‘All I ask is a fair share of justice’ – Lacson

Statement of Sen. Panfilo Lacson at his press conference Monday, March 28, 2011:

Unang una sa lahat I’d like to thank the members of the media for allowing me a quiet weekend with my family. I thought that was the best day of my life with my family because it was a quiet weekend. We heard mass and I visited the graves of my parents. It felt like Christmas in March.

For 13 months, I was a fugitive from injustice. I have been subjected to the vitriol of arrogance and hatred by my old and new detractors. I have been humiliated, unfairly eviscerated of my dignity and personal honor, even as I am humbled by an experience so surreal I never imagined could happen.

Every single day that I was underground, the crucible stared each time I opened my eyes. For 13 months I lived the life of a prisoner outside a prison cell. The only difference from one who suffers in confinement is that I could on my own free will navigate my movements using the best of my instinctive compass. I had only one rule to follow. Do not get caught.

Since childhood, I have struggled in life. But the last struggle I had for the past year was the most challenging. The worst pain of all is that I didn’t know who my true and real friends were. I still thank God I found a few of them.

Every crime demands justice. But justice means truth and action. Without action to bring out the truth, justice will never be served. With 30 long years of law enforcement experience behind me I dedicated myself in helping tens of thousands of victims of crimes without fear or favor. I risked my life hundreds of times rescuing kidnap-for-ransom victims, battling criminal troops, bhusting crime syndicates and disciplining the rogues in our country’s police force for various offenses ranging from carnaping to kotong, even jueteng protection fully aware I was creating bitter enemies out of armed and trained malefactors.

My point is, I am all heart and soul with families of victims of crimes seeking justice for their loved ones. But I am also all out against the hecklers and their cheerleaders who want to make me their cannon fodder by strutting their stuff for reasons they themselves may not even understand, or maybe the sheer satisfaction of boosting their ego. Maybe it’s for popularity. Or worse, for selfish and personal reasons, all at my expense.

The unvarnished truth is I was made to suffer for a crime I did not commit. Two former SOJ drove me to become a fugitive from justice. It was made inevitable the moment I was informed by DOJ contacts that prosecutors were allowed to shred the rules on evidence in favor of satisfying a last-ditch effort of an unelected and corrupt regime of Gloria Macapagal Arroyo, to put me away for long good years of my life.

On a personal note there were frequent moments I felt the persecution had never stopped even after a new administration took over the reins of power. All I was asking for is a fair share of justice. Correct its miscarriage and trim the excesses of the past regime. True, evading arrest may be legally difficult to justify if not hardly defensible.

True, going underground is politically incorrect. And I must admit I was constantly balancing the bigger picture with the issues of the moment. But at the end of my daily debate with my own wits I decided not to place myself under the jurisdiction of a court whose judicial determination of probable cause and subsequent issuance of a warrant of arrest I was questioning before a higher court of the land.

Rightly or wrongly I thought it was the sensible thing to do, given the prevailing circumstances. Arguably facing trial is not the be-all and end-all of settling and resolving this legal issue. Well-established jurisprudence and legal precedents allow the filing of pleadings and motions even in the absence of an accused petitioner. Thank you and good morning.

Friends are priceless gems, very hard to find…but once found they are source of strength and bliss.

Good you’ve found yours, Sen. Ping!

I hope that with the current leadership the Dacer-Corbito double murder case will be solved. Lumabas na si Sen. Ping, I believe he is ready to face a fair trail without sulutan from powerful personalities and media hype to mislead and confuse the truth.

  5. Ipagpatuloy mo Lacson ang sinimulan mo. Usigin mo ang karapat dapat na usigin.

why blame the good senator from hiding, blame the judge and the justices that allowed themselved to used for an evil ways to satisfied an illigitimate leader.. up to know it seems that the old regime of GMA really have mastered how to twist an event.. first there was tong lagman and magsaysay blaming a tex messages to stop the impeachment of their protector and blaming that the source either comes from malacanang.. now they twist the fact and blame the senator for hiding without getting to the point that without this justices (si) raul(o) gonsalez and (kuwago) devadanera making false charges to the good senator..!!! welcome back senator lacson.. give them hell..!!

Baka nakiki-limelight lang for publicity.

  11. parasabayan parasabayan

If those behind the Dacer-Corbito murders (or was there ever one?) are powerful people, walang patutunguhan ang kasong ito coz they can pay their way out of the murders. Lacson was just the traget coz he was so outspoken against the putot and her brood.

Time to buckle up and work Ping! Do not dwell on what had happened. Focus on what is on hand otherwise you can not recover from a more than a year loss of people’s money and resources.

  12. parasabayan parasabayan

Kayo naman, De lima has to do her job.

@parasabayan right like lacson one of the powerful people that is making mockery to our laws. what a hypocrite!

  14. parasabayan parasabayan

Masyado namang obvious kung hindi magsasalita si De Lima against the incidents surrounding Lacson’s hiding. The hold order on his travel was issued way after Lacson already left. So, Lacson was probably in just one country and was moving from one household to the other. This is also the reason why he came back into the country not through a known carrier but a pivate one. No one will ever know where he had been, pustahan tayo. Siyempre all of those who helped him would not want to be incriminated. Like anything else, the Lacson case is CASE CLOSED>

Let us not swallow quickly what Ping is talking these days. I still believe he is in cahoots with the Aquino administration how to manipulate the public in believing what he wants us to believe. I suspect he and PNoy have a hidden agenda and this could be a scenerio they are taking to trap the public. With the way Ping is manipulating people, his “inkling” could be that Fidel and Gloria may be the brains of the death of Dacer/Orbito. Everybody knows that he was trying to connect Fidel with Dacer and his disdain for Gloria. Knowing that only PNoy, his compadre, has far more disdain for Arroyo, everything is possible. I do not believe he will be taking the risk of connecting Erap. It is much too risky for him because this bigote knows a lot of rats and skeletons in Pings closet and it will be a disaster for him to link the duck-walker. So here comes Ping, tuloy ang karnabal sa senado.

  18. go antonio go antonio

If he really is innocent, why did Lacson run away when the Manila Regional Trial Court issued a warrant for his arrest?

As a senator who writes laws, he should have submitted himself to the rule of law by having himself placed in custody while the case is being heard in court.

He should not give as reason that under President Gloria Macapagal Arroyo he would not have a fair trial, so he escaped.

Why didn’t he surface after Arroyo was gone? Why did he continue to hide?

  19. go antonio go antonio

Instead of asking for forgiveness from the public for refusing to submit himself to custody while his appeal was being heard in the Court of Appeals, Lacson even boasted about his 13 months in hiding.

He even insinuated that lawyer Ferdinand Topacio paid off the media for a supposed smear campaign against him.

Topacio is the lawyer of former Senior Superintendent Cezar Mancao, principal witness against Lacson in the abduction-murder of publicist Bubby Dacer and driver Emmanuel Corbito.

According to Lacson, Topacio had a huge PR chest to sustain the black propaganda against him.

The senator projects into another what he has or does.

Now, who has plenty of money?

How much did he spend for transportation in going from one country to another, for hotel accommodations, for food and other necessities?

Don’t tell me everything was free.

  20. Topacio is the lawyer of former Senior Superintendent Cezar Mancao, principal witness against Lacson in the abduction-murder of publicist Bubby Dacer and driver Emmanuel Corbito.

May pambayad ba si Mancao kay Topacio? Sa iyo, sino’ng nagbabayad?

By the way, nasaan na yung bulalo na nagpapanggap na buto ni Dacer at Corbito? De Lima are you doing your job? Where are the bones?

What about the dental charts referred to by Raquel Fortun? Yung mga pics? Mayroon pa ba?

  25. saxnviolins saxnviolins

Yung mga buto, kahit pira-piraso, puwedeng ma-identify ni William Bass of the University of Tennessee, o ni Mary Manhein of Louisiana.

  27. Go Antonio, stick to issues.

  28. Whew! At natapos din, just imagine if Gloria or her stoodge was in power now, it would have been disastrous for Lacson.
After 9 years of frustration, this feeling of getting the upper hand is really like a welcome cool fresh breeze.
Dati walang panlaban kay Gloria and her minions, numbers game kasi, and they had all the legalese experts justify a virtual (constitutional) dictatorship.
If releasing Trillanes was a “slap on Gloria’s face?” what would be the effect of allowing someone who was maligned to no end. with the former dispensation’s forces conspired to manipulate the justice system to silence – takes his seat back in the senate? Is that scary or what?
If Trillanes’ famous “uncavalier” demeanor pushed a corrupt general to take his life, who would fall next? Will the portly ungentleman, a favorite resident of St. Lukes’s survive a similar treatment? Will he do the country a favor by shooting himself too? Or will he run back to his favorite sanctuary and hide behind the highly paid medical experts of that famous, extremely expensive hospital?
The Philippines has suddenly become exciting!

  32. parasabayan parasabayan

Chi, mukhang nag-mellow na si Ping. The old Ping was always palaban. This time he is even talking about forgiving those who tormented him.

  33. chi chi

Oh no, psb! I hope he won’t make bitin the issues he initially exposed even he forgives his tormentors. Will wait muna what he really intend to do next.

  34. Nakapagtataka talaga yang si de Lima.

The warrant of arrest was issued on the “strength” of Mancao’s claim that he overheard Lacson order the execution of one codenamed Delta. Hindi ba’t on the very day Mancao supposedly heard Lacson say that, Lacson was part of the Philippine delegation to a UN conference, as attested by Roxas who himself was with the group?

Else, how would you reconcile her well-known legal acuity with her curious interest in cornering Lacson.

Are they really interested in justice or are they part in the coverup? Afterall, what evidence have we got that Dacer and Corbito were really dead? Bodies that miraculously burn with such ease? Bones from cattle?

  35. chi chi

ricelander, you provided me with something funny to ponder. hehehe!

  36. Phil Cruz Phil Cruz

The questions that run in my mind:

    1. Why is Ping Lacson called the Mastermind of the alleged killing and burning of Dacer and Corbito?
    2. What is his possible motive?
    3. How is Ping connected to the BW Resources scam?
    4. How are Ramos and Almonte connected to this whole thing?
    5. What is De Lima really up to? Her level of interest in the case is rather very unusual even after the Court of Appeals has said the case against Lacson has been dropped, is final and executory.

  37. Phil Cruz Phil Cruz

    And:
    6. How can you accuse somebody of murder if there are no bodies found?
    7. And why were the alleged bones of the victims that of animal bones?

  38. Golberg Golberg

  39. abc abc

Sabi ni Senator Lacson na isang dating PNP chief, “I dedicated myself in helping tens of thousands of victims of crimes without fear or favor…, I risked my life hundreds of times rescuing…”

    Go go go Ping.

  40. abc abc

Ooops, huli na ako sa balita. Nasa “Abante Tonite” na pala.

“LACSON UMAMING KILALA NIYA ANG NAGPAPATAY KAY DACER”

  41. saxnviolins saxnviolins

In the transcript of November 8, 2007, there was a Freudian slip on page 42.

Atty. David was asking Fortun if she turned over the bones to the wife of Dacer. Fiscal Kimpo interjected that “it was the victim who….” David finished for him; “turned over”?

Kimpo then said, I withdraw that.

    Lintek. Buhay pa pala.

  42. saxnviolins saxnviolins

In his book, “Dead Men Do Tell Tales”, the late William Maples stated that in a cremation, all metal dental implants melt into tiny droplets, except gold and silver. The dental implant found by Fortun was neither. It was vitallium. That in itself proves the prosecution’s version as false. For if the fire were intense enough to pulverize the teeth, the metal implants should have been reduced to droplets as well.

Fortun admits that she could not even recognize if the bones were from a male or female. So how could she be certain that they were Dacer’s? Then she later admitted that she identified the remains based on the implants. She admitted that she is not an odontologist, and she got inputs from Dr. Kalalo of the NBI. Kalao admitted that he himself is not an odontologist. He said he learned from the late venerable Dr. Pedro Solis, lawyer/physician (He taught legal med in UP). But Solis is a physician, not a dentist, much less an odontologist.

So Fortun’s testimony is hearsay of a non-expert’s opinion, who was taught by another non-expert.

Hearsay is inadmissible, except if it comes within one of the exceptions. Opinion expert is inadmissible except if made by an expert. Fortun’s testimony, therefore, is inadmissible on two counts – hearsay of a non-expert’s opinion.

Note, neither Fortun nor Kalalo could state which tooth the implant was attached to.

  43. saxnviolins saxnviolins

Sorry. Above, I meant “Opinion testimony is inadmissible….”

  48. perl perl

#46 chi, malinis magtrabaho yung gumawa nyan… alam ni Lacson kung sino pero wala syang ebidensya.. sabi nya sa interview, work in progress daw ang pangangalap nya ng ebidensya at sana makakuha o may lumabas na ebidensya habang buhay pa sya…

  52. go antonio go antonio

Aided by Google, Senator Lacson said he learned how to cook a number of dishes (while in hiding) such as adobo, afritada, embotido, empanada, and sinigang.

But how about the things that we don’t know?

If Senator Lacson has been incarcerated, how would it be for him to be with the same people he himself had put in jail during his stint with the police?

If he was in jail, can he be assured of his safety?

Paramount for any person is his survival, WE ALL DO WHAT WE NEED TO DO TO SURVIVE.

    Go Antonio basahin mo ito.
Several years back when Ping Lacson was recruited by Erap to be PNP Chief, I heard so many horror stories about the man. Stories that would make one cringe at his reported ruthlessness. And so I was biased against this seemingly unfeeling, robot-like human. But as the years passed, and especially since he became a senator, I saw another side of him. He was consistent, steadfast, fearless and the most aggressive in standing up and exposing the corruption of the Arroyos. None has equaled his performance in this regard. Not even Pimentel. And for this, I take my hat off to him. As for those reported human rights violations he has allegedly committed, well, that remains to be seen. Time will tell.. as evidence is brought out and proven.

If he’s only man enough and got the balls to face the accusations, di hindi mangyayari yun. He’s a bad example. A lawmaker who doesn’t follow the rule of law.

  79. go antonio go antonio

I was an ardent admirer of Lacson before, pero dito sa ginawa niya, nawala yong admiration ko. Sana nagpa-arrest siya — marami din namang nakulong — at later on — napawalang sala din o na-pardon — think Estrada, the Oakwood mutineers.

Sa feeling ko nga, wala na siyang moral ground to say “This is the law, this is how it’s done, you comply….”

    Sayang……

@baguneta, right, ur quote is more apt for most people here in this blog

  82. Hello garci, wala bang justice?

    Pipilitin po natin ma’am.

    Aheeeehaaaw!

  83. Jocjoc, meron bang justice?

I cannot recall anymore, your honor.

    Ahihihihihi!

  84. Ligot, meron bang justice?

I invoke my right against self incrimination.

    hohohohoho

  85. Iggy, wala bang justice?
I invoke my right to privacy.

    Abalos, wala bang justice?
Saan, sa ZTE o sa eleksyon?
Pareho. Idagdag mo pa yung automation.
    Hindi totoo yan. Kasinungalingan yan.

    Reyes, wala bang justice?
    [Bang!]

  86. chi chi

Hahahaha!

  87. perl perl

hey everyone, according to perl if ur accused of something u didn’t do, screw the law, hide from it!instead of facing ur accusers and prove ur innocence in court.hahahaha. wat a pea brain! – Go Antonio Ga

  90. go antonio go antonio

@tongue-twisted, ur dig on those personilities were right, lacson now, after what he did is of the same league wid garci, ligot and et al.hahahahahaha. and f u dnt believe that ders justice in our country, y r u still here?

  91. go antonio go antonio

@perl hus saying dat lacson has bin framed up? he didnt faced his accusers, he didnt spent a day in court.and wat happened to dacer family happens to 2 u will u still be harping those words? lacson is a coward, pure and simple.hahahaha.

  92. olan olan

lacson is not a coward but a man with principle. Ano sila sinuswerte. I’ll take lacson side anytime of day!

  93. baguneta baguneta

    Me too

  94. and f u dnt believe that ders justice in our country, y r u still here?

  95. rose rose

anong justice sa Pilipinas? just ice..magpalamig! or just tiis?

  96. tru blue tru blue

Lacson knew he won’t be incarcerated, makulong man kuno; maybe to a resthouse. There’s more we don’t know of, but most of these thugs in government are all in cahoots with one another, kunwari away away, demanda dito, demanda doon; during night time they’re all having the best dinner they could have, courtesy of the noypi money.

Until any president and his/her ilks gets hanged in public like Mussolini, Ceausescu, and Saddam; nothing will happen in this country. Tiis na lang ulit kabayans.

  97. go antonio go antonio

What’s ironic is that Lacson, doesn’t abide by the same laws, that his job entitles him to create. As a lawmaker, he should show confidence in the laws that are created and enacted, and by avoiding the law, Lacson weakened the confidence of the legal system and also weakened his capability as a lawmaker. If Lacson doesn’t get any punishment, it just creates a precedent for future politicians to do the same. If you don’t like the law just disappear, don’t worry nothing will happen. Im appalled that Regardless of fault, we must instill trust in our legal system, because that is ultimately the conduit of order and discipline. Unfortunately, behavoir such as Lacson, helps undermine the trust and order that laws are meant to create.

Trust our justice system kung may hustiya! In the case of lacson, many agree that it was a political prosecution. Are you ready to give up your right and freedom sa hustiya nilang mga magnanakaw at abusado sa gobyerno?

Karapatang pantao at kalayaan is something you should keep at heart else sunod-sunuran ka lang kahit inaabuso ka na ng iba gamit ang batas.

  99. go antonio go antonio

@olan, even when pnoy, an ally of mr lacson, the senator refused to surrender to the law.in this case this not about political prosecution he was hiding from, the way i see it, its sheer cowardice and arrogance, and most filipinos believe on that except for those bloggers here.

@perl hus saying dat lacson has bin framed up? he didnt faced his accusers, he didnt spent a day in court.and wat happened to dacer family happens to 2 u will u still be harping those words? lacson is a coward, pure and simple.hahahaha – go antonio ga

  102. go antonio go antonio

@perl it looks like ur reasoning is flawed! if somebody is accused of a crime either guilty or not, he shudnt surrender to the authorities because its their job to hunt him down? ur not just a fool but also an ignorant! dis not about ping lacson being guilty or not, its about following the rules and procedures proscribed by the law that he himself, as a senator of the republic sworn to protect and uphold.

  103. go antonio go antonio

If am a policeman and get near LACSON i will handcuffed him and put in JAIL even without warrant of arrest…my resounding reason LACSON made a mockery of the LAW himself must uphold. “I was a prisoner outside the prison cell” ping lacson says, allow me to interpret: babae nakulong sa katawan ng lalaki.hahahahaha

  104. go antonio go antonio

I think ping lacson is patron, protector, symphatizer of forgers that make false documents, passporst, licenses, certificates, etc. ping will not tell who these forgers are because he is loyal to them.

as ex-policeman, ping lacson know most forgers, where they are and what their modus opernadi are, but ping will not squeal on them. crime lords will have easy and ready get-away, out of our country, if ever they need to.

as long as ping keeps quiet, these forgers will continue to operate. crime lords use the same route that ping lacson had used.

  105. go antonio go antonio

making a mockery of Phil justice system. i guess one can evade arrest and have a choice later to resurface once the ruling is in his favor and not have consequences. we have lawmakers who are criminals themselves and many just outright don’t understand the law. Ping felt he is above the law and the recent development just confirmed that.
