Palace won’t seek CA confirmation for Robredo, 2 others

When Malacanang submits to Congress for confirmation its list of Cabinet appointees, Interior and Local Governments Secretary Jesse Robredo, who is under fire for supposedly mishandling the Aug. 23 hostage-taking crisis at the Quirino Grandstand, won’t be on it.

A list of appointments made by President Benigno Aquino III since he assumed office on June 30 shows that Robredo and two other secretaries—Environment Secretary Ramon Paje and Labor Secretary Rosalinda Baldoz—were named only “acting” secretaries instead of being issued “ad interim” appointments for transmittal to the Commission on Appointments.

“The ad interim appointees enjoy his (Aquino’s) trust,” a high-ranking Palace official said. “The acting appointees are under probation.”
Robredo, three-term mayor of Naga City and a Ramon Magsaysay awardee for public service, was appointed on July 9 and was among the last named to Aquino’s Cabinet.

Individuals close to the President and those who had helped in his presidential campaign told VERA Files that Robredo does not quite enjoy Aquino’s trust, owing to differences that erupted during the campaign.

The President, they said, was unhappy with the campaign schedules Robredo drew up, which were packed with appointments and events that he had difficulty following.

    What else can we do to support a reformist like Secretary Jesse M. Robredo? Our words cannot even describe with depth and alacrity what he has done and what he can do to re-institute good governance especially in local governments. He has started giving the public full information on the DILG’s budget and its memoranda by posting them on the web. He followed this up with a directive to all Local Chief Executives for full public disclosure of their financial transactions. He initiated partnerships with civil society and the different Leagues to promote participatory governance and accountability of local officials to their communities.

    From his interviews, it is clear that the request of Secretary Robredo is quite simple: that he be given the opportunity to practice what he advocates, i.e. He should be held accountable for his authority and responsibilities.

    The process through which our society deals with anger and grief is by finding someone to blame. Others have been quick to lay the blame on the Office of the DILG Secretary. By tradition, he is in-charge of the police. But clearly, as has been written, observed, and discussed over the media, this was not the case with Secretary Robredo. He has not been given responsibility over the police. It is unjust to make him responsible for something which he was not given authority over.

    We stand one with our government in acknowledging our failures and in saying how deeply sorry we are for the painful loss of lives.

    We pledge our support to the President and to the Cabinet, especially Secretary Robredo as they strive to do their best to move our country forward.

    Sablay daw kay PNoy si Robredo simula pa. Why then he accepted the DILG porfolio then? I guess a reformist and Magsaysay awardee Robredo has to go back to the local level where he belongs and appreciated. Good luck, gusto ko pa naman sya.

One thing I noticed, he may have sterling qualifications but he seems to be a paper tiger only…when the going gets tough, nawawala ang pagkalalaki…he should have owned up immediately, even the supposed sharing of powers (or splitting) with Puno as by law that shouldn’t have been done, he should’ve pointed this out to the president then and stood his ground…
    If he really is for this position, he’ll get it…but if you ask me, this position was made for somone like Gordon, someone with balls, who will stand up to anybody even his boss for the right thing to do…

    Now it’s clear that Noynoy only appointed Robredo in an “acting” capacity to please the clamour of the other group in his camp. It’s not because Robredo is unqualified, but because he has some issues with him by not giving his all during the campaign. Now his name will not go through the CA for confirmation, so his “acting” capacity is in the air and will depend on the infighting of the the pros and cons inside their camp.

    Noynoy pictured himself as a different bred from the others, now he proved that he is just like as trapo as them. He is a politician who only cares for those who helped him and nothing else. It’s some kind of “you gave me something and I’ll give you something “arrangement. He really has no interest on hiring people that did not go full time to campaign for him. So it’s not surprising that his staffs are mostly incompetent, committing booboos left and right because they have been taken under his wings not because they are the best qualified but because he’s just into returning the favor. It only shows that an incompetent and inept leader hires the same kind of people because the bar that he sets up is just as high as his comprehension and understanding can grasp.

    That’s not a character of a true leader. He is not the kind of leader who thinks ahead and possesses a vision for the future and next generation, but a leader who is into politicking and only wants to be surrounded by people who helped him achieved his goal – win the election.

    While it’s true that in politics, the first rule is to take care of your men, a true leader should also learn to practice non-partisanship and get the best if it is for the good of all.

    there is no free lunch, all of us work for something in return…there are really some effective people in philippine politics but the cost is high…most require a lot of money…it will be difficult to come up with a team who will work for peanuts, unless they are there just to serve selflessly…but as you can see, the expert operators cost a lot, and are not necessarily righteous…
    …this is philippine politics, I wouldn’t want to be in the president’s shoes…politicking is the name of the game, the key there is to keep yourself clean while making things work and hopefully, people will take the cue and just do their jobs well without getting greedy…

What I hope will happen with Pnoy’s 6 years at least,is that the institutions be restored/reformed to what they should be…so the checks and balances will be up and running again…he doesn’t have to do so many brilliant things, just be an example that it is possible to have a president that is not corrupt and still run the country…as opposed to “kahit corrupt pero may nagawa.”
    …now, if only he can survive the 6 years…

    Also, Rosalinda Baldoz is also “acting”. Can’t say more, I’d rather wait for the permanent choice of PNoy to head DOLE.

    PNoy should be fair in appointing Secretary Rosalinda Baldoz of the Department of Labor and Employment. She should be on Ad Interim and not Acting Secretary. she has been in the said agency for many years, very dedicated, rose from the ranks and have been touring the different agencies attached to the DOLE with no record of corruption and mal practice, she is seen as a fair and objective DOLE official,she promotes tripartism and dialogue to resolve labor management conflict. she deserves to be on full time capacity as DOLE Secretary.

    Hmmm. Jesse Robredo should not be listed there as acting secretary. Rather he should be listed as ACTING HALF-SECRETARY (LGU sector).

    Its unfortunate that political power play continues to be a very large part of CA confirmation of cabinet members. The better part would be that before any nominated cabinet member faces the CA they should have been vetted thoroughly. They should be screened for any negative issues and evaluated if they could pass muster in the CA. It does not matter if the belong to whatever faction there are in Malakanyang or PNoy’s party. Anyway they will be serving at the pleasure of the PNoy.

    You’re right, there’s no free lunch.

    You’re also right, the best are very costly. That’s not debatable, that’s why they are expensive because they are the best.

    What is not right: Why are those people in charge of government corporations like the NAWASA, SSS, GSIS, LAND BANK, ADB, PAGCOR, etc. are earning millions and millions, and why does the government can’t pay that much to lure the best of the best to serve in the cabinet.

    The cabinet is a group of people as a team supposed to be brillant, visionary and their job is to help in the planning and development of the country into something that every Filipino can be proud of. A cabinet job is far more important compared to those overpaid and greedy people who can’t move their asses from the comfort of their seats, yet they are less compensated. It’s a wonder how come it came to a situation where the government tolerated all these incredible and horrible things to happen.

    Maybe it’s about time that things will be put in order, in it’s proper places. Eliminate all the ridiculous and insanity and put more sense and sanity in the government.

    If Noynoy has a plan for his straight path, maybe it’s about time to draw and implement it, forcefully and decisively.

    It’s about time to show strong leadership and kick some butts.

    General Patton would have ranted at Ike if he was alive at the time “comment” was made, hehe…..

    PNoy does not have the luxury to just “fire” anyone when mistakes are done. If that’s the case….fire and replace will be the norm. I’d like to think that a hard lesson was learned from all of these chaos and time to move on. A picture of same scenario down the road is of course unacceptable.

    ADB and Jugg, I beg to disagree. It was PNoy’s idea to split the DILG function between Rico Puno and Robredo. It may not be the law on local government but it seems PNoy had a different motive. Actually it is PNoy who has committed the mistake. He appointed Puno ahead of Robredo and specifically said he wanted to retain personal control over the PNP. Robredo being in an acting capacity has no alternative but to obey PNoy’s order. But as I still believe, it is still early in the day to ask Robredo to quit. If I remember right Robredo is no pushover. He has made a strong stand against the powerful Villafuerte clan in Camarines Sur. It is no mean fit to go against the Villafuertes. Kaya sa tingin ko naroroon parin ang pagkalalaki ni Jesse Robredo. Hinde lang siya garapal. Siguro ibahin natin siya kay Joker Arroyo.

    PNoy and his group (Ochoa) are doing still a lot of experimentation such splitting the DILG functions, creating 3 cabinet officials to handle communication and propaganda, and the like. Experimenting in governnance is risky unless you apply lessons learned from past experience. In this case it was a lack of trust in Robredo hence the split. But that was PNoy’s call.

    Just to set the record straight — not absolving Pres Aquino at all of any “wrongdoing”. But agree, he probably is experimenting but the recent tragedy showed that the result of the experiment is bad and time for Mr Robredo to up the ante and say so.

    Later (152 years ago), a wise president mined those words to deliver a speech in the US Congress. I quote and paraphrase for the benefit of Noy:

    “A house divided against itself cannot stand.” I believe this government (administration) cannot endure permanently half slave (Balay) and half free (Samar). I do not expect the Union (administration) to be dissolved — I do not expect the house to fall — but I do expect it will cease to be divided. It will become all one thing (factionalist trapos), or all the other (united in the service of Noy serving the people).

    The problem with factions is Noy is spending too much time mediating between the factions, instead of governing; and the factions are too busy sniping against each other instead of performing for the country.

    I said it earlier, Noy owes no debt to that loser Mar, nor to the opportunistic Hyatt 10. Noy owes the electorate. Sila at sila lang ang pinagkakautangan ng loob ni Noy.

    And please, huwag ka namang mag-appoint just because somebody is your gun buddy. Noong nagputukan, nasaan yang gagong yan.

    Kung may batikos kay Erap dahil daw akala niya sine pa rin niya ang tunay na buhay, mas malaki ang batikos ko sa gun-freak na akala ay paper target ang binabaril. Noong dumating ang tunay na salarin, hayun, caught flat-footed. Lampa pala. Get real damn it. You are governing 90 million lives, not shooting paper targets.

    About Robredo:

    A good administrator needs to be given authority, for his skills to manifest. That none was given Robredo, shows that he cannot get the ball to shoot for this team.

    Hotshot ka nga, playing for the national team, bangko naman. I would rather join some small team where I am given playing time.

    I agree with you ADB. But I guess Jesse Robredo is one honorable person. He will do quit on his own once he sees things through. I have this nagging suspicion that PNoy still wants him around till maybe he finds someone else to replace Robredo. Between Puno and Robredo, Robredo has the better experience when dealing with the PNP. He’s been Mayor of the City of Naga for 5-6 terms I believe. On the other hand Puno has been dealing with the PNP supplying arms and ammunition.

    And look who has been grilling Robredo in the budget hearing – Gloria Arroyo’s attack dogs Lagman, Magsaysay, Farinas and company. Grilling him not about the budget but about that bloody Monday. I will gladly join the call for Robredo to quit if he does not – “…act in the most morally courageous fashion and set the record straight with his appointing authority: either he has full powers with full command responsibility of DILG or he quits.” as you say.

    Hi Sax, I like your thoughts in #s 22, 23 & 24. There may be other deeper reason(s). Its the spoils that are at stake that these factions are after. From the list of appointees could be gleaned ulterior motives and not necessarily all for the public good. What with the “Kaklase Inc.”, Balay Inc., Samar Inc. ETC. And this is worrisome. As if those campaign promises may be relegated to the back-burners and maybe the incinerators.

    While it is the President who has the ultimate say on who to appoint as cabinet member, PNoy should practice due diligence. As much as possible iwasan niya ang ganitong sinabi ni Ochoa sa Vera Files Report –

    But Ochoa said the President instead replied, “Bakit hindi siya (Why not him)?”

    Wow-na-wow talaga, how lucky this Montejo gets.

    Is PNoy getting lazy that he’d rather disregard the shortlist prepared by a screening committee because he does not know any of those on the list? And just as easily point to Montejo, brother-in-law of Ochoa? And I guess he does not know this Montejo too. Incredible or rather unbelievable.

    …and that taking role of managing the PNP himself(the president) and putting Puno as his eyes and ears is a physical impossibility as he has too much on his plate already…that, and because they cannot operationally define the position – makes the whole thing ridiculous!

  34. Robredo continues to make Noynoy look silly, first, Noynoy absolves him. Noynoy then appoints him to the IIRC investigating the Luneta incident where he grills his own underlings. A very awkward position where he is in a no-win situation. If he favors and clears his own men, it’s lutong-macau, a whitewash. If he condems them, he is hated by his own people he would later be a burden to the department.

    The official spin is that he enjoys Noynoy’s full confidence. Now, he is in probation and not even submitted to the CA for confirmation. All it took was Chiz da Squeeze to guarantee rough railing over the CA.

    It seems Malacañang doesn’t know what to do with him.

    Malacañang is actually saying, “Don’t be an idiot, do what you’re supposed to do. Read between the lines“.

    Robredo may not be able to legalize jueteng, as Erap had advocated, but he could devise a competitive product to reduce jueteng’s revenue. That also reduces the lagay of the protectors.

  40. Robredo is deadweight. Too much load to carry now. Get some tough, independent-minded, respected (or feared) people for that DILG post. You can’t tame the wild without cracking some whips.

    Jug is suggesting Gordon. Nice choice. A better choice is Lacson whose return to the fold can be arranged with a rider that he becomes PNoy’s DILG chief.

    If they can reinstate a looney hostage-taker to the force, how much more a Senator who was obviously just set-up by the Pidals. He can be the game-changer and could contribute more if he gets to be involved in investigating the Pidal Mafia family.

    Now that would be sweet!

    Do not know Robredo that well other than what others had mentioned about him. A lot of good background but in my mind, he was simply were caught in a situation least expected. There should be room for him to shape up. Placing him under probation is the right thing for Pnoy to do.
    What caught my attention in this hostage taking crises that ended up in tragedy is the role of our Ombudsman in this case. In my view, this hostage taking roots from the Ombudsman irresponsibly “seating” on cases that should have resolve long ago. Tapos may extortion angle pa! This is not the first incident where this office have been involved in such a situation and they seem to abuse the privilege of being independent and at the same time use the office in many criminal extortion activities by intentionally delaying resolution of cases.
    This office needs to account for its action. No wonder there are so many cases pending and awaiting resolution. No wonder there are many criminals in government live their lives without accountability. No wonder many people with small cases run amuck at the expense of the innocent. The irresponsible people in the Office of the Ombudsman are criminals and are the root of “kawalan ng hustisya” in our country!
    Congress needs to act to revamp this bureaucracy! The Judiciary supervising this office needs to investigate and be transparent. Head must roll in this office!

    Robredo is the best choice if PNoy will give him a chance. The error in the national level should be blamed PNoy becuase of his direct picked of the event. Robredo’s part of task as DILG had a good start and if they given him full control of the dept. he’ll do better than anybody else that you guys mentioned. PNoy should quit acting “trapo”, regardless what happened during the campaign period he should pushed the dream of his parent so that we can dream of better education, yearly vacation, retirement, family, arts, pregnacy with plan, better street traffic, peace and safety, affordable weekend, high performance agriculture, respected arm forces, easy access tour of the country, and quick judicial process.

Robredo is of course fit for that job, yet what ended on bloody night of August 23, was clear and no doubt,due to his underestimation over that hostage taking that took place in Quirino Grandstand… If ever Pnoy would look further on suggestions from the few, and if happens Rodrigo Duterte will take over the post,filipinos could expect tighten up changes from that Department… May mga pulis patola talaga na mamora mula ky Duterte, syempre may CHR na naman na bigla eeksena…normal lang yan.

    We don’t point our accusing finger,to somebody that he doesn’t even have any knowledge of any mad dog been gone beserk due some superkutong of 150g pesos pushed him to wall and started crying of unfair treatment of justice due of misdemeanor cases like EXTORTION w/holdap,illegal detention,involving for more 20g of pesos,(comparing his previous cases of RAPE,EXTORTION w/KIDNAPPING been dismissed cause is just like JAYWALKING,by some AUTHORITIES,w/o taking any action,to investigates why there are no showing of complainants to the cases,at least if there are desistant,it should be a direct filing for the accuse of acts on capital offense at criminals trial court, such RAPE,extortion w/kinapping,or if the mad dog been he think mistakengly the accuser of dirtying his dirty personalities should be countercharged filing to clean his dirty names in this world.Because of the shortcoming and failures of some personnel doing to thier according what they had to do,to save lives of tourist, we called names of those performing task risking their own life,but we names from top to bottom due of shortcoming and failures of some mismanagement of thier funds on what thier needs,did we ever look or felt ashame to ourselves calling individual w/such degrading words,how incompetent they are,how about us we been put in shame for more than long 9yrs,do we do anything?yes some of us do voices it out through writing comments,when some raise hand need some support for their cause,where we are,an expectator w/ a grin of smile/laughs, saying look at those fools.Same as those persons in HOSTAGE drama,PEN.DRAMA staking carrer/lives and future of thier families.Now look on the MIRROR whose more incompetent us the the EXPECTATORS OR THE PERFORMERS?

    Gusa77…we are the spectators, we dont just simply expect what they will do because to sum it up, some failures are still really unavoidable that would just had have happened on a clicked,i understand it only happen so rarely…August 23 incident, unfortunately does not belong to the criteria of “anavoidable”, 11 hours of hostage taking, 50 minutes failed assault, 8 hostages KILLED; if that was just got into a level of national crisis situation considering the hostages are tourist,adding of course if our police had only have their capability enhanced and with their proper equipment,it wouldnt end that brutally deadly….
