Lucille Ortile and the Acuzar connection

Why is Lucille Ortile, once rumored to be former Vice President Noli de Castro’s special someone, in Malacañang as chief of staff of Executive Secretary Paquito “Jojo” Ochoa?

In February 2008, when De Castro was still being considered as a presidential candidate for the 2010 elections, an item went around the internet and text about a P200 million house at 2256 Paraiso st, Dasmariñas Village, Makati City reportedly belonging to somebody special to De Castro. The name “Lucille Ortile” was mentioned.

De Castro vehemently denied having anything to do with the Dasmariñas house. Friends who know Ortile attest to her innocence and falsity of that rumor.

Anyway, last month I was informed that Ochoa took in Ortile as chief of staff to counter Julia Abad, head of the Presidential Management Staff. The source said Ochoa needed someone knowledgeable about administrative issuances probably having bungled President Aquino first memorandum circular.

Ortille used to be with PMS, during the time of another controversial personality, Leny de Jesus under the Estrada administration. She was then in charge of Social Development Policy.

When De Jesus was transferred to the Urban Development Coordinating Council, she brought along a few dependable staff that included Ortile.

When De Castro became the vice president of Gloria Arroyo, he was made the housing czar. He served as chair of HUDCC. I suppose that’s how De Castro and Ortile met.

It is no secret that in Malacañang, there are two warring factions: The Liberal Party/Hyatt 10 group and the Samar group.

The LP/Hyatt includes the Budget Secretary Florencio Abad and his daughter Julia. It’s the group that supported the Mar Roxas as vice president. They are also known as the Noy-Mar group.

The other group is composed of Ochoa and members of the Pinoy lawyers who helped President Aquino during the campaign, the Aquino relatives who include TV director Maria Montelibano, Pastor “Boy” Saycon and his Council for Philippine Affairs group. They campaigned for a Noy-Bi (Binay) ticket.

Media called them the Samar group because because during the campaign, they occupied a house on Samar Avenue owned by Gerry Acuzar, chairman of the New San Jose Builders, a real estate company that figures prominently in any administration.

Acuzar is the brother -in -law of Ochoa.

One source said it’s not true that Ochoa got Ortile to help him in the competition with Abad. In fact, he said, Ochoa is not comfortable with Ortile.It was just that he could not refuse his brother-in-law who vouched for Ortille who was recommended to him by De Castro.

The source said Ochoa cannot refuse Acuzar’s request about Ortile because his brother-in-law was a major contributor in Aquino’s presidential bid. Acuzar’s name, however, is not found in the list of contributors submitted by Aquino to the Comelec.

There is something more than meets the eye in the presence of Ortile in Malacañang.

    Hehehehehe…. I told you so, remember Ms. Ellen when I raise the issue against this woman, long time ago, but nobody ever listened. Now, here she is again, back to the Palace with the team of P-Noy, I am already warning Mr. Ochoa about this lucille Ortile, she is one who will use everything to get what she wants.

    Matinik talaga si pandak. Marami pa rin siyang galamay sa gobierno ni Pnoy.

    This is the sad thing in Philippine politics, maraming pinagkakautangan ng loob na malalaking tao (most of them are crooks) and anyone in power would be beholden to them because they contributed to the campaign kitty of the one who won!

    Oh yeah! Ngayon naman ang napipintong privatization ng PAGCOR!
    Bakit yung mga income genereting corporation owned and operated by the government ang malimit gustong ibinebenta ng mga bagong upong liderato? Tulad nuon, ang Petron nang panahon ni Ramos. Kay Gloria yung sa IPPs, ngayon kay P-Nyoy naman ang PAGCOR. Natural maraming gustong bumili dyan sa laki ng perang kinikita. Sigurado akong yung makakabili nyan ay malaki ang ‘investment’ dahil may kasamang tongpats! Nasulsulan na naman si P-Nyoy.

    Ochoa is uncomfortable with Ortille, yet he can not refuse her because she is a relative of a big contributor to the Noynoy campaign. If that’s true then not far behind are men and women relatives of other contributors are now employed and working in the Aquino government. Maybe her case is just a tip of the iceberg.

    Paying back supporters and contributors in this country is a normal political exercise. Even more than normal is there is no option on how to settle when payback time is due. It’s not your choice but it’s the other’s choice on how settlement is made.

    Most sought after rewards: a cabinet designation or high position, employment for relatives even if unqualified, government contracts, settlement of court cases, seeking price increases for goods and services, etc.

    So it’s still a case of “sila-sila, kami-kami and tayo-tayo” system in government service. Weder weder lang talaga ang nangyayari. It’s still the old system, a system that is rotten to the core that held the country hostage and on its knees since time only god knows.

    No wonder government service is full of misfits, incompetents and corrupt.

    Yung mga dapat niyang bigyang-bahay na mahihirap, sa Dasma rin ang housing. Dasmariñas, Cavite.

    P100M para sa isang chikababes pa lang (may iba pa kaya?), isang libong bahay ng mahirap ang kapalit. E yung personal pa, magkano kayang lahat ang nasa alkansya? Hindi yan ibabangko, baka matsambahan siya ng katulad ng kumpare niyang si De Los Angeles, itakbo pa kwarta niya. Nakup, nagkasabit-sabit na. Tsk tsk tsk.

    Ang sarap ng buhay! Paano ngayon, si Binay na ang nakapuwesto doon? Condominium collection galore!

    Nope…but we have to grow up sometime, in life. its either we perenially become “victims” and complain, complain “its not fair” or we position ourselves to enjoy it, its your choice.

    Its up to you guys, life is too short to waste as “victims” when we can be victorious – its a matter of positioning…

    …the question that needs to be answered is “what are you gaoing to do about it?”…in your case “cry” like a baby as usual? 🙂

    In one of my adventurous forays south, this time in San Pedro,Laguna, I happened to see, at the end of a loooong God-forsaken dirt road road flanked by garbage dumps and junk shops, one of the low-cost housing projects of erstwhile housing czar Noli Boy de Castro. Let the pictures speak for themselves. They remind me of the infamous “toilets” of Jolly Benitez which he passed off as houses.

    this project should not have been stopped but finished. worse thing with unfinished projects is that it become evidence of incompetence and or corruption.i am quite sure this housing compound can be used by san pedro inhabitants.

  22. Ellen, yan yatang Southville ay relocation site nung mga dinemolish na home along da riles. Sa may bundok yan malapit sa Molino, Bacoor-San Pedro border. Reklamo nung labandera ng Mommy ko na dating taga-riles, walang tubig, walang hanapbuhay, walang eskwelahan at ang pamasahe P40 kada ulo sa tricycle dahil wala namang bi-biyahe diyan lalo pag umuulan. Sinimulan ang “interview” ng mga residente noon ni Mike Defensor bago mag-eleksiyon nung 2004 kung saan ginamit panakot sa mga residente na wala silang pabahay kung hindi si Gloria ang iboboto nila. Tinambakan ni FPJ si Putot sa Laguna nung 2004.

    Kabayad Noli de Castro, dapat ka ring magbayad ng pagkakautang ina mo sa mga mamayan. Hayun na naman sa radio at pasikat na naman na kung makabatikos ay parang napakalinis. Kasiraan ka sa Hybrid na Mangyan.
