Conservative’ and ‘sluggish’ PhilHealth misses health care target

The Philippine Health Insurance Corp. (PhilHealth) has missed the Dec 2010 target mandated by law for it to provide universal health coverage to Filipinos, as health experts say the agency is poorly managed and consequently unable to deliver quality health care to those who need it most.

Former and current officials said the agency has been hobbled by a “conservative mindset” as well as a “sluggish” executive committee, that the agency has fallen short of its mandate to “provide all Filipinos with the mechanism to gain financial access to quality health care services within the first 15 years of its implementation.”

“Dec. 31, 2010 was the milestone set by law that we should have universal health care,” said former health secretary Jaime Galvez Tan. “It has failed and (PhilHealth officials) even twisted the definition. They said that 85 percent is already universal when the law says ‘all Filipinos.’”

    philhealth?ito ang kailangan nating lahat.all Fipinos shld.have an easy access to this.but so far,never heard pa ito sa barrio namin.

    i assume philhealth is a govt corporation which is a good thing for who else will be interested in all the pinoys well being and health? but there is no use making unreasonable targets.

    This article has made some good points pero ang daming bagay na isinisi sa Philhealth, dapat binasa muna ng sumulat ang Republic Act na nag create ng Philhealth. Tingnan mo muna ang sinabi ng RA kse dun nakabase ang implementing regulations.

    At saka sa opening statement, this article said Philhealth is unable to “deliver quality health care” which is the function of the hospitals not Philhealth, Philhealth only influences the delivery of quality health care.

    At saka yung sa reserves mandated yun sa Republic Act na nag create ng Philhealth, meron percentage na should be maintained and such is also based on actuarial studies.

    As to sino ang puedeng mag member ganun naman talaga, yung mga less than 18 hindi pa puede but it does not mean hindi sila covered if they are not member, kse puede naman sila ipasok as dependent.

    Sabi ng author, sa Philhealth palakasan lang ng boses ang mga decisions, wala syang pinagkaiba sa kanila sa malakas lang ang boses, because this article can heighten the emotions of those that are uninformed, pero his statements is obviously just based on some people and are unverified.

    The author should deepen his research and not just take statements of some people as gospel truth.

    To your credit, tama ka yung 35% increase ay kinain lang ng increases ng Hospital, pero hindi yan kasalanan ng Philhealth, dahil wala naman sa capacity namin to stop the hospital from increasing their rates. The author should call the attention of the DOH, they are the ones tasked to regulate hospitals and medical facilities.
