A woman who became the first Asian casualty of the A(H1N1) flu virus last June 19, was found to be an employee of the House of Representatives.

Speaker Prospero Nograles, who is on an official visit to Australia, ordered that the House be closed for the rest of the week to cleanse the premises.

Nograles said the House’ medical services staff “will spearhead, in coordination with the DOH, all the necessary precautionary steps needed to eliminate further health hazards.”

“This includes the necessary contact tracing of possible victims and their families,” he said.

Also yesterday, House employees had their temperatures checked and administered with anti-flu shots.

Last Monday, the DOH said the death of the 49-year-old woman was due to “congestive heart failure secondary to acute myocardial infarction aggravated by severe pneumonia”.

Dr. Ramon Ricardo Roque, House deputy secretary general for administration, told employees that the country’s first casualty of the flu virus was a staffer in the committee on people’s participation and resided in Sta. Rosa, Laguna.

Roque confirmed that a male employee from the Congressional Planning and Budget Department was also tested positive but went on self quarantine and has recuperated.

Roque said the female victim attended a seminar of the committee affairs department (CAD) last June 15 and 16, went to work the following day and started feeling ill on June 18.

Roque said the female victim, along with some officemates went to Kalinga province with officemates June 11 to 14 while the male employee had just come from Malacañang before being tested positive with A (H1N1).

Rep. Arthur Pingoy (NPC, South Cotabato), chair of the House committee on health, admitted that the House was taken aback by the development.

“There’s some sort of panic,” he told a television interview. “The House leadership still doesn‘t know what to do with the problem.”

There are an estimated 3,000 House employees.

Pingoy said the female victim worked at the third floor of the Ramon Mitra building of the Batasan Pambansa complex which, ironically, was where health officials briefed the House committee on health on Monday about the flu virus.

As soon as the news broke out, employees were asked to vacate the Mitra building, causing mild panic.

Rep. Roilo Golez (Ind., Parañaque) said DOH officials should explain why his panel was not informed that the female victim was a House employee.

“It is the height of irony that the first H1N1 death was an employee of the House and the news broke during the time when the House Committee on Health was conducting a hearing on H1N1 in the same building where the ill-fated employee was stationed,” Golez said.

Health Secretary Francisco Duque was absent at the hearing where Dr. Lyndon Lee Suy, head of the DOH Emerging and Re-Emerging Infectious Disease Program, said that the A (H1N1) virus has the potential to infect 25 percent of the country’s 90 million population, or 22.5 million Filipinos.

Golez said the House and the DOH should follow the standard operating procedure by closing the affected building for 10 days and start contact tracing.

Community Outbreaks

Duque, in a press briefing, admitted there are already “low-level community outbreaks” in cities in Metro Manila.

Duque stressed the outbreaks found mostly in the cities of Quezon, Parañaque and Manila do not feature huge clustering of cases.

“You can put it this way, (it is) where the schools are. Where the schools are is where you have already school community transmission beyond second level… But still, it is still a very limited number, therefore it’s just a low-level transmission,” he said.

As of June 19, 81 cases were found in Quezon City, 44 cases in Manila and 21 cases in Parañaque.

A community outbreak is declared when health authorities can no longer trace those who could have contracted the virus from the index case.

The DOH reported the number of confirmed H1N1 cases continued to rise as 28 cases were confirmed over the past 24 hours bringing the total to 473.

It said 400 confirmed cases have already recovered.

“The total figure of recovered cases represents 85 percent of all the confirmed cases reported since May 21,” Duque said.

To quarantine or not

Asuncion Anden, director of DOH National Center for Health Promotion, told a press briefing in Malacañang that the female victim’s death was caused by the flu virus.

Anden said there is no need for emergency powers for government since the flu virus is mild as shown by the 85 percent recovery rate.

Deputy presidential spokesman Gary Olivar said

it is up to President Arroyo if she wants to undergo a 10-day self-quarantine when she comes back from Brazil on Friday.

“Only the President has a decisive voice in that particular decision. I’m not prepared to second-guess her,” he said.

Prior to Brazil, Arroyo went to Japan and stopped by Los Angeles, California and Cartagena in Colombia. The most number of A(H1N1) cases in the Philippines involved Filipinos who went to Japan and the United States.

Thumbed down

The Department of Education said there is no need to declare a health emergency particularly in Metro Manila where majority of the affected schools are located.

“What we see is a closer coordination with the Health department and being the lead agency on the matter, we will just follow their guidelines,” assistant secretary Thelma Santos said.

DepEd-National Capital Region Director Teresita Domalanta said the number of public and private schools with confirmed AH1N1 cases pales in comparison to the total number of schools in Metro Manila.

“We have more than 600 elementary and secondary schools in the public sector in Metro Manila so the number is still small,” she said.

AVOID SELF-MEDICATION

The Philippine Society of Microbiology and Infectious Diseases advised the public against self-medication particularly on the use of antibiotics.

“Antibiotics have no role in A(H1N1) virus since they have no effect on viruses. It should be given to a patient who really needs it such as someone suffering from pneumonia, diarrhea, etc,” said Dr. Mario Panaligan, a PSMID official.

“Using antibiotics is like collateral damage. It may cure the infection but it may also harm some beneficial bacteria in our body. Antibiotics should not be taken without prescription of a doctor,” he said.

Dr. Rey Melchor Santos, president of the Philippine Medical Association, corrected a common misconception that the A(H1N1) virus is airborne.

“The A(H1N1) virus is not airborne. It can only be transmitted by ‘droplet contact or a Respiratory Route’,” he said.

“The flu virus must enter into the mucus membrane before one can be infected by the virus. That is why, we advise everyone to refrain from touching their eyes, nose and mouth with their hands,” he said. – Wendell Vigilia, Regina Bengco, Ashzel Hachero and Angela Lopez de Leon

  7. I would be concern if there is a mass grave in Congress dying from swine flu.This is only a single case.We’re not sure if she really die with swine flu or lacking vitamins that cause her lungs to collapse from heavy smoking.

    A Fil-American here for a short visit told me that this Swine flu is just like the flu.. only a little bit stronger. So he asks, why are we making such an Everest out of this molehill?

    Today’s Print Edition of Toronto Star is the Front Page Story of a six years old Rubjit Thindal who after complaining of Stomach Ache and the parents failure to call emergency thinking it was just a simple case of stomach ache as the Child didn’t not even cry or complaint of severe pain…all she was asking her dad was to kept massaging her arms and legs…24 hours after on the way to hospital, the girl was talking to her dad as usual as her mom was driving then suddenly she put her arms to her chest and said it was hurting..she was the youngest known victim of the H1N1 virus …autopsy revealed that she had contacted H1N1 also known as swine flu

    I agree with Liwayway-Gawgaw – it’s just another strain of the flu. The media hype is “unintentionally” diversionary at best from the real issues at hand. Good for pharmaceutical companies.

    As for those wishing this swine flu hitting those congressmen? Their viral strain is far too virulent to even be attacked by the swine flu strain; the epitome of “swine-ness.” 🙂

    Mas matindi sila, at mas malma ang epekto nila – buong sambayanan ang nilalagnat at nagugutom. 🙁

    There are already lots of Filipinos affected by this H1N1. So far, only ordinary citizens are strictly checked at the airport and quarantined. Pacman and his staff did not. Those solons who went to Vegas to watch the fight did not. The Evil Bitch and her company did not. Have we ever heard of one congressman, senator, Malacanang official being checked and ask to quarantine? If ordinary citizen like that woman in the House became a victim, I’m sure there are VIPs right now who just refuse to admit. During the last Pacquiao fight, many Filipinos mingled with those Mexicans.
    What happened when they returned?

    More than 600 legal scholars, retired and active justices and lawyers of the Philippine Constitution Association (Philconsa) admitted Lim Tuesday night into their member’s list of individuals with “distinguished passion to preserve the Constitution.”

    In his talk with reporters after his oathtaking, Lim underscored Article 2 section 1 of the current Constitution which states:“Sovereignty resides in the people and all government authority emanates from them”.

    Lim explained: “ It can only mean that even the President and Commander in Chief is subordinate to the collective will of the people as proven during EDSA I and EDSA II”.

    Lim has said he will run for a national elective post if there are elections next year.

    Speculation is not just pejorative, it can be futuristic. When Representative Nograles et al returned from the Pacman – Hatton bout in Vegas they were exposed to a budding AH1N1 and became vectors or carriers of the virus. They were therefore the first to bring home the little buggers, spreading them all the way from NAIA to the Batasan tainting others who touched the surfaces they handled. The secondary carriers could have escaped infection by washing hands (albeit unknowingly) before touching any of the entry points (mouth, nose, eyes), but keeping alive decimated colonies of the virus before washing. The whole Batasan House probably is crawling with AH1N1, being shuffled around by the sticky fingered Congressmen. Maybe the 5 day hiatus (forced but paid vacation) of the staffers will kill the virus there, but to be sure the entire Batasan caboodle must be sterilized, if you get my drift.
