2010 election trends

It’s heartening to know interest among young people to participate in the 2010 elections is growing.

Political consultant Malou Tiquia, in her presentation on “Developments in the 2010 election campaign” in a recent forum sponsored by the Ateneo School of Government, said of the 45,029,443 registered voters as of March 2009, nine million belong to age 18-35 years old. Election observers expect 22 per cent of voters would come from the youth sector.

If these young people would identify with someone in their age range, they would have three to choose from: Chiz Escudero of the National People’s Coalition, who will be turning 40 (the minimum age requirement to be president) on October 10; Gilbert Teodoro of the administration’s Lakas-Kampi-CMD; and the Liberal Party’s Noynoy Aquino.

With the significant number of voters being young, Tiquia, who is advising Escudero now, said there would be higher use of New Media both by the candidates and the voters. “Social networking sites (Facebook, Friendster, Multiply, MySpace) allow candidates to establish constant visibility to their constituents. It allows them to present their political agenda as well as personal lives in a non-obtrusive manner,” she said,

Tiquia further said, “the informal landscape of the Internet may prove to be effective in creating a more personal connection with voters.”

Blogs, which number almost 400,000 in the country today, may be used to “create buzz”, she said.

But she said although there have been a sharp increase of internet users in the past eight years (two million in 2000 to P20 million in 2008), Tiquia said television and radio are still the more effective media for the candidates to reach the greatest number of audience.

In Metro Manila, for example, TV reaches 78 per cent of the population; radio, 31 per cent; newspapers, 53 per cent and internet , 16 percent.

In other parts of Luzon, TV reaches 70 per cent; radio, 45 per cent; newspapers, 39 per cent and internet, six per cent.

In the Visayas, TV reaches 71 per cent; radio 47 per cent; newspapers 30 per cent and internet five per cent. In Mindanao, TV reaches 64 per cent, radio 44 per cent, newspapers 22 per cent; and internet three per cent.

That explains why presidential candidates are saturating TV with their ads. Nielsen Media data show that from October 2008 to May 2009, Nacionalista party presidential bet Manny Villar has spent P321 million on TV ads. A source said as of last month, Villar’s TV ads spending has reached P600,000.

And official campaign period has not yet started!

Sen. Mar Roxas, who dropped out from the presidential race in favor of Aquino, had spent P256 million while Teodoro had spent P30 million as of may 2009.

Tiquia said the past three national elections showed an average of 74.25 voters turnout. That would mean about 33 million out of the almost 46 million registered voters. She said to win in a contest of four or five presidential candidates, the winner should get at least 30 per cent of the votes or 10 million votes.

In 1992, Fidel Ramos won with only 5,342,321 votes (16.62 per cent of total registered voters) over Miriam Santiatiago who got 4,468,133.

In 1998, Joseph Estrada got 10,722,295 votes (31.39 per cent of registered voters) over Jose de Venecia’s 4,268,483 votes.

In the fraud-riddled 2004 election, Arroyo was proclaimed after being credited with 12,905,808 votes (29.64 per cent) over Fernando Poe Jr.’s 11,782, 232 votes.

Mahar Mangahas of the Social Weather Station, in his presentation on “Expectations of the Filipino people for the 2010 elections., said the unpopularity of Gloria Arroyo will be factor in the voters’ decision.

Mangahas said, “It is an outstanding fact that most Filipinos have been dissatisfied with the president’s performance throughout the past five years. In contrast, during the 2004 election campaign, the public’s regard for GMA was either moderate or neutral.”

Mangahas noted that Arroyo was not alone as an increasing unpopular leader citing the case of US President George W. Bush whose popularity plunged from 2001 to 2008. ”Common sense says that it will be just as hard for GMA’s candidate to win in 2010 as it was for Bush’s candidate to win in 2008. The main task of her candidate will be to convince the public that he/she will be very different.”

  1. I think this time dapat nating gawin ang nararapat at ipaglaban natin ang ating mga karapatan kaysa naman salita lang tayo ng salita wala namang ginagawa,we should do something para mawala na yang mga taong ganid sa gobyerno we have the elections and other things to do it and we can make a difference.

  2. i’m pretty sure these presidentiables and the rest of the wannabe’s must have dissected what the Obama camp did with their uber successful use of the internet in winning the white house. lo and behold, early risers like mar roxas and chiz escudero started their internet presence with facebook and everything. pretty soon, you’d see everyone here.

i’d say that blogs will be put to a test this time around in philippine politics. for once, we seem to be effective in teaching other people about the who’s who, that what they did and did not do and everything in between gossips and buzz. given that these candidates are reading us, the more i am apt to believe the effectivity of this medium

but the question is: do we have statistics to show how truly wired the philippines is such that we (as bloggers) could be read in the barrio’s? there are a number of internet shops sprouting in the barrio’s already but we still do not have numbers as to the reach of this medium which means that the good ‘ol broadcast medium stays and he who has control on broadcast media in the barrios wins. am i right?

and the more i’m curious – what’s the percentage of voters do we have in the barrio to warrant a such a fight for penetration to influence them?

  4. balweg balweg

but the question is: do we have statistics to show how truly wired the philippines is such that we (as bloggers) could be read in the barrio’s?

Nice question Kgg.

Doon naman sa class A & B…hangad nila to maintain their statusquo sa kanilang buhay, but yaon namang Class C…ayaw makigulo sa mundo ng pulitika, ang last but still in the list ang Class D, E, at may F na ata?

Ang D class (rural poor), and and E naman (urban poor) at finally ang F…yaong kumakain ng pagpag at mga palaboy sa lansangan na dinusta yaong pagkatao?

  5. yeah i hear you balweg, tubong barrio den ako, dun ako lumaki, nagbenta nang mga manok at kamoteng kahoy just to get to school. but i remember during those times na tag-hirap, people there vote kung sinong magbigay nang pera, isang gatang na bigas o kaya, fried chicken. alam mo yon?

so are you telling me that not much have changed? therefore, wala sa agenda nang mga pulitiko again ang mga tiga barrio? welcome talahib highway once again?

  6. Ellen,

Off topic: Ebdane, Esperon, Gonzales vie for DND post

Is Esperon eligible for the defence post? He’s only retired only recently (less than a year?) If so, can he occupy defence post already?

Maybe, Gloria will appoint Ebdane? Any one of them is bad news at DND; 2010 elections will involve those who rigged the 2004 elections. Risk that elements from the military will be used to “rig” elections again.

  7. Tedanz Tedanz

    AdeBrux,

Sinabi mo pa, Mumbaki. Over here in Japan, we have worked hard to encourage Filipinos with Philippine citizenship (dual citizenship is not allowed in Japan) to register and vote. We have had difficulties in fact encouraging especially those who never actually had the chance to practice their right to vote because they had been in Japan since they were teen-agers. The usual excuse is, “Pare-pareho lang iyan, Pag nakaupo magnanakaw din.” Still, we try hard to make them change their minds about such notion.

Hong Kong as usual registered the most number of new registrants. Japan has less than 6,000 out of the remaining 20 to 30 thousand Filipinos left after the frequent raids by police and the Immigration on illegal entrants and overstaying migrant workers not just from the Philippines but also from Pakistan, Iran, etc.

Mag-google ka and you will see these guys now putting up their publicity stunts even on the Internet.

  9. but i remember during those times na tag-hirap, people there vote kung sinong magbigay nang pera, isang gatang na bigas o kaya, fried chicken. alam mo yon?

You bet, Reyna Elena, nothing has changed. Dinadaan pa rin sa bola-bola at lagay. Worse ay iyong nagbibigay ng bigas at ramen paid with taxpayers’ money and pretend galing sa “puso” daw para maguyo lalo na iyong ginugutom nila! Kung makakaloko, well and good ang katwiran.

Setting aside modesty, a lot many people in Japan know me because of my involvement in the movement for the passage and approval of the OAV, because I believe very strongly that the only way people can fight the system is to exercise their right to vote and be courageous enough to remove those they put in position to do as they bid.

  12. …be courageous enough to remove those they put in position who will not do as they bid….

  13. BTW, problema namin ay kung papaano i-insure ang kalinisan ng eleksyon with the ballot boxes under the control of people the creeps themselves send to posts where there are Filipino voters.

Tamano at Kong. Chipeco.

Kaya nangunguna nga siya sa survey before Noynoy because of this.

  15. From Anna:Ebdane, Esperon, Gonzales vie for DND post

Ebdane and Esperon, Gloria’s “Hello Garci” generals, are reported to be wanting to run for senator or congressional seats. maybe they are hoping that they few months that they would be in the defense post would give them access to logistics that would help them in their political plans.

It’s still the same mindset of using government resources for their own personal interest.

    Public, beware! beware!

  16. Eggplant Eggplant

  17. parasabayan parasabayan

If all the 9 million young voters really vote, WOW, malaki ang pag-asa ni Chiz talaga!

The internet is also powerful not just for the young voters. A lot of the OFWs have computers so they can communicate cheaply with their relatives back home. The internet is a great inexpensive medium to get the candidates known. But the candidates can not just rely on just one kind of campaigning. We have more C,D and lower classes who do not even have a home to go home to. They are on the streets! There are voters who can not even afford to buy their food, much less buy a tv set or even a radio. There are voters who can hardly buy a newspaper to read. These classes, unfortunately will be the ones who will be content with 500 pesos dole out money to vote for anybody the mayor or barangay captain tells them to vote for. These voters number more than the young voters. It will be a while before we can get rid of these kinds of voters. These voters really do not have any freedom to choose! Some even settle for a can of sardines and a kilo of rice.

This is why, ingat tayo sa susunog na eleksiyon. Mapagmatiyag tayo.

I like to be optimistic but we can not have change overnight. But if we can leverage on educating our voters (except the lower classes who do not have so many options) it would be a good start. We may not see the change in our generation but the next generation will surely reap the benefits.

  18. parasabayan parasabayan

Nakupo Ellen, “hello Garci”, in the making again! This time, no sweat dahil computerized cheating na. Think of your young kids.

I may give him a chance to prove himself. If he has the formula to give the people a chance to be in business for themselves and stimulate the economy, I will give him a chance to serve. Kung ang style niya eh parang “bamboo” and he swings where the wind blows style lang niya siguro talaga ito. Basta’t mapapalago niya ang ating ekonomiya, I will give him a chance. Maybe this is what some of those who were surveyed, favoring him, were thinking. If he was able to build a billion pesos empire from a shrimp vendor(siyempre kasama na din yung pagpili niya ng mayamang mapapangasawa), I would say he may have the capability to improve the poor people’s lives. Gibo and Noynoy may not have even gone to the market at all. Villar knows the stuggles in the life of a poor man. If these rich presidentiables will go to the grass roots now, it will just be for publicity. But Villar going to these poor areas, meeting with the poor people is like putting a fish in a pond! It is his turf. Sa dami ng mahihirap sa atin, Villar may have a chance at the presidency if he genuinely show that he wants to give back to the people.

For years now, Villar has been involved in bringing home the OFWs. I know that he raffles houses every now and then for them too. I think he is also into the low income housing too. He of course makes money from the OFWs but hey he has to make a profit too! At least he is very consistent in helping the poor. Sabihin na nating yung C5 insertion eh totoo. By now, I hope he has learned his lesson not to over leverage at the expense of the people’s money.

Again, kung makakatulong si Villar sa mga mahihirap by not doling out money only at election time, instead teaching them how to fish, I will give him the chance for the presidency.

  20. Al Al

Gloria’s operators will try. Sayang naman ang expertise ni Puno. It’s all up to us to counter it.

Unlike before when we allowed them (aminin natin we allowed Gloria in 2004), we should be vigilant gaisnt those who will manipulate again the 2010 elections for their personal interest.

  21. Al Al

Parasabayan, let us not be so pessimistic about the automated elections. It’s good that elections are automated.

I have faith in the Filipino people. We were able to oust a dictator in 1986. We can do it again.

  22. parasabayan parasabayan

I am afraid that even if Erap wins, he will not be allowed to assume his position anyway. Villar is a mutt. He is in business himself. Kaya, both factions may co-exist with him.

Chiz is a lawyer and a legislator, not born out of a poor family and has no business and real administrative (mayor, governor) background. He still has a lot of room to learn the intricacies of governance. Maybe in 2016 he will be more equipped. Pairing him with Legarda who neither has any administrative background and has a link with Angara spells inadequacy. Both Noynoy and Gibo are elitist. They will be leaning more towards the elite. This is the world they grew up in. We will just be fooling ourselves again if we think one of these Cojuanco’s will be serving the poor.

I never liked Villar but I can see him as a better alternative compared to the other presidentiables. I can remove my blinders and be realistic.

  23. Gabriela Gabriela

I’d rather take my risk with those you consider young and lacking in experience. (I don’t share that view in the first place.) Expertise can be learned.

But values, the appreciation for adherence to the law, honesty and integrity are more important.

It would be difficult for someone who is used to undercut legalities for his own benefit to unlearn.

    But I respect your choice.

  24. parasabayan parasabayan

We have to have a system of putting away corrupt officials if they are found guilty. We overhaul the system first. Kapag may napaparusahan, matatakot ng mangabuso kahit sino man. Kahit na sinong deretsong leader meron tayo, he or she will fall in the same trap because almost all the people around him or her are products of a very corrupt system.

Gabriela, haven’t you thought for a while that this C5 case is a politically motivated case too? Ping Lacson and Jamby Madrigal up to now can not get the full testimony of the witnesses of the supposed anomally. Ping is busy saving himself from the dual murder he is faced with. Murder versus an insertion. Which is a heavier crime? Jamby too belongs to a family who was one of the beneficiaries of the Marcos regime. Do you remember when Jamby was crying because Enrile told her that she should not be acting high because her parents were dancing with the Marcoses?

The more I think of it, now that Lacson is trying to save himself, he may have been ordered by the boobuwit to hang Villar as Villar is also a threat to her. The way I look at it, boobuwit is eliminating almost everyone in the opposition. Gusto lang niyang ipwesto yung kaya niya. She can not dictate on Erap and Villar so demolition job ang ginagawa sa kanila. I hope both of these men will be able to fight her to the end.

  25. PSB, please dahan-dahan lang in speculating C-5 controversy of Villar as a malacanang plot to destroy him using Ping.

    Malayong-malayo yun please.

If you are supporting Villar for reasons which I understand, that’s okay. But don’t say that the C-5 controversy is not true. It is.

Let’s go back to the main issue of who is involved in the killing of Dacer and his driver.

Other issues have come up like the PLDT deal which I also know kumita sina Erap (mark Jimenez packaged the deal).

What is important is the truth. The motive is secondary.

  26. I just wish that just like china,we can be united in heart actually doon sa china the provinces and regions in china don’t really understand each other without using putonghua I just wish maging katulad din tayo ng china sana magawa ito ng next president.

    ___

    Agree 101%!

I have three simple but critical requirements for those who would like to lead Pinas: Honesty, Good heart, and Adherence to Pinas Constitution and laws.

  28. parasabayan parasabayan

Sorry Ellen but this administration has done almost everything unthinkable to get rid of their perceived opposition.

On the C5 insertion, would Villar have just done that deliberately or all the other senators in the approving committee were aware of the insertion and turned the other way because they themselves had pet projects too? Why wont the senate review all the other budget insertions? Why single out this C5 project? I am pretty sure that there are similar insertions as well. I still believe that this is a demolition job on Villar and whoever is doing it, will benefit on the elimination of Villar.

Our topic is on election trends so talking about the candidates themselves would also be of relevance.

  29. No doubt about that, PSB. Ping’s expose on Villar’s C-5 insertion was politically motivated. At that time he was still a presidential candidate.

Now that he has withdrawn from the race, if Villar is eliminated, the other opposition candidates, Nonoy Aquino and Chiz Escuderao would benefit. Not Gloria Arroyo.

Possible that other senators also had their own “miracles” in the budget. But it was Villar’s C-5 insertion that was discovered. Plus he was Senate president at that time and presidential candidate pa. Malas lang nya.

But in all these, the bottomline is, is it true or not? The double entry for the same project cannot be denied. Villar just presented excuses: typo error, the project benefitted the people etc. etc.

  30. chi chi

Naniniwala ako sa Ping’s expose of Villar’s C-5 with evidence/documents available pointing towards the truth.

  31. Ebdane and Esperon, Gloria’s “Hello Garci” generals, are reported to be wanting to run for senator or congressional seats.

Punyetang Ebdane and Esperon na yan… Tamaan sana sila ng kidlat (borrowing from Erap!)

  32. chi chi

According to a source, Ebdane is almost sure na in Zambales.

  33. parasabayan parasabayan

“Political accommodation” for projects is a common practice in all tiers of the government. This is a form of “big time” corruption and all politicians know it. But if done in a useful manner, as the politicians know who needs the project most, it can also be beneficial. This practice is ofentimes abused like any other. But since it is a common practice, it is not considered a “crime” per se. With Villar’s expose though, I hope all politicians will cross their Ts and dot their Is and will not abuse this practice to satisfy their needs instead.

  34. parasabayan parasabayan

Besides Ellen, that insertion should have been caught in that year it wass inserted and not now. It is a “suspect” really!

  35. According to a source, Ebdane is almost sure na in Zambales.

Chi, is he running for a seat in the Lower Chamber or in Senate?

  36. parasabayan parasabayan

Anna if it is just in Zambales, it is not in the senate. It may be a govenatorial or congressional seat.

This positioning of the “allies” may be in line with the boobuwits prime ministerial ambitions. If Gibo wins (not remote if cheating persists), the first on his agenda is to have a charter change via con con (kuno). With all her allies (incumbent and the new ones now being planted), she can very well be the prime minister.

  37. PSB,

If Gibo wins (not remote if cheating persists), the first on his agenda is to have a charter change via con con (kuno)….she can very well be the prime minister.

I feel concerned about this Gibo making it. My fear, baseless perhaps, is that he might win if the opposition is not united and the fact that Gloria would benefit. I don’t know much about the man but his close proximity to Gloria is enough to make me wary.

  38. I seriously cannot stomach the idea that any of these election cheating operatives, Ebdane and Esperon, contemplating running for public office.

  39. China, Mumbaki, became united because of Communism. I doubt if the US will allow the Philippines to turn communist, too, to achieve unity. 😛

    Anna,

The punyeta is interested in the lower house of hell. A son, I guess, will vie for the governorship.

This tandem of Teodoro-Puno is really scary. Teodoro has grown roots in the AFP. Puno has grown roots, too, in the PNP.

I’m not surprised at all that these two eventually wound up as the Presidential and VP candidates of the Gloria forces. Like it was pre-planned by Gloria and Danding since Teodoro jumped from NPC to Secretary of Defense to Kampi.

In case magkagulo sa elections, they already have this Batman and Robin duo who can exert some influence over the AFP and the PNP. And this tandem would already have cultivated their connections wide and deep into the AFP and PNP.

As for Teodoro’s candidacy, it’s just too incredulous that a relatively unknown and with very very low ratings should be fast-tracked like that and suddenly end up the administration’s presidential candidate.

They’ve got something election/voting related up their sleeves, and we know it. Especially with election magician Puno also planting very deep wide roots in DILG.

  42. Teodoro has grown roots in the AFP. Puno has grown roots, too, in the PNP.

    Nation should be extra-extra vigilant.

Puno is NOT to be trusted, even if he swears on his mother’s head that he won’t cheat, or rig elections!

  43. Phil Cruz Phil Cruz

Puno says it’s impossible! How can they cheat? The voting he says is automated. Precisely, Mr. Magician. The magic will be faster and more wholesale.

Automated cheating is quicker! This is what we should be vigilant on come 2010. It is the Aboitiz handling and housing the computers. Things can happen in those storages. I hope that these men who are asked to store them will have installed cameras and inside guards to make sure that these computers are not compromised.

  45. parasabayan parasabayan

Every major candidate should have a watcher from the very beginning of the process. Ang problema lang dyan, baka yung chips eh planted na from the source. Lagot na naman tayo!

  46. parasabayan parasabayan

It is bad for the computer company to allow the integrity of their voting compromised otherwise they will never be able to market their system any place else anymore. So the insertions and alterations will be made in the transport and in the storages in the Philippines. Dito kailangang bantayan ng husto.
