New Special Forces chief mentioned in “Hello Garci”

The latest reshuffle in the military has Major General Arturo Ortiz taking over as commander of the Philippine Army.

Ortiz is an awardee of the Medal of Valor, the highest military award.

(Two medal of valor awardees- Marine Col. Ariel Querubin and Marine Lt. Vol. Custodio Parcon are among those facing charges of mutiny for allegedly planning to withdraw support from Gloria Arroyo in 2006 following the revelation in the “Hello Garci” tapes where the role of the military in election cheating was exposed.)

Brigadier General Roberto Morales will take over Ortiz’s post as commander of the AFP Special Operations Command. Colonel Aminkadra Undug will take over Morales’ former post as chief of the Army’s Special Forces Regiment.

I have my concerns about Undug (PMA Class’82). He was mentioned in the “Hello Garci” tapes by a certain “Boy” whom then Comelec Commissioner Virgilio Garcillano was talking with in their plan to kidnap Rashma Hali, an election officer in Tipo-tipo, Basilan who wanted to expose the manipulation of votes in favor of Arroyo.

Undug at that time was commanding officer of the Intrelligence Service of the Armed Forces of the Philippines (MIG9) in Zamboanga.

Here’s the taped conversation between a certain “Boy” and Garcillano at 1:41 p.m. of June 5, 2004.

Boy: Hello, sir. Si Rashma parang nandyan sa Manila.

Garcillano: Nasa Manila? Naku delikado. Hindi ba natin makontak?

Boy: Walang ano … In-off ang cellphone. Pinahanap ko sa ISAFP.

Garcillano: Ah … delikado yan.

Boy: Oo nga, sabi ko sa ISAFP doon kay Colonel Undug sa Zamboanga para may bargaining chip tayo dyan, eh damputin na natin ‘yung pamilya din niya. Para di na siya makapagsalita.

Garcillano: Oo nga eh.

Boy: Kasi delikado yan eh.

Garcillano: Pero nagawa bang talaga yan?

Boy: Ha?

Garcillano: Nagtrabaho ba yan?

Boy: Nagtrabaho yan sir, pero yung trabaho, limpio ang trabaho nila. Ang problema ang Kang Patangan. Baka ang sabihin siguro niyan na binaligtad ni Kang Patangan sa itaas, sa provincial level. (line cut)

Boy: Hello, sir.

Garcillano: Boy, maghanap ka lang ng well-meaning na kamag-anak nya. Huwag mo munang pakikidnap ‘yung pamilya. Soft touch muna na puwedeng maka-persuade sa kanya o makapag … (line cut).

Undug was in the list of resource persons who was supposed to have been interviewed by the Fact Finding body headed by then Navy Chief Vice Admiral Mateo Mayuga (now retired) tasked to look into the role of the military in the reported cheating in the 2004 election. He was supposed to have appeared before the Mayuga body Aug. 5, 2005.

Mayuga cleared the Former Armed Forces Chief Hermogenes Esperon Jr., former Southern Command chiefs Gabriel Habacon and Lt. Gen. Roy Kyamko of any wrongdoing despite having been mentioned as in the Hello Garci tapes as allies in their cheating operations.

Brig. Gen. Francisco Gudani, then the marine Commander in charge of the Lanao provinces, was also mentioned by Garcillano but as a stumbling block to their operations because he said the general was for opposition presidential candidate Fernando Poe, Jr.

Mayuga had told a fellow officer that the testimony of those interviewed by the fact=finding body was not under oath so many of them did not relate what they had earlier told fellow officers about the cheating they had witnessed in the Autonomous Region for Muslim Mindanao.

President Aquino said he was given an incomplete copy of the Mayuga report that was never made public by the Arroyo administration. He said that the 2004 elections cheating would be among those to be investigated by the Truth Commission headed by former Chief Justice Hilario Davide.

I have my reservations about Davide .

But as to Col. Undug, in his new position under an administration that won riding on a platform of truthfulness and respect for the law, would Undug be more forthcoming with what he knows about the 2004 elections?

    Hopefully he (Undug) will. These are the people who knew more than us, as they are all in the field that time. Let the Filipino know and must put closure on it. I don’t think CJ Davide will bring us down. The marching orders of P.Noy is to get closure on it and charged all the people involved may it be the new highest officers in the AFP, regardless of who they are. Let the Filipino people know the truth behind the corrupt power of GMA! Let the culprits pay.

    Kinikilabutan ako noong narinig ko yang Garci tapes noon 2005. Magpasa hanggang ngayon, binabasa ko lang yung excerpt, nag play pa rin sa isip ko yung boses ni Garci at ni Arroyo!!!

    It appears that Intelligence Service of the Armed Forces of the Philippines (ISAFP) was utilized to cheat in favor of Gloria Arroyo in 2004 presidential election. The Hello Garci political scam had created a bogus and abusive president.

  6. I am convinced beyond reasonable doubt that Army intel or another major service command intel (maybe Naval) was responsible for bugging (or tracking) Garci’s telephone conversation. But certainly, military intelligence had the tracking and listening devices/hardware as early as 2000. They went shopping in Europe for the items. Device was also demonstrated in Manila to a select group fo military (and police) intel operators.

    Lumalabo ng lumalabo ang probe ng “Hello Garci” if the involved officers are given promotions. Hawak nila ang AFP. They will now be the “untouchables”. Kaya siguro hindi inilabas ni Mayuga yung kanyang report eh wala naman palang laman! Na-bleach na ng husto!

    Sana hindi na lang si Davide ang linagay sa Truth commission baka sakaling may pagasa tayong malutas ang misteryo ng “Hello Garci”.

    Not so fast guys. That’s why I’m in favor of opening that investigation. Parang he said, she said kasi. Hindi boses mismo ni Undug yung nandun sa tape at hindi rin na consummate yung sinasabi allegedly. It’s better na bigyan muna natin ng benefit of the doubt. If we take the way it was narrated by Garci, then Gudani is not the hero that we knew him to be. He is supposed to be non-partisan. If it can be proven that he was openly campaigning for Poe, what’s the difference between him and the other Garci generals, save for the fact that they have different principals? Just my take.

    Off topic: Finally, a prosecutor will be jailed for bribery. The amount of the bribery, 6000. He will be jailed for 4 years. WOW! Samantalang sila Abalos, Neri atbp na nahuli na at lahat, na-promote pa si Neri and Abalaos is playing golf still at pa-burger burger na lang. I am pleased that finally someone is jailed for bribery but for FOUR yrs for an amount as little as 6000! COME ON! Catch the big fishes, not the small ones.

    Was that not addressed by the Mayuga report?

    Did Gudani cheat for Poe? Because pro-Gloria officials allegedly tampered with the election results, according to some election officers.That was the substance of Rashma Sali’s testimony.

    It’s a sheer coincidence that dilemma connotes a situation that “requires a choice between options that are or seem equally unfavorable or mutually exclusive and a problem that seems to defy a satisfactory solution.” (Quote from the most plagiared dictionary)

    Ms. Ellen, hindi rin kasi ganun kadali na makopo ang mga corrupt na prosecutors kahit na nakaupo na si De Lima. Malaki ang pag asa na may magagawa si DE Lima sa paglilinis sa DOJ pero tulad ng ibang mga departamento, nakaugat ng malalim ang mga corrupt sa sistema.

    Sa mga prosecutors, karamihan ng Provincial o City Prosecutors o yung mga head sa bawat probinsya o syudad ay appointed pa rin ng nakaraang administration. Sila ang dapat nagbabantay ng mga prosecutors na sumasailalim sa kanila pero kung corrupt ang Provincial o City prosecutors, tuloy pa rin ang ligaya ng mga nasa ibaba.

    Unless caught red handed sa pagtanggap ng suhol o maayos na entrapment, mahirap mapatunayan na tumaggap ang prosecutor. Hindi naman pwedeng mahabla sila ayon sa mga kwento lang. Sa DOJ, kilala naman ng matitinong prosecutors ang mga corrupt na kasamahan ayon sa mga kwento pero hindi nila pwedeng ituro kung walang matibay na ebidensya. Sila nga nag dedetermine ng probable cause sa mga kaso kaya alam nila kung matutuluyan ng kaso ang mga corrupt prosecutors.

    Higit sa lahat, mga abogado ang mga prosecutors kaya alam nyo na kung bakit mahirap makopo ang mga iyan.

    Sa tingin ko, mas pagtuunan ng pansin ang katamaran at pagiging delikwente ng mga prosecutors at mas madaling mapatunayan ito. Tutal karamihan ng mga corrupt na prosecutors ay yung mga tamad.

    Correction lang sa post #27, Chief Provincial o Chief City Prosecutor nga pala yung mga head ng prosecutors sa bawat province or city.

    Agree ako Ms. Ellen na umpisa na ang linis ni DeLima at talagang kahanga hanga ang tapang at talino ni De Lima.

    Yung linya ng State Prosecutors at Reviewing Prosecutors malilinis ni De Lima. Karamihan sa mga iyan ay mga estudyante ni De Lima kaya mataas ang respeto sa kanya. Ang linya ng mga provincial at city prosecutors ang medyo matatagal ang linis.

    We will never know unless they declassify the Mayuga Report and make it public. In fairness to the other officers mentioned in the wiretap, they were not actually caught on tape so parang he said, she said nga. Unlike Garci and GMA herself na nahuli sa bibig. 😛

    Paano nga ba yon?
    DOJ may have a new head, but if the principal source of its supply of “food” are from the same poisoned and corrupted roots, can we expect a good fruit from it?

    Let us not expect that everything will be fixed in an instant. The system has been so corrupted that it will take a few straight presidents to rectify it. Pnoy will do as much as he can but everyone will have to help out. Yan ang problema talaga kung inaasahan natin na ang mga taong nakapwesto ang gagawa lahat ng pagbabago.     The Mayuga report is unrealiable. It was a “clean-up” document, prepared mainly to clear those generals involved in the conspiracy to cheat in favor of Gloria. Mayuga was promoted as a reward for a job well done in the eyes of his masters.

    While it’s true that those generals including Undag were never caught in tape, there’s no doubt that they were all in the plan, or else there’s no use or sense mentioning their names in a conversation for no reason at all and where they were of no importance. For what reason, perhaps? And like Mayuga, they were all promoted. What’s better proof than getting a promotion as a pay-off?

    Gudani’s name was also mentioned but clearly identified as a stumbling block to their operations. He was identified as pro-FPJ, but was in no way or in a position to cheat for him. He didn’t have a Garci and other Comelec officials on his side.

    As a reward he was taken off from his assignment and even charged for testifying in the senate in violation of the executive order of her majesty.

    Nagpalit ng pang-itaas, hindi naman nagpalit ng underwear, hindi pa rin malinis at may sisingaw pa rin.

    All the more that the Mayuga Report should be declassified for us to know kung paano pinagtakpan ang kasinungalingan. We only heard the Garci tapes. We didnt know who were actually investigated. Naimbestigahan ba si Undug? Oo nga. Nabanggit ang pangalan nya doon sa tape. But it was only a plan and it did not even materialize. Was this investigated? Did Undug disprove this allegation? How? We dont know. Paano nila nalaman na pro-FPJ si Gudani? Sa kwentuhan lang or may overt action na ginawa, directly or indirectly. Remember na Brigade Commander si Gudani with more than a thousand Marines under him. Ok lang kung pro FPJ siya. Karapatan nya yun. But as a soldier, he had no right to express his preference in public. That’s a prohibited act. That’s all I’m saying. Declassify the report para malaman natin ang extent ng lokohan/lutuan ng report.

    This “hello Garci” should be re-investigated. Ngayong wala na sa pwesto si pandak at ang kanyang mga asong ulol na henerales, may mga magsasalita sa mga totoong nakakita ng dayaan. Marami na nga lang sa mga nagamit sa dayaan ang nabigyan ng promosyon at pera. Hindi lahat ay nabili.

    Just about the only ones who had the means to police the elections effectively in Lanao del Sur were the Marines. The 1st Marine Brigade was stationed in Camp Keithley, the military camp on a hill in Marawi. the province’s lakeshore capital. The Marines were new to Lanao del Sur, having been assigned there only in 2003. By the time of the elections, they had been stationed there only about a year and so had not been dirtied by the politics of the place. They look their role seriously, even holding dialogues and “peace covenants” among rival political groups.

    “This is the first time a Marine brigade is being assigned in the Lanao del Sur area.” Brig. Gen. Gudani said in his Senate testimony on September 28, “and that’s why my instruction to everybody was clean we need to hold a clean, honest, peaceful election.”

    “We were victims of circumstances,” was all Lt. Col. Balutan, commander of the 7th Marine battalion assigned to secure 17 municipalities of Lanao del Sur, would say when he testified at the Senate also on September 28, “I stood my ground against forces or pressures from any political entity… I promised the people of Lanao a peaceful and credible election…! told them the armed forces and the Marines will protect your vote and we will have a clean and credible election.”

    Frustrating the marines

    To some extent, the Marines succeeded. The voting was relatively uneventful by Lanao standards, although there were a few shootouts and attempts to switch ballot boxes. A failure of elections was declared in several towns, but not quite as many as in the past. On the request of the candidates, who feared violence if the counting were held in many different places, the canvass in all but two of Lanao del Sur’s 39 towns was held in scenic Marawi, on the northern shore of Lake Lanao. The actual voting on May 10 and the first few days of the canvass were tightly secured by the Marines, and it was partly for this reason that the municipal counts, while not completely blameless, went relatively well, even resulting in the defeat of a handful of well-entrenched local dynasties.

    The Marines, however, could not prevent what now appears lo have been a large-scale manipulation of the presidential count. Judging from the parallel counts based on election returns obtained by Namfrel and the opposition, the presidential votes seem to have been tampered with big time, not at the precinct level but at the municipal and provincial canvass.

    In an interview with “The Probe Team” in October, Zuce revealed that he was in Mindanao even before election day, keeping an eye on what was happening there. Lanao del Sur, he said, became a cause of concern. “I was talking frequently to the provincial election supervisor there,” he said in Tagalog. “He told me they could not move because the security was strict. The Marines were very strict.”

    Zuce said that he reported the matter to his uncle. Garcillano apparently complained about the strict Marines to military authorities, having received reports not just from Zuce but other informants. The leaked tape containing the commissioner’s wiretapped conversations reveals that in a phone conversation with the president in the evening of May 28, 2004, Garcillano said he had to ask Brig. Gen. Hermogenes Esperon Jr., then deputy chief of staff for operations, and then Southern Command chief Lt. Gen. Roy Kyamko to get Gudani out of Lanao.

    P.Noy should just pursue the anomalies of the 2004 elections and prove that GMA did not win. If he can prove that GMA is not the winner then all orders, appointments etc are null and void.     I agree.There are video audio and video testimonies on this. If the Truth Commission really wants to unearth the truth about “Hello Garci”, they should move fast. Before Arroyo and company take care of the participants to this operation.

    Asa’t angal tayo na ang mga manggagawang Pinoy ay binubusabos ng ibang lahing amo sa ibayong dagat, itong mga nasa pamahalaan natin ay puro kakapalan ng mukha ang pinaiiral, sino ang aasahan nating haharap sa mga umaapi sa ating mga kababayan?

    Paano nila sasagutin ang katanungang ipupukol sa kanila kung paano nila balasubasin ang kapwa Pinoy sa sariling bansa na dapat ay sila ang unang kakitaan ng pagmamalasakit bilang mga namumuno? Gayundin, kung ang mga dayuhan ay mas unang unang pinoprotektahan kahit walang patumanggang nilalabag ang ating batas at nakukuha sila sa “lagay” kabaliktaran ng pagtrato nila sa pobreng kabayang kinukulata muna bago hingan ng panig upang “sumuka” ng gusto nilang amining hindi ginawa, makakaasa ba tayong taas noo nilang maipamumukha sa mga banyaga na hindi nila dapat lapastanganin ang ating mga kababayan?
