The police should serve and protect citizens. According to Luwaran reporter (MILF site) based in Sulu some of the policemen who participated in the massacre were from Patikul and other municipalities in the province. In this case, they are butchers. Nag-import pa sila ng killers.

Mabuti na the MILF leadership has spoken about the Maguindanao massacre. Interestingly, the official statement did not mention the names of the victims or the names of the murderers. The official statement did implore:

I am not in favor of the Mangadadatu’s application for candidacy AFTER the FACT. He is another warlord. His decision BEFORE the fact may personally contribute to a post traumatic syndrome from loss of family lives. I found it amusing that the Prime Suspect in the Massacre was not even handcuffed during the arrest and transporting him and also not heard of anyone else arrested..

Maguindanao-based contacts said that all four were present when the mass killings took place last Monday morning.
According to the source, Teodoro played a key role in convincing the four to testify against the perpetrators and the brains behind the crime.
The source said Teodoro personally oversees the security arrangements of the witnesses and their respective families.
The source said the four have verbally confirmed the confession of a certain “Boy” that the mass killings were carried out on orders of Datu Unsay Mayor Andal Ampatuan Jr.

Example: The officer in charge of loaning guns to a person like government personnel can be held vicariously liable for negligence committed by this personnel to whom the guns has been loaned, as if the officer was a principal and the person who fired the gun is his or her agent, if the person using the guns is primarily for the purpose of performing a task for the officer or principal.

1.who oversees the proper purpose of the guns at the local level? is it not the Sr Ampatuan? if so then he is vicariously liable.
2. Who oversees the Sr. Ampatuan? is it not the higher commission? Contributory before the fact ?
I hope many pinoys will learn how to demand accountability and responsibility from their representatives. Majority of them are incompetent. Ampatuan Sr. must go to jail regardless if he was involved or was present at the crime scene. The fact that he is the regional governor, his negligence of letting the guns be used illegally and the backhoe, will make him CONTRIBUTORY or an ACCESSORY before the fact.

Napakarami na tayong rules of law, mga batas, kaya naman ang mga mambabatas natin hilong-hilo na sa pagre-research kung ano ang mga rules of law na yan. Dapat bawasan ang rules of law para may solusyon kaagad.
