PNP’s Hawaii Five-O?

I got this paper titled, “Unmasking the Hawaii Five-O” from a source in the Philippine National Police. I am sure PNP Chief Jesus Versoza who is assured of staying on under the Aquino administration knows about the existence of this group in the police organization.

I was given names composing the group. The one that got my attention was that of Chief Superintendent Leocadio Santiago, Jr. commander of the Special Action Force. I remember him because he was the one who ordered that media be handcuffed during the Nov. 29, 2007 Manila Peninsula incident.

The cry for genuine reforms of the people behind this paper is clear enough:

“President Noynoy Aquino and his Secretary of Interior and Local Government should not be misled into signing the appointments of some top police officials with questionable credibility in the wake of the impending revamp in the Philippine National Police.

“ Even while the slate of those who are to be appointed in important positions in the PNP is still on the drawing board, a dubious group of senior police officials known as the “Hawaii Five-O” are reportedly creeping their way into the Aquino Administration.

“The “Hawaii Five-O” group got its name for their trip to Hawaii, an escapade led by SILG Ronnie Puno where, far and hidden from public view, they formulated dubious schemes to manipulate the results of just concluded 2010 elections, to penetrate the core group and establish a pipeline to the elected president (this time it’s P-Noy), and other money making schemes.

“The “Hawaii Five-O” group is unpopular in the PNP not only for reason that they are branded as bootlickers of outgoing Sec. Puno but because they have prostituted the appointment and placement system of senior officers in various important positions in the organization.

“Right now, their scheme is to drill lies in the minds of people inside P-Noy’s camp that it was their group who were responsible for the success of the 2010 elections—that P-Noy owes them for saving him from an assassination attempt during the last elections. These officials are dangerous lots. What do they take P-Noy for? A fool who will believe them and reward them with another juicy position in the PNP under his administration?

“If P-Noy will just keep his ears close to the ground, he would hear the rumbling of the PNP’s officer corps; many of them competent officers who were sidetracked in the promotion and assignment to important position by Sec. Puno in favor of his favorites among the “Hawaii Five-O” group. There is now a common fear that this group will be given new juicy positions under the Aquino Administration. One of the members of the group is being groomed to become the regional director of NCRPO, the others are being prepositioned as commanders of the Directorate for Intelligence, the Intelligence Group, the Criminal Investigation and Detection Group, while one is already a regional director for a regional police office that is close to Metro Manila.

“P-Noy must be forewarned to be careful in dealing with these wolves in sheep’s hides. What they deserve is not another key assignment but rather they should be subjected to lifestyle check when the new administration comes in.

“The advent of P-Noy’s administration carries with it the fervor of the officer corps to once and for all forgo with the moribund practices that has been pestering the police organization. Firstly, P-Noy must put a stop to the despicable revolving door policy in the PNP, the uncalled-for appointments of general who are set to retire in 6 months time to important and sensitive positions. This does not only violate the existing laws and regulations in the PNP, but more so, it retards the career growth of other more deserving and competent police officials. Besides, what else could a general do in the last six months of his stay in the service than fatten his pocket?

“The revolving door policy does not only undermine professionalism and morale on the part of the affected policemen. To a large extent, it suffers also the entire peace and order campaign of the government in all respects. For how would you expect a demoralized law enforcement organization to enforce justice in the country when it cannot uphold justice to its own ranks especially in the appointment of more deserving officials?

“No amount of seminar workshop on Transformation Program, not even billions of pesos that fund its various thrust programs would suffice to substantiate the efforts towards genuine reform lest the revolving door policy and the malevolent “Hawaii Five-O” group are severed from the organization.

“The PNP under the Aquino Administration must start on the right footing to enable the TP to take its first flight towards genuine reform. The reform program of the PNP will certainly suffer another six years of oblivion if P-Noy will allow the “Hawaii Five-O” group who had done nothing in the PNP except to serve their interest and occupy sensitive positions in the organization.

“What P-Noy must do as soon as he took the helm of this government is to immediately appoint well deserving officers known for their professionalism, credibility, and acceptability so that the vision of the TP can be immediately felt.

“P-Noy’s battle cry in fighting corruption is ‘Itama ang mali, alisin ang tiwali.’ This is not just about getting important positions. This is about setting things right and clearing the way once and for all for reform to take place in the PNP.

“Let the position seek the man, not the man seeking the position.”

    It is very disappointing that Romulo will be retained by the PNoy admin. Parang DFA is synanymous to Roumulos na, wala na bang iba?

    Akala ko sa June 30 graduate na tayo sa pag atake sa gobyerno, kasi goodbye Gloria na, pero heto parang umpisa na naman, balik sa grade zero.

    Noynoy should be more discerning on the intentions of the members of Hawaii Five-O. Look to the left, look to the right…up and down and cut these officers who are snaking into his chambers. If he’s lacking in balls to do that ipakalat ang sisterhood to do battle with these bad guys of PNP. 🙂

  4. Bakit kasi blind item pa. Pangalanan na para hindi maligaw ang tao. Baka pati si Noynoy mali pa ang mapaghinalaang Hawaii 5-O.

    Note that this is coming from inside the PNP itself. Ibig sabihin, merong ginawang magic talaga si Puno at mga PNP noong eleksiyon. Nakakatakot isipin na nandaya sila sa eleksiyon pabor kay Noynoy at gagamitin nila ito para makapasok sa kampo niya. Kung hindi mapagbigyan ay ibubulgar nila?

  5. I agree with tongue, why blind item? Let those who know come out with the truth, and fight for it openly. File the necessary charges, get these people fired already?
    …at least get something concrete done…where can the new admin start? if the ones responsible for this paper are really serious about it, lets have it, if they have no balls of taking the risk, its a waste of time, and is just making us agitated for nothing. Take the cue from Trillanes, Lim, et al, now those people have balls!

    Transparency ang isa sa mga pangako noong eleksiyon ni Noynoy, di ba?

    Dapat ‘yung matataas na opisyal sa gobyerno, kasama na ang PNP at AFP maging bukas din at hindi ‘yang ganyang meron pang parang pinagtatakpan.

    Paano tayo susulong niyan?

    Paano maniniwala sa kanila ang taong bayan?

    Ano ba tayo, laging umpisa lamang at walang natatapos upang makapagpahinga naman?

    Bagong administrasyon dapat bagong mga mukha din sa gabinete.

    ‘Kakapagod na ‘yung mahigit sampung taon tayong nakipagpatintero sa mga kasinungalingan ni goyang. Ngayong paalis na siya, aba’y siya na lamang at ang kanyang mga alagad ang ating habulin upang mapagbayad sa kanilang mga pagkakautang sa bayan.

    Aba’y huwag naman sanang itong mga nakapaligid kay P’Noy ay maging mas masahol pa sa mga asong bantay ng mga pamilyang humuthot sa gobyerno.

Yung tipong di sasantuhin kahit kabaro nya tumino lang ang mga pulis? Garapalan kasi kung magmaniobra ang mga ito. Nakakasuka!

    wala na ba silang balls? kahit fishballs! hindi ba ang handcuffs na ginamit nila sa mga journalists ay plastic cords? it only shows what kind of persons they are…sayang sinira nila ang pangalan ng Kawaii Five O…sinira nila ang pangalang ng mga idols ko lalong lalo na si McArthur…na anak ni Helen Hayes…

    If true, I don’t think there is a need to forwarn P-Noy about the Hawaii 5-O. He should reward them actually in making those PCOS machines vote for him. Hehehehe  Hmmmnnn, could that be the reason P-Noy wouldn’t want to give the DILG to Binay or to anybody else (than maybe one he can truly be trusted – Puno?) because DILG holds the key to all these conspiracies? I wonder why Lt. Senior Grade Marvin Mariano, communication officer of AFP’s Communication Electronics and Information System Service (who was found dead with a gunshot wound to his head on 24 May 2010 in his room in Camp Aguinaldo) killed himself. Perhaps, he stumbled onto something…???
    Mr. Ronald Roy of The Tribune commented in his column last May 20, “Hmm, perhaps Ronaldo Puno, the computer whiz kid who has lately been conspicuously absent and deafeningly silent, can show how President Erap was robbed at the polls. This he can do, but I doubt that he will without incriminating himself.”
    Mr. Puno was also figured as the one behind sending the 500 police force in Antipolo City with regard to the 60 PCOS machine found at the residence of one of the Smartmatic technicians (it was learned later that there were actually 96 PCOS machines).
    As Mr. N. Perlas asked in his article, PCOS Machines in Antipolo – The Untold Story Part I, “Why had Smartmatic and the Comelec, and their police apparatus, put up such a stiff, almost violent, opposition to the rightful investigation of these PCOS machines that Smartmatic had illegally stored in a private house in Antipolo?     Papaano mo itatama ang mali kung ang namumuno ay tiwali (o kasabwat man lang). All the more kung ang nagwika noon ay siya rin namang sisira at sa umpisa pa lang ay sinira na niya. 

    The trend that is clearly emerging from these appointments of Noynoy is to cover-up the crimes committed by gloria, comelec, and smartmatic.

    It is clear as day, that Noynoy struck a deal, with gloria, to make him win the presidential election through PCOS manufactured votes.
