Dear Mr. President,

We shared the wonderful jubilation of the American people during your historic election triumph. When you assumed office early this year, we rejoiced at the audacious hope that you inspired, and on your promise of change for the common good.

We joined all freedom loving people of the world who exulted when you declared that “those who cling to power through corruption and deceit and the silencing of dissent…are on the wrong side of history.”

The Filipino people share the same morals, ideals and aspirations that define the envied way of life of the American people. Filipinos yearn for the same kind of leaders that the American people yearn for themselves; leaders who are imbued with the right values, lead principled lives, and govern withn the highest ethical standards. The ideals of justice, democracy and the upliftment of human rights animate the Filipino people’s dreams of a better world in much the same way that these ideals animate the dreams of the American people.

Upon your invitation, President Gloria Macapagal Arroyo will have the chance to meet with you on July 30, 2009. In your meeting with Ms Arroyo, it may serve you well to be mindful of Ms Arroyo’s legacy of corruption, extra-judicial killings, enforced disappearances, torture, bribery, election cheating, among others. We do not wish to belabor you with details of these high crimes which have surely been documented and reported by the U.S. State Department to your Office.

The Filipino people also yearn for change from the effrontery of hopelessness and the curse of decadence that Ms Arroyo represents. In your meeting with Ms Arroyo, we feel confident that you will make clear to her that a Government that does not comply with the Principles of Democracy and respect for Human Rights cannot have the approval and support of your administration. We implore you Mr. President to inspire hope and be an instrument of change for the common good of the long suffering Filipino people.

    Mabuhay ang mga pumatnugot sa liham na ito, timing at NAWA e matauhan itong si gloria sapagka’t maglulubid na naman yang ng kasinungalingan na halos yaong kapalpakan ng kanyang rehime e datos na nailathala na sa mga pahagan at pinag-usapan na sa bawat forum.

  10. I learned that US Ambassador Gaa is in Vancouver to welcome the Bitch and the Pig. Why in Vancouver? Is the Pig landing in Vancouver, Canada not in the US? Anyway, his lover Vicky Toh is in Vancouver.

    Ping Lacson has an article in one paper about the trip. If the Pig carries a diplomatic passport, he cannot be arrested in US. So, his travel this time doesn’t prove anything if Malacanang wants to show he has nothing to fear in US.

    Iyong nga lamang baka makuha niya si Obama sa kanyang pangiti-ngiti, at saka pa-good-girl appearance, at malihis ang usapan doon sa talagang interest ng Amerika sa Pilipinas.
    At saka kung tama ang sinabi ni bitchevil na kasama dito sina Miriam Santiago and Lito lapid; baka patamblingin pa niya ito just to entertain people in the White House. Ayus, ligtas na ang nunal sa pagkastigo sa kanya ni Obama, hehe.

    Not true. Diplomatic immunity inures in a diplomat – an Ambassador, Consul, etc. The Vienna Convention and other such treaties refer to actual diplomats, not carriers of a “diplomatic passport.” A diplomatic passport does not make one a diplomat.

    Ayaw pa lang ng Tate. When they want to, they can get the Pig, just like they did Noriega.

    I don’t put much premium on this letter to Pres. Obama. This will be a purely political and business interest meeting between Obama and GMA and a deal will be struck between the two,a case of quid pro quo regardless. On one side, the political and business interest of U.S. and on the other side the political and business interest of GMA.

    The U.S. government won’t let this political opportunity pass by, they will not find another GMA again. If they want something from the Philippines, this is the opportune time to bargain for it while GMA is at the helm. GMA is a president like no other, in her need for survival and the U.S. can offer it to her in a silver platter for a price.

    GMA can never be “on the wrong side of history” if she is on the side of the U.S. but our country will be on the losing side of history if we allow it.

    WHAT IS THIS?

    I’m a bit perplexed. I thought Pinas is an independent/free nation?

    I understand that Pinas still looks up to its former colonizer as its continuing “mentor” but I don’t find it at all dignified for these former elected and public officials to ask Obama to slap Gloria on the wrist just because they themselves failed to bring her to account.

    The letter writers — all of whom held power of some sort at one time or the other — are virtually conveying to the American people by way of the US president that the Philippines cannot/is unable to function as a democracy, that Pinas is unable to function without America’s guidance or that Pinas is only independent on paper.

    I am all for public and elected officials, past and present lambasting Gloria anywhere in the world — they may write, demonstrate, create scenes/scandals, for all I care — but the words they mouth and write should be chosen carefully in order not to give foreign leaders, Americans or others, the notion that the nation is not a mature, independent and free nation capable of functionning by taking into account or punishing one its own.

    There is no dignity in that letter! If at all, it could only produce the opposite/unwanted effect, i.e., America and Americans will continue to think that Pinas has no spine and cannot be left alone to do things for themselves.

    LAST DECEMBER, the House of Representatives Electoral Tribunal (HRET) declared Rep. Danilo Fernandez (Laguna) ineligible for his position. HRET cited his lack of residency in the first district of Laguna. The tribunal ordered him to vacate his office.

    Again last April, HRET denied the “motion for reconsideration” of Fernandez, noting that the sitting congressman did not bring out new issues or arguments.

    With that ruling, from what I gathered, the HRET decision for him to clean up his desk at the House became final. I learned that it was even entered in the book of entries of judgment.

    The petitioner in the case against Fernandez, who was a certain Jesus Vicente, a retired employee, asked the HRET to issue a writ of execution.

    Such an authority happens to fall not on the tribunal but the Speaker of the House, none other than Speaker Prospero Nograles.

    What he needed was a mere “notice of judgment” coming from the HRET, which the tribunal has issued a couple of months ago.

    Now, maybe because of forgetfulness or whatever, Nograles has yet to execute the HRET decision—despite repeated notices from the lawyers of the petitioner.

    Nograles is supposedly a brilliant lawyer himself. I mean, he knows that the HRET—not the House Speaker—is the sole judge of cases on the election and the qualifications of congressmen.

    Fernandez belongs to the ruling Lakas-Kampi-CMD.

    Bawasan ang power at purse ng Pangulo nang naaayon sa Saligang Batas. Bigyan ng sapat na kapangyarihan at kakayahan ang mga Mayor at Gobernador para mapaunlad ang kani-kanilang lugar. Pabayaan nating dumami ang mga magnanakaw. Ang mahalaga’y kumalat ang biyaya sa lahat ng sulok ng Pinas. Teka… Ganoon nga ba ‘yon?

    PRESIDENT OBAMA: Well, let me express my thanks and appreciation for the visit from President Arroyo. As we discussed during our meeting here and our delegations, the relationship between the United States and the Philippines dates back many years. It is a friendship that is forged not only in treaties and trade relationships and military relationships, but it is also strengthened by very personal ties that exist between our two countries. We are proud to have 4 million persons of Filipino ancestry contributing to our country each and every day, in all walks of life. The fact that we have Filipino veterans who have fought side by side with American soldiers on behalf of freedom — all those things have strengthened the relationship between our two countries.

    I am very pleased that President Arroyo has made such good progress on dealing with counterterrorism issues. She has initiated a peace process in Mindanao that we think is — has the potential to bring peace and stability to a part of the Philippines that has been wracked by unrest for too long. We are very grateful of the strong voice that the Philippines has provided in dealing with issues in Asia ranging from the human rights violations that have for too long existed in Burma to the problems that we’re seeing with respect to nuclear proliferation in North Korea.

    I am looking forward to my travels to Southeast Asia, and the Philippines will be the coordinating country in the U.S. relationship with ASEAN, the primary organization — strategic organization for Southeast Asian countries. And in addition, the Philippines will be sharing the Non-Proliferation Treaty conference that will be taking next — place next year.

    And so we’re going to have a busy agenda together working to reduce the threat of nuclear weapons, improving the multilateral partnerships in Asia that can create greater security and greater prosperity for all countries. And in addition, we continue to be grateful for the outstanding contributions that the Philippines has made with respect to U.N. peacekeeping around the world.

    So although the Philippines is not the largest of countries, it, in using a phrase from boxing, punches above its weight in the international arena, and we are very grateful that President Arroyo has visited us here today, and we are looking forward to using this meeting as a way of launching even greater cooperation between our two countries in the years to come.

    PRESIDENT ARROYO: Thank you, Mr. President, and thank you for inviting me to have this very important conversation here in the White House.

    The U.S. is very essential to the economic, diplomatic, and national security of our country. We are very thankful for the U.S. as an important ally in helping to professionalize our military and making it more effective.

    Just as important, we are thankful to the U.S. for being such a good ally in our — working on soft power by helping us build bridges, roads, schools, not only in Mindanao but across the nation. And this assistance of the U.S. has gone a long way in helping us to achieve what we have been able to achieve in the peace process in Mindanao in southern Philippines, and also in our fight against terrorism.

    I was very happy to let President Obama know that the Muslim secessionists have agreed, together with a Philippine government panel, to work towards a resumption of formal peace talks, and we’re very thankful for the international community, including the U.S., for their assistance in bringing us to this stage.

    Internationally, we stand foursquare behind the United States on the position that it has taken with regard to Burma and with regard to North Korea’s nuclear adventurism.

    We also applaud President Obama for his leadership on climate change, which is so important to the Philippines because we are an archipelagic country and severe climate change is going to be disastrous for our country. We are already feeling the weather pattern changes in the rising seas.

    We are also — finally, may I say that I bring the thanks also of our Filipino veterans for the inclusion of the veterans’ benefits in the fiscal stimulus package, something that we have all waited for as a country for the last 60 years.

    So I’m very grateful for this opportunity. We thank the Obama administration for the new engagement in our part of the world, and we look forward to a stronger relationship between the U.S. and ASEAN and, bilaterally, a stronger relationship with our two countries.

    Q Thank you very much, Mr. President, and President Gloria Macapagal-Arroyo. I am from the Philippine media, sir. It’s noted that you’re the first Asian head of state to be afforded by President Obama this — such an invitation. As much as this is your first time to see President Obama in person and you have talked to him, could you kindly share to us, Madam President, your impressions of the American President? (Laughter.)

    PRESIDENT OBAMA: I’m sure she thinks I’m much younger looking than she expected. (Laughter.)

    PRESIDENT ARROYO: Well, as a person, President Obama is very cordial, warm, and welcoming. And I’m really very impressed about — of his deep understanding and knowledge of the Philippines and the Filipino people — the understanding of the close relationship within the Filipino people and the American people.

    And we — I think we connected very well also on our position with regard to Burma and Aung San Suu Kyi, with regard to North Korea and nuclear proliferation, with regard to human rights and terrorism. And we welcome President Obama’s reaching out to the Muslim world, and also we are very pleased about his — the importance that he accords to engagement with our part of the world.

    Q Is it considered to be ungrateful if I will not get your reaction? It will be greatly appreciated if you can also give your impression of our President.

    PRESIDENT OBAMA: Well, obviously, President Arroyo has done outstanding work on a whole range of issues. She mentioned the areas where the United States and the Philippines are of one accord, but as evidenced here today, she’s somebody who knows the issues. She has experience leading the Philippines through some very difficult times. She has expressed a great friendship towards the United States, and aside from her great personal charm — (laughter) — we are very appreciative of the concrete ways in which her administration has pursued strengthening ties with the United States. So I’m very grateful for that.

    Okay, Jeff Mason.

    Q Yes, sir. A double-barreled question for you. First of all, what do you expect to be the main message of the GDP figures that come out tomorrow? And second of all, what do you think will be the main message of your meeting tonight in the Rose Garden?

    PRESIDENT OBAMA: On GDP, I don’t have a crystal ball and I haven’t received the figures yet, but I think if you look at the consensus of economists right now, it confirms that we have seen a significant slowing down of the contraction over the last several months. There are a lot of indicators out there that tell us that job losses, although still way too high, are not at the pace that we were seeing in January or February. Housing prices went up for the first time in three years. The credit system, the banking system, the financial markets generally have settled down. You’re not seeing the huge volatility or panic that you were seeing.

    And so all of that is a sign that we have stepped away from the precipice. As Ben Bernanke and others across the ideological spectrum have indicated, we were in a position where we could have gone into a Great Depression. I think those fears have abated.

    But I suspect that the GDP numbers will still show that the economy contracted in the second quarter, that job loss is still a huge problem. And you don’t have to read GDP numbers to see that; all you got to do is talk to the American people who are still losing jobs, losing homes, and worried about their ability to keep their health care and finance their child’s college educations. So we’re not going to rest until we have seen not just a technical improvement in GDP but until the American people’s job prospects, their incomes have rebounded — and that’s going to take some time.

    With respect to tonight, you know, I am, I have to say, fascinated with the fascination about this evening. As you know, this idea was prompted when I was talking to Sergeant Crowley, and he said, well, maybe I’ll have a beer in the White House someday, and I said, well, you know, I’m sure that can be arranged.

    I notice this had been called the “beer summit.” It’s a clever term, but this is not a summit, guys. This is three folks having a drink at the end of the day and hopefully giving people an opportunity to listen to each other. And that’s really all it is.

    This is not a — this is not a university seminar. It is not a summit. It’s an attempt to have some personal interaction when an issue has become so hyped and so symbolic that you lose sight of just the fact that these are people involved, including myself, all of whom are imperfect. And hopefully instead of ginning up anger and hyperbole, everybody can just spend a little bit of time with some self-reflection and recognizing that other people have different points of view. And that’s all it is.

    And so I will be surprised if you guys all make this the lead as opposed to a very important meeting that we just had with one of our most important partners in the world, but the press has surprised me before. (Laughter.)

    Every year, Asean decides who among them is designated coordinator for a dialogue country. Last year it was Thailand that was the coordinator for Asean-US and Philippines was the vice-coordinator. Philippines last year was coordinator for Asean-Russia.

    This year’s it’s the Philippines turn to do the coordinating for Asean-US. It’s an Asean housekeeping chore.

    It’s an insult to the Philippines and Asean to have the US meddle in their internal organizational decisions. Hindi naman talaga ginawa ng US.

    Wrong reporting lang.

    Much ado about Phils being country coordinator. ASEAN 101: Its not for US or any non-ASEAN member for that matter to name or designate any country to be its coordinator. This is a housekeeping issue internal to ASEAN.

    Phils took over from Thailand in the last ASEAN-US Post Ministerial Conference in Phuket Thailand, which was chaired by Singapore and co-chaired by US. Being country coordinator is no less than a rapporteur in a meeting, in this case ASEAN-US dialogue.Phils was past country coordinator for New Zealand. In 2005 Phils was country coordinator for ASEAN-Russia, during the KL summit GMA even promised Russia a seat in the East Asia Summit when Phils shall become chair of ASEAN. Other than one country opposing to Russia’s entry, the consensus-driven ASEAN raised a moratorium on EAS membership after that, so Putin settled for a state visit after the Cebu summit.

    To hype Phils being country coordinator leaves a bad taste in ASEAN’s dynamics. Its bad for the Phils to be perceived as US lobbyist in ASEAN, all its initiatives will be tainted and may be shot down in a an organization that is struggling for centrality in the region.

    ASEAN has tried to show its independence, at the risk of being criticized to the detriment of their reputation in the case of Myanmar.

    Also it is showing that it cannot be dictated on how ASEAN should deal with North Korea in the ASEAN Regional Forum, the only venue to engage North Korea outside the Six Party Talks.

    Indonesia, in the last ASEAN Ministerial Meeting proposed 3 items into the terms of reference (TOR) of the ASEAN Human Rights body, while it was too late in the day to be making proposals as there is already an overwhelming move to get started with establishing the Human Rights body, US was even suspected to be behind Indonesia’s last minute pitches. Indonesia’s proposal didnt make it to the TOR that was endorsed by the Ministers in Phuket, though the ministers agreed to include one of their proposals in the political declaration that the leaders will adopt in the next summit.

    So the Phils as country coordinator can only do so much in a consensus-driven ASEAN, while it is a mature and very senior regional bloc, it has yet a long way to go in its vision of an EU-style community.

    Second, there is nothing that suggests US intervention but an appeal to halt support and approval to a corrupt regime. A cut of US funding for anti-terrorism, aid and other corruptible projects will definitely hurt the tiyanak and her minions. The letter is aimed to discredit the corrupt arroyo regime.
