Making up to Hongkong (subtitle:Donald Tsang who?)

President Aquino yesterday called up Donald Tsang, chief Executive of the Hong Kong Special Administrative Region of the People’s Republic of China, to personally express his condolences to the families of eight Hongkong residents who died last Monday in Manila after they were held hostage by a dismissed policeman while on a sightseeing tour.

Malacañang also said they will be sending a high-level delegation to Hongkong to meet with Tsang, who had demanded a “full account” of last Monday tragedy.

Hongkong newspapers carried Tsang’s statement saying Monday, he had been trying to contact Aquino “since 4pm ..but all efforts failed.” He said the way the Aquino government handled the hostage situation was “regrettable” and “disappointing.”

Told about Tsang’s statement, Aquino said he did not know about Tsang’s call and that nobody told him about it.

Inquiries about the incident revealed that while the hostage situation was going on, Aquino was closely monitoring it, and he was talking with police authorities constantly. He told his staff that he won’t be taking any calls unless it’s extremely important.

When Tsang called, the one who took the call didn’t know who Donald Tsang is. Following the instruction, the staff member did not pass on the call to Aquino.

Now, Malacañang is going on overdrive to make up to Hongkong and to the People’s Republic of China. Yesterday, Aquino received in Malacañang Chinese Ambassasador Liu Jianchao.

The Chinese Embassy yesterday issued a statement that their foreign minister, Yang Jiechi, was in contact with his Philippine counterpart Foreign Secretary Romulo, over phone last Monday during the hostage crisis.

The statement said “ Minister Yang said that the Chinese Government was deeply shocked by the incident, expressed grave condolences to the victimized Hong Kong compatriots and strongly condemned the atrocity by the hostage-taker against innocent tourists. The Chinese side has urged the Philippine side to launch a thorough investigation, provide detailed report to the Chinese side, exert the utmost to save the injured and properly deal with the aftermath of the incident.”

The Chinese Embassy also said their government had sent a working team to the Philippines to deal with the hostage-taking aftermath.
“ The Chinese side urged the Philippine side to take concrete measures to ensure the safety and security of the Chinese citizens in the Philippines,” the statement said.

If we have to find some consolation about the deplorable and embarrassing incident, it’s the humility of government officials who admitted their shortcomings in last Monday’s botched rescue operations.

Interior Secretary Jesse Robredo said,”I think the police could have done better. I believe there should have been coordinated action there, hindi parang kanya-kanyang galaw. The ground commander should have gathered everyone covering the event and told them that the hostages are the first priority.”

The Philippine National Police has started its post-incident assessment and PNP Spokesman, Sr Supt. Agrimero A Cruz Jr said their initial observations include, among others, 1) poor handling of the hostage negotiation; 2) side issues and events that further agitated the hostage-taker; 3) inadequate capability, skills, equipment and planning of the assault team; 4)improper crowd control, and inadequate training and competence of assault team leader; and 5) non-compliance to media relations procedures in hostage situations.

And yes, media.

The situation, which seemed under control in the first seven hours, took a disturbing and deadly turn when police arrested SPO2 Gregorio Mendoza, brother of hostage taker, former Senior Inspector Rolando Mendoza.

The arrest was ugly and it was covered live by media. It was seen on TV in the bus by Rolando. That scene triggered the grim ending of the hostage crisis.

The root of Monday’s tragedy goes deeper than the frustrations of Sr. Inspector Mendoza. It’s time for a serious re-examination of all the factors that contributed to the misfortune.

    This incident is not something that happens every day in our country or any country for that matter, and for the Chinese to rachet it up and politicize it is uncalled for. There are more higher ranking officials Tsang can demand to talk to vice insisting on speaking with the president pronto. It’s not proper protocol. The american ambassador at that time did not demand to talk to the chinese president when a deranged chinese ran amok and killed american tourists during the olympics. This is just muscle flexing by the chinese.

    Kahit masaklap ang nangyari kahapon, naging maayos naman ang pag handle sa situation after ng hostage crisis. Ginagawa naman ng possibleng gawin mula sa PNP hanggang sa Pangulo.

    Maayos ang naging usapan sa mga Chinese Embassy officials at sa side ng Pilipinas, nakita na talagang may mga kulang pagdating sa kapulisan. Maging totoo sana na may pagbabagong mangyari.

    Pinoy kasi ako kaya i will not be harsh naman dun sa kung sino man ang nakasagot ng telepono. Sa experience ko hindi kaaya kaayang makipagusap ang mga Hongkites. Tipong pag tumawag sa telephone e “Wei, this is Chow. Give me Oblak”

    Sa palagay ko naman kung yung tumawag ay maayos na “This is a call from Mr. Tsang, the Chief Executive of Hongkong, and requesting to talk to the President about the hostage crisis” kahit naman siguro Janitor sa Malacanang, ibibigay ang tawag kay Noynoy. Pero kung may proper identification kung sino ang tumatawag at bakit tumatawag at hindi binigay kay Noynoy, dapat ngang ibabad sa Ariel ang taong yun.

Envoys to envoys, ambassadors to ambassadors or counterparts talking to each other are proper decorum. As I’ve stated, the chinese are flexing their muscles as they only perceive the Pinas as a weak nation.

    Breaking protocol is normal.Diplomats have a lot of stories of breaking protocols.

    In emergency situations protocols are set aside especially in a life and death situation like what happened last Monday.

    The Maguindanao massacre happened Nove. 23, 2009.

    What in the 23rd day of the month that is conducive to massacres?

    Many Philippine tragedies also happened in August. Martial was declared Aug. 21,1971. Ninoy Aquino was killed August 21, 1983.

    Aug. 23, 2010 is the Luneta hostage tragedy.

    I dont buy the story that a presidential staff didnt know who Tsang was. A call coming from the head of the Hong Kong govt. surely was introduced properly by a staffer of Donald Tsang. I dont think Mr. Tsang was the one who dialed the number himself. I’m sure PNoy intentionally avoided that call at that time. Does Malacanang think we are all stupid to believe everything it says?

    That’s right, it is what it is. Too often a disgruntled bank customer will demand to see or talk to a manager, not a teller or supervisor. This happens in business establishments as well. What’s the point?

    Granted Tsang talked to PNoy, the incident is over. Some hostages were killed as well as the hostage taker. PNoy can only convey his heartfelt sorrow and to ensure a more positive result will materialize in the future. I really can’t see what more Noynoy can do. Binay is silent, he should take charge of this matter from now on.

    This incident is only talked about because of media coverage and CNN fed live coverage world-wide, thus all the wild and some truthful commentaries. This is only hostage taking and sure it’s horrible that innocent lives were lost.

    Innocent lives are lost regularly in Afghanistan and Pakistan due to CIA-operated Drone attacks. Does BO entertain calls from each countries envoys when other foreign workers such as Japanese, Chinese, French, Filipinos, etc..are accidently killed by some runaway drones? No way.

    How many times had we heard of news regarding the sorry plights of our female domestic helpers having been dealt with cruelty, torture, work without pay, (at times) killed, and the sorriest plight of all, our women- folk being lured into prostitution in Hong Kong ? Did the Philippine government ever “DEMANDED” the Chinese government a FULL ACCOUNT and INVESTIGATION as to why our women-folk suffered such debilitating humiliation and indignities ? Did the Chinese ever sent a “high-level” delegation to Manila to explain anything at all ?

    This incident with the hostage taking can happen anywhere in the world. It may had been handled shabbily but does the Philippine government really have to explain anything ? Natataranta ang Malacanang to get the best minds to go to Hong Kong and appease the Chinese ? Why ? Naduro na naman ang Pilipinas. Like Tru Blue says, it is Chinese muscle flexing no less.

    But lest I be misunderstood, I do condemn what happened. I won’t even point my finger to anybody who bungled their jobs. You know who you are. My sincerest and deepest condolences to the next-of-kin of those who perished in this tragedy.

    You raised the issue of “anyone puedeng dumeretso ke pontio pilato”, meaning PNoy. I’m trying to sway away your mind it’s not the right thing to do. If we use the terror level color code in this case, this is down the cellar – a green.
    Superpower head of states will politely direct your inquiry to his appropriate secretaries.

    Becky can always subscribed to the “only in da pilipins” adage. So, in every hostage situations similar as this, dump protocoling in the Pasig River…just a dandy.

    Whoever took the phone call should have discerned that the call was from HK/China. May distinct accent yan mga yan. Wala namang common sense yung staff to even ask who was calling.

    Biruin mo, nagtitipid tayo sa expenses. If the call would have gotten to Pnoy, we may not need to send an entire delegation to rectify the situation. It is the timeliness.

    Para kay Pnoy naman, it would have been his call to make sure that one of his cabinet men or the DFA or whoever is in charge of foreign relations to give HK a call to give them a peace of mind and that things are being done to stay on top of the unfolding tragedy. He is now on his 2nd month of being the leader. He should be more keen. Besides hindi naman siya bagito sa Malacanang. He was there in his 20s. Hindi na siya dapat NAIVE sa mga kasong ganito.

    A true leader acts fast. When Russia was on fire, its Prime Minister was out supervising everything from the beginning, not just delegating. Yan ang leader! It is not a wait and see attitude. I expected Pnoy to be more aggressive on his actions on situations like these.

    Obama was so criticized for sitting on the recent oil spill. An act that may have eroded his popularity big time.

    now that this one is over and the tragic results was there for the whole world to see…many lesson can be learn from this…

    firstly, the process to address the grievances from dismissed employees, including police officers and military men and justification of forfeiture of their only income,their pensions and other accrued benefits. this is where the real “ombudsman” could be in the right place.

    secondly, an establishment of a trained permanent teams of units that will be authorized to deal with this kind of situation, such as the Police Emergency Task Force and be on the job in moments notice.

    and what is needed in a country where everyone is hungry for news, perhaps a mobile news centre where the Media will get a regular briefings from the authorities.

    and lastly, please give those men and women of the special unit all the necessary safety equiptment and armour and needed firepower.

    and the country’s leader, should always be ready to make that decision if no one can…as PET would tell his interviewer “Just Watch Me”

    The second phrase got me going. My response to this was: you can’t just demand to talk to a president or Prime Minister because of a bungled hostage crisis, so I gave you all those analogies. Let me give you another: Do you really believe the governor of North Carolina will take a call from family members in similar situation as this. No.

    Sa Pinas ok lang siguro. Ang tawag sa mga politicians nila eh..Ate Vi, Kuya Noy, Kuya Manny, Manong Sab-it, etc…..

    Ang pagkukulang ng Pilipinas ay isang halimbawa na kailangang nating magutlungan para sa ikakausad ng ating bansa.

    Ng maraming namatay sa Tiananmen Square sa Bansang Tsina, hindi ito basta basta kinondena ng Pilipians at hindi hiningan ng eksplanasyon.

    Ng ang ating mga OFW sa Hong Kong, merong mga napaslang pinagsamantalahan minaltrato at kung anu-anong abusong inabot ito ay hindi basta-basta kinondena at hindi basta basta hiningan ng eksplanasyon. Subalit ang nangyari noong Lunes, 23 ng Agost ay isang insidentend maari nating sabihin na isolated case.

    Ang aking panawagan, sa ganitong sitwasyon ay ang ating pagkakaisa, suporta sa bawat isa. May galit at sama ng loob sa pamahalaan ay ating isang tabi na at mag-kaisa sa ikauunlad ng ating bansa, ang kasamaan ng isang Pilipino ay kasamaan na ng lahat ng mamamayang Pilipino.

China and the world will be watching, its not just the president, its how we deal with this as a country, as a people…whether apologizing, or kowtowing, etc., is politically correct or not, whether we like to see our president eat humble pie and kneel in front of the Chinese, its his call…lets allow him to decide, and just support him…
    Its how we handle crisis as a people that matters, as team Philippines – lets not show the world how selfish, confused, disunited, and insubordinate we are…in dealing with foreign issues, let us show united front…of course, internally, later, we can have a good debate about it…

Thank God we have an honest president Noynoy now, otherwise the continued deterioration of values and cultures will lead phil to chaos. P.Noy is not perfect and needs our support.The most important is a president who has integrity and sincerity to serve. Phil is still fortunate we did not have a plunderer and liar like villar as president or a gma clone in the person of Gibo. Decades of corruption left tons of problem for P.Noy to solve.     another shameful scenario for all Filipinos. Dysfunctional police in full view of the world! it’s very clear that equipments, training and skills weren’t really necessary. DILG, PNP, Mayor of Manila didn’t have any common-sense plan at all. I doubt if the heads of these departments even sat down together and exchanged brilliant ideas.     There are some instances that the negotiators were arms length away from the hostage taker and during those times, the armalite rifle was not raised. The two negotiators should have dragged the suspect out of the bus or that the snipers on top of the Quirino grandstand should put the suspect out.
    Why didn’t they do that? Is it because the suspect is their former colleague? If it were a civilian, most likely, he is already dead in the early hours of the incident.

    The test of a true leader is in time of crises. This is the time that usually a great leader emerges, stands ten feet tall and takes full control of a situation. Sadly nobody and I mean nobody took charge and the result shows it all.

    Noynoy as the president is not obligated to make the negotiations. There are authorities who are supposed to be experts in those situations. So in the first place we can not put the blame on him.

    Looking back at reports, he was not seen anywhere and can not be disturbed because he was all the time busy monitoring the situation. So he was monitoring and what did he saw on TV or heard in the radio or what are the reports he is receiving from the ground? Then he must have known that nothing was going anywhere, the situation was so fluid, not under control and nobody is in control. And if nobody is in control in a situation where lives are at stake, somebody, even the president should take the lead and takes control.

    The hostage taker was also glued on TV, and Noynoy as the president when he sensed that nothing concrete has been on the table, should have taken the lead, appeared on TV and plead with the hostage taker. He doesn’t even have to leave the palace, just ask the TV station to send a crew and make a direct appeal to the hostage taker and assure him that his case will be looked at, then maybe that will be the “game changer” and we might be seeing a different ending of the crises. He maybe the president and doing so will not debase the honor of his office and he has nothing to loss but everything to gain. What we have here are human beings and saving their lives is paramount.

    As the crises came to a grim ending, weak and indecisive leadership, local and national have been exposed. And as usual, just like in the movies when police and authorities arrive at the scene, Noynoy when finally has the time, arrived at the site of his inauguaration the “game is already over”

He is the president and when all things fail, his influence and power can make the difference. And can you show me a law or a rule that prohibits a president from talking or negotiating to a hostage taker? And even if there is, there’s always a first time and very reasonable too; to save lives.

    As you see, I said that the president is not obligated to make negotiations, but it is incumbent upon him if a situation begs for his input and wants to help in saving lives. Hostage taking is unpredictable but the general conclusion is there will be casualties. With that in mind and seeing that negotiations with the people in charge is going nowhere, it is but proper to inject his ideas. What was he doing all the time?     Just because there’s no precedent means it’s wrong for a president to take care of business. In my post, I said that the president is NOT obligated to do negotiations, unless he WANTS to, and if in his discretion he can do something to prevent from escalating, especially in this case, where the world is a witness to the incompetence of the police.

    What I am saying is his own initiative for the sake of saving lives, hindi yong nakaupo lang na nanood sa TV at parang nagpapalaki ng balls at hinihintay yong climax na patayan, so they said it’s like a movie, baka akala niya pelikula yong napapanood niya, o baka naman nag-panic lang.

    In your case if you can do something to avert or to calm down a very serious situation which will result in the loss of lives, and if you know that you can make a difference between life and death, will you not do anything about it? If you just stand there and shake your head, then you are in the same league. You can see it coming and you know it will be horrible yet, will you just sit down there and contented yourself watching, waiting for that inevitable?

    Even if there’s a law or a rule banning a president from negotiating, sometimes it’s justified to break a law or rule if the end will result in the satisfaction of everyone. The end justifies the means.

    In fact Noynoy will not loss a strand of hair in doing but even gain pogi points by talking to the hostage taker. At least he shows to one and all that after all he is a leader who knows when to rise to the occassion. For once he should have done that to show a quality so much lacking in him.

    Ngayong si Noynoy na ang nakaupo, pumupustura na naman ang mga ganitong pwersa, kundi ninyo napapansin, ilang sablay na ang dikit-dikit na nagaganap mula sa bombahan sa Mindanao, raid ng mga kampo at estasyon ng pulis, yung video ng torture na matagal itinago at biglang lumabas nung isang linggo, ngayon naman ay ang kahihiyang ibinunga ng palpak na kapulisan ni hindi pa nakakadalawang buwan ang pangulo.

    Hindi mo tuloy masisi yung nagkomento kahapon na merong nagmamanipula ng mga kaganapan na ito. Meron nga ba? Ang isyu ba dito ay kakulangan na naman ng pera at ang mga magkakadikit na pangyayari ay iisa ang itinuturo – kakulangan sa pondo? Ano ang masasabi ng Hawaii-five-O? Sinu-sino nga ba ang posibleng may agenda? Sino’ng gustong sumira kay Noynoy? Sinong may gustong siraan ang Pilipinas? Simpleng paglabas lang ba ng hinanaing ito ni Mendoza o sintomas ng napakabulok na sistema ng hustisya?

    Mahirap ang spekulasyon, pero alam nating may mga dahilang malalim, meron ding mababaw. Nararapat pag-usapan at alamin maging yung mga “remote” na isyu, dahil ang pagpa-plano ay hidi lang dapat reactive, kundi pro-active. Hindi pa man nangyayari ang problema alam na ang solusyon. Sa ganyang pag-iisip hinubog ang mga tunay na executives.

    Hindi makakatulong kung patatahimikin ang isang sektor habang nangangapa pa ng detalye at mga solusyon. Dito ay dapat tulong-tulong ang lahat.

It really boggles my mind why the police could appear to be incompetent, plus the obvious and ominous absence of someone taking command of the whole situation…I’m pretty sure we have experts here, its downright impossible not to have any…before tongue mentioned it, I already had this nagging doubt that this was “deliberate”, “intentional”, incompetence from some people that the president, the whole country – depends on for expertise on matters such as these…
    Ridiculous as it may seem (and xman like), could it be that there’s a conspiracy angle to this? Its eerily strange how circumstances seem to pile up…
    I haven’t gone as far as Cory though, but I see similarities with the Erap and Pnoy lately – for one, bothe are populist presidents, both do not owe anything to any interest groups, but there is one major theme that seems to be ominously coming out – both are projected as “incompetent” when we know they are not…but sooner or later, with so many blunders and controversies coming out, capitalizing on their weaknesses like “overly trusting” the police/afp, some major players, etc… are there people in the shadows of the corridors of power pulling the strings?
    I didn’t like Erap to start with, but the series of events that happened prior to his abdication eerily stands out (but we don’t of speak them)…as if these we contrived somewhat?

    Told about Tsang’s statement, Aquino said he did not know about Tsang’s call and that nobody told him about it.

    Inquiries about the incident revealed that while the hostage situation was going on, Aquino was closely monitoring it, and he was talking with police authorities constantly. He told his staff that he won’t be taking any calls unless it’s extremely important.

    When Tsang called, the one who took the call didn’t know who Donald Tsang is. Following the instruction, the staff member did not pass on the call to Aquino.

    When Pnoy won, in my earlier blogs, I could smell the plotters. It took over a year for the fatso and the midget to plot ousting Erap. It is a lot easier for anyone of their kind to oust Pnoy. Kaya dapat talaga ang pagpili ni Pnoy ng mga tao niya ay walang mga recycled from the midget’s domain. But now there are some bad eggs in Pnoys camp. Also, kung talagang gusto ni Pnoy na mahango sa kahirapan ang bansa, he should show that he can conquer all odds. In the next six years, he has to be tough. Any weakness he shows will give an ammunition to those waiting in the wings to boot him out.

    in retrospect, anyone can say that if we had done this or that this tragedy wouldn’t had happened…Had Pres. Aquino took that call from Hongkong Tsang, an arrangement could have been made or a “deal” or if the driver of the bus may have not given the wrong infos. or the brother “mandhandling” was not seen by the Hostage-taker or if Mendoza was not dismissed in the first place just like most of the alleged wayward police officers (the biggest of them all the Euro Gens) but it will be too very late now…Canada lost it’s two young students and another one is clinging to his life wounded in that incident while their father also perished inside that bus trying to rush the hostage taker in bit to protect his children.

    It is time for reflection and perhaps this incident will result in realization by the whole Filipino nation that only them can help themselves…no amount of criticism,experts and comments from anywhere will be able to help until the whole nation will realize that there is something Wrong and it must be Righted now i can go and drive my little boy to his day camp

    Nobody can predict what’s coming except the One up there and so it’s nonsense to extend the discussion to cover some times and somethings that are still unknown that may or may not happen.

    If ever the time comes, that’s the right time to talk again, because there’s always a change in every situation and what happened the other day can not be the exact duplicate of what will happen tomorrow. The police may have learned their lessons from here and they may be better prepared next time and no more need for the commandeering of the president. Who knows, maybe no casualties this time, no one can ever tell. So discussions will be on a different format and level.

    And by the way, nobody here said that the president did run to be a hostage negotiator.

We are talking about the present, about the hostage crises about the role of the authorities and about what could have been and at the snap of your fingers, we are in the future talking about something that is still or may not even happen, about bank robbers holding hostages, etc. You assumed that siuation never changes that it’s stuck in the mud and the solution will still be the same. You even think that after learning hard lessons from what happened, improvements will never be done. That’s not thinking outside the box.

    I can see that labeling my statements as misguided or not even an opinion and at the same time change your channel is a sign of desperation that you can not defend your side. Stick to issues and not dance around it or skip it.

    As for me I always stick to an issue that I brought up.

    Oh, yeah you raise issues about hatred of Noynoy, corruption, economy, key issues, etc which are completely out of the issue that we are discussing in this thread. What makes you brought it up anyway?

Just everyone else, we were reading all reports coming in as fast as they are reported, and what struck me is your sarcastic knack to predict PNoy and Mendoza’s move and thinking…you should apply as Hostage Negotiator for PNoy or whatever state or country you live. You will certainly do the right thing and save countless lives.

    Until such time we see a president or prime minister of any country in the forefront of low level scale hostage taking on the streets or bank….I’ll not sing kumbaya with you.

    As i’ve said, even a state governor in the US will not step up to the plate and pretend to be John Wayne. First, there is the Mayor, sherrif, and state attorney general that will be involved; advising the governor and maybe making some inputs here and there only.

    Oh, so it’s me, but I can’t see myself forecasting and talking future hostage-taking in bank robberies, asking again the president’s intervention which are all obviously hypothetical at the present circumstances. I also can’t see myself raising some issues outside the issue. If that’s not channel-hopping I guess you have another name for it.

    If you still didn’t get it, what I said was something to this effect, in a given situation where lives are stake, in the president’s OWN VOLITION he can make a direct intervention if he knows that he can avert or control the situation and save lives.

    What’s wrong with that? In the first place, I DID NOT say that he ran for office to be a hostage-negotiator. And the more that I DID NOT say that it is the DUTY of the president to be a hostage-negotiator. In fact I said that he is NOT obligated to do it. Can you not see or understand the difference?

    If you know that what you do or what you say will save lives, why not do it. He doesn’t have to go at the scene, he can do it at the comfort of his office and out of danger. He will not loss anything he will not reduce his office to a low level, in fact it will be an honor for him, showing a strong and decisive leadership for preventing a bloody murder of innocent lives. Can you imagine a headline; “Phil prez saved the day for HK tourists”

    If you know that your people are all palpak, make yourself available. As the president the possibility that he can prevail over that nuts is not a longshot. It’s just the dictate and matter of one’s conscience if how one can just take it sitting down and watch the screen and see helpless people being fired at and killed when in your conscience you know that you can make a difference between their death and survival.

    So in a crisis, just because a president doesn’t have that thing in his job description, he doesn’t have to do it. In the meantime if he is thinking about demeaning his office by doing it, he can shelve it at the moment and think of himself as being an ordinary citizen doing a job of saving innocent lives.

    In the same way that it’s also not written in the constitution that he is forbidden to do it.

    This is the of kind of statement you make that just make me shake my head. Make yourself available meaning take charge, ganun di ba? Kasi palpak na nga lahat eh. So what triggers your mind to make assessment that he could better than the ones who were supposed to had been trained in that type of situation?
    This situation was fast paced…personnel trained forgot their training, and high ranking officials involved were all dazed..can’t come up with coherent ways to alleviate or solve the situation. Firing his cabinets is not the answer as most here are calling for. We are cognizant it was a total failure…and if the second time around the result is identical, then firing all those responsible is the logical thing to do.

    You are right, I did missed the next sentence of your post, so di puedeng barilin si PNoy on TV, impossible and will never happen, Mendoza might even miss PNoy, that would be real dandy. However, I rest my case that it’s still not his job to be in the forefront of this type of small scale incidents. The more we become a laughing barn if the head of state is on the lead. Then again, the country did not earn the label “only in da pilipins” for nothing.
