Another cabinet member gets away with wang-wang act

While Presidential Adviser for Political Affairs Ronald Llamas is twisting in the wind over the discovery of an AK-47 in his official car used by his bodyguards while he was in Switzerland, another cabinet member did a wang-wang act and got away with it.

Last Monday’s column of Antonio Montalvan II in the Philippine Daily Inquirer titled “The people are not her bosses” was about Imelda Nicolas, chairperson of the Commission on Overseas Filipinos.”

He related of his experience lining up for his Philippine Airlines flight last Oct. 1, when the airline’s operations were in chaos because of the wildcat strike of the PAL Employees Union.

Here’s a portion of Montalvan’s narration of the incident:

“Aggravating the already chaotic situation, only two entrance gates of Terminal 3 were opened to departing passengers that morning. Everybody just had to catch their flights. “Everybody” included one latecomer, arriving in an SUV, who was right away allowed entry into the terminal in full view of everyone in that long, long line. It was my turn next to go through the baggage scanner, except that I had to stop and give way to this favored one.

“Who was this favored one, I asked the guards. A Cabinet secretary, one of them replied. Just that, a ‘Cabinet secretary.’ No name was given. But it reminded everybody in the line of somebody else’s description of the so-called ‘wang-wang’ mentality. If she was indeed a Cabinet secretary, then her boss must be President Aquino. And the President has repeatedly said the Filipino people are his bosses.

“When I insisted on knowing the identity of favored Cabinet secretary, I was told that she was the Honorable Imelda M. Nicolas, the chairperson of the Commission on Filipinos Overseas, a Cabinet-rank position. Obviously, she too was catching a flight. But so was everyone in that line, except that they were not Cabinet secretaries. They were just ordinary people…

“Reminded that what she was doing was a clear manifestation of the wang-wang mentality, the mindset of entitlement that the Aquino administration has promised to eradicate—and that she had to fall in line just like everyone else, the Cabinet secretary nevertheless nonchalantly proceeded to go inside the terminal, totally unmindful of the inconvenience she had caused.”

Nicolas, is a sister of Fil-American businesswoman Loida Nicolas Lewis and a family friend of the Aquinos. I can’t remember now what her position was during Cory Aquino’s presidency but she had a government position.

She was chairperson of the National Anti-Poverty Commission during the Arroyo administration having been in the forefront in the ouster of President Joseph Estrada.

Immediately after the 2004 elections, when the camp of opposition candidate Fernando Poe Jr. was complaining about cheating in ARMM, she told a journalist friend, “Why, do you want FPJ to win?”
She was one of the “Hyatt 10” cabinet members who walked out of the Arroyo administration when the “Hello Garci” tapes surfaced exposing the blatant cheating by Gloria Arroyo in the 2004 elections.

The special treatment of Nicolas and the controversy Llamas is embroiled in bring to the fore the farce of the much- touted crusade against wang-wang mentality which Aquino made the centerpiece of his administration.

This was what he said in his June 30, 2010 inaugural speech:

“Kayo ba ay minsan ring nalimutan ng pamahalaang inyong iniluklok sa puwesto? Ako rin. Kayo ba ay nagtiis na sa trapiko para lamang masingitan ng isang naghahari-hariang de-wangwang sa kalsada? Ako rin. Kayo ba ay sawang-sawa na sa pamahalaang sa halip na magsilbi sa taumbayan ay kailangan pa nila itong pagpasensiyahan at tiisin? Ako rin…

“Walang lamangan, walang padrino at walang pagnanakaw. Walang wang-wang, walang counterflow, walang tong. Panahon na upang tayo ay muling magkawang-gawa.”

Wang-wang symbolized arrogance of those in power. Aquino’s anti wang-wang crusade resonated with the common man silently bristling over the double injustice of such attitude.

Having won public applause for it, Aquino’s second -state-of-the nation address boasted of the success of his anti wan-wang crusade:

“Humarap po ako sa inyo noong aking inagurasyon at sinabing: Walang wang-wang sa ating administrasyon. At ngayon, patuloy nating itinitigil ito. Naging hudyat at sagisag po ito ng pagbabago, hindi lamang sa kalsada, kundi pati na rin sa kaisipan sa lipunan.

“Sa matagal na panahon, naging simbolo ng pang-aabuso ang wang-wang. Dati, kung makapag-counterflow ang mga opisyal ng pamahalaan, para bang oras lang nila ang mahalaga. Imbes na maglingkod-bayan, para bang sila ang naging hari ng bayan. Kung makaasta ang kanilang mga padrino’t alipores, akala mo’y kung sinong maharlika kung humawi ng kalsada; walang pakialam sa mga napipilitang tumabi at napag-iiwanan. Ang mga dapat naglilingkod ang siya pang nang-aapi. Ang panlalamang matapos mangakong maglingkod—iyan po ang utak wang-wang.”

It’s about time Aquino check his own close circle if they are taking him seriously.

    Just in time I was about to give a bit of a good approval to Pnoy, teka teka…hihintayin ko kung ano ang gagawin nya sa dalawang impaktong ito!

  2. Sigurado akong hindi papansinin ni PNoy ang kaso nitong kanyang 2 alipores na si Ronald Llamas at Imelda Nicolas. Unti unti na akong naniniwala na bulaklak lamang ng dila ang binigkas nyang “kayo ang boss ko”..

    Like an addiction (any kind) it is very hard to break and with the Administration tendency to look the other way, next year SONA will summarize the failures of the First Two…
    Secretary Llamas broke a very serious law that demonstrate how the people in power are more than equal than the subjects they are suppose to serve…and suddenly the law on guns became so muddled that holes were created for them to get out…and the public just no longer care…it is getting to the point that somehow, things will eventually even out. no one lives forever…

    didnt i say this when he was elected??? wala ring pagbabago, sa totoo lang and i will say it again , from 1968 to the present time, sa lahat ng naging president ng pinas , MARCOS , unfortunate as it may ( even if I feel nauseated ), WAS the best president, all things considered, life was better with Marcos, less crime,, people have fear of law, yes Aquinos restored democracy, but , last i know, hospital, school and supermarket do not accept democracy as form of payment, so sa criteria ng nepotism and corruption , bottomline , pareho lang ang marcos and aquino, i can see imelda having the last laugh, Pnoy???? hmmm smokes sa airplane, no guts to axe his barilan buddy responsible sa bus hostage, missing in action sa bagyo???? so who voted him???? VERY TRUE ang description ni kenney, well, what do you expect , Pnoy never excelled as a student, congressman , senator and now as president. Pinoys kasi have this penchant on AWA, sympathy votes, that what we get , puro awa, kaya ang elected official , mga mediocre, come to think of it, former government officials are RARELY pinag aagawan ng private sector post retirement, it just shows mga bobo sila ,kasi, symepre mga astute businessman ang owner ng big corporation, henry , lucio et al, they get the brightest not the dumbest

    Pumunta kang Maynila mula probinsiya at yung ang gitara mong iniwan sa bahay ay hiniram ng dalawa mong kaibigan.
    Napa-away yung dalawa at ginamit na pamukpok sa rambol yung gitara at nawasak.
    Pag-uwi mo, galit sayo yung mga nanay ng mga nakalaban ng mga kaibigan mo dahil, kung wala ka daw gitara, hindi mabubukulan ang mga anak nila.

    sino ba itong imelda nicolas na kumakatawan sa aming mga narito sa ibayong dagat?

    kung totoo itong insindenteng nangyari (o ginawa niya) nangangahulugang maliwanag na WALA siyang karapatang humawak ng ganyang posisyon sapagkat WALA siyang pakialam sa mga ordinaryong mamamayang kanyang inapakan. sa halip na sabihan niya ang mga tauhan ng PAL na ayusin ang kanilang pagseserbisyo sa mahabang nakapila ay inuna pa niya ang sarili niya at buong kapalaluan niyang nilabag ang “walang utak wangwang” policy ni PeNoy.

    ito namang kasong nahulihan ng baril ang mga security ni lamas, meron din siyang pananagutan. kung hindi siya maluwag sa kanyang mga tauhan (maaaring kunsintidor na rin) ay hindi magkakaroon ng lakas ng loob na dalhin sa paglilimayon ang kanyang opisyal na sasakyang may plakang “6”. gayundin, ang mga armas ay bawal dalhin ng mga nakatalagang security kung wala ang taong kanilang pinangangalagaan dahil ang covered lamang ng mission order (kung meron) ay ‘yung mga lakad nila at pagkakataong dapat lamang bigyang proteksiyon ang kinuukulan. alam nito ni lamas, BINALEWALA lang dahil nga kabarilan siya’t nasa gabinete ni PeNoy.

    walang utak WANGWANG? ‘yan ang kabuWANGan nila!

    may gagawin si PeNoy upang mabigyang leksiyon ang mga opisyales niyang ito?

    mabago pa kaya nitong paghingi ng paumanhing (hindi natin alam kung taos sa kayang loob) ito ang mga naunang pangyayari? hindi ba mas maigeng isipin muna ang magiging bunga bago kumilos ng alanganin?

    bilang isang OFW na kabilang din sa kinakatawan daw nitong si imelda nicolas ay HINDI ko siya kinikilala sapagkat wala silang konsultasyon sa aming hanay kung sino ang kakatawan sa amin sa pamahalaan – kung bakit, para saan, para ano, at higit sa lahat bakit pa nga kailangan gayung meron ng kinatawan sa kongreso?

  9. I have a big problem with officials who use the wang wang. nakaka sira sa traffic flow ito. it inconveniences motorists at lalala ang traffic jam.

    but i have no problem with cabinet officials being prioritized sa mahabang linya kung may importante silang pupuntahan na govt related. papahintayin mo pa ba si pnoy sa mahabang linya just like everybody else if he’s doing the country’s work?

  10. Nicolas’ ‘rough patch’

    Antonio Montalvan II’s column, “The people are not her bosses” (Inquirer, 10/10/11) unfortunately paints an uneven picture of the wangwang-less’ society that this administration has been trying to champion. Kindly allow me the space to explain my side of the story.

    I was traveling via Legazpi to our hometown, Sorsogon, accompanied by my two brothers—Pastor Francis, and our older brother who is wheelchair-bound. Before I arrived, he was accorded public assistance by the Ninoy Aquino International Airport Authority (Naia) through an earlier request. He was the “sickly” person mentioned in the article. The same assistance may be requested by senior citizens or disabled passengers from the Naia any time.

    The Commission on Filipinos Overseas has efficient registration desks at both airport terminals for our kababayans who leave the country with immigrant visas and for spouses and partners of foreign nationals. I was assisted by our representative and accorded service by Naia, a normal courtesy extended to Cabinet secretaries, senators and congresspersons.

    I apologize for any inconvenience I may have caused Montalvan and others. My concern for my wheelchair-bound brother contributed to my lack of sensitivity to the raw nerves of our fellow passengers stuck in long lines at the airport due to the PAL Employees Association (Palea) strike. It was never my intention to be “more entitled than all of them.” It is definitely not in my character and it is not conceivable in my long history of public service “to do… something… behind… the public’s backs.” Like President Aquino, we all want the same wangwang-less society, but sometimes we need to go through some rough patches along the way. This was my rough patch.

    para saan ba talaga at ano’ng layunin nitong departamento ni imelda nicolas? meron namang immigration desks sa mga terminals, ah? kulang pa ba ‘yun upang pagsilbihan ang mga overseas Pinoy?

    sa mga bansang pinupuntahan ng ating mga kababayan sa anumang mga kadahilanan, di ba’t meron na tayong embahada o konsuladong mangangalaga sa kanilang kapakanan?

    mag-isip naman sana sila na nagkakaroon na ng overlapping ang mga functions ang bawat opisinang parepareho ang trabaho subalit nagmumukhang mga inutil na nagtuturuan kapag nagkakaroon ng bulilyaso.

    pastilan! left over din pala itong kagalanggalang at pinagpalang nilalang na ito ng nakaraang basurang administrasyon!

    ano ba ‘yan? wala na bang iba? puro pabor na lang?

    kayo kayo nga lang magkakaibigan, magkakabarilan, magkakakulay, magkakakilala at ewan (sa inyo) ang mas lalong aasenso (sa lalaki ng mga suweldo’t allowances kahit umaapaw na ang salapi sa inyong bulsa) dahil bawat pagpapalit ng administrasyon, kayo kayo pa rin ang magkakaharap at halos magkapalitpalitan na ng mga mukha!

    mahiya naman kayo!

    Kung sisipain daw sya ni Pnoy ay lalayas sya, pero kung hindi ay magtiis tayo sabi ni Llamas. Therefore, kailangan syang i-bang bang!

    Walang delicadeza, bakit kailangan pang papiliin ng boyfriends at girlfriends ni kuya Noy ang presidente sa dapat ay sarli nilang diskarteng aksyon. Why not just spare Pnoy the emotional burden of shoving them off? Hindi ganyan ang gawa ng bespren! 🙁

    Sa airport ay may sariling linya ang disabled. Gaanno ba kalayo si Montalvan at hindi nya nakita na dumeretso si Nicolas sa itinakdang counter para sa wheel-chaired brother ng bestpren ni kuya Noy?

    Sabagay ay maganda minsan na nagkakamali o naiinis ang tao at nagrereklamo, nagiging aware ang ‘malalakas’ sa leadership sa kanilang mga kilos at gawa. Pasensya sya, ganyan talaga ang sikat. 🙂

    Ang tamang gawin ni Montalvan ay tingnan ang rehistro kung disable nga ang kapatid ni Nicolas na humagibis sa pila. Kung mapatunayan ay sya naman ang mag- Ay Am Sori.

    Huwag na kayong magalit dito kay Imelda. Di na maiiwasan ang ganyang patakaran lalo na kapag may puwesto ka sa gobyerno dahil lagi sila ang bida kahit na walang binibida. Akala nila ay magaling sila.
    Ang dapat dito ay iparehas na lang kay PNOY si Imelda (kung dalaga pa) at bagay na bagay sila ni Pnoy. Ha,ha 🙂

    Speaking of wang-wang mentality.

    Noynoy defined wang-wang as an act of arrogance, a brazen display of power and authority; took it as one of the centerpiece of his admin by getting rid of it and did his best to lead by example. Very good and I gave him an A for the initiative, kaya lang not only some of his underlings didn’t quite get the message and continue to show the wang-wang mentality but he himself violates his own rule.

    Smoking during flights is banned. Everybody knows that Noynoy is a chain smoker and reports have it that he always has his way with it during his flights. An airplane does not have an enclosed space or area for smokers, so wherever he does his thing, the smell of a cigarette smoke will be all over. Does this mean that he is exempted from the No Smoking ban because he is the president? As far as I know no one is exempted from the ban unless the flight is private.

    His act is simply not in compliance with his rule. It’s the height of wang-wang mentality which he repeatedly boasts to get rid of.

    Natulungan na pala. I presume nakaupo na sa loob, tulad ng ibang mga wheelchair-bound na unang pinalululan. So there was no need for her to cut into the line.

    Kahit sinong Pontio Pilatong nagtutulak ng wheelchair ay pinauuna. No need to say that you are a Cabinet secretary. Pero hindi naman siya nagtutulak ng wheelchair ng kapatid, dahil nauna na ang kapatid.

    As usual, pahapyaw ang paliwanag. There is truth in the statement, but that is not germane to the issue of cutting in.

    Eto. Inamin na ang trato ay bilang cabinet secretary, hindi bilang ordinary passenger.

    Naalala ko tuloy yung aking stint sa Senado, noong panahon ni Cory. We had a five-city public hearing for the Committee of Senator Vicente (Ting Paterno).

    The good senator asked his staff to buy economy tickets for all his staff, including himself, and for us, the other staff of the Senate. Katabi namin siyang umupo, sa economy.

    In the airports, while waiting for boarding, the airport staff easily noticed us, dahil marami kami. They would walk up to him and say, “Senator boarding na po.” He would reply, “Paunahin mo na ang iba, mamaya na kami.”

    So kung mayroon man kaming yabang, because we worked for the Senate, nawala, because we had to follow the boss. We waited, and boarded last. Natuto kaming magpakumbaba, dahil yung boss mismo, so unassuming.

    Walang wang wang speech si Senator Paterno. He led by example. I will always have the highest respect for the humility of Senator Paterno.

    #27 & 28: i understand and it is clear that this imelda nicolas is representing the privileged and can afford few just like her sister and the likes of her former boss, the corrupt and cheat gloria arroyo, not the OFWs. wala talaga siyang kinalaman at hindi makikialam sa hindi niya ka-level.

    ano ngayon ang silbi ng komisyon nitong si imelda nicolas kundi isang walang kuwentang opisinang ginagastusan ng buwis ng mamamayan?

    PeNoy, hindi na maikakaila na BASURA din at KASINUNGALINGAN ang iyong sinabing KAMI ang iyong BOSS!

    yours is an administration not really meant to serve the needy but to satisfy the want of your circle. pagtanaw lamang ng utang na loob at pagbabayad sa tulong na ikaw ay mailagay sa puwesto ang layon ng iyong gobyerno.

    Well anyway Pnoy should have appointed Rambo instead of Llamas, at least Rambo is a responsible gun owner. LOL

    Ano pa ang hahanapin ninyo kay PNOy ay sa Senado pa lang ay wala naman ginawa kundi matulog at mag yosi. Ngayon pang hawak niya ang pinaka mataas na puwesto.
    Yan ang hirap sa ating mga pilipino eh. Kung sino ang sikat at ma-awain ay siyang binoboto. Di mo muna tignan kung ano ano ang nagawa ng tao. Si Pnoy ay nanalo dahil namatay si Cory. Nakuha niya ang maraming boto dahil sa SYMPHATY VOTE. Kung buhay ba si Cory ay sa palagay ninyo mananalo si Pnoy. Di naman siya sikat sa ibang lugar eh at di rin siya kilala. Dahil iilan lang ang nagawa niyang batas sa Senado. Mas marami pa ang tulog kesa nagawa niyang batas eh. Weather weather lang iyan ika nga kayo noon at kami ngayon ang mag hari harian. Sa kanya na rin nangaling ang tawag na UTAK WANG WANG. BANG BANG… naisahan na naman ang mga PINOY…. tayo ang lumalabas na utak BANG BANG..

    I used to carry an Uzi sub-machine gun in my car when I was still in the service. Never bothered anyone. I did not display it openly. Masyado lang nila pinapalaki issue about Llamas. Sabagay expected na yan sa grupo ng Left hardliners. Kalaban kasi ang Akbayan. Tell me, paki check nga kung sino sa mga Congressman ang walang dalang mahahabang baril sa sasakyan. I bet most of them will even be loose firearms. Di lang macheck ng PNP dahil Tongressman nga. Ang mali lang, dala-dala ng mga bata ni Llamas kahit di sya kasama. Sinipa na di ba? So, dapat tadyakan pa rin talaga si Llamas? If the weapon was used in a crime, dapat lang. Pero di naman, di ba? The issue here is, is he authorized to own the firearm? Does he possess the permit to carry? Was it used in a crime as to negate the purpose of the permit to carry? If the answer is no, then I would say na sinalsal na naman ang balita para mapuntusan si kalbo.

  43. I have the same take, henry90. The staff wasn’t licensed to carry the AK, only Llamas was. It was the correct reaction of the police to confiscate it temporarily while investigation is ongoing and until ultimately, the ones caught with it could be charged. Llamas’ license could also be revoked for unreasonable neglect after due process. End of story.

    Some people are over-milking the shallow issue for purposes we already know. Parang yung second-hand Porsche na naman ito.

    Nabababawan sila kay Noynoy. While they may be right, kababawan din ang ibabato?

    Agree, Tongue. The cops did the right thing. Kung nagkamali yung alalay, sila ang papanagutin. Confiscate the firearm and revoke the license if they must for negligence on Llamas part as the owner. But charge him? With what?

    Awful and hypocritical comment. What are you then, blind following a blind. Kung bastos pala yung boss nyo, bastos ka rin. Most who work for a politician are condescending, that’s a given.

    And being a esquire and at thta age, it’s kinda strange for you to learn humility from someone, whether from a senator or not. Oh wait…most Pinas lawyers possess no such thing.
    From elementary, either you have humility or you don’t.
