Urgent call for gun control

As always, we need to be violently jolted to do what is needed to be done. Whether the three recent incidents are harrowing enough for our authorities and lawmakers to move remain to be seen.

Last Sunday, 13 people died in a gun battle in Atimonan, Quezon. The reports get uglier as the root of the shootout or rubout is being uncovered. Three of those killed were members of the Philippine National Police and another three had identification cards of the Armed Forces of the Philippines.

Reports said the killings have something to do with jueteng.

Reports said authorities recovered from the vehicles 11 .45 ca. pistols, a 9 mm pistol, an M14 rifle and an M16 carbine.

Last Friday, a defeated candidate for barangay captain, Ronald Bae, went on a rampage with his .45 cal. Gun in Kawit, Cavite killing eight people including a pregnant woman, two children and a taho vendor who just happened to be at the wrong place at the wrong time.

Despite repeated reminders that it is prohibited to fire guns to celebrate New Year, there were still victims of stray bullets. The lives of Ranjelo Nimer and Nicole Ella were all cut short in their childhood because there are people, devoid of sense and conscience.

One of the 20 bills related to gun control pending in Congress is Senate Bill #13 authored by Sen. Antonio Trillanes IV filed in 2010.

Titled “Gun Control Act of 2010”, the bill calls for tighter gun control and stiffer penalties for unlawful possession, acquisition and disposition of firearms particularly by public officials whether in civilian or in military, police or law enforcement service.

A former member of the Armed Forces of the Philippines, the misuse of arms has always been a concern of Trillanes.

It will be recalled that one of the issues they raised when he and more than 300 officers and soldiers rebelled against Gloria Arroyo on July 27, 2003 in what was known as the Oakwood Mutiny was the sale of AFP firearms to enemies of the government.

Those were the very same weapons that were killing them, they deplored the irregularity.

In Trillanes’ bill, the Philippines National Police is mandated to create a “Firearms and Ammunitions Database” which shall also include ballistic records of all firearms in the possession of private individuals, legal entities and government agencies to prevent these firearms from being used in crime or falling into the wrong hands.”

The bill also requires that “All firearms in the government arsenal of the Armed Forces of the Philippines shall, without exception, be registered in the Firearms and Explosives Division of the PNP.”

A penalty of life imprisonment shall be imposed on violators who are members of the AFP,PNP or any government employee or official, whether elective of appointive.

The current outcry is good. But we can’t help echo the song of Peter, Paul and Mary:
“Yes, how many deaths will it take till he knows, That too many people have died ?”

We hope the answer will not just be blown by the wind.

    But Ellen it is the Lawmakers (many of them) that needed the Guns in quantity to Protect their Political and personal Interest(smuggling, Jueting , and even personal protection) and also the hired guns needed to maintain the private armies for the same reasons by powerful “criminals” under the Protection” of People in authorities.

    It would have not been too much of an issue for the Congress as Bearing Arms is not A guaranteed Constitutional Rights But a privilege . I still can recall when the Polytech Incident in Montreal happened years ago where 14 women student were murdered by Mt Lepine because of his hatred for women, the Commision on Inquiry on that tragedy recomended a Total overhaul if our very Liberal Gun law and it was carefully studied and enacted in 1995 without taking the Ptivilege of those who wanted to own and possess Firearms for Lawful purposes. By per Capita, Canada is in the 8 th place for firearms ownership (the US and Yemen are the tops)..but before the Gun Laws of 1995 anyone without a thorough background Check can get an Acquisition Permit by just filing an application and can Purchase any assault weapon without restriction on the magazine capacity and no quantity limits and no REGISTRATION required (handguns ANC other type been registered for quite a while now) the rules were changed. 1 . There is now mandatory Firearms safety Course to Take and pass,, 2.. Background checks including Mental fitness and checks with Past and current relations and neighbours and acquaintances and coworkers.. 3 Mandatory SAFE Storage for Firearms (this is very important as ther is no limit as to quantity one can own, as long as he can guarantee safe storage ) and the Most Important one is No civilian including Customs and immigration, soldiers or any government officials except Police Officers and individuals like armour carrier guards and Conservation Officers is AUTHORIZED to Carry Firearm in Person for personal protection or whatever purpose ( the RCMP, thru the FOI have aotted that it has issued authorization for less than a dozen of concealed carry to mostly Crown Procecutors and Jidges who have been proven to have threats for their personal safety… Of course the Cops will not name them. And in this country with more than 10 millions of firearms in a population of 32 millions gun crimes is among the lowest.,.by the way been to the bunker just now (our underground shooting range opens 24/7) to blow off some steam, that is the place where young and old and ladies and family meet at any time of day and enjoy the Sport of recreational target shooting. It includes all kind of shooting discipline including the historic Muzzle Loading (black powder) of the pirate era…and the American revolution. And even the Cowboy shooting of the Famous Colt Single Action Revolver and its modern clones. Yes with the right gun control Law and law abiding citizens and No Nonsense Law enforcement you can your Guns and enjoy its lawful use instead of causing Misiries…

    the people that are supposed to have guns (to protect us) are the ones doing the shooting. these arent ordinary civilians with loose firearms.

    25 policemen, 25 AFP soldiers in a single checkpoint? Ampatuan’s murderous gang pales in comparison.

    The leader, a Supt. Marantan, is known, well, notoriously, for similar incidents. Who could forget the Ortigas Rubout? The victims were allegedly carnappers who shot it out with Marantan’s boys. The shocking videos from UNTV, however, showed otherwise, footage showing how the policemen “fixed” the crime scene by planting handguns on the dead bodies, several evidences like fake license plates were caught on cam being transferred from the police mobile to the victims’ car, and so on. An outrage in media followed. Investigations, a Task Force, special fact-finding teams, the usual. The result? The usual. Nothing. Known business leader Mr Cu Unjieng, to this day, still could not believe his son’s life was worthless crap.

    Again, Marantan’s name cropped up in the Parañaque shootout where at father and daughter were pumped with hot lead even as they had their hands in the air. The only reason they were killed was their van had the same color of the vehicle they were pursuing. The resulting public clamor for justice again took the usual course – straight towards fucking nothing.

    And here we are again, Marantan, two promotions later, shooting at people as if they were rats. And there were other incidents involving him.

    The police system nurtures his type. He is untouchable. Maybe he thinks he is James Bond, with a license to kill.

    Or is he?

    And the whole Justice system can not even deal with One Renegade Law Enforcer??? What is happenings Phillipines???Maybe this Time Pnoy will show if he and His administration can deal with Man Maratnan and resolve all the Controversies and allegation thrown against Him. But I doubt it very Much. He might end there among with Senator Lacson and Many others before Him. And he Exactly knew what he is DOING. …oh my.. Oh My.

  11. The gambling lord who was among those killed in the van, Vic Atienza, had filed a case against Marantan in the Ombudsman. Reports say they used to be friends.

    I also heard on the radio an interview with one of the policemen manning the checkpoint. He said he approached the first SUV for checkpoint inspection, the occupant pulled down his window, and after talking to this cop who said the guy in the SUV then rolled up the window and when he turned his back the guys in the SUV started shooting at him he ducked and crawled towards where his team were waiting and the “shootout” started.

    Amalayer? The guy was def lying. You don’t close your window first before shooting, it’s stupid. The NBI reports now say that upon inspection of the SUVs, all bullet directions were towards the vehicles, meaning no passenger engaged in a shootout.

    BTW, the other Police officer who was killed was also a Superintendent (in MIMAROPA), the same rank as Marantan. Hmmm…

    saan ka ba naman nakakita ng isang regional intel chief na kasama sa operasyon? bakit walang check point signages o proper road block at lalong wala ‘atang proper approval mula sa higher Hqs ang operasyong ito? bakit nakasibilyan ang mga pulis samantalang ang mga kasamang sundalo ay naka-uniporme ng fatigue?

    gaano katagal ba ang engkuwentro at umubos sila ng ganyan karaming balang tumama lahat sa mga sasakyan?

    tanga lamang ang maniniwala na unang pumutok ang lulan ng SUV.

    mas naniniwala akong matapos masiguro na ‘yung mga target ang sakay at ipaalam kay marantan ay inupakang walang habas ang mga namatay at sinigurong walang isa mang mabubuhay. kusang sino man ang nasugatan sa panig ng nag-checkpoint kuno ay bahagi na lamang ng plano (bahala na kung sino) upang mapalabas na legit ang oprasyon at talagang nagkaroon ng shootout.

    lumalabas na diyan din sila dumaan at wala pa ang checkpoint SUBALIT itinatag lang nu’ng “ITAWAG” kay marantan na siyang namuno sa operasyon na ibinatay umano sa intel report na kanyang natanggap.
