How come John Martir is being promoted major general when he has a pending case before the Ombudsman?

Since deliberation on the confirmation of the promotion of seven military officers which was supposedly yesterday was deferred by one day, members of the Commission on Appointments should take a closer look at the record of Martir and see if his promotion now would be good for the Philippine Marines and to the country.

His case before the Ombudsman is about his having gone on AWOL (absent without leave) for more than one year (477) days from July 1998 to January 2000.

An ordinary soldier would have been punished if he goes on AWOL for a few days but Martir is special. He collected pay for 477 days without rendering service to the Filipino people. For that he is being promoted.

I understand Senator Jinggoy Estrada has manifested before the CA that he would be asking some questions to Martir. I hope it’s about the case of 1st L. Artemio Raymundo who has been in detention for almost two and half years for sharing with fellow Marines CDs which he picked up for free at the LRT station.

What were those CD’s? “Ang Mabuhay para sa Masa,” a biopic of former President Estrada, and “At All Costs,” a documentary about the rigging by Gloria Arroyo of the 2004 elections.

In the charges filed against Raymundo upon the instigation of Martir, who was then the commander of the Combat Service and Support Brigade, it was stated that the CDs were banned because it would cause the downfall of the Arroyo government.

In the court martial hearing two weeks ago of Raymundo’s case, Lt. Col. Danilo F. Luna, who was the commanding officer, Field Artillery Battalion of the CSSB (he was a major at that time), Luna was on the witness stand and he was an embarrassing sight.

Luna admitted that the Movie Television Review Classification Board prohibited the public showing of “Ang Mabuhay para sa Masa’ but did not prohibit private viewing.

Upon questioning of lawyer Romel Bagares, Luna admitted that Raymundo didn’t even view the Erap docu. He just shared the CDs which the recipients were not able to view because they did not have a CD player.

It would be interesting for Estrada to find out what Martir thinks about the documentary of his father’s life now that the general needs his (Jinggoy) vote for the confirmation of his promotion.

Martir has denied having gone inside the hotel that was assaulted by the PNP anti-personnel carrier. In a brief interview at the Senate last year during the confirmation of his promotion to brigadier general, he denied to me that he was at the hotel lobby and physically abused the Magdalo officers. He said he was outside with his troops.

Martir was lying.

An eyewitness saw him kick and stomp on the officers who were down on the broken-glass covered floor of the Manila Pen. Not only on their backs but also on their faces.

Only a person who is sick in the mind would enjoy inflicting brutality on handcuffed officers. That’s Gloria Arroyo’s favorite Marine officer.

Martir is currently Armed Forces deputy chief of staff for communication, electronics and information. Military sources said a confirmation of Martir’s two-star rank would justify Arroyo’s naming him Marine commandant later to prevent the highly-regarded Maj. Gen. Juancho Sabban, commander of Task Force Comet, an anti-terrorism and anti-insurgency unit, from taking that position.

Military sources say Malacañang does not want to put the 8,000 Marines Corps under an officer known for his independence. In the same way that Sabban did not allow himself to be used in Malacañang’s “Hello Garci” operation to tamper with the 2004 election results in Arroyo’s favor, he cannot be expected to be used if and when Arroyo decides to impose emergency rule.

Martir is Arroyo’s man for that.

    Call me thick, dumb, idiotic, moronic and any name you want but much as I try, I just can’t and don’t understand how a military officer who went AWOL for more than 400 days could be go back to the army AND PROMOTED to a 2-star rank to boot! And all this is happening while the said officer is facing charges at the Ombudsman!

    Blimey, in any civilised army, the officer would be brought to face a court martial manu militari, would be facing serious charges and seriously be recommended for dismissal.

    When I told my husband about this, his first question was: Are you sure he went AWOL? I mean he didn’t think it was possible at all for a guy accused of going AWOL to be welcomed with open arms and promoted to boot, unless the said officer had done some kind of James Bond thinggy in the service of Queen and country! (And even that needs clearance from a military board of enquiry…)

    While I’m inclined to think that the Philippine military has been sinking to the level of the dogs, I still would like to believe that there is still some sense of militariship left in our highly esteemed and greatly disciplined, very admirable and definitely dutiful corps of armed men and women and that it’s unlikely for a incredibly serious violation as AWOL to be swept under Camp Aguinaldo’s main doormat.

    So perhaps we’re being terribly unjust about BGen Martir? (OK, excuse me while I puke….)

    Mabilis ang takbo ng panahon at papalapit na ang MAY 2010 for election. Tiyak na ngayon palang ay nag iisip na ang mga ganid kung papaano di matutuloy ang election.     Charmaine said at that time she still hadn’t seen Martir personally so she could recognize the face. Also from where she stood at the foot of the Manila Pen stairs, she couldn’t recognize the face because it was dark.

    The identification of Martir was told to me later by an eyewitness.

    If Fajardo was speaking of Martir who went AWOL for 477 days and who is now being promoted to 2 star rank, his (Martir’s) loyalty to Arroyo is almost irrelevant in the scheme of things, i.e., getting promoted or not. I’d say Fajardo’s specific grievance that he (Martir) is loyal to Arroyo is not the main issue nor should it be the reason for blocking the promotion of such a military prostitute.

    The issue or the reason is for Martir’s going AWOL for 477 days; an officer going AWOL even for a month should be cashiered and not goddamn promoted. FULL STOP!

    The Philippine military is becoming laughable. This sort of thing is just unheard of, i.e., a relatively senior officer going AWOL for so long then gets promoted???? … (Maybe in Africa it happens but even there, I bet tribal officers who go AWOL are put to death by their own with machetes.) I mean this doesn’t happen in any self-respecting military organization; I am convinced it doesn’t happen in Malaysia, not in Thailand and not even in Indonesia.

    This is the most disgraceful thing I’ve heard that’s happened in the overly politicised military in the Philippines. Palparan’s case pales in comparisson.

    I’ve spent a great deal of my professional life with the AFP, met and made friends with many senior officers and I could also say that I’m pretty knowledgeable about the workings of the military in general, that virtually nothing of their shenanigans can surprise me anymore but this sort of thing, this wanton disregard for the very basic tenet of military officership is something I still find hard to believe.

    Aguinaldo, meanwhile was in Talisay, Batangas where he had established his headquarters. The enemy surrounded the area in the hope of capturing him, but he slipped through the Spanish cordon on June 10 and proceeded with his men to the hilly region of Morong ( Rizal ). With 500 picked men, he crossed the Pasig to Malapad-na-Bato, near Guadalupe, and from here he secretly passed through San Juan del Monte and Montalban, and on to Mount Puray. After a well-earned rest, Aguinaldo and his men proceeded to Biak-na-Bato, San Miguel de Mayumo, where he established his headquarters.

    News of Aguinaldo’s arrival at Biak-na-Bato reached the towns of Central Luzon. As a consequence, armed men from Pangasinan, Zambales, and Ilocos provinces, Tarlac and Nueva Ecija, renewed their armed resistance against the enemy. From Biak-na-Bato, Aguinaldo and his men joined forces with those of General Mariano Llanera of Nueva Ecija and harassed the Spanish soldiers garrisoned in the Central Luzon Provinces. With the coming of the rainy season, Primo de Rivera’s campaigns were temporarily halted.

    Before July 1897, Aguinaldo and his men had already established a republican government at Biyak-na-Bato, known as the Biyak-na-Bato Republic. The provisional constitution of this Republic was prepared by Felix Ferrer and Isabelo Artacho, who copied, almost word for word, the Cuban constitution of Jimaguayu. The Biyak-na-bato Constitution was signed on November 1, 1897. Its preamble states:

He might be “high and tight”, “looking lean”..he might even become the Philippine Marine commandant, but he will never get the respect of his fellow marines.     You tell a marine to climb any mountain and he’ll do it no matter how difficult the tasks are.

    An army, navy, and airforce guy ordered to do the same will simply complain and give you excuses the tasks are not doable.

    On one serious note, once inducted into the US military – you obey orders whether you perceive it at as illegal or otherwise. Until then, you have no business being in the US Military. That’s what Court-Martials are for and JAG to probe.

    Sinabi mo pa. It is the same all over the world, no doubt. You don’t obey silly rules especially by one conceived to be a criminal. There are laws supposed to dictate that one, even a soldier, should not be STUPID and DUMB to obey a criminal!!!

    I understand for instance what Col. Querubin was saying then on TV. He said they were being told to plant bombs, etc. where the protesters, rallyists, et al would pass through and put the blame on NPA, etc. that he and his fellow gallant soldiers would not obey because they did not become soldiers to kill their fellow Filipinos but to protect their country from foreign invaders.

    That inflamed the creep and charged them with insubordination, and even I guess treason? But what about her? She should be arrested and sent to jaill for a much worse case of treason, sedition, graft and corruption including plunder, etc. Meron pa yatang adultery that in countries like South Korea is a felon!

    Yes, Balweg, the Spaniards did not surrender to the Filipinos led by Aguinaldo, who declared independence but it was never recognized internationally until Macapagal tried to make it his legacy before Marcos defeated him. It was never even recognized by most Filipinos themselves, including the Ilocanos who hated him.

    When Aguinaldo in fact declared independence in Kawit, the Americans and the Spaniards were staging a mock battle in Manila with the Spaniards still dilly-dallying on whether or not to surrender to Dewey until the Treaty of Paris of 1898 that marked the end of Spanish rule in Spain’s Pacific territories especially after the US Senate ratified it in February 1899.

    Truth is the Philippines actually became free as far as I am concerned only after the eruption of Mt. Pinatubo, which drove the Americans out of the Philippines in 1992, unfortunately, only to be dominated by Filipino crooks who are far worse than the Spaniards and no better than the Americans.

    Philippine military is too politicized/too many thieves who are in authority and will never be equated to the US. US Senior Officers and Senior NCO’s rarely gave stupid orders and should they do, it’s their asses that gets to be mowed, not you obeying orders.

    On a lighter note – Philippine military/PNP personnel are always dressed crisply, even those with bellies protruding, na-armidor ken plantsado nga kanayon ti uniforme da. They’re quite impressive, no pun intended.
