Unending confusion

Our efforts to get clarification on why Hongkong Chief Executive Donald Tsang was not able to talk with President Aquino during last Monday’s hostage-taking crisis has led us to more confusion.

In his press conference Monday evening, after eight of the 22 Hongkong nationals on a sightseeing visit to the Philippines ended up dead when a dismissed policemen held them hostage for 12 hours, Tsang said “since 4pm” he had been trying to call up Aquino “but all efforts failed.”

The tragedy has resulted in diplomatic fall-outs. The Philippine consulate in Hongkong has been a scene of emotional protests from Hongkong nationals. Philippine Airlines and Manila hotels have reported cancellation of tourists reservations.

Beijing has refused to receive the top-level delegation (Vice President Jejomar Binay, Foreign Secretary Alberto Romulo, and Presidential Spokesperson Edwin Lacierda) being sent by Aquino until such time that investigation on the tragedy is completed.

The three officials were supposed to have left Thursday for Hongkong and Beijing. Chinese Ministry of Foreign Affairs spokeswoman Jiang Yu “We believe that the most urgent task is to have a complete investigation of the matter as soon as possible.”

The Department of Foreign Affairs had to come out with a statement that “While the delegation is ready to leave anytime, there is an understanding between both sides that the Philippine delegation will bring a full report of Monday’s incident.”

After last Monday’s debacle, the Aquino government seems hardpressed to repair the diplomatic strain with economic giant China, and its prosperous administrative region. Informed by media about Tsang’s statement in his press conference held first hours of Tuesday, Aquino professed that he did not know about Tsang’s call. To make up for that lapse, Aquino called up Tsang the next day.

We inquired what really happened to have caused what we consider a serious diplomatic blunder and we were told by a Malacañang official, who declined to be named,that while monitoring Monday’s hostage situation, Aquino told his staff that he won’t be taking any calls unless it’s extremely important.

The official said when Tsang called, the one who took the call didn’t know who Donald Tsang is. Following the President’s instruction, the staff member did not pass on the call to Aquino.

Secretary Ricky Carandang, one of the two heads of the Aquino’s Communication office, clarified yesterday that the aide who got the call from the office of Donald Tsang knew who he is but they wanted to make sure of the authenticity of the caller because it was made
through the Malacañang trunk line without prior notice.

Aquino’s aide told Tsang’s aide to “put the phone down and we will call you through our foreign minister.”’

Carandang said Presidential spokesman Ed Lacierda called up the spokesman of the Department of Foreign Affairs, Ed Malaya, to convey their request to set up a call between Tsang and Aquino.

My sources in the DFA said the Philippine Consul General in Hongkong, Claro Cristobal, also relayed the request of the office of Tsang for him to talk with Aquino.

It’s a mystery now why that request was not complied with. Was the request relayed to Malacañang? If Malacañang told Romulo’s office to call up Tsang, why was it not arranged when Hongkong was also trying to contact Aquino?

Carandang, in his explanation to Raissa Robles of the South China Morning Post, said they followed up the instruction to DFA to set up the call between Aquino and Tsang.“Lacierda tried to phone Malaya again three times but could not reach him,” he said.

Carandang said in the flurry of the hostage rescue fiasco, the call to Tsang was not attended to anymore until it was too late and the HK executive had already expressed his disappointment in a press conference.

We talked with Malaya about Malacañang’s claim of the DFA’s failure return Tsang’s call but he declined to give any comment.

South China Morning Post reported that Tsang said in a video posted on the internet that he was finally able to talk with Aquino last Tuesday: “The first thing he told me was that he was sorry for not having called me back [on Monday] because he was then busy commanding the operation.”

Just when we thought the bungling of Tsang’s Monday call to Aquino has been clarified, the Inquirer came out with a report yesterday headlined “Palace exec doubts HK chief called Aquino during hostage crisis.”

It was based in yesterday’s morning TV interview where Coloma, commenting on Aquino’s failure to take Tsang’s call said, “Di kapanipaniwala yan ’dahil accessible siya sa lahat ng oras [That is unbelievable because the President is accessible all the time],”

Coloma also said, “If [Tsang] called the office of the President, his call will be received. Even if the President left the Palace for a short while, he could still be reached because his mobile phones are with his aides,”

Coloma, in the afternoon, issued a statement saying Inquirer’s headline of the story “is not correct.”

He explained that “When I was interviewed over ABS-CBN this morning, I did not state nor imply any ‘doubts (that the) HK chief called (President) Aquino during (the) hostage crisis’ last Monday.

“The report quotes me as having said, ‘Di kapanipaniwala yan dahil ‘accessible’ siya sa lahat ng oras.’ (That is unbelievable because the President is accessible all the time).

“What I referred to as being unbelievable was the claim published in earlier newspaper reports that President Aquino was “inaccessible” at that time.”

A foreign diplomat who is closely monitoring news reports on last Monday’s tragedy said he is more confused now. We share his confusion.

    Ellen, just an observation…apparently ay hindi dumaan sa diplomatic protocol ang high-level delegation ni PNOy kasi pinagsarhan sila ng pinto ng Beijing. Ayan ang napala nila sa kapo-protocol kay Tsang in times of the hostage crisis when communication between the two leaders of the country was paramount.

    A true leader is flexible in times of needs especially when human beings lives are at stake. Que at presidente pa sila? Alam na kaya ng mga protocolers ngayon itong realidad na ito?

Hindi kaya obvious kina Carandang na ang call has got to do with the crisis so it has to be attended to right away? Did it not occur to them that Tsang and chinese people match? Sa panahon ng crisis, do away with protocols and just simply use common sense.

    Even among themselves, these Secretaries are bungling their cover ups.

    The first version of Malacañang stated that the one who received the call does not know who Tsang was and that’s why the call from the Head of Government of HK was never forwarded to Aquino.

    Now, Carandang is saying that Aquino’s aide knew who Tsang was but not sure if it is really him that’s why call was not forwarded.

    The Chinese newspaper said Malacañang contacted the Department of Foreign Affairs so that it could “set up a phone call through Foreign Secretary Alberto Romulo, in what would be diplomatic protocol.”

    The newspaper also quoted presidential spokesman Edwin Lacierda as saying he called DFA spokesman Ed Malaya to convey the request to arrange a conversation between Tsang and Aquino.

    “No word came back, so Lacierda tried to phone Malaya again three times but could not reach him,” the newspaper said.

    The crisis lasted about 12 hours. It took Aquino three more hours before he showed up on TV.

    In those 15 hours Malacañang was not able to have a communication with DFA Sec. Romulo and DFA spokesperson Ed Malaya so that they can arrange conversation between Aquino and Tsang.

    Who are they kidding?

    so many excuses, why are they not honest enough to accept that there was indeed communication lapses on the part of the government’s “Communication Group”? Two secretaries for a similar function yet this huge diplomatic blunder? How weak….

    A very disappointing start, the Palace is blaming everybody when in fact they did nothing significant to pacify this sad incident. Weak choice of alter-egos, what more can we expect from a weak president?

    I’ll say it again: Sec Albert Romulo, as the foreign relations “expert” miserably and disgracefully failed to do his job. Why didn’t he insist that Aquino make contact with Tsang within the first 60 minutes of the siege to assure HK at the very least that RP govt was doing something to solve the impasse? He’s supposed to be the bloody foreign affairs expert!

    Instead, he waited 5 hours (per reports) for Tsang’s aide’s to call back!!!! Good Lord! Why didn’t he initiate the blasted call instead?

    Romulo’s excecrable non-performance has caused the Philippines, the RP presidency, Filipinos, etc., etc., untold international political damage.

    Remember, this is the same guy who refused to stand up for or to support the claim of the poor WWII comfort women for fear of upsetting his moroni idea of balance of power in the region, i.e., Japan’s standing. The guy is total surrender shit. When will Aquino realise this?

    Why, the guy can’t seem to think beyond his backside!

    Goddammit! One didn’t need to be a protocol or foreign affairs expert to know this. All one’s got to do is to read newspapers and to mimick what other heads of state do under the circumstances. He didn’t even have to think from his backside as he’s been wont to do most of the time.

    Aquino should send Romulo packing. He owes Romulo NOTHING!!! He owes the Filipino people plenty. It’s time for him to get up from his backside, not be lackadaisical and to crack the whip to retrieve a bit — just a bit, of national dignity from the rubbish bin. Heads must roll.

    It is better to just NOT say anything for now! Lalo lang silang nagmumukhang tanga! Definitely heads must roll. The hostage fiasco is maybe so much for Robledo to handle. Siguro nga kung si Binay ang nandiyan, walang namatay (I am not fond of him but I know his capability to handle situations like these). Definitely Romulo should RESIGN or be terminated, pronto! Trabaho niya ito. If he did his job, there was not even a need for Tsang to call. The moment the situation turned ugly, Romulo should have put on his working clothes and went to Pnoy’s side to brief him to communicate with the HK leadership. Ang yes, Verzosa should resign as well. While it is true that the Manila PNP chief should be given the chance to do his job, when the situation became fluid, Verzosa should have been there for the addditional support. Something has to be done to Mayor Lim too who ordered the termination of Mendoza without due process and who ordered the arrest (?) of the brother. Kaya naman pala si Manila Vice Mayor Isko Moreno ang nasa front line coz Mayor Lim was the brains in the Mendozas miseries.

  22. Robredo must submit his resignation. We all believed he was an honourable man and so must show it for raison d’état. Up to Aquino to accept but he must appease the aggrieved. Tendering his resignation will be a good way to do it.

Attempting to do damage control by sending a so-called heavyweight delegation to HK and Beijing without a clear cut mission was clumsy in the extreme — it smacked of a knee jerk reaction and the Chinese saw through the ploy. Too early too soon — if Aquino had sacked a few heads in the morning following the carnage, maybe, the Chinese would have found the damage control move credible.

And to think that all these errors are getting international attention. What a country. PNoy’s experts are no experts. They are playing with the country’s welfare and international goodwill. Actually they are squandering it needlessly. This incident has reach immeasurable proportions cabinet secretaries should be tendering their courtesy resignation to give PNoy some bargaining goodwill. If not, then we the people will suffer for their comedy of errors.

    It now appears PNoy has not prepared himself to be a real President of RP. Sad to say I am fast losing my trust and faith in him this early. It shows he could easily be destabilized by his opposition, much worse he will play into their hands.

    I am not condoning the acts of Mendoza. I am just curious as to why this person went to the extreme. Who is this Kalaw that the policemen caught? Is he related to the politician?     In all honesty, if China intends to conquer us or exploit our natural resources forcefully, they can do so in a matter of days and no allies of us can do anything about it. Even you. What happened is not something anyone can ignore. It has a very clear and bad implication to our relation with China and Hong Kong. Most Chinese who visits us appreciates us as tourist, and they are our guest. Many of our kababayan rely on them to live. In addition, there are many OFW in China and Hong Kong. Pati sila damay. May pagkukulang ang pinas sa nangyari as can be seen in the video footage! Kaya nga nag papakumbaba na ang ating panguluhan. Dahilan lamang sa kayabangan at incompetence ng ilang tauhan ng gobyerno!     The Chinese Embassy in the Philippines on Friday strongly condemned the draping of the Philippine flag over the coffin of dismissed police inspector Rolando Mendoza who killed eight Hong Kong tourists whom he held hostage in a bus in Manila on Monday.

    In a phone interview with GMANews.TV, Presidential Communications Development and Strategic Planning head Ricky Carandang said the placing of the Philippine flag was done by Mendoza’s family and not by the Philippine government.

    “This was an act of the family,” Carandang said. “Nobody from the government has ordered that.”

    MANILA, Philippines – Reports that Hong Kong Chief Executive Donald Tsang had called President Benigno Aquino III at the height of Monday’s hostage crisis in Manila were “unbelievable” because the President was “accessible all the time,” a communication official of Malacanang said Thursday.

    “Di kapanipaniwala yan ’dahil accessible siya sa lahat ng oras [That is unbelievable because the President is accessible all the time],” Secretary Herminio Coloma, head of the Presidential Communications and Operations Office, told ABS-CBN’s program “Umagang Kay Ganda”.

    Coloma was reacting to Tsang’s reported frantic phone calls to Mr. Aquino last Monday and his complaint that he could not reach the Philippine leader.

    I beg to disagree Mr. Observer. I support Noynoy as a President but it does not mean that I will turn blind when he commits a patently wrong act. In the other thread, I posted that I will not find any good reason if it was Noynoy who ordered the removal of the Filipino flag draped on the coffin of Mendoza. I consider that as patently wrong because Mendoza is a fellow Filipino.

    In this particular crisis, aside from some unfavorable words from the Chinese, I am not aware of any worldwide condemnation by world leaders directed against the Philippine President for what happened. He may had been criticized by foreign media for his actions or perceived inactions during the hostage crisis but I haven’t read anything attributing the death of the Chinese tourists to the President.

    Insult is a not a pleasant word. I consider the comments of some posters criticizing Noynoy as criticisms.

    I agree with you that even as Filipinos we can insult the President and I did that when GMA was president. It is just that at this time, I find no reason yet to insult Aguino as president.

    If Aquino has publicly expressed deep apologies on behalf of the entire nation to the Chinese people, I believe he’s done what is humanely required of a president to do today.     Be objective Jug. You can defend Pnoy all you want but his weaknesses are obviosly showing even sooner than we thought. It is not enough that a president has the heart and “integrity”. I want a president who looks at the problems and solves them. Not someone who always apologizes for his people and himself all the time. Come on, Pnoy, you have to be more decisive than that! If Pnoy’s men erred, he has to remove them! If he doesn’t, the plotters are going for another assault! Pretty soon, he may end up like Erap. The left hand should know what the right hand does. Remove the culprits from their posts.

    It would be interesting to know who brought Mendoza to the bus and who was on the phone before he started shooting.

    Balikan ko yung Manila Pen incident, if the PNP (especially NCRPO’s Santiago) were so keen then on removing the media from the scene where two unarmed prominent people were about to be “neutralized”, how come they were lax in Luneta when it involved a heavily armed nut. Does it mean that the possibility of killing their targets was greater at the Pen than in Luneta? Or was it intentional that they made sure the whole Luneta event is covered live for the world to see?

    Note, Santiago was in command in both incidents.

  109. This incident should wake up P Noy to his choice of cabinet members and people to help him the government.

    Naawa na ako sa kanya but we have to admit, his performance in this crisis does not inspire confidence (I’m being kind). We are trying to piece together what was happening in Malacañang at the time of the crisis and it’s really worrisome.

    And his bad choice of members of his cabinet were major,major factors in last Monday’s debacle and the continuing diplomatic crisis with China.

    It’s not only DFA’s Romulo. He has an undersecretary for peace and order in DILG. Rico Puno. What was Puno doing? He was supposed to be in charge of the PNP.

    Henry, so far, following the events that transpired up to present I didn’t heard or read that some people are asking PNoy for his resignation (at least not here in P.I.). As I understood it, most are clamoring that heads should roll and PNoy isn’t one of them. In fact, most were asking PNoy to fire those people who bungled on their jobs no matter who gets “hurt”. Be it his allies who supported him in the last elections or not.
    This is the time that we need our president the most and need to support him. But having said that, it doesn’t mean that we have to stop commenting, blogging, even critisizing about things we feel is not right with his policies, etc..

    As you stated before, your source of info is directly from Malacanang, an A1 source.

    Based on the last line that you deleted, that means Noynoy was not in a meeting as stated by Carandang and he told Tsang on his video address to his nation,“….could not return my call(Tsang’s call) because he(Noynoy) was totally engaged in supervising the operation.”

    That means the meeting never occurred and never supervised the operation in any way, shape, or form.

    Kung walang makapag sabi kung Nasaan si Aquino, e siguradong nasa kuwarto nya sya. Nag panic sya at na mag isa sa kuwarto nya o natutulog na naman yan.

    Yan ang isa pang sakit sa atin eh. Puro pagpapa-interview sa media. There is a time for everything. In time of crisis ay dapat nakatutok ang mga communications line sa pagresolba ng problema. Pwede naman magbigay ng briefing at news update ang mga authorities sa media about the progress of the situation. And the actions of the media should not hinder the success of the operation. The media can record or document the events of the actual happenning but they should be discerning kung ano lang MUNA ang dapat ilabas sa ere in reaL time na hindi makakasama sa outcome ng situation.
