Palparan’s ‘legacy’ lives on in Mindanao

Retired Army general Jovito Palparan will be reinventing himself as a party-list representative in Congress, but his legacy of anti-communist crackdowns lives on in places like Compostela Valley, Sultan Kudarat and South Cotabato provinces in Mindanao where peasant and human rights leaders are being killed as the government intensifies counterinsurgency operations.

A total of 93 activists have been killed in southern Mindanao since President Arroyo came to power in 2001, the human rights group Karapatan said. At least five were shot dead in Compostela Valley in the last half of 2008 alone, all of them involved in fact-finding missions investigating military abuses against peasants in areas affected by military operations.

More recently, anti-mining activist Eliezer “Boy” Billanes was gunned down inside the public market in Koronadal City. Human rights advocates suspect his killing last March 9 had to do with a “security force” called Task Force Kitaco created recently under the Army’s 10th Infantry Division purportedly to protect the mining firm Xstrata operating in Kiblawan in Davao del Sur, Tampakan in South Cotabato and Columbio in Sultan Kudarat.

    He must be a good leader. Imagine, people will kill for him with or without tacit orders? The best thing we could do is get him to our side. Otherwise, we pray to the communist gods.

  2. I got to see Palparan’s face closely when I watched the “Punto Por Punto” interview portion at Umagang Kay Ganda morning program. He and Rep. Satur Ocampo were both guests at the program hosted by DZMM’s Anthony Taberna. Gee, Palparan’s really so ugly !

    Retired MGen Palparan was a patriotic and honourable officer during his younger years in the military service. He was an idealistic commander believing no one is above any law of the land, be it a rich and powerful man/woman.

    I can’t understand how he transformed and if it brought pride in him calling himself “the butcher”.

    But, one thing is sure, Palparan is a clear example of a last staged opportunist belonging to gloria’s minions.

    Kawawa ang mga anak niyang dalawang babae pa naman kapag itong si Palparan ay nawala na sa mundong ibabaw. Sila ang magiging tampulan ng masasamang salitang ukol paniningil sa mga ginawa ng kanilang magulang.

  8. Palparan is the Frankenstein creature built by Esperon’s Oplan Bantay Laya which justified the mass murder of rural activists and NGO leaders. How can these criminals sleep at night? Their consciences must’ve been drowned in alcohol.

  9. If I could have my way, there won’t be a jail big enough to squeeze all of these criminals in I would have to eliminate them in the most economical mode – by firing squad.

    Palparan is a malnourished, drug addict, butcher PMAer. I can imagined he was being bullied at PMA; that’s why he’s now doing it to poor people.

    Biruin mo, hindi lang pala pekeng pres. si GMA, pati rin pala yung tainga niya. Yung tunay ay nasa kamay ni Palparan..

    A reservist is usually ROTC graduate. How he rose from the rank and became a Butcher General is questionable.

    be, you are right, Palparan must have done extra special favors for the regime aside from toppling insurgents for him to gain his rank and good govt. positions after his retirement.

    He may have been ordered to do lots of immoral, unconstitutional, illegitimate and unlawful things and is using these secrets for his gains and protection from this regime.

    Is he not aware that more or less 50% of our police does not have a gun?

    It is forgivable this time since he is a new rep. But next time, he does a similar irresponsible proposal, then he will be called Palpakran.

    Palparan’s Banat is definitely a stooge organization of gloria. Its been financed by genuino of pagcor, same with some other partylist orgs. But palparan’s advocacy of selectively arming barangay tanods is one for the insane. If you arm a few, you arm all barangay tanods. The DILG should tell palparan to shut-up. But then again, puno’s DILG act only on the bidding of gloria and gloria has a lot of utang-na-loob from palparan. So hawak ni palparan si gloria sa leeg. Sila-silang mga kriminal ang magkakasama sa kama. Sana magsama-sama na sila sa hukay.

    Palparan was a direct commissioned officer, intergrated to the Regular Officers’ Corps, AFP that is, next in line in roster with those who graduated from the academy and above the reserved officers’ list.

    There’s no question on how he rose from the ranks. Even reserved officers (although seldom) can rise to star rank.

    Ok, so you say that ex-Gen. Palparan was the so-called ‘butcher’, di niyo ba naisip na pwedeng propaganda lang ito ng mga leftists/communists? Ipagpalagay na natin nagkaroon ng paglabag sa karaptang pantao ang hanay nina Palparan, e yung bang hanay ng mga NPA…mas malinis ba record nila? E bakit yung sina Ka Roger, Joma Sison, and the NPA’s…are they different? Bakit walang bumabatikos sa kanila…mas pipiliin niyo ba silang maging pinuno ng Pilipinas?

    Marami na ang mga leftist party-list like Bayan Muna, Anakpawis, Kabataan, etc. na ginagasta ang pondo sa mga rally, effigies, etc. (is this being looked upon by COA) kesa magpagawa ng school bldgs., kalsada. Ang mga leftist o grupong progresibo lang ba ang may karapatan para sa party-list system? Di ba para sa lahat ito…ke makakaliwa o anti-makakaliwa.

    A soldier or an officer of the AFP is tasked to do counter-insurgency which prevails this country for so long. Insurgency is a dirty problem that requires dirty solutions from time-to-time. It has been done by different armies throughout history.

    Pag activist o rebelde ang namatay–“human rights”, pag sundalo o pulis–“all right”. Parati na lang sinisisi ang mga sundalo pag may may ganitong issue…pero sino ba rin ang tumutulong kapag may kalamidad, activists o rebelde ba? Di ba mga sundalo.

    The fact that we still have freedom of speech today, which even the communists and activists enjoy very much, is what we owe to our our good soldiers that fight for our democracy. If the tables are turned, if communism and socialism rules us, then it’s up to you to find out…just look at Cuba, former USSR, Vietnam, etc.

    Tama ka diyan. Kasama mo ako sa ganyang punto. Subalit paano mo ipapaliwanag ‘yung pikit matang pagtalima sa utos ng isang hindi hinalal na pangulo? Paano mo ipapaliwanag ang umiiral na pagbaluktot ng batas? Pagsupil sa katarungan? Pagyurak sa hustisya?

    Marangal ang pagiging kawal sapagkat ito’y isang bokasyong ang layon ay ipagtanggol at ipagsanggalang ang kasarinlan ng ating bayan at pangalagaan ang katahimikan at kapakanan ng mamamayan subalit hindi kasama dito ang PAGKUNSINTI sa sinungaling at mandarayang pamunuan.

    Hindi madalumat at malirip ng aking pang-unawa kung paanong ang ating mga kawal ay nasisikmurang gawing pulubi ng isang mang-aagaw, sinungaling, mandaraya at magnanakaw na babaeng tinatawag ang sariling pangulo gayung hindi naman tunay na hinalal ng taong bayan ang ating mga kababayan (kasama na ang kanilang pamilya’t kamag-anak) at ipinagkikibit balikat ang lantarang pag-abuso sa katungkulan ng mga tiwaling opisyal.

    Naiinitindihan ko ang punto na gusto mong iparating. Tama ka, nagiging bulag na taga-sunod minsan hindi lamang ang mga sundalo, pati na rin ang ibang nasa pamahalaan.

    Pero una sa lahat, ang mga sundalo ay may motto na: “Obey first, before you complain”. Yan ang isang bagay na kauna-unahang kaugaliang dapat isaisip ng mga nasa serbisyo, at upang mapanatili ng kaayusan sa hanay ng mga sundalo at pulis. Kahit mahirap para sa kanila ang isang utos, ito ay kailangang sundin, ng walang pag-aalinlangan. Hindi mo sila pwedeng sisihin dahil sila ay sumusond sa kanilang tungkulin. Ito ang malaking kaibahan ng mga sundalo sa mga karaniwang mamamayan.

    Ang mga sundalo, kung sila man ay may matinding reklamo at di na makayananan makasunod sa umiiral na sistema, ay kelangan LUMABAS muna sa serbisyo at saka ilantad ang anumang bagay na kanilang nalalaman. Ganun din sa mga pari at madre. Ito ay upang hindi masira ang buong institusyon, dahil hindi lahat ay may pare-parehong pag-iisip.

    Isa pa, mapanganib na isama ang mga sundalo sa usaping pampulitika. Ang mga nangyari sa EDSA 1, 2, coup’s of the 80’s, oakwood, at manila pen. ang mga naging pangyayari kung saan ang militar ang ‘huling baraha’ kung mapapa-alis ang isang pangulo. Ang nagiging resulta nito, nababalewala ang konstitusyon at ang mga umiiral na batas…at nagkakaroon ng matinding takot at pagkasira ng ekonomiya.

    If soldiers quote “The Armed Forces are the protector of the people” to perform a coup, then they misinterpret their mandate. And of course, that is mutiny…punishable under civilian and military justice, no matter how noble the cause is.

    To complain and ask for reforms have LEGAL and LOGICAL means of doing. It may be hard to achieve, but our existing laws provided us ways on how to do it. If we keep on resorting to revolutions, coups, etc. then we will never advance our democracy and our society as a civilized race.

    Nasa ating mga mamamayan ang lunas sa kultura ng pandaraya, pang-aabuso, at pagnanakaw ng mga pinuno natin. Wala sa armas, palakasan ng sigaw ng mga rally, o pagalingan ng debate ang solusyon…kungdi ang tamang at matalinong pagpili ng mga pinuno, wastong pagboto at pagbabantay nito, at pagsunod sa batas.

    Soldiers were sworn to protect the country, its people and above all uphold its Constitution. They should be ready to fight forces that will destroy the freedom and independence of the Filipino people, be they from the outside or within. And this includes this administration whose ill doings were glaring in front of their very eyes. Evidences of cheating were there and the perpetrators were the very same military officers who should set example to their men to uphold the truth but what they did was they supported the cheat in exchange of sure wealth and juicy positions after they retire.

    Hindi ito ang alam kong mandato ng kawal Pilipino. Ito ba?

    When they staged a coup against the duly elected president Erap, did they present any evidence of corruption? Of plunder? Wasn’t it just a connivance and greedy ambition of gloria to assume the presidency without much sweat?

    Pugong gala was right. The soldiers were just closing their eyes over the abuses of gloria and her minions and never mind themselves being abused, also.

    While it is true that as soldiers, their duty is to uphold the supremacy of the civilian authority over the military, either in war or in peace, but this does not mean letting the whole institution prostituted by a whore. They should have shot any of their superior officers who let themselves used by the cheat.

    With that, all of them can be charged with treason having let the country fall in the hands of a traitor.
