Bastardizing the partylist

Parañaque Rep. Roilo Golez sees conflict of interest in the membership of Energy Secretary Angelo Reyes in 1-Utak (United Transport Koalisyun), a partylist group.

Golez said in the hearing of the House Energy Committee last Monday, Reyes admitted that he was offered a slot in the 1-Utak party list and in a TV interview, he said he is considering it.

His nomination indicates that he has been a member of the past three months because the law states that a nominee should be “A bona fide member of the party he seeks to represent for at least ninety (90) days preceding election day.”

There are calls for Reyes to resign because as Golez said, “his membership in 1-Utak, a player in oil products price and supply issues, which are within the jurisdiction of the energy secretary poses a clear conflict of interest.”

Concerns have also been raised about Mikey Arroyo, son of Gloria Arroyo who has opted not to run re-election as representative of 2nd district of Pampanga to allow his mother to make a bid to return to power via the House of Representatives?

Mikey Arroyo is the first nominee of Ang Galing Pinoy, allegedly representing tricycle drivers and security guards. How in heaven’s name can Mikey Arroyo be a member of association of tricycle drivers and security guards? The same question was asked when his aunt, Marilou, got to the House of Representatives representing balut vendors.

Ang Galing Pinoy and 1-Utak are two of the 187 partylist groups that are included in the ballot (that helps explain the two-feet long ballot) . The Comelec admits many of those 187 are questionable but they decided not to question them because that would have delayed the printing of the ballot. They say that they could still disqualify some of those before election day.

Former Akbayan Rep. Etta Rosales laments the bastardization of the partylist system which was introduced in the 1987 Constitution with the noble purpose of giving the marginalized groups a voice in Congress. It was giving substance to the philosophy articulated by the late President Ramon Magsaysay that “those who have less in life should have more in law.”

Etta said that in 2007, Akbayan exposed 11 dubious party list groups including Biyaheng Pinoy, a tricycle party list group founded in Mandaluyong but whose bulk of votes came from Mindanao. It was headed by the brother of the disgraced Comelec chairman Benjamin Abalos.

Etta said there is no serious effort by Comelec to investigate the integrity of all the groups it has accredited, both past and present.

She said, “Some curious names in the 187 list include Agbiag, no. 34 and Ang Galing Pinoy, no. 89. In 2007 this was one and the same suspected government front called ‘Ang Galing Pinoy, Agbiag! Timpuyog Ilocano, Inc.’ (Agbiag) for short. Now they have split like an amoeba with Ang Galing Pinoy ‘aching’ to have Mikey Arroyo its first nominee in the party list.”

Etta asks the Comelec: “What does ‘1-Ako ang Babaeng Astig Aasenso’ stands for and what under-represented sections of the population does it represent? “

She further said, “1-UTAK is among seven accredited party list groups that command the first row because they all start with “1”! Obviously this is intended to have these seven groups listed ahead of some 102! party list groups starting with the letter “A”. While these PL titles in competition of billing are a comedy by themselves, what is more bothersome is the fact that the transport group 1-UTAK should offer its first slot to a GMA cabinet member, Angelo Reyes, whose loyalty to the President today is measured by the years of service he has given to her in the various cabinet posts he has held regardless of experience these past 9 years.”

Etta said elections is being held under “a regime in a desperate drive to hold on to power in a period of rapid decline.”

Etta is not alone in thinking that “ This kilometer-long list of 187 party list groups may hold the key to her last remaining options – a private army of party list loyalists to support her speakership where district solons are fast jumping ship in search of new perks.”

She is calling for the reactivation of Party List Caucus. She said, “ The Comelec must be called to task and the Supreme Court must respond decisively before the dream of EDSA for a democratic Congress ends in a gruesome nightmare. A democratic Congress can still be a reality, but only with the concerted action of an informed public. “

    Reyes being a 1-UTAK member 90 days prior to nomination means he has been making decisions for or against the interest of his party in regard to the announcement of oil price increase/rollbacks. That is if he was really a bona fide member in the first place.

    Or he was just informed of the nomination lately, meaning he is disqualified since his nomination falls short of the 90-day membership requirement.

    Both ways, he is unfit to run but I’m sure he will admit to the first, and just dismiss criticisms as he did in the past.

    If the national elections are screwed up (at least the counting), then there will be no president or vice proclaimed. That means there also will be no senators proclaimed.

    Because the locals will be proclaimed earlier, then there will be a new House. Goyang gets elected speaker, and since there is no prez, vp or senate president, she becomes the president.

    Now why was an arrest warrant issued for Ping Lacson? So that he will leave the country (they know he won’t risk being incarcerated by them). So, the Senate will only have eleven members, because the results of the new senators will be bottled up; actually, ten, because Trillanes cannot vote. So they cannot elect a new senate president, even if the Supreme Court says that 12 is enough for it to be a continuing body.

    Once proclaimed as Speaker/President, rev up na ang cha-cha.

    So now we can call her Goyang Arroyo Dada; parang Idi Amin Dada – President for life. She deserves the name. Anyway, puro lang dada, walang accomplishment; unless you can call longevity an accomplishment.

    Tama ang sabi ni chi. Tanggalin ang partylist. At kahit na anong party meron. Ibalik ang 2 party system.
    Ang gulo kasi. Party dito, party doon, party sa labas, party sa loob. Kung ano ano ng party ang inimbento ng mga tao. Pati party na may kaugnayan sa kahalayan meron na rin.
    Only in the Philippines talaga.

    I’ve said before and I will say it again: “party-list representation in the LOWER house is for the elitist individual or groups in disguise as a representation by the marginalized individual or group in our society.

    Although, I agree with Chi that party-list representation should be abolished, the two-party system will be difficult to to do, simply because most of our politicians does not know the word ‘SACRIFICE” in the spirit of true represention of the people and the country.

    Look at the many candidates running for president, isn’t it ironic that all of them “wants to serve the country”, but only to served themselves and the elitists surronding them?

    Most of the present and former party-list representatives belongs to the same elitists people who runs the country like “DOGS”.

    Kanya kanyang pagtatatag ng partido, subalit suriin kung ano ang talagang layon – ang pagkakamit ng walang hanggang kapangyarihan tungo sa pagkaabsuwelto mula sa lahat ng pananagutang dapat harapin sa sala ng tao.

    Sa madaling salita, babuyan sa gobyerno.

    lam nyo naman si REYES utak talangka yan kaya dapat isama cya 1-UTAK kasi kahit pagsamasamahin lahat ng utak ng mga member ng 1-UTAK ay isang utak lang ang mabubuo nila. Kung kailan nandyan na ang problema saka cia hahanap ng solusyon hindi naman kaya ng utak nya ang mabilisan na pag-iisip para masolusyunan ang problema. Sabagay si REYES ay over-qualified sa pagiging member ng 1-UTAK kasi lahat ng departamento ng gobyerno ay napuntahan na nya.

    I agree that sax’ scenario is quite plausible. To ensure that Lacson doesn’t return to the country anytime sooner, an old complaint by FG protege Rosebud (Jack Chou kidnapping)is being revived and may be filed by DOJ very soon. Just in case his pending motion in the Dacer case gets the judge’s nod.

    The sticky situation therefore, lies in the national canvass. Sure winner Arroyo is proclaimed Congresswoman of her district and so are many of her partymates, since these counts are held in provincial canvassing computer centers. They will be proclaimed earlier than their national counterparts.

    The transmission of data to the national board gets hijacked, with Smartmatic providing codes in advance to their own hackers.

    Now I understand why Globe and PLDT have been uncooperative in allowing the use of their systems for the national canvass. It is in that stage where Arroyo-friendly hackers can trigger the attack using multiple botnets of computers compromised earlier to overpower whatever security features both Globe and PLDT have installed on their systems.

    Ergo, as sax says, only Arroyo is available in the line of succession withour a new President, VP, and Senate President being proclaimed. Tsk, tsk, tsk.

    Presidente na naman si Gloria ng hindi ibinoto.

Manuel Quezon? “I would rather have a gov’t run like hell by a Filipino than run like heaven by the Americans”.. we got it so we can’t complain about it right? but come to think of it he was president when we were a Commonweath of USA..but we are now a democratic we should not complain but simply throw her to hell..gawing litson ang leche! na sa botantes ang kapangyarihan..nasa botantes ang pag asa! hindi kay Money Bill..who do you think among the presidential candidates by his own personal experience limited as it may seem can lead our country not to chaos but to righteousness..a man of God.
    After all we are a Christian country kuno, but are we under the administration of Arroyo? I wonder…ilang tulog na lang ..May she rest in peace..and sleep tight!

    Heard this on the radio kanina, si Mikey daw eh tutoong marginalize kaya pwedeng pwede syang tumakbong kongresista ng party-list. Kasi daw na-marginalized sya ng kanyang inang si Gloria. Inagawan sya ng pwesto. Teka teka, mahlig talaga mang agaw ng pwesto itong si Gloria, pwesto ni Erap, ni FPJ at ngayon pwesto ni Mikey… grabeee walang patawad. Ngiaks!?!?

    Nakakasuka na etong usapin ng party list,dahil kayang kaya itong paikutan ng mga ganid na politiko.Something MUST BE DONE to stop this,or else magigising na lang tayo isang araw na mismong mga kidnap for ransom,akyat bahay gang,snatchers at iba pang salot sa lipunan ay may sarili nang representante sa kongreso.

    Spain has just arrested a group of hackers who have remote control over 13 million computers within their botnets spread worldwide. Luckily, the three young men – aged 25, 30, & 35 – have not realized how powerful their botnets were and what they were capable of.

    Had they deliberately chosen to deploy these resources for wide-scale criminal activities, they could have collected billions of dollars via online theft, digital blackmail and several other tech-related crimes. Instead, they rented out their services for petty attacks. They got busted for taking down the ISP network of an internet security consultancy firm that have identified them to the Spanish authorities.

    Imagine what 3 persons can do, and simultaneously, imagine what the hundreds of similarly-capable hackers, offering their services to this corrupt government, to compromise the automated elections in May. They may even do it for free, in order to flaunt their abilities to other hackers, which practice is common among these kids with too much time on their hands.

    In the meantime, how is Comelec preparing for such eventuality, if at all?
