Romulo in UN would be a disaster

The removal of Alberto Romulo as foreign secretary (to be replaced by former Ambassador to the U.S. Albert del Rosario), the first cabinet change in the nine-month old Aquino administration, is supposed to signal long-delayed reforms in the Department of Foreign Affairs. It is dampened, however, by reports that Romulo would be named the country’s permanent representative to the United Nations.

President Aquino is not confirming Romulo’s UN assignment. All he said was, “Bert Romulo is not a stranger to me. So, he still has contributions that he can make. It’s always the details that tie us up.”

The UN job is one of the positions being floated to be Romulo’s “golden parachute”, a term used in the corporate world of a clause in an executive’s contract specifying that he would be receiving large benefits in the event that employment is terminated or the company is sold.

There is no such thing as a golden parachute for government officials but they are entitled to the usual retirement benefits.

Earlier there were reports that Romulo asked for the chairmanship of the Commission on Audit to replace Reynaldo Villar whose term expired last Feb. 2. But Malacañang did not give it to him. In the light of the recent revelations showing government auditors complicit to financial shenanigans in the military, Malacañang is looking for a reformist for COA which Romulo definitely is not.

If it’s a matter of comfortable retirement, the emoluments due an ambassador to the UN is very, very good: a luxurious Manhattan residence (thanks to Imelda Marcos who facilitated the purchase of the property ) and compensation package of not less than $30,000 (P1.5 million) a month.

The career foreign service officers who had opposed Romulo’s continued service under the Aquino administration are happy that finally he would be replaced but are dismayed that an important post would be given to him.

As Philippine ambassador to the UN, he would be representing the country in multilateral meetings. Represent does mean just sit there as what he did in meetings as foreign secretary but he should find out in what area the Philippines can come in, not only to serve the interest of Filipinos, but for the country to contribute to the UN mandate of promoting global peace and prosperity. The job requires an energetic ambassador, which the 78 year old Romulo is not, because he would be doing a lot of networking with the UN secretariat.

A senior career officer, who has assisted Romulo in many international meetings said, “He is not capable of doing the job. He could not even conduct a UN meeting. Mahirap magpatay ng sunog dun. Hindi niya kaya yun.”

It has to be asked why was Romulo replaced. Incompetence was the issue raised by the career officers and they have been proven right by the failure of the Aquino administration to harness foreign relations in its development programs.

So, why would he be given the important job of representing the country in the UN?

If Romulo is named for the UN job, the next question is will he be made to undergo confirmation by the Commission on Appointments?

The career foreign service corps want to correct the perversion of the law that allowed former Supreme Court Justice Hilario Davide to assume the UN envoy position skipping the CA which he would not have passed with Sen. Jinggoy Estrada determined to block him.

Before Davide, all ambassadors to the UN passed through the CA as provided for in the Constitution and the Foreign Service Act (R.A. 7157): “The President shall nominate and, with the consent of the Commission on Appointments, appoint ambassadors extraordinary and plenipotentiary to head embassies and permanent missions.” The UN is a permanent mission.

There is also the matter of age which Davide violated and would be violated again if Romulo is posted as ambassador. The Foreign Service Law sets compulsory retirement age for career officers at 65 and 70 for non-career chiefs of mission. Romulo is eight years past the maximum age limit.

Aquino has promised to lead the country through a “matuwid na daan” in contrast to the previous administration that was known for its impunity. Romulo is not the face of a reformist and law-abiding government that Aquino wants to convey to the world.

  2. If Aquino wanted to show gratitude for this nig nog’s early support for him, keeping him in the post despite his stupidity surely is enough measure of his gratitude. This time, it would be good to think of self-respect, eg., what would other nations think if we send an idiot out there as face of the country’s foreign policy.

  4. Foreign policy molded at the time of Romulo revolved around slowly drifting towards China and away from the US. This policy is still in holdover mode even after Noynoy’s ascension.

    Look, Manila had always been a peacemaker and usually sways to the music of Capitol Hill, but for the first time, we boycotted a Nobel ceremony for a Chinese pro-democracy dissident. The Washington-Taipei-Manila alliance had also been broken, this time when we deported Taiwanese criminals to the Mainland. I wonder what the US Embassy felt against its next-door neighbor in Roxas Blvd.? Over the years, we raided several shabu labs run by the Chinese and not one, it seems, are still in our jails. As the designated (and only) MAJOR non-NATO ally in SEAsia, and the undeclared cheerleader of American interests in the region, we are not acting in accordance with our “role” that Big Bro has assigned to us.

    These are functions under the DFA and these acts are sooo not Noynoy at all. Our relationship with China is a one-way affair Noynoy is now chiding his China counterpart for “reciprocity” in the case of Pinoys in Beijing’s death row. Like HK’s Donald Tsang, his calls to Hu Jin-Tao, according to him, remain unanswered. That may be the last straw, and the ineffectiveness…ok, the incompetence of Romulo at the post is suddenly too glaring to let pass.

    Romulo will not accept the UN post if he were really a brilliant diplomat. He knows all his moves will be watched by the Americans, he cannot just piss Uncle Sam like that then move around Manhattan like a first-time tourist everyday. I’m sure he knows that already.

    On the other hand, he may just live up to his reputation as permanent dork in the UN living the good life at the expense of Juan dela Cruz.

  6. The lack of foreign policy in Noynoy’s government allowed Romulo to carry-over that which was prevailing at the time of Putot. It was still Gloria’s objectives and principles that is being pursued by embassies and missions worldwide.

    I guess he has now recognized the folly of his sisters’ choice it was now up to him to decide. And by all means, craft a new foreign policy, so that all the other diplomats will be guided accordingly.

    As of now, the DFA people just want Romulo out. From there they are hoping the department would move forward.

    But this was the same feeling I had during Flor Contemplacion’s time.

    The UN would be a perfect place for Alberto. It is a good dump site for political appointees. What harm can he possibly do at the UN? Saling pusa lang pinas dun. Can he actually do damage to pinas image at the UN? Let’s face it, what kind of image does pinas have? Penoy kissing Chinese ass and still get kicked.

    Now, whether berto deserves to be there because he is smart is another question.

    Only One: Adequate Honorarium as Presidential Adviser or Consultant on Floating status. His required output will only
    Be written work verbal advice on any problem assigned by P NOY. That’s more than a Golden Parachute for a public servant deemed incompetent and perceived to be generous, helpful, honest in ways and manners alien to real public service.

    Ellen about the lack of foreign policy, that was a right hook that knocked down to the count of eight P NOY and his DFA.

    Decisions and actions or behaviour at the individual level are based on principles. Unprincipled behaviour is often taken as primitive or due to lack of education or plain civility. At the level of nations a foreign policy that will govern a nations relations (defense, diplomacy and commerce) is the syntheses of principles. Lack of or reactive foreign policy can be the result of incompetence or negligence and not the lack of individual principles.

    If we really don’t have yet a foreign policy on particular issues, then we don’t know where we are which makes us: We don’t know where we are going. We are drifting in the open sea: in the China Sea or the Atlantic or Pacific Ocean. Who knows? Hello Congress! Lawmaking is also Policy Making.

    not only for outsiders (political appointees such as ex-generals, former senators) but also for career people in the DFA, the DFA is one giant travel agency for sending favored filipinos to rest and recreation destinations, at the expense of public money. is it legal? yes, and that’s why the best way to go abroad — it’s easy and comfortable and permanent, unlike the life of most expats, to mention the OFWs — is to join the DFA.

    but the question now is, are those being sent qualified? in the case of outsiders, the answer is no, 99 times out of 100.

    strongly agree that the pnoy administration has no foreign policy. not sure about domestic policy… is it primarily the eradication of corruption? foreign policy is supposed to be an extension of domestic policy. how then would anti-corruption extend into foreign policy?

    the protection of migrant workers has become only lipservice. in the row with taiwan, the government has completely forgotten that beyond abstractions such as (an ill-formulated) one-china policy or “national interest” (in combatting transnational crime?), the most important consideration is the fate of OFWs.

    if ledesma or de lima are not removed, the OFWs to be affected by the row with taiwan (80,000 OFWs, multiply that by their dependents; and $600million yearly remittances) may just be core group that would clamor for the removal of this incompetent administration.

    bert romulo will definitely make kalat in the UN. but thats much better than having him head the DFA, where only those close to him (incompetent they may be) benefited these last seven years.

    besides, to those who worry about bert’s pagkakalat, the UN is just a prestige post, no one in the diplomatic service takes this body seriously. it’s also been one giant scam for travels… until the generals found a way to make money out of it through peacekeeping forces.

    Yahooooo! at last, his gone!. Maybe it’s high time that the new secretary, or maybe, before the new secretary assumes office to remove those overstaying ambassadors, officers and staffs in their assignment abroad.

    Kasi nga nung panahon ni romulo malakas silang bumulong, and with this, they thought untouchables na sila.

    I hope that the new secretary will act on this with utmost urgency.

    Let’s just hope & pray that the Aquino government would see the pros & cons of appointing Romulo to the UN. I used to admire this guy several years back but with the recent negative feedback affecting him (his peer relationships, competencies, working style, etc) it’s hard to trust again whether that position intended for him is worth for the filipino people.

    Jug, exactly what I said in the other thread. He is not a talker but a doer. Mas gusto ko yan. He may seem to be insensitive because unlike the bansot who kept telling the people what she wanted to do (but did the opposite anyway) Pnoy is kind of quiet compared to the bansot. He made a lot of mistakes but he is learning fast. He addressess the issues of the small people and I like this too. But most of all, he is addressing the corruption issues cropping up left and right. He still has a long way to go to get to the straight path but he sure is on his way there. More power to him. I can see that he has a good heart for the Filipinos and this is a good start.

    it’s not the sisters who kept tito bert. What I know is they favored him in the beginning but later on got wind of the complaints against him and so they stopped pushing for him. It was a powerful religious group that was able to persuade PNoy to keep him for a few months longer.

    As to the UN post. Right now I believe PNoy is not too warm about that idea. Ask your sources why.

    Anyway, I’m glad he’s gone. Whatever shred of sympathy I had for the guy disappeared when he tried to persuade PNoy to keep that slimebag Bobbi Tiglao as ambassador to Greece.

    The Filipino people owes Bert Romulo nothing. Let’s be quite clear on that. He is an opportunist par excellence and, thus, could not be trusted. President Aquino should remember it’s the people’s money that pays for his every appointee. So, he would be doing the people, who he say “are my boss” a grave disservice if he rewards Romulo any position he does not deserve. Permanent Philippine representative to the UN? Heck, no! Romulo might just end up being an embarrassment for Filipinos there. PNoy should let Romulo retire for good. This would perhaps give him all the time time and leisure to reflect on what he has done — has and not done — as a long-serving government bureaucrat.

    I hope this is the last time the gov’t would intervene for death row convicts. It sends a wrong signal to would be drug mules. Ililigtas naman ako ng gobyerno kapag nahuli ako sa ibang bansa.
    Some say, they do it out of desperation but that’s not right. Illegal drugs/ drug abuse destroy not only the person who uses it but his whole family as well. I should know,a close friend is now in jail because of drugs. Now his young wife and 5 year old girl is suffering. 🙁

    Ibang iba si Carlos Romulo talaga. When I worked at the NSDB in one of their special projects, I had the opportunity to sail in a boat with him (may mga kasama kami!). He was such a brilliant and funny guy. Maliit lang siya but he was a class act talaga. Kung nalahian man lang sana ni Carlos itong pamangkin niya mabuti sana but it looks like ibang klase itong isang ito.

    Politics too is removal of disbenefits to society, tangible factors inimical to the pursuit of social justice and the pursuit of happiness. Gutierrez as ombudsman and Corona as Chief Justice had been perceived not by their enemies but by the significant public to be disbenefits to society. To allow them for whatever reason to be part of Philippine politics is bad politics.

    To put good politics into action P NOY must know and understand the two faces (Dr. Jekyll and Mr. Hide) of politics which are disbenefits and benefits; specifically how one can undermine the other. In the merciless world of politics both will always be present, one always trying to cancel the other. In past administrations disbenefits to society became the total embodiment of politics.
