SONA and the noise of democracy

Last week, Social Weather Stations released the results of their survey showing a record-high satisfaction among Filipinos with the way democracy works.

It’s relevant to connect the high satisfaction high satisfaction rating of President Aquino with the public’s satisfaction of the way democracy works. That’s why it’s not surprising that Malacañang officials, of course, didn’t waste time in congratulating themselves and issued the following statement:

“We welcome the results of a survey conducted in March this year by the Social Weather Stations (SWS), on satisfaction with how democracy works at a record level of 74%. It is the highest figure since the polling firm began running the survey in 1991, surpassing the previous record-high of 70% in September 1992 and July 1998. Notably, in the four surveys conducted yearly under the Aquino administration, the figure has not dipped below 64% —the longest period of sustained satisfaction recorded throughout the five administrations since the restoration of democracy in 1986.

“True democracy includes what the President’s father called freedom from hunger. This is why we have invested in both strengthening and expanding our social safety nets so the fruits of democracy may be enjoyed by as many Filipinos as possible.

“Realizing that democracy is a work in progress, the Aquino administration is determined to continue reforms that will help restore trust in our public institutions, renew faith in government, and empower the Filipino people.”

The survey conducted was conducted March 19-22, 2013, a little over a month before the May 2013 senatorial elections. SWS noted that in June 2004, a month after Gloria Arroyo ‘won’ the presidential election (which later on was exposed to be riddled with fraud) public atisfaction with the way democracy works was a disappointing 44%.

The March 2013 survey also found a majority 59% saying “democracy is always preferable to any other kind of government,” compared to 21% saying “under some circumstances, an authoritarian government can be preferable to a democratic one” and 20% saying “for people like me, it does not matter whether we have a democratic or a non-democratic regime”.

SWS, however underscored that “Public preference between democracy and authoritarianism is a different issue from the degree of satisfaction with how democracy works, and is probed by a separate question, also standard in many national surveys.

Contrast this findings to the situation in Pakistan where as shown by the British Council’s Next Generation Report (as reported by Time Magazine’s Aryn Baker), only 23 percent of the 5,271 youth interviewed believe democracy has been good to their country.
Baker said the British Council report showed :Thirty-two per cer of youths said military rule would be more effective, and 38 percenr thought Shari’a, the style of Islamic law used in Saudi Arabia (and brutally imposed by the Taliban in Afghanistan in the 1990’s) was the solution. Only 29 percent though democracy was the way forward.”

Today, President Aquino will give us his version of the state of the nation. It is presumed that he will take credit for the good things going for the country even if they were a result of the measures started by previous administrations. Many will disagree with him and will criticize the picture of the country he will present.
That’s the noise of democracy and Filipinos love that.

    Philippine democracy is indeed a noisy place, but constructive and rich with the checks and balances that align the noise along a path that promotes the well-being of the nation. As an outside observer, I’d say that Philippine democracy works as well as American democracy, and had the framework in been installed in 1776 rather than 1987, the Philippines would be the dominant nation is Asia. The catching up is just beginning, and President Aquino ought to be commended for making large, constructive strides forward. Let him brag a little. We all have benefited.

    owww?! talaga? bakit marami pa rin ang walang sapat na kinakain sa loob ng maghapon? bakit laganap pa din ang katiwalian? ang kurakutan? ang halos oras oras na patayan?

    bakit milyon pa rin ang mga kababayan nating nasa ibayong dagat at naninilbihan sa mga banyaga? bakit hindi maramdaman ng mga dukha ang kasaganaang hatid ng lumalagong ekonomiya?

    sino ba talaga ang nakikinabang sa pag-unlad na sinasabi ni noynoy? sila lang na TUMATANGGAP ng daang milyong pork barrel, di ba? kaya nga labs na labs siya ng kanyang mga kabarilan, kaibigan, kamag-anak at mga kamag-aral, eh.

    Maingay nga si Noy sa kanyang SONA. 🙂

    Pinagalitan ni Pnoy ang Customs, nag-resign si Ruffy Biazon. Irrevocable ba? May alam yata si Pnoy na hindi alam ni Ruffy na nangyayari sa Customs. Matinong tao si Ruffy pero masyadong tiwali na ang ahensya ng kanyang datnan at hindi magkarun ng kahit dent man lang ang kanyang pagsisikap na baguhin ang kultura sa tanggapan.

    Move on ka lang, Ruffy, dun sa area na mas makakatulong ka sa kapinuyan. Good luck!

  7. Matinong tao si Ruffy, kitamo walang hintay-hintay pagkatapos ng SONA resign agad. Kaso decline rin agad si Noynoy. Matagal ng suko si Ruffy (at Noynoy) sa malalim na lebel ng korapsyon sa BoC makailang ulit nang nirekomenda ni Ruffy na buwagin na lang ang BoC. Kahit pa silang dalawa ni Gen. Danny Lim na lang ang matino diyan sa Customs, wala ring mangyayari. Napansin mo ba chi na tila nagpahaging si Noynoy kanina: “At para naman po sa mga kawaning walang balak tumalikod sa kulturang wangwang: Tapos na ang pakikiusap. Nagkaroon kayo ng tatlong taon para ipakitang handa kayong umayos; ngayon, hahanapin ko kayong lahat; ngayon, pasensyahan tayo.” Masyado nang talamak ang sindikato diyan sa BoC dapat na nga sigurong buwagin at palitan.

    Yun na nga tongue, dalawa laban sa buong korap institusyon simula ng itatag. Lahat ng naging pinas presidents walang nagawa o ginawa para maayos ang BoC, lalo kay Goyang na Pidal mafia ang nagpalakad. Dapat buwagin na lang talaga ang BoC at magtayo ng bagong departamento, yan lang ang solusyon sa problema sa Customs.

    Makita sana ni Pnoy ang lahat ng kawani na ayaw sumunod sa wangwang at huwag sanang itago ng kanyang opisyales at awtoridad. Sana hindi lang takutan, magbigay kaagad ng maraming sample.

  10. Hirap kasi diyan sa Customs, sandamukal ang ipinasok ng mga politikong naniningil ng utang ng loob kung kaninong presidente kaya puro kupit, palusot at areglo ang trabaho. Ang pinakamahigpit na Customs ay yung panahon ni Ramos nung may SGS inspection bago pa lang umalis sa port of origin. Simula ng umupo si Erap, bumalik uli dun sa “por kilo-walang bukasan system” kaya lalong nagka letse-letse yang customs.

    Hanggang sa maupo yung sindikato ni Gloria at Mike, pati sa Post Office, kinokotongan ka pag meron kang package. Yung mga free subscription ko sa mga trade magazines, catalogues, technical literature e singilin ba naman ako ng P15,000 pwera pa raw storage! Di ko nga ikini-claim hanggang sa mapuno sila, sila pa mismo nagdeliver sa opisina ko dalawang Balikbayan box na yata yung naipon, di ko binayaran kahit singko, pero inabutan ko yung nagdeliver ng P100, hehehe.

    Lately, yung basic P50 fee na lang binabayaran ko pag may nire-redeeem akong mga package galing sa eBay, Amazon, etc. Nagulat ako, mukhang tumino na rin ang Post Office.
