares, since Ping, Mar, Loren and Jamby are the primary movers of this action, but gloria has been so callous in her actions, that I think she would not lose any sleep at all. Manhid na si Gloria at alam niya, kaya niyan paikutin and laruin and mga hunghang na ito. The revelation of this charade could be unmasked on the following actions to be taken by Enrile:
    Cha-cha, Fertilizer Scam Investigation, Euro Generals Investigation, Video Link for Senator Trillanes,
    Security detail provided to Senate witnesses, like Jun Lozada and Dante Madriaga among others.
    As I have mentioned previously, the scenario has unraveled the preferrence of the presidentiables to have a status quo and level of playing field in the run up to 2010 presidential elections. Other changes would be merely incidental occurrences.
    Yet again, we may still have to wait a little longer to be able to get a clearer picture, of what this Senators are really up to.

    As they say in politic, Villar is no wh*re Gloria. To think of what happened in the Senate, transferred of power, from one hood to another hood, that somehow shaken the wh*re’s perseverance to remain in power, I doubt it. The wh*re got all the resources at her disposal, more brown bags than the entire Senate put together, as the wh*re demonstrated time and time again in almost eight years.

    Just for the sake of curiosity, is Villar will be prosecuted? Afterall, P200 million double entry on C-5 road extension was hardly a lapse of judgement, but purposely to deceive the tax payers of theur money. As usual, this one will also be swept under the banig, I suppose.

How can Enrile make the different, when his loyalty is all about Enrile. Ponce didn’t survived all these years for just being stupid. His kind, and like him, is the major desease in the gov’t. With Ponce as the Pres. of the Senate, it just fortified of the wh*re’s hold in power.

    I beg to disagree with you, Toney. It was true that Enrile defended Erap throughout the impeachment. As a lawyer, Enrile was correct in voting against the opening of the second envelope. Like other Senators with legal background at that time, the decision was purely legal. But of course they now later regretted. Had they allowed it to be opened, Erap might still be the President because his name was not in the envelope.

    Other than the Gloria bootlickers, it is Pimentel who favors and vigorously supports charter change to federalize the system more than any other anti-Gloria senator and I think he still has a pending resolution in the Senate to this effect. I will not delve on the issue of balimbing/traydor, or even on political dynasty since it’s a close race to call between him and Enrile with Enrile winning just by the hair of his nose.

    Whether Enrile will still encourage Chacha moves after Jinggoy’s threat of jumping the fence should Enrile do so, I believe that issue on chacha is safe in the Senate for the moment.

    And that’s how this new majority should proceed, by naming its parameters, its boundaries, it’s targets and timetable. The shock from the event will probably settle in a week’s time and they should buckledown and start delivering the goods.

    That’s why Tongue, Erap must clear his legal impediment NOW if he wants to run. He could petition the SC for clarification.
    Once SC responds positively, he can run in 2010. If the decision is negative, then the opposition could pick a candidate except Erap earlier.
