Speculations on GMA visit to Colombia

Makati Mayor Jojo Binay, who is president of the United Opposition, is asking Gloria Arroyo to explain why she detoured to Cartagena, Colombia in between her visit to Japan and Brazil last weekend.

Binay has every right to ask because he said “Arroyo is traveling on taxpayers’ expense.”

Since the Department of Foreign Affairs said they arranged only the Japan and Brazil trips and were not told about the trip to Colombia until Friday (Arroyo went to Colombia Saturday and left for Brazil Monday) and Malacañang does not want to say anything about it, the secret visit has become fair game to speculations.


An American businessman who is following closely developments in the Philippines thinks the Cartagena trip was really for a business transaction in nearby Panama.

The businessman, who wants only to be identified as Jay for reasons that we fully understand, related: “Last year, I took a trip to the country bordering Colombia, Panama. I lived there as a child in the 1970’s while my father was stationed at an Air Force Base in the former Canal Zone, and it was my first trip back in 30 years. I was astounded by the skyscrapers that now dot the Panama City skyline. I discovered that Panama is now an offshore banking haven–like the Switzerland of Latin America. There is also some evidence that many of the construction projects around the city were started as a way to launder illicit drug money from Colombia.

“I work as a financial advisor with Citigroup in the US. If a certain Jose Miguel Arroyo walked into my office and wanted to open a $100 million account with me, I couldn’t do it. We have very strict guidelines for dealing with foreign government or public officials and have to be able to establish a ‘source of wealth’. We definitely cannot open accounts under aliases such as Jose Pidal. It would be very easy for a private banker from Panama to take a short plane ride into Cartagena to talk with GMA about setting up numbered accounts to hide her ill-gotten loot. If she flew directly into Panama, that would be just as suspicious as taking a trip to Switzerland unannounced.”

I googled “Panama offshore banking” and this is one of the interesting items I found:

This reminds me of the information I got about Mike Arroyo’s trip to Lugano, on Switzerland’s border with Italy in July 2006. This was the time that Mike Arroyo stayed behind after his wife’s European visit.

Gloria Arroyo announced that her husband was staying behind in Spain to trace his ancestral links to St. Theresa de Avila.

A source said that with a female traveling companion, Mike Arroyo went to Lugano which is “third behind only Zurich and Geneva as a Swiss banking center”.

In this Cartagena trip, I learned from reliable sources that the Arroyos were hosted by businessman Jaime Augusto Zobel and wife Lizzie, a Colombian.

Blogger Saxnviolins has another theory: “There is a special interest in Cartagena, which is not the capital of Colombia. I doubt that friendship and the hosting by Zobel de Ayala is the main reason. There is a business purpose to the trip to Cartagena.”

Saxnviolins said Cartagena is Colombia’s second largest port; the largest is in Buenaventura. A known Arroyo ally, businessman Ricky Razon of International Container Terminal Services Inc. has invested $180 Million in Buenaventura:

Saxnviolins said it has been rumored that the Arroyos have a stake in ICTSI. “So the Cartagena trip may have something to do with ICTSI.”

“Siyempre may dahilan na lihim. Magpapakaligaya sila sa paraiso ng Caribbean Islands? Maari o kasama na ito. Pero ang ibang dahilan ay malamang na baka bumili sila ng isla o property dito para tirhan sakaling tumakas sila sa batas at ngitngit ng mga Pinoy.”

Cerge tries mighty hard to explain Cartagena trip

Malacañang yesterday said President Arroyo spent the weekend in Cartagena, Colombia for a “technical stopover” before proceeding on her state visit in Brazil.

Press Secretary Cerge Remonde, in an interview over Radio Mindanao Network, said the trip from Los Angeles to Recife City in Pernambuco, Brazil is a bit long and their pilots needed to rest and their aircraft refueled.

“Hindi iyon actually side trip. Parang stopover dahil alam ninyo napakalayo kasi nitong Brazil at may teknikal na pangangailangan iyung piloto at iyung eroplano. Hindi puwedeng tumuloy-tuloy, so nag-stop-over noong weekend sa siyudad ng Cartagena,” he said.

(An opposition wag said that “if Remonde can sell this, he could sell even Quezon Bridge.”)

Remonde said President Arroyo and First Gentleman Jose Miguel Arroyo took the opportunity to visit businessman Jaime Augusto Zobel de Ayala and his family, who had invited the Arroyos to their house in Cartagena.

Arroyo initially flew to Los Angeles last June 20 to meet the Filipino community after her three-day official visit in Japan on June 17-20.

The website www.timeanddate.com estimated the distance between Los Angeles and Recife City in Pernambuco, Brazil at about 5,355 nautical miles (9,918 kilometers).

The distance between LA and Cartagena in Colombia is 2,743 nautical miles (5,079 kilometers) while Cartagena to Recife City is 2,672 nautical miles (4,949 kilometers).

The Luftgrop website’s flight calculator estimated that it takes 13 hours and 11 minutes non-stop to fly from Los Angeles to Sao Paolo in Brazil. There was no estimated flight time from LA to Recife City.

The website showed the travel time between LA and Cartagena (5,060 kms) at about six hours and 55 minutes, about one-half of the non-stop flying time between Manila and Los Angeles. Travel between Cartagena and Sao Paolo is about six hours and 44 minutes (4,290 kilometers).

Arroyo used an Airbus 340, the same type used by Philippine Airlines which flies non-stop from Vancouver to Manila in about 13 hours.

Arroyo arrived in Recife City, Brazil at 7 p.m. on June 22, where she was welcomed by Pernambuco Governor Eduardo Campos and Vice Governor Joao Soares Lyra Neto, and Ambassador Teresita Barsana.

Recife City, the capital of the state of Pernambuco, is the first leg of Arroyo’s four-day, three city state visit to Brazil.

Arroyo is expected to visit the Tecon Suape, S.A. (TSSA), the Brazilian subsidiary of Filipino company International Container Terminal Services, Inc. (ICTSI).

From Recife, Arroyo would proceed to Brasilia where she would have the bilateral meeting with Brazilian President Luiz Inacio Lula da Silva.

Arroyo would also visit Rio de Janeiro which is known for its carnival celebrations and tourist beaches, and meet with potential Brazilian investors, before flying back to Manila on June 25.

Arroyo first visited Brazil in 1960 as the teenage daughter of then Vice-President Diosdado Macapagal.

    Question that most people keep asking is why Mike Arroyo has not traveled to US for the last two years. He used to watch Pacquiao’s fights in Las Vegas but failed to watch all his fights in the last two years. Except for the US, Mike travels with his evil wife to all other countries.

    Anong klaseng income or profit ba ang makukuha natin sa ganyang mga travel? ito ba ay makakabuti sa ating ekonomiya? nararamdaman ba ito ng taong-bayan?o iilang tao lang ang nagtatamasa nito?

    Geeeezzzz…. If this is true, then we are really going to the dogs and yet the Filipino people has done nothing. That gives me the creep.

    By the way, who among you will bite the idea that a technical stopover for two days are needed by the pilot? I have been involved in state/official visits of the presidents before (including former presidents) and in receiving foreign heads of states, but never did I/we encounter technical stopover for two days?technical stop-over may take several hours or one day. However,if that plane is carrying VIP, such as a head of state, then the government (with the people’s taxes)will charter another flight just to bring him/her to her destination/s.

    People who have been included in state/official visits knows what I’m talking here.

    There’s something going on here, if what they said is/are true then the makapal-arrovo family are then laundering(?) money to panama via cartagena.

    This should be properly investigated, if it is true then let them face the music and dance the cha-cha, hehehehe….

    I can’t see any good that comes out of her, and those guys around her who only know how to milk the national treasury. Where on hell can you see a country wallowing in debts and deficits (P11 billion govt deficits).

    In Hawaii, the Gov. Linda Lingle and her officials don’t travel around the way Gloria and her pigs do. They do something to reduce the deficits by economizing and cutting down on unnecessary expenses. They set the example by not becoming part of the problem. Not Gloria, not Nograles and those good for nothing pinoy officials. Damn! Why do Filipinos have these kind of abusive leaders and not do something to kick them out!

    It’s pretty clear Gloria is preparing hers and her family’s exit out of the country. The preparations seem to be in a rather desperate and careless fashion. In a manner that can and has been easily detected.

    And so if she is preparing for exile (forced or voluntary), she’s going to leave behind her poor minions at the mercy of the angry Filipinos. The hell she cares for them. She never did. They were just tools to be used and discarded when no longer needed.

    Executive Secretary Eduardo Ermita yesterday denied that President Arroyo’s side-trip to Cartagena, Colombia on her way to Brazil was kept secret, stressing that confidentiality was observed for security reasons.

    Ermita added that much as the administration wants to be transparent about all the travels of President Arroyo, confidentiality must still be maintained due to security and safety reasons.

    Ermita faced the media yesterday at the Annabel’s Restaurant in Quezon City partly to clear speculations about the June 21 unscheduled stopover in Colombia, which led to speculations as to why Arroyo was going there.

    Press Secretary Cerge Remonde had said Cartagena was a technical stop.

    Ermita admitted that he himself was not aware that the President and her delegation would stop by Cartagena, but “I am aware that Colombia is on the way to Brazil.”

    “I do not know what was so secret about it…Dahil alam naman ninyo hindi pwedeng maging sikreto iyan if you have 30 to 35 people with you. But quite frankly, I have no idea of the purpose of passing by Colombia. There’s got to be a reason for it, pero there’s nothing secret about it. It’s not intended to be hidden from anybody,” Ermita said.

    Ermita also dismissed suggestions that Malacañang make public all of Arroyo’s schedules and foreign travels to dispel suspicions that she is hiding something and using enormous government money to finance personal trips.

    “The itinerary of a president is classified confidential dahil they could be target of trouble makers…Much as we want to tell the public and be transparent about it, there is number one consideration, the security of the President and her party,” Ermita said.
