The untouchable Jesus Verzosa

Is it believable that then Philippine National Police Chief, Jesus Versoza, signed the documents for the purchase of three new helicopters in the amount of P104.9 million without knowing that two of those aircraft were second-hand and previously owned by Mike Arroyo, husband of Gloria Arroyo?

Is it also believable that Mike Arroyo would decide to involve PNP in this anomalous deal without making sure that the PNP chief is into his scheme?

The seemingly velvet glove treatment of Verzosa in this anomalous deal that cost the reportedly cash-trapped PNP, and in a larger picture, the Filipino people millions of pesos, is intriguing and disturbing.


PNP Chief Raul Bacalzo said that although Verzosa approved and signed the check that according to the sellers, was encashed and delivered to Arroyo, he was not in the list of those the PNP would be investigating. If he is excluded from the investigation, how can he be made accountable? If he cannot be made accountable, where is justice if the subordinates are charged?

Even in the Senate, not much attention is given to Verzosa who simply dismissed his signature in the irregular transaction as ministerial.

There is something wrong with that kind of thinking by a head of an important agency as the PNP.

As PNP head, Verzosa enjoyed a hefty pay , powers and privileges. The position also comes with duties and responsibilities.

One of the functions of the PNP is to “Enforce all laws and ordinance relative to the protection of lives and properties.”

Among the laws to be observed is the Anti-Graft and Corrupt Practices Act. Their payment of a brand new price for a used helicopter was in violation of that law.

What they did is no different from buying clothes in ukay-ukay for the amount that you would pay if you bought the items in a department store which is, to put it kindly, dumb.

From the testimony of Hilario de Vera, president of Manila Aerospace Products Trading Corp, the company used to sell the helicopters to PNP, the police leadership knew it was used. He related at the Senate investigation that when he was following up the remaining balance of the payment, PNP Director Romeo Hilomen, a member of the PNP negotiating committee allegedly told him, “to stop calling Interior Secretary (Ronaldo) Puno because we are being pressured. I know for a fact that those helicopters are not new. I don’t like that.”

Supt. Claudio Gaspar, a licensed pilot of the PNP, who was part of the inspection team that received the aircraft from Maptra, knew that they were used and pre-owned by the Arroyos because he had ferried Mike Arroyo and his son, Mikey, in those two helicopters a number of times.

If his subordinates knew that they were buying ukay-ukay quality helicopters for the price of new and Verzosa professed ignorance about it, what does that make of him?

At the Senate investigation, Verzosa projected a dismissive air when asked about his accountability in the anomalous deal.

There must be a basis for the smugness.

It must be recalled that Verzosa was President Aquino’s first choice to be secretary of Interior and Local Government. That’s why in the beginning, Jesse Robredo was just “acting secretary” because the position was reserved until the early retirement of Verzosa which was in December 2010.

Verzosa, who was close to Mike Arroyo, had impressed Aquino when in the twilight of the Arroyo administration, amid rumors of failure of the 2010 elections and no proclamation of the new president, Verzosa declared that he would not be following illegal orders.

Verzosa won Aquino’s trust and confidence with that motherhood pronouncement. It helped a lot that he was close to the President’s shooting buddy, DILG Undersecretary Rico Puno.

That bond with the President cleared him of any accountability in the police bungling of the Aug. 23, 2010 Rizal Park hostage crisis. He was also named by Bishop Oscar Cruz as among the protectors of jueteng. The government just turned a blind eye about that information.

The controversies made it untenable for Aquino to appoint Verzosa as DILG chief but the President declared his unshaken trust on him during the turnover of command to Bacalzo in September 2010.

Aquino still praised Verzosa as “the embodiment of courage, discipline and professionalism.”

There’s a select group of people who are not covered by the President’s anti wang-wang and “matuwid na daan” crusade. Verzosa is one of them.

    When it comes to Verzosa and wife, (and members of his closed group ka-Pnoyan) the prez walks uneven.

    Remember Cynthia, Verzosa’s wife of the 2008 Euro-Generals scandal, lusot na rin sya dahil sa lakas ng dating ni mister kay Pnoy.

  2. I had just gone through the whole shameful and disgusting experience all over again as I watched “The Manila Hostage Massacre” on History Channel tonight.

    This was under Versoza, too. Why he was allowed early retirement and escape command responsibility still eludes any logical wangwang-free explanation.

  6. Well, Malacanang needed a “big defection” to shake the enemy’s resolve or whittle down his morale, its a psywar ploy. Question is, did it work?

    I wouldn’t be surprised if Verzosa lands a position like that of Pangilinan with Bucor or even better. This is a practice Pnoy has to stop. If he really wants “matuwid na daan” and no “wang wang” he should not favor these crooks. Obviously Verzosa knows how to play the game. I-lifestyle check din itong isang ito. O baka naman nasa Switzerland bankna ang pera niya. I hope his wife will pay for the Euro salting she did. Of course alam yan ni mister. Generals like Verzosa are simply DISGUSTING! Pagdating sa pera super garapal talaga!

    Jug, the kalakalan has to stop, otherwise, Pnoy is just another clown president. His “matuwid” na daan will fall into a steep ravine! The hope of the nation to rid itself of these vulture officials will just be a dream, nothing else. Actions speak louder than words.

    Those were the magic words that gained the trust and made him so cute and lovable in the eyes of Noynoy and made him one of the untouchables. It’s a shot across the bow, maybe without any unintended consequences, but luckily for him, Noynoy was so impressed, took it and kept it in his heart.

    Police officers are expected to do their sworn duty, to serve and protect so there’s no need of any declaration of what they have to do. Why Noynoy did fall to such a natural declaration from a police officer, a top dog at that, only exposed his naivety.

    In other words, sinadya man o hindi ni Verzosa, nauto niya si Noynoy.

    And when it comes to KKKs, there are no more surprises to expect from Noynoy. It’s already a given that truth doesn’t matter, every KKK is infallible and can’t be subjected to any investigation.

    In sum: KKKs = Wang-wang.

    The term untouchable was in reference to the team of Secret service agents that were immune to Bribery during their campaign agaisnt the violators during the Prohibition…now it has another meaning in terms of can not be touched just like the Leppers in Centuries past…just what is going with the righteous path? having a detour? I was thinking all along that anyone who wanted to block the roadway do so at their risk of broke limbs….

    MANILA, Philippines- Senator Antonio Trillanes IV accused former Philippine National Police (PNP) chief Jesus Versoza of being the most at fault for the 2009 purchase of three overpriced choppers.

    Trillanes said that Versoza is “most guilty” because he “allowed this thing to happen.” The senator was referring to Versoza’s approval to give the Manila Aerospace Products Trading (Maptra) the helicopter contract despite the fact that it has failed to comply with several requirements.

    The PNP ordered “brand new” choppers from Maptra but the firm only gave one pristine aircraft and two pre-owned helicopters that were previously owned by former First Gentleman Jose Miguel Arroyo. The three were sold at P105-million, at marked up brand new prices.

    When Trillanes asked Versoza about this, the former PNP chief said:”I know nothing about the pre-owned helicopters.”

    Trillanes then addressed the other PNP officers being grilled at the Senate hearing: “You’re former commander has left you hanging.”

    “Let this be a lesson…next time you sign a document, make sure you are doing the right thing,” he added.

    Senator Teofisto Guingona III, head of the Senate Blue Ribbon Committee, also quizzed Versoza about the competence of Maptra to enter such contract.

    Guingona said that Versoza signed the supply contract despite the fact that the firms’ accreditation with the PNP already expired in January 22, 2009, six months before the transaction transpired in July.

    “You entered into a contract with a party that is legally not capable to enter into a contract with the PNP,” Guingona added.

    Galing talaga nitong si Trillanes napakinggan ko kung papano niya tanungin itong si Verzosa. Sa kanya ay walang paligoy-ligoy deretsahan ang tanong niya. Nakapagtataka lang bakit wala man lang akong mabasa sa mga pangunahing diyaryo tungkol dito.
    Malayo ang mararating itong si Trillanes wag lang siyang babaluktot.

    I watched Trillianes interrogate Verzosa. Malumamay pa noong una but in the end he made his point well. Baka naman kung magpakamatay din itong si Verzosa eh kasalanan na naman ni Trillanes.

    Personally, I think Verzosa is the the culprit from PNP. He did not even know if the helicopters were used. Why did he not investigate? Kaya siguro maraming euros na dala si Mrs Verzosa sa Russia. Now we know where the money came from, just converted to euros. Lalabas at lalabas din ang mga kasalanan ng mga ito.

Ang magandang magharap sa Senate hearing ay si Esperon at Trillanes (kung maitutuloy man na ilabas ang Mayuga Report – lahat ng mga military alipores ni Goyang ay maisasalang sa imbestigasyon);

    Dahil diniretso ni Trillanes ang dating PNP chief Versoza na “You are the most liable officer together with your top officials in the purchase of these helicopters”, ang sagot ng gago – “let the proper court decide on that, your honor!

  20. It probably appalled Trillanes how Versoza can easily abandon his men when the going got tough. If we recall, he was the last one to leave detention and when trapped in a no win situation, he always thought of his people first. This old cavalier Versoza should be ashamed of himself.

  21. Trillanes’ fault is being born too late, if he lived during the time of Rizal, he could’ve been a national hero too.
