Hindi pwedeng i-ignore ni PNoy ang pagkadismaya ng taumbayan

Ano pa nga ba ang sasabihin ng Malacañang sa pinakahuling survey ng Social Weather Station kung saan lalong bumaba pa ang satisfaction rating ni Pangulong Aquino? Natural lang yun na depensahan nila ang kanilang ginagawa at hindi nga lang daw masyadong alam ng nakakarami.

Ngunit sa kanilang pagdepensa, sa halip na maghanap ng palusot, dapat aksyunan ang mga bagay na nagdulot ng dismaya kay PNoy ng taumbayan.

Para sa akin, meron naman talagang nagawa si Aquino na pagtuwid sa mga mali na ginawa ni Gloria Arroyo lalo na sa larangan ng hustisya at press freedom.

Kaya lang alam naman natin sa sampung maganda mong ginawa kung may isa o dalawa kang palpak, mas pag-usapan ang palpak.

Mas nakakabuting aminin ni Aquino at ng kanyang mga adviser na meron naman talagang palpak lalo na sa paglagay niya ng mga kaibigan na hindi naman kwalipikado sa mga matataas at mahalagang katungkulan.

Sa survey na ginawa ng Social Weather Station noong Hunyo 3 hanggang 6 kung kuntento ba ang mga mamamayan sa isang taong pamamahala ni Aquino ng bansa, 64 porsiyento ang nagsabing “Oo” at 18 porsiyento ang nagsabing “Hindi.” Kaya ang kanyang score ay 46 porsiyento.

Mas mababa ito ng limang porsiyento sa kanyang rating noong Marso lang na 51 porsiyento. Hindi naman nakapagtataka dahil wala namang nangyari na magpapapilib ng taumbayan kay Aquino ng nakaraang dalawang buwan ng Abril at Mayo.

May mga isyu pa nga na nakakasama sa kanya at iyon ay ang pag-resign ni Public Works Secretary Jose “Ping” de Jesus. Lumabas na ang bagong kahulugan ng KKK (Kamag-anak, Kaibigan, Kabarilan) na sa tingin ng marami ay mga malalakas kay Aquino.

Isa sa mga kabarilan ay ang kontrobersyal na si Virginia Torres, hepe ng Land Transportation Office na bumalik na kahapon sa trabaho. Nag-leave siya ng dalawang buwan kahit na nire-komenda ni De Jesus at ng Department of Justice na suspindihin dahil sa kanyang pagkakasangkot sa gulo ng Stradcom ang kumpanya na nag-computerize ng LTO.

Sayang nga na natatabunan ng isyu KKK ang mga maayos na nagawa ni Aquino kahit mabagal lang nga.

Unang-una, halata naman sa bagong administrasyon na ito na hindi sinusupil ang impormasyun. Kaya nga siguro maraming napupuna ang mga tao dahil maraming nakiktia. Hindi katulad ng panahon ni Arroyo na lahat nakatago pati statement of assets and liabilities ng mga opisyal na dapat ay public documents.

Ang pag-ayos ng justice system ang pinakamabigat dahil sinigurado ni Arroyo na hawak niya yun bago siya umalis. Para nga naman kahit hindi na siya presidente, protektado siya. Kaya niya linagay si Supreme Court Justice Renato Corona.

Mukhang mahirap matibag si Corona ngunit mabuti naman na natanggal si Ombudsman Merceditas Gutierrez. At hindi lang si Gutierrez. Tatlo na ng kanyang mga galamay ang natanggal o suspendido.

Ito kasing pag-ayos ng justice system ay kaugnay sa programa ni Aquino na bawasan, dahil imposible naman talagang maalis, ang graft at corruption. Para naman ang pera ng bayan ay mapupunta sa mamamayan at hindi sa bulsa ng mga kurakot na opisyal.

Mahalaga ang suporta ng taumbayan sa kanyang programa at dapat aksyunan ni Aquino ang mga bagay na nakakadismaya sa kanya sa mga taumbayan.

Fresh ratings dip for Aquino

Satisfaction with President Benigno S.C. Aquino III’s performance has dipped to merely “good” from “very good,” the Social Weather Stations (SWS) said in a new report released just a little over a week before the country’s chief executive completes his first year in office.

Results of a June 3-6 poll made exclusive to BusinessWorld put Mr. Aquino’s net satisfaction rating at +46, with 64% of respondents indicating their approval and 18% saying they were not content. This was down from March’s “very good” net score of +51 (69% satisfied, 18% dissatisfied), which was also a drop from president’s best score of +64 — also “very good” — recorded in November last year.

Malacañang downplayed the drop, with an official noting that declines were limited and national dissatisfaction did not increase. A political analyst said the showing was expected as “the honeymoon is over,” adding that Mr. Aquino’s second year performance would be crucial if he is to maintain his support.

By geographic area, socioeconomic class and sex, Mr. Aquino’s ratings were all in the “good” and “very good” ranges. For its satisfaction surveys, the SWS classifies net scores of +70 and above as “excellent”; +50 to +69, “very good”; +30 to +49, “good”; +10 to +29, “moderate”, +9 to -9, “neutral”; -10 to -29, “poor”; -30 to -49, “bad”; -50 to -69, “very bad”; and -70 and below, “execrable.”

The SWS’ June survey used face-to-face interviews of 1,200 adults nationwide and sampling error margins of ±3% for national and ±6% for area percentages.

Respondents from Metro Manila and Balance Luzon said the president was “good” at his job; those from the Visayas and Mindanao gave him “very good” ratings.

In Metro Manila, Mr. Aquino got a “good” net rating of +43 (62% satisfied, 19% dissatisfied), slightly higher than March’s “good” +41 (62% satisfied, 21% dissatisfied).

The rest of Luzon gave him a “good” +41 (60% satisfied, 19% dissatisfied), down from the similarly “good” +48 (68% satisfied, 20% dissatisfied) three months earlier.

Mr. Aquino maintained his “very good” standing in the Visayas at +51 (67% satisfied, 17% dissatisfied, correctly rounded), although the score was lower than the prior +60 (75% satisfied, 15% dissatisfied).

The president also kept his “very good” standing in Mindanao with a score of +54 (71% satisfied, 17% dissatisfied), barely changing from +53 (69% satisfied, 16% dissatisfied).

Rural net satisfaction, however, fell by eight points into “good” territory at +47 (65% satisfied, 18% dissatisfied) from March’s “very good” +55 (71% satisfied, 16% dissatisfied).

Urban net satisfaction stayed “good” at +45 (63% satisfied, 18% dissatisfied) but also fell by two points from +47 (66% satisfied, 20% dissatisfied, correctly rounded).

Mr. Aquino’s net rating among the class ABC, meanwhile, rose by nine points to a “very good” +58 (74% satisfied, 16% dissatisfied) from the “good” +49 (67% satisfied, 19% dissatisfied) in the previous quarter.

The gain was offset, however, by a lower score among the class D or masa: a “good” +44 (63% satisfied, 19% dissatisfied), seven points down from the “very good” +51 (69% satisfied, 18% dissatisfied) three months earlier.

As for class E, satisfaction fell by two points to a “good” +48 (66% satisfied, 18% dissatisfied), also down from the “very good” +50 (67% satisfied, 17% dissatisfied) previously.

Mr. Aquino’s net rating stayed “good” among men at +49 (67% satisfied, 17% dissatisfied, correctly rounded), up from +47 (67% satisfied, 20% dissatisfied) previously.

Women, however, appear to be more exacting: their collective verdict was a “good” +43 (62% satisfied, 19% dissatisfied), 12 points down from the previous “very good” score of +55 (70% satisfied, 16% dissatisfied).

Presidential Spokesperson Edwin Lacierda said the survey results were “better than expected” in that the overall five-point decline was slower than the 13-point plunge between November 2010 and March 2011.

“We have arrested the decline from the drop in the last quarter, when it was a huge 13 points,” Mr. Lacierda told BusinessWorld.

“SWS’ June 3-6 survey shows that while nationwide satisfaction ratings have slightly dipped … [but] the figure remains in the good range,” he added.

“It is also noteworthy that the level of dissatisfaction did not increase nationally, remaining at 18%.”

Ramon C. Casiple, political analyst at the Institute for Political and Electoral Reforms, said the drop is not entirely surprising given that the “honeymoon is over.”

He said Manila and the rest of Luzon, as well as the D and E classes, are the ones currently struggling with the effects of rising consumer prices and have thus responded by giving Mr. Aquino lower scores.

“D and E will be most affected by the crisis of inflation,” Mr. Casiple said

The ABC class and the urban folk, given their access to media, would have a mixed reaction depending on the news: the ABC, for example, would have seen the administration’s strong stance against alleged wrongdoings at the Office of the Ombudsman as a positive.

As for Mindanao’s ratings, Mr. Casiple noted “ambivalence.”

“This was the time of the postponement of the ARMM (Autonomous Region in Muslim Mindanao) elections and the people seem to favor that … given the promise of reforms, it’s a conditional approval,” he said.

“If he appoints a good person to see those reforms through, then it will strengthen support,” Mr. Casiple added.

The first year shows a natural progressive lowering of ratings, he said, as the voting public is still likely to give the president chances and political power is still being consolidated; it is the second year that is more “crucial.”

“President Aquino has the overwhelming support of both houses [of Congress] … but this is under constant pressure … the second year is crucial because the other side will be working all that they can too,” he said. — Johanna Paola D. Poblete

    The Social Weather Stations’ (SWS) June 3-6 survey shows that while nationwide satisfaction ratings have slightly dipped (from 69% in March to 64% in June), the figure remains in the Very Good range and historically, very high. It is also noteworthy that the level of dissatisfaction did not increase nationally, remaining at 18%.

    Across all classes (74% for ABC, 63% for D, 66% for E), in all regions (60% in Balance Luzon, 62% in NCR, 67% in Visayas, 71% in Mindanao), the satisfaction rating according to SWS’s own standards, is Very Good.

    In fact, for the socio-economic ABC classes and Mindanao, the administration has achieved a rating of Excellent.

    We are not alone in pointing out that satisfaction and dissatisfaction ratings are separate numbers. Many in the media have also cautioned against relying on net ratings without dissecting the actual numbers on which net ratings are based.

    We trust that all who take the time to look at survey figures ponder the specific questions and the responses to each. These latest survey numbers should confound the pundits who have been drumbeating a “massive drop” in the President’s and the administration’s satisfaction ratings from March to June.

    As the administration marks its first year in office, it is heartening to note that it continues to receive the support of the broad public. The administration has been working to clear the obstacles to good governance put in place by those with a vested interest in seeing the country fail. The foundations for inclusive growth are being laid firmly and the public is seeing the hard work being put in beginning to bear fruit.

    Corruption can be minimized, but INCOMPETENCE is the biggest problem of PNoy. What can you expect from someone who never took seriously his position as a Congressman and as a Senator. Now that he was made President, he still has the same bachelor-like life as before, waking up late and ending early at work.

    After installing GMA as President, the civil society then made PNoy president. Medyo malaki na kasalanan niyo sa bayan! Mark my word that this will be true after 5 years.

    If his ratings continue to drop and his popularity diminished, he will have a problem pushing for his reform agenda without the trust of the people.

    I think this is something EXPECTED. P Noy is president because of sympathy votes. So, common sense tells us that his rating will dip over time. Ano naman ang kataka taka dito, just like his mom, who became president via sympathy votes, eh wala ring contribution na nabigay during her term.

  9. Well, it only goes to prove that we are are “telenovela” people, we like to be regaled by image building propaganda.
    Maybe it could have been better if the admin did not scrutinize all infra projects, spend for lake dredging here, build roads there, a couple of bridges, parade all newly caught criminals on tv with the president, do the “ramdam na ramdam namin ang asenso” thing like with Arroyo. And while they’re at it, the president should go around the country literally throwing money around, then make a survey? I doubt if the admin has even spent on image building advertisements, its simply not there, but it matters to some people in the Philippines.
    Some people even commented that the government is not spending enough, what? basta spend lang ng spend… 🙂

  10. The president and his team should just continue with their plans and take the ratings with a grain of salt, he’s not running for reelection anyway. Or he might look into what kissing babies, ribbon cutting ceremonies, get his face on TV as much as possible, visiting hospitals, calamity areas, dagdag mo pa vigil sa patay, do a “willie revillame” like Arroyo’s “bangkang papel” etc.
    We’re a country that worships showbiz and robinhoods, why can’t this administration see that? They have to show that they are willing to dump on the rich and give to the poor. The president must show that he is fighting for the poor against the rich, that will definitely improve ratings.

    The comment of critics that PNoy and his gang whom he has recruited as executives in his administration have improve in the way they run the government has merits.

    There are many projects that are pending, waiting for Malacanang approval.Many projects are on standby for almost a year and uncertain when it will finally get the go-signal. That’s why unemployment is high and not much money (except for OFW remittance) are circulating to energize the economy.

    I appreciate it that he tries to make sure that the projects are not riddled with graft. But they should improve their efficiency.

    My friends who are dealing with the government are supporters of PNoy and they are getting frustrated.

    I’m sure even his most devoted supporters will admit that the Aquino government is not perfect. That it could stand a lot of improvement.

    That what the respondents in the survey were telling the president.

    I think that’s the point of Ellen’s article. The source of frustration of the people should be addressed.

    Aquino’s people should take that positively as a wake up call. Hindi yung tingin nyo sa pumupuna kaaway.

  13. I believe that was how they got rid of Governor Panlilio before, he was too slow in approving budgets, people needed money already, contrast that to the Pineda lady who seems to throw money around on a whim.
    The president must also look at some people around him, where did we get all these “scoop” that he wakes up late, goes to the office late, goes home early, doesn’t meet hos cabinet, doesn’t read reports, ets, etc? Though we appreciate knowing all this, soem people around him better get lessons from the “secret service.”

  14. But I must admit, I didn’t like the “downplaying” part, it would have been better if they just accepted the results as is, and assured the public that they are listening to the people and vow to do better, but thats just me.
    Humility goes a long way in a culture, some peopple in the president’s group must put their thinking caps on and show some appreciation of the Filipino psyche.

    Tila wala yatang epekto yong 21 billion CCT program ni Noynoy at ni Dinky kaya bumaba ang rating at dumami pa raw ang mga naghihirap at nagugutom ayon sa nakaraang survey kaysa noong nakaraang admin. Baka napunta lang naman sa mga bulsa ng mga kung sinu-sino at hindi sa mga tunay na “welfare recipient”, kaya ayon din sa nasabing survey mas dumami pa raw ang cases ng corruption instead na bumaba. Tanong nga ni Noynoy at kaniyang mga alipores: “Bakit nagkaganoon, namigay na ng pera at pangkain, bakit lalo pang dumami ang naghirap at nagutom?”

    Sometimes I hate to see people making a fool or idiot of themselves, but bakit sila magtaka sa resulta ng dole out nila. Dahil ba sa alam nila na malaking halaga na yon at kayamanan na ng mahihirap? Ano sa palagay nila ang magagawa ng 500 or 1,500 pesos na ipinamimigay nila?

    Sa mayayaman na tulad nila, kulang pa ngang pambili ng isang pares na pantalon o isang pares na sapatos o isang kain sa restaurant. Totoo ang tawag nilang pantawid gutom, pero hindi nagpapayaman sa isang mahirap na pamilya. Sa mahal ng mga presyo ng mga basic commodities, isang punta lang sa hindi na sa supermarket kundi sa talipapa na lang, ubos na ang halagang yan. Bakit hindi na lang ginamit yong 21B para mag-create ng trabaho, at least sa trabaho, pangmatagalan ang benefit na maibibigay sa mga tao. Dahil ba sa mas madaling kumita sa pamimigay ng dole out, sa mga tulad ng “birds and the bees” recipients, cash on hand transactions kaysa mamorsiyento sa mga kontrata?

    Sa totoo lang marami akong alam na mga taong mahirap pa sa daga pero wala man lang isa sa kanila ang tumatanggap ng dole out ni Noynoy at Dinky. Palakasan ba ang pamimigay o may milagrong nangyayari sa napakalaking pondo na yan? Bakit walang ginagawang audit kay Dinky, at bakit wala yatang informations kung papaano naman maka-avail yong ibang mahihirap?

    Ang pamimigay ng pera sa tao ay isang political gimmick at isang populist program, pero bakit hindi nagkaroon ng epekto sa rating ni Noynoy. Baka naman nababasa na nila ang talagang papel ni Noynoy na talagang walang ibinatbat.

    Noy better start getting out of that “pajama” a little earlier, and do your brain a favor by doing some thinking exercise at huwag tutulog-tulog.

    Huh!? Who amongst most of these thieving lawmakers really take to heart their elected seats seriously? Quite a few if you ask me. Da Pork is in the minds of many once in congress or senate, and a much much better life for him/her and their families…with lots of arrogance.

    Does the Pinas Constitution prevent him from staying late? Or waking up any hour of the morning as he pleases? Seriously I don’t think the majority of noypis gives a squat re his night life or sleeping habits. He might be burning the midnight oil thinking about how to make the regular “juan” or “andres'” life better.

    Naku! Wake up…that kind of amount goes a long way for the many poor in our country, make no mistake about that.

    Jerry Pons (former pinas comedian)in Las Vegas was approved for $175 food stamp, it’s a big help in his life. These are one type of program the “rethugs” want to eliminate.

    Stating the obvious naman yan. Do the people trust Noy? Alam na natin ang sagot diyan.

    Ano ang sabi ni Kristo? By their fruits ye shall know them.

    To me the pertinent question is not “Do you approve of Akio Toyoda”, but rather, “Are you happy with your Camry or Corolla?”

    Similarly, the pertinent question to me, would be “Are you (Is Tongue) happy with his transactions with the LTO? Are you satisfied with the peace and order situation in your town (DILG)? Are you happy with the garbage collection in Manila (MMDA).

    The CEO of Toyota is measured by the products his engineers produce; in the same way that Steve Jobs has a cult following because of the performance of his Ipod and Ipad producing engineers.

    The question is, “Are Pinoys satisfied with the delivery of services of PNoy’s appointees.

    Yan lang ang gusto kong makitang stats, hindi yang trust, approve, and other nebulous questions.

    Ask the right questions and you will keep improving your performance. Ask the wrong ones, and you end up like the Detroit Three (GM, Ford, Chrysler) – blindsided by Honda, Toyota and Nissan, later joined by the Koreans (Hyundai).

  24. The Net Approval Rating is but one of the many yardsticks of measuring a leader’s effectiveness in running the country. To me, the SWS survey is merely a perceptions game that does not validate nor debunk any admin’s claim of greatness – “We will join the First World in 20 years” (GMA).

    We should take it with a grain – to some, especially during GMA’s reign, a teaspoon – of salt. It does not serve the purpose like it does in many advanced nations where it is the leader’s political party (In Pnoy’s case, LP) that is on the chopping block every time a NAR survey is released. We all know that political parties here are disposable. Some are zombies – like Villar’s Nacionalista which rose from the dead.

    Although I would reserve my take on the debate on the acceptability of the “Independent” Survey results for later, the great disparity of results coming from SWS and Pulse Asia clearly demonstrates the surveys’ unreliability.

    With each survey firm polling 1,200 respondents, each person surveyed represents the voice of about 79,200 people (for a 95M population). The ±3% margin of error further runs into about a 6 Million ballpark field of adjustment.

    Look at this, SWS Rating – 64% for vs 18% against while Pulse Asia’s Rating – 71% for vs. 8% against.

    The 10% difference between the disapproval/distrust rating then adding the margin of error could mean their numbers could be wrong up to 16% or 15.2M heads.

    They ought to review their methodology.

  25. I agree with snv, it would be more beneficial if the parameters involved could be used as a basis for “actionable” areas of improvement rather than a measure of popularity.
    Come to think of it, after a year of needs analysis, it could be high time to come up with key result areas and come up with more meaningful (and useful) measures of performance, one that can be used as a tool for making things better.

In the States, it’s Bernanke and the Fed Reserve Board that dictates the tempo of business not only in the US but in effect, the whole world. His economic commentary is a broad overview of the US’ economic health in the short-term and is called “The Beige Book”.

    Stock brokerages, banks, fund managers, bankers, generally the financial institutions, businesses, and the investing public eagerly await his regular reports that in the 2008-2009 rapid US financial meltdown, his reports determine how many people will jump off the roof of their buildings in Wall St. that day.

    Here, almost no media outfit covers the BSP Economic Forecast reports – our local Beige Book.

    Employment data, price index and inflation, retail activity and manufacturing output, exports, debts, real GDP, etc. far best spell the current condition of the country, rather than the perception of the people of its president in the satisfaction and trust surveys. Very showbiz.

    But in the Phils’ case, even these BSP numbers can’t be trusted. Remember, Gloria’s economic “genius” became economic “creativity” when she twisted the GDP formula? And how she window-dressed the employment figures by excluding those who are not currently applying for a job out of the unemployment data?

    In an old job, BOI regularly calls me for a monthly performance interview. Amazingly, my company’s numbers are reported exactly as the whole electrical machinery sector. Electrical machinery is the biggest import item neck-to-neck with oil, yet only one company’s data is considered.

    We will have to wait for PNoy’s first SONA Speech to get these, hopefully accurate, financial figures.

At least kina Tongue at SnV may concrete parameters tayong pinag-uusapan. Now if only Purisima can come with the comparative figures where we were at the end of GMA’s reign of greed. Heto yung sinasabi ko sa itaas. Walang masama mag criticize if only we can have verifiable parameters kung bakit tayo tumutuligsa. Hindi lang yung puro ngawa.
