Battle for DILG secretary post intensifies

The battle over the position of Secretary of Interior and Local government, left vacant by the death of Secretary Jesse Robredo in a plane crash last week, intensifies between the Balay (Liberal Party-Mar Roxas) and Samar (Vice President Jejomar Binay and Executive Secretary Jojo Ochoa) factions.
Lacson at DILG: not good for Mar Roxas 2016 plans

We saw posted in Facebook last week a news item about Sen. Panfilo “Ping” Lacson confirming his interest in the position of DILG secretary, the effect of which was in very bad taste.

A closer look at the news item, however, showed that the date was June 2012 after President Aquino announced that two senators are being eyed for a cabinet position after their elected term expires in June 2013.

When asked if they were Lacson and Sen. Francis “Kiko” Pangilinan, Aquino replied, ““Those two in particular.”

Malacanang sources said Lacson was slated for DILG and Pangilinan for the Department of Agriculture.

The attacks on Lacson come from people identified or sympathetic to the Balay group. We are not sure if the demolition job is a Balay operation or being done by their sympathizers without the officials’ encouragement.

It should be recalled that it was also reported in June that Transportation and Communications Secretary Mar Roxas was opposed to Lacson in the DILG, which was denied by Roxas immediately.

At that time also, Robredo, whose appointment as DILG secretary was made only in June 2011 after almost a year as acting secretary (he was never confirmed by the Commission on Appointments ) was asked if he thought he still enjoyed the trust and confidence of the President and he said,”Yes.”

It is understandable that political groups would want dominion over DILG because not only does it have supervision over the Philippine National Police but also the local government units.

The LGUs are composed of 79 provinces, 38 cities and Metro Manila. It’s a potent political network.

Balay is said to be concerned that if Lacson makes good at the DILG, especially in the matter of peace and order, he would think of running again for president in 2016 and would be a stumbling block to Roxas presidential bid.

Just a thought: if Lacson makes good in the DILG, would that not be good for the country? Why would the peace and order situation in the country be held hostage by the presidential ambition of one politician?

One legitimate observation about Lacson, however, is that his rigid style of leadership may not sit well with local politicians.

Even if Lacson would not join the presidential race in 2016, he is seen as more leaning towards the Samar faction than Balay. If that’s the case, Balay would be worried that the LGU network would be used for Binay instead of them using it for Roxas.

At the start of the Aquino administration, when Binay was being considered for a cabinet position, he conveyed that he was interested in the DILG. No way would the LP stalwarts allow that.

The LP is said to be pushing for Cavite (1st district) Rep. Joseph Emilio “Jun” Abaya for the DILG.

    Takot ang LP kay Lacson na kung success sa DILG ay maisipang lumabang presidente ulit o kaya ay suportahan si Binay. Ang dami namang unfounded fears ng LP.

    Opinyon ko lang, kahit ayaw ko talaga kay Binay ay prediction ko na tatalunin nya ulit si Roxas, this time sa presidential. At kahit wala si Ping na suporta kay Binay ay ganun din ang resulta, nakapasok na ng husto si Binay sa LGUs.

    Hintayin natin kung talagang itinutuwid ni Pnoy ang daan at hindi sya isang kawayan na sumusunod sa hihip ng hangin.

    The issue of “gayness” was raised, unfortunately, by a dirty cop (former upperclass) who happened to be investigated by Ping and published in the media by an AC-DC (attack, collect; defend, collect) columnist.

    Even PMA was corrupted by politics. Ping since graduation from the academy has not jockeyed for any position. They were offered to him. He was one of two Laguna provincial commanders I know who refused jueteng payola. If you don’t believe this, do your surveys among old timer jueteng operators in Laguna.

    Later on, his enemies (FG, Tulfo, Rosebud, etc.) repeated this lie until some people actually took it as the truth.

    What I can say is those who are again using this lie to prevent Lacson’s appointment to a position that fits him to a T. If there’s anyone who can stop these motorcycle criminals and other modes. it’s him. He has proven himself in the past and he can do it again.

    There is no other person better qualified period.

    Gusto ni Pnoy na mabawasan ang krimen at matwid na kapulisan, ayan si Lacson subok na ang kakayanan.

    Kung sakali, si Lacson ay kay Pnoy lang mananagot, hindi sa Balay o Samar groups. Isang termino lang ang pangulo, gusto nya ng magandang legacy in the area of DILG, appoint Lacson.

    Kung takot ang LP sa presence ni Lacson sa DILG dahil baka maging tuntungan nya ito sa isa pang presidential bid, bakit hindi kausapin ni Pnoy at i-seal ang usapan na hindi gagalaw si Lacson para sa ambisyong ito. Kung ayaw ni Lacson, at least e malalaman na meron nga itong pampanguluhang ambisyon pa. Si Pnoy na bahala magdesisyon kung ganun, hindi Balay o Samar.

    A Philippine Military Academy cadet remained in coma Monday at an intensive care unit of a military hospital after being shot in a robbery incident in Quezon City Saturday noon, the military said.

    Alfonso Aviles was on a passenger jeepney when a lone gunman declared a holdup as the vehicle reached the corner of Regalado and Mindanao avenues in Greater Lagro village. The cadet tried to prevent the robbery but the robber shot him in the neck.

    “Today is the second post operative day of Cadet Aviles. He is under close monitoring for intracranial pressure. During his operation at the AFP Medical Center, one slug has been removed from his head,” military spokesman Colonel Arnulfo Marcelo Burgos Jr told reporters Monday.

    Ang DILG ay political office. Ano ba ang LGUs na sakop nito? Di ba pang-lokal na political arms ng gobyerno? Ilagay mo ang walang political experience dyan e walang mangyayari. Kailangan lang ay ang mga politikong tulad ni Sec. Jessie Robredo na tapat, simple, mapagkakatiwalaan, experiensyado at hindi korap.

    Sa kapulisan naman, tingin ko ay hindi lang binigyan si Mang Jessie ng awtoridad dito dahil sa jueteng kotong/influence ng mga alam na natin. Pero kung nagtiwala sa kanya si Pnoy sa isyung ito ay kaya niya. Kaya lang baka mas umikli buhay ni Mayor Jessie. Si Ping sa larangang ito ay walang duda.

    Kung qualification lang talaga, paguusapan…karapat-dapat talga si Lacson… and its a go signal from Sen President na pwde na sya i-pull out sa senate… wala nman na sigurong critical na botohang magaganap sa Senate before 2013 election… ( maliban sa RH bill )

    If you think about it, the accusers were also the first to contradict themselves, kesyo si Alice Lacson ginawang mukhang aksidente ang pagkamatey ng asawa para raw mapunta yung biyuda kay Lacson. Pati raw asawa ng may asawa papatayin para mapasa-kanya.

    Ano ba talaga ang punto, mang-aagaw ng asawa o bading? Hindi pwedeng pareho. Yung mga tsismosong nagkakalat ng ganitong paninira malamang yun ang bading.

    Naniniwala ako na napakalaking tulong sa bansa ang gagawin ni Lacson lalo na sa mga hakbang laban sa NPA pati na ng Abu-Sayaf, kalamidad at kaayusan ng buong bansa. Sana naman ay magkaisa ang buong nasyon.

    Napakabulok na po ang hanay ng kapulisan natin, laging kasangkot sila sa corruption to the extent na kasama na sila sa mga nakawan. Worst of all, napakaraming unsolved cases. There’s no accountability.

Nung unang laban sa senado, ayaw nila isama sa senatoriables si Trillanes dahil baka daw magrebelde kay Noynoy gaya ng ginawa kay Goyang. Ngayon, takot kay Lacson dahil sa dahilang political.     Huwag sanang tumulad si Pnoy kay erap “walang kaibigan, walang kumpa-kumpare”. Kung nasa tuwid tayong daan dapat unahin ang interes ng taongbayan, isantabi muna ang pulitika at utang na loob. Mahirap pero yon ang hinahanap ng mamamayan sa pangulo at sana lumayo-layo muna ang mga nakapaligid sa kanya upang bigyan siya ng kalayaang makapag-isip ng wasto. Peace and Order ng bansa ang nakataya sa pagpili ng susunod na DILG chief. Alam na natin kung sino ang mas karapat-dapat.

    I think Joey Salceda is also good for DILG post because of his experience in LGU’s, my only doubts on him is if he can handle the PNP as well.Same problem with Padaca and other honest non-trapo local leaders.How about Atty. Leni Robredo,i believed she was already familiar with Sec. Jessie’s work and being a lawyer will make it easy for her to cope.Just my thoughts.

    Hindi ako komporme kahit gusto ko si Roxas na maging pangulo sa 2016. Kung totoo ang balita, ito ay puno ng political motive at nakaka-turn off.

    The last time I had a chance to talk to Sec. Mar, some six months ago, I urged him not to run for the Senate or the House next year and just do well at DoTC. I figured that if Mar can deliver enough big ticket projects as DoTC Secretary, he will have a good platform to run for president in 2016.

    That turned out to be a big IF. If Mar just worked backwards on a timeline, he will realize he has run out of time to get any of the projects completed by 2016. His muddling through management style cannot deliver what the country urgently needs.

    Plus, Robredo set the bar really high. So Mar will look mediocre in comparison.

    Is that why Binay stepped aside? To give Mar a rope long enough to hang himself politically? Sly fox.

    Jun Abaya is a good choice for the DOTC post. We served together in the PSG during Cory’s time. During that time, he was already a multi-millionaire, yet, he remained very low-key and self-effacing. Annapolis 88 and an Engineer by training and education, DOTC is lucky to have one of the most honest and competent guys I have ever come to work with. BFF Robredo would have been happy with his appointment.

  51. Like I said in a newer thread, I was not impressed with Roxas in DOTC. Accomplishments? Nada. Same here in DILG, he is still a square peg in a round hole. He is best suited with the economic and finance portfolios. He belongs in NEDA/Finance/Treasury/Trade. Not in adminstration/law enforcement.

    My God, he cannot even enforce the NTC orders on telecom interconnection charges and the per-pulse cellphone call rates! If he cannot impose on 3 telcom companies, how can he do it with the hundred thousand-strong police force, 80 provincial/hundreds local executives, etc. etc. etc?
